The paper is devoted to financial control exercised over the implementation of “megasience” class scientific projects. In order to create an innovative economy, the State continues to develop research and development, in particular the creation of unique projects of the “megasience” class. Funding for such studies is usually carried out from budgets of various levels of the Russian Federation’s budgetary system as part of priority national projects or federal programs. Therefore, state financial control over the effective and targeted use of funds of the budgets of the budget system of the Russian Federation gains importance. The paper discusses the current conditions of state financial control over the implementation of scientific projects of the “megasience” class, defines the list of subjects possessing the powers of both internal and external state financial control, highlights their differences and characteristics. The author carries out the analysis of monitoring as one of the activities of the Accounts Chamber of the Russian Federation, where emphasis is made on budgetary monitoring. The paper analyzes problems and shortcomings in the implementation of state financial control over the scientific projects. It also describes the features of the current state of state financial control and highlights tendencies of its development and improvement.

Introduction. The article is devoted to the study of the current state of the research and development sector in the Russian Federation during the transition from the first to the second stage of the implementation of the Strategy for the Scientific and Technological Development of the Russian Federation. In addition, the authors also prepare proposals for improving the state scientific and technical policies. Methods. This paper employs theoretical methods, including non-comparative and comparative analysis, cognitive synthesis, abstraction and concretization, systemic approach and structural-functional method. Results and Discussion. The paper presents the dynamics of changes in the key indicators of scientific and technical activity in the Russian Federation as well as significant risks and threats/challenges constraining scientific and technical activities, which are divided into two groups: organisational and economic (internal) challenges and global technological (external) challenges. The main research results are: a set of measures in the framework of the state scientific and technological policy, ensuring the further scientific and technological development of the Russian Federation, including the improvement of the public administration system through the development of mechanisms for financing research and development; creation of favourable conditions for involving enterprises of the real economy and other companies in all stages of research and development; creation of an integrated system for assessing scientific, research and technology results; introduction of a holistic system to support scientific, research, technological and innovation activities, providing targeted support at every stage of the innovation life cycle; introduction and development of the mechanism of scientific diplomacy in Russia; development of science and technology at the regional level; development of mechanisms for involving qualified personnel to scientific activities; development of a holistic system of expertise, monitoring and forecasting for scientific, research and technological activities. Conclusion. Results of this research substantiate the assertion that such areas as science, technology and innovation should operate as a whole structure integrated into the socio-economic system of the country and ensuring the technological selfsufficiency and competitiveness of the national economy.

The paper is devoted to the examination of issues related to the increasing importance of budgetary regulation for the proper functioning of a modern innovative society. The key role of the budgetary regulation in the financial process of the State is particularly acute in the context of systemic crises that include socio-economic consequences caused by the spread of a new coronavirus infection (COVID-19) in Russia. In the course of the study, the features of changes in the state financial policy caused by the above-mentioned crisis phenomena are highlighted. The paper describes various approaches to the interpretation of the budgetary regulation as a category of financial law, explores various types and legal forms of methods of the budgetary regulation, analyses mechanisms and the impact of the State on the budget system through the existing legal structure of the budgetary regulation. It is determined that the rules of financial law governing the whole complex of public relations concerning the distribution and redistribution of the national product between the levels of the budget system of the Russian Federation constitute the institution of financial law, namely: the budgetary regulation. The author concludes that the approach based on the concentration of basic powers in the financial field at the federal level significantly slows down the dynamics of development of economic activity in the majority of regions of Russia, while the need for breakthrough innovative development of Russian society determinates the expansion of long-term tax sources of income for regional budgets. In this regard, it is proposed to consolidate additional regulation for revenues gained by regional and local budgets in the form of targeted deductions from federal taxes on a long-term basis.

The purpose of this work is to establish and determine, on the basis of a systematic analysis, the factors influencing the state of food security of the Russian Federation, the problems of legal support of national priorities related to food independence. Qualitative and quantitative characteristics of the current state of food security in the Russian Federation are closely related to the criteria for the development of the socio-economic system of the state. An important condition for the effective implementation of national priorities is the normative regulation of the toolkit of state management impact on the threats and risks of food independence. To understand the essence of these problems and minimize their consequences, the authors substantiate the need to study the indicated problem within the framework of the concept of legal dementia. Legal dementia is a state of compliance by subjects of law with the provisions of the law, which is characterized by non-fulfillment to one degree or another by state bodies not only of their functions, but also by the inability to respond, due to a low level of competence and professionalism, to factors that weaken the effectiveness of legal guarantees.

The implementation of the constitutional right to judicial protection is an important guarantee for participants in legal relations in case of violation of the rights of one of the parties or a threat of violation of the rights of participants in legal relations. Judicial protection is of particular relevance for the participants in legal relations, who do not speak the languages in which the administration of justice is carried out. Within the framework of this article, the authors analyze indicators that are designed to, on the one hand, signal on the current state and existing possibilities of implementing the constitutional right to judicial protection in the state languages of the subject of the Russian Federation (statistical function), and, on the other hand, determine growth drivers that can provide language guarantees for the territory of our state, which is defined as a democratic federal legal state according to Art. 1 of the Constitution of the Russian Federation. Within the framework of this article, three indicators are highlighted and analyzed: 1) existing legal potential for the implementation of the constitutional right to judicial protection in civil cases in the state languages of the republics within the Russian Federation; 2) analysis of the practical implementation of the opportunities currently available for the implementation of the constitutional right to judicial protection in civil cases in the state languages of the republics within the Russian Federation; 3) determination of growth points in the implementation of the constitutional right to judicial protection in civil cases in the state languages of the republics within the Russian Federation

The article presents theoretical and legal analysis of the concept of “immunity of the budget”. The article notes the role and importance of immunity of the budget as special legal structure to ensure compliance by the state with all assumed financial obligations, fulfilled at the expense of the budgets of the RF budget system. Diversity and ambiguousness of understanding the category of immunity in science are pointed out. Various concepts of immunity both in general legal and industry-specific format are analyzed. The author concludes that, despite the fact that the immunity of the budget does not possess all the attributes of legal immunities, it can be referred to as such, but with specific features. The article defines the purpose, functions and characteristics of the budget immunity. The author provides an original definition of the “immunity of budget” concept as a legal regime that does not permit mandatory recovery proceedings at the expense of budgets from the budgetary system of the Russian Federation.

The article studies the genesis of Russian education post the adoption of the Constitution of the Russian federation. The authors provide an evaluation of the current state of Russian education and present their personal view of the educational system improvement. The content analysis of strategic documentation – namely, the State of the Nation – reveals that the Russian Federation lacks a consistent and routinely functioning education development concept, moreover, its model is seen by the authors as incomplete. The authors conclude that it is necessary to Russian-identity-focused system of education aimed at an identification of personnel potential and the state support of continuous education.

Increasing the output of agricultural products and improving their quality is one of the most important tasks of ensuring the food security of the Russian Federation. The solution to this problem is impossible without the introduction of up-to-date technologies that ensure the competitiveness and output growth, which are the result of scientific research and development. The basis for increasing the efficiency of dairy farming and, as a consequence, increasing milk production is the genetic improvement of the breeding base. The organization of selection and breeding work based on the use of our own genetic resources is a strategic task of the industry, which allows increasing the output of livestock products, reducing the technological import dependence of animal husbandry and minimizing the risk of the introduction of infectious diseases into the country. At the same time, the breeding base of dairy cattle breeding is on average 13.8% of the total livestock in the Russian Federation. The breeding progress is ensured by agricultural organizations, in which less than half of the total head of cows is concentrated. They are also the main consumers of research and development results. The purpose of the study is to analyze the state of the industry and its scientific potential, as well as formulate proposals for improving scientific support to create conditions for solving the tasks set by the state.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The aim of the study is to analyze the current state of arbitration system in the Russian Federation and also the consequences of procedural legislation reform, which has become a trigger for transformations in the system of arbitration courts. The authors consider the creation mechanisms and some aspects of arbitration institution functioning, based on the norms of the current legislation. This review is given both in relation to permanent arbitration institutions and in relation to the courts created to consider one specific dispute. In the course of this study, the authors found that a gap in legal regulation remained after the arbitration legislation reform, since it remains possible to create ad hoc "pocket" courts instead of abolished arbitration courts at any institutions. And if initially it seemed that this problem would be solved, now it is necessary to fight against such a mechanical opportunity to get the necessary “comfortable” judges.
