The article summarizes modern problems and ways to improve industrial development in Russia, taking into account the challenges of an innovative economy. A comparison is made between the planned in the Strategy for the Innovative Development of the Russian Federation for the period up to 2020 and the actually achieved indicators reflecting the state of the industry. The conclusion is made about the low level of implementation of the Strategy and the need for further programmatic and methodological support for transformations, taking into account the guidelines of neo-industrialization.

The paper is devoted to financial control exercised over the implementation of “megasience” class scientific projects. In order to create an innovative economy, the State continues to develop research and development, in particular the creation of unique projects of the “megasience” class. Funding for such studies is usually carried out from budgets of various levels of the Russian Federation’s budgetary system as part of priority national projects or federal programs. Therefore, state financial control over the effective and targeted use of funds of the budgets of the budget system of the Russian Federation gains importance. The paper discusses the current conditions of state financial control over the implementation of scientific projects of the “megasience” class, defines the list of subjects possessing the powers of both internal and external state financial control, highlights their differences and characteristics. The author carries out the analysis of monitoring as one of the activities of the Accounts Chamber of the Russian Federation, where emphasis is made on budgetary monitoring. The paper analyzes problems and shortcomings in the implementation of state financial control over the scientific projects. It also describes the features of the current state of state financial control and highlights tendencies of its development and improvement.

The purpose of the study is focused on finding optimal and effective organizational and economic mechanisms for integrating the intellectual potential of the Republic of Kazakhstan and the Russian Federation. The introduction of sustainable development tools and the transition to models for achieving the SDGs in the field of education, science and technology is considered by the authors as a strategic priority for the integration of the Republic of Kazakhstan and the Russian Federation. Intellectual potential is the fundamental basis for the innovative development of business entrepreneurship. The subject of the research is the intellectual potential of economic systems and its relationship with innovative development. The object of the research is the countries with developing economies — Kazakhstan, Russia. The methodology was based on the use of the following general scientific and special research methods: analysis and synthesis, the dialectical approach, the statistical method of data analysis, the method for establishing patterns and hypotheses, the method of aggregated analytical calculation. Within the framework of the results of the research: the creation and development of corporate-type universities; creation and development of regional and interregional centers of competence; creation and development of centers of business initiatives; scientific and educational consortia.

The article assesses the electoral prospects of new political parties registered by the Ministry of Justice of the Russian Federation in 2020, on the eve of the elections of deputies to the State Duma of the Russian Federation, scheduled for September 2021. Based on the results of regional elections held on a single voting day on September 13, 2020, party rhetoric and documents, the author consistently characterizes the electoral potential of the political parties such as «New People», «For Truth», «Green Alternative», and «Direct Democracy Party». The author's judgments are based on the hypothesis that the current electoral potential of new parties, which is fixed at a relatively low level, does not allow us to consider them as competitive and independent subjects in the election campaign at the start of the campaign. The likelihood of certain new parties receiving deputy mandates due to the victory of their candidates in single-mandate constituencies is emphasized. Special attention is paid to the consideration of methods of forming a pool of supporters of new political parties, determined by the specifics of their functioning.

The article explores the issues of innovation in the area of agriculture of the Russian Federation. The specifics of the industry and the importance of innovations in this area for the state and the involved enterprises are determined. In addition to studying theoretical aspects, special attention is paid to the analysis of the recent statistics related to the current state of this industry: on enterprises introducing innovations, the volume of innovative products, the amount of innovation costs of organizations, etc. The key difficulties and trends in the area of innovation in the agroindustrial complex of the country are also identified. As a result of this study, a conclusion is formulated concerning the effectiveness of the implementation of the innovative component in the production, organizational and other areas of enterprise activities along with some recommendations developed to strengthen the innovative development of enterprises in the sector in question.  


The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential

The purpose of the study is to identify trends and future models for the innovativedevelopment of Russian Federation. Paper deals with the innovative development of theleading countries of world economic growth. Particular attention is given to«neoindustrialization» of economically developed countries and innovative nature ofclustering of economic space. The modern factors of global competitiveness and economiccontent of the innovative transformation of the economy is specified. Theoreticalapproaches and tendencies of innovative transformation of economy are proved. Theauthors identified scientific, technological, production, spatial-territorial and institutionalmarketaspects of innovative transformation. Paper includes the differentiation of theStates-leaders of industrial production in the context of key indicators of globalcompetitiveness. The transformation model of innovative economy formation ispresented, the indicators of global competitiveness of the Russian Federation areconsidered. The authors propose structural and logical scheme of innovativetransformation of the national economic system of the Russian Federation is developed. Agraphic interpretation of the transformation of the economic system of the territory underthe influence of innovative development is proposed.

The purpose of this article is to study the possibilities of public-private partnership in the in realization of environmental policy of the Russian Federation and the Concept of sustainable development. Authors consider that the Russian government should be solving in the process of development of the Russian economy problems of ecology (providing the favorable environment; decrease in anthropogenous load of the environment; increase in efficiency of use of energy resources; correction of negative consequences of resource-intensive industrial development). The public-private partnership is investigated as special legal institute and as a form of interaction between government and business. The potential of public-private partnership in solving problems in the sphere of ecology is studied in these planes.Public-private partnership is studied in various aspects: form of investment in environmental protection; mechanism of achievement of ecological interests of the state and society; a way of stimulation of introduction in economy of innovations which are capable to provide interests of ecosystems.Authors support adoption of the comprehensive and integrated programmatic law which will provide a triad of interests: investments - innovations - ecology. The analysis of legal base of public-private partnership and programmatic laws on sustainable development of the Russian Federation has allowed to draw a conclusion on absence between them direct connection. This has a negative impact on the implementation possibilities of state-private partnership to overcome the environmental crisis. Authors offer changes in the legislation for elimination of this inconsistency. They define the problems of public initiative and public oversight in public-private partnership in the field of ecology.Authors approve need of creation of mechanisms of public control for this sphere.

Russian enterprises are not paying enough attention to the issues of innovative development, while global trends demonstrate the increase of enterprises competitiveness through the introduction of innovations. Innovations are able qualitatively improve enterprise performance indicators in conditions of tough competition. For many domestic enterprises, in such conditions the innovation and its specific results could be a key criterion of success. Lack of investment is the most important problem holding back innovations. The experience of support and development of innovations in Canada and South Korea has been considered in the article. It has been concluded that in general the Russian Federation is experiencing a global transfer to an innovative economy, which in the future should be an undoubted advantage for the production of competitive products. The creation of radically new products and services, as well as the enhancement of existing ones, will allow Russian enterprises systematically improve their image, increase their business reputation, which will attract more investments.

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.
