This article aims to explain the 2018-2019 state defense action plan in Presidential Instruction No. 7 of 2018 which mandates all ministries, non-ministerial government agencies, and local governments to take action to defend the country through three stages, namely the stages of socialization, internalization, and movement action. The dilution of the state defense action plan at the central government level has been very active, however, at the level of the reverent regional government it has not yet been felt, especially with the existence of regional autonomy where the central government is not necessarily able to "control" the regional government, so that all this needs attention parties, to see the perspective of the regional government in implementing the state defense action plan.

The Regional government which carried out based on the principle of autonomy as wide as possible implies that the regions are given the authority to regulate and manage all their own affairs. So, this study tried to conduct a study of normative law to further examine the nature of the implementation of regional autonomy, and the second tried to analyze the role of regional regulations in order to support the implementation of regional autonomy through library research using the statute approach and conceptual approach. The results of the study indicated that one of the important ideals and rationalities for implementing regional autonomy was to make the policy process closer to the society, not only in the central government. For this reason, authority needs to be given so that local governments can take their own initiative to make decisions regarding the interests of the local community through laws at the local government level. Thus, the contents of the Regional Regulations are to accommodate the interests of the people in the regions in order to achieve happiness and prosperity that is distributed equally to the people in the area.Pemerintah daerah dilaksanakan berdasarkan prinsip otonomi yaitu memberi dan melaksanakan rumah tangga itu sendiri. Untuk alasan ini, penelitian ini adalah studi hukum normatif untuk memeriksa lebih lanjut tentang pelaksanaan otonomi daerah dan pendekatan lain yang dapat dianalisis dengan menggunakan pendekatan perpustakaan menggunakan pendekatan Statuta dan pendekatan konseptual. Hasil penelitian menunjukkan bahwa salah satu cita-cita dan rasionalitas penting pelaksanaan otonomi daerah adalah membuat proses lebih dekat dengan masyarakat, tidak hanya di pemerintah pusat. Untuk alasan ini, perlu mengisi ruang sehingga pemerintah dapat mengambil inisiatif sendiri untuk membuat keputusan tentang lingkungan masyarakat melalui peraturan di tingkat pemerintah daerah. Ini adalah konten materi dari Peraturan Daerah pada dasarnya untuk mengakomodasi manfaat masyarakat di daerah dalam rangka mencapai kebahagiaan dan kemakmuran yang didistribusikan secara merata kepada orang-orang di daerah tersebut.(The regional government is carried out based on the principle of autonomy is giving and carrying out the household itself. This study aims to determine the problems of regional autonomy after the enactment of Law No. 23/2014 which describes the paradox of the application of regional autonomy in Indonesia. The method used in this research is a statutory approach. The results of this study indicate that the main characteristic of implementing the principle of regional autonomy is the authority of local governments to manage their household affairs without intervention from the central government. The authority is in the form of independence and freedom possessed by the regional government. The implication of this shift in regional autonomy law politics is the loss of regional independence and freedom to manage their household affairs, in other words, the Regional Government Law currently makes regional heads government (Governors, Regents, Mayors) only as an extension of the central government, without the authority to take Policy.

 ABSTRACTThe implementation of public services is still going on with the old public administration practices. Therefore, it is time for the bureaucracy to change its mindset. The development of the paradigm of public administration can bring enlightenment to the bureaucracy. Public Service innovation and creativity is one of the right solutions in the era of regional autonomy in achieving the welfare of modern regional government. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established. The intertwined goal is for the prosperity of the people. Regional autonomy can provide flexibility for regions to innovate and create local community creativity as material for local government policies. Inovasi dan kreativitas Public Service merupakan salah satu solusi yang tepat di era otonomi daerah dalam mencapai kesejahteraan pemerintahan daerah yang modern. Negara Indonesia dalam menjalankan pemerintahan, hubungan pemerintah pusat dan pemerintah daerah harus terjalin dengan baik dan harmonis. Tujuan yang terjalin tersebut untuk kemakmuran rakyat. Otonomi daerah dapat memberikan keleluasaan bagi daerah untuk melakukan innovasi dan kreativitas masyarakat setempat sebagai bahan kebijakan local government. One of the government's breakthroughs in facing the era of the industrial revolution 4.0 towards the implementation of electronic-based regional autonomy is Presidential Regulation No. 95 of 2018 concerning Electronic-Based Government Systems. Technological developments will create (to create), access (to access), manage (to process), and utilize (to utilize) information precisely and accurately. Information is a very valuable commodity in the era of globalization to be mastered in order to increase the competitiveness of an organization in a sustainable manner. This phenomenon is important to study, because this system is expected to be a solution related to the implementation of effective, efficient, transparent and accountable local governments for efforts to prevent corruption by utilizing the application of this technology. This type of legal research used by researchers is empirical sociological legal research. Empirical sociological legal research that includes research on legal identification (unwritten) and research on legal effectiveness. Data collection was carried out by interview, observation and literature study. This study aims to analyze the effectiveness of the implementation of electronic-based regional autonomy on efforts to prevent corruption (a case study of the Bekasi City and Regency Government). The conclusion is that the effectiveness of the implementation of electronic-based autonomy is not optimal, there are still problems that there is no national integrated SPBE governance, SPBE has not been applied to the implementation of government administration and public services as a whole and optimally, the reach of ICT infrastructure to all regions and to all levels of society not optimal, the limited number of ASN employees who have ICT technical competence. based on the substance of the regulations, it is necessary to regulate the authority of the central government and local governments in managing e-government. Meanwhile, the culture of sharing data and information between government agencies is still low; Information and communication technology (ICT) infrastructure has not reached all agencies, and information security management is weak in almost all government agencies. Based on the application of an electronic-based government system towards the prevention of corruption, one of which is to combat corruption is preventive efforts in addition to repressive measures

The regional government holds the mandate of the central government in implementing regional autonomy and has a role in resource management which in turn can improve the welfare of the community. To be able to improve the welfare of the community, one measure can use an analysis of regional financial independence and regional financial capacity by assessing the original regional income compared to total regional income and the balance fund. And see the effect on the percentage of poor. The results obtained, the regional financial independence of Bogor Regency is still in the range of 0% - 25% so that it is categorized as very low, while the regional financial capacity is at 24.07% or it can be said that it is sufficient. Meanwhile, the results of multiple linear regressions for regional financial independence and regional financial capacity have an influence on the percentage of poor people. The expected result is that Bogor Regency can do more to increase its base of tax and retribution revenues so as to minimize budget dependence from the central government and local governments.

Local government system has connection to regional autonomy, which has been applied in Indonesia. Then before, all systems are centralized administration, then after the implementation of regional autonomy expected the region could set its own regional government of live by optimizing the existing pontential of the region. Nevertheless, there are some things remain regulated by the central government as the country’s financial affairs, religion, foreign affairs, and others, Also, local government system actually is one form of government that is efficient and effective. Because in general, the central government may not take care of all the country’s problems are so complex. On the other hand, local governments as well as the training ground and the development of democracy in a counntry life.

The distribution of government task is divided into two kinds, the absolute task performed by the central government; and concurrent task (the task of choice and mandatory) that are a joint task between the central and local governments. Based on Law Number 23 the Year 2014 on Regional Government, the task of housing and settlement area is a mandatory task (basic service) of the (central and local) government tasks. However, there is a policy change that states that providing housing is not only a government (central and local) task, but also requires the involvement of other government agencies associated with this task, thus have to create a separate unit of work in handling it. Therefore, this paper aims to identify and analyze various policies and institutional coordination in the field of Housing and Settlement Area with the approach of Law of Governance, then provide solutions to efforts in increasing the institutional capacity so as not to overlap.

This research aims to measure the independence of local governments in implementing regional autonomy in Sleman Regency by assessing the financial performance of the Regional Financial and Asset Agency (BKAD) based on the Budget Realization Report (LRA) for 3 years from 2017 - 2019 by analyzing the effectiveness ratio of Regional Original Income, growth ratio, compatibility ratio, regional financial independence ratio, and regional financial dependency ratio. The results of the analysis showed that the growth ratio of Regional Native Income (PAD) was assessed to have a positive growth rate. PAD effectiveness level is already very effective with an average effectiveness of 110.5%. Ratio of Compatibility has decreased in 2019 to 81.47% which shows that still local governments still allocate a lot of operating spending rather than capital expenditure. The independence ratio in the Sleman Regency government increased from 51.50% to 54.36% which was categorized as having moderate financial capabilities and showing participatory relationship patterns. The level of local financial dependence on the central government is considered very high reaching 63.99%. This shows that the Sleman County Regional Government has not been able to maximize Local Original Income effectively and efficiently in obtaining Regional Revenue.

 The purpose of this study is to examine the marketing of regional potentials that will improve the regional economy so that the Regional Government can reduce its dependence on financial assistance from the central government and gradually become a self-sufficient regional government. The methods use descriptive and explanatory survey with sample 200 respondents through simple random sampling, because homogeny respondents. The research result is creativity also involves marketing regional potential products and creating a comparative advantage for the region to attract investors. Creativity also concerns the ability of local governments to be able to attract Special Allocation Funds from the central government so that the central government does not hesitate to provide support in implementing development programs both social development programs and economic development programs as a product of marketing the potential of the region to be able to generate profits and benefits in order the implementation of regional autonomy for the welfare of the people in the region in a sustainable manner. The findings in this study are the physical infrastructure and human resources owned by the regions are elements that investors consider to invest.

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis
