As advertisement publishers, Internet advertising platforms are the main media and channels for Internet commercial paid advertisements. Management norms and control mechanisms act are the first barrier in actual governance activities. Interest-oriented Internet platforms have natural defects in the process of regulation. The Internet advertising platform has multiple identities such as participants in the public governance of Internet advertising, rule-makers, discourse system builders, advertising publishers, product development and operators, platform owners, and service providers. Internet advertising platforms need to strengthen their own regulations to improve advertising content review rules, advertising qualification access rules, operations and channel management mechanisms, and also need to strengthen their own self-discipline[1]. At the same time, government regulatory agencies and industry organizations need to strengthen the supervision of the platform, and the society and the media also need to strengthen supervision and participation.

AbstractFiscal equivalence in the public administration of justice requires local police and courts to be financed exclusively by the populations that benefit from their services. Within a polycentric framework, broad based taxation to achieve fiscal equivalence is a desirable principle of public finance because it conceptually allows for the provision of justice to be determined by constituent’s preferences, and increases the political accountability of service providers to constituents. However, the overproduction of justice services can readily occur when the benefits of the justice system are not enjoyed equally. Paradoxically, the same properties that make fiscal equivalence desirable by imposing restraint and control between constituents and local government also create internal pressures for agents of the state to engage in predatory, revenue-generating behavior.

New public management and the more recent concept of new public governance have become the dominant management doctrines in the public sector. Public organizations have become increasingly network-like units with various governance relations with actors from the public, business, and voluntary sectors. Their organization is based more on networks than on traditional hierarchies, accompanied by a transition from the command-and-control type of management to initiate-and-coordinate type of governance.

Experiencing violence is one of the greatest threats to human freedom and security. Consequences of violence, both physical - such as bruises, cuts, fractures, and even death, as well as mental - aggression, mental health problems, low self-esteem, emotional and cognitive disorders, can be drastic and permanent for the victim. Widespread and easy access to the media increases the risk of experiencing violence and its consequences. It is therefore important to make the public aware of possible types of violence and to conduct research in this area to help specialists in the field of psychology, law, pedagogy and psychotherapy as well as law enforcement agencies and network service providers to create effective prevention strategies.

This article deals with how fear is misused in media discourse. Pursuing the claim that it is impossible to eliminate fear from the public sphere, this paper argues that fear control is a technique widely used by certain interest groups to generate and spread uncertainty among people in order to create an atmosphere in which their goals are easily reachable. This paper will discuss the concepts of discourse, hegemony, and power relations in order to show how public language (both written and spoken) in media discourse reflects, creates, and maintains power relations. In this sense, fear, which is a crucial “energizing fuel” of such public language, could be considered and further elaborated as both a contextual variable and as a tool for facilitating power relations by applying various techniques. Aiming to show how media use and control the nature and level of fear in public discourse, I will discuss two techniques – the commercialization of fear and the method of “othering.” While commercialization implies the mass (re)production and (re)appropriation of fear in a public space, “othering” has been applied when the object of reporting is an out-group individual or community and self-group is using the media as a tool for their negative portrayal, thus creating boundaries and provoking discrimination and violence. The case of Serbia will be used to indicate how techniques of “othering,” linked with the regime’s propaganda, may contribute to the creation of an atmosphere of fear, and make a people seek protection and become easy prey for manipulation.

The main focus of this study is to determine the impact of public opinion on women’s relationships with American GIs in Gloucestershire 1942-1946. This involves understanding the scope of the relationships that were had and how race determined the way women who fraternised with US troops were portrayed to the public. Its primary aim is to provide new understanding of a subject that is under researched in Gloucestershire. Much attention has been given to the presence and impact of American soldiers in the Britain during the Second World War. However, no study has directly focused on Gloucestershire. This thesis also aims to understand if public opinion regarding women’s relationships with American soldiers impacted their sexual agency. Two main methods are used, the textual analysis of primary sources and the use of oral history accounts. The research reveals that sexual relationships with American soldiers added to the existing apprehension that surrounded female sexuality. Many local women had relationships with American soldiers, which aggravated some members of the public and the local authorities, especially if the soldier was black. Young working-class girls and women were particularly singled out for their immoral behaviour towards the US troops. The research also reveals that women in Gloucestershire expressed indifference and defiance towards the often-disapproving public opinion and control mechanisms implemented to influence the sexual agency of women. This thesis contributes to women’s history in Gloucestershire, uncovering a period of the county’s history that until now has not been researched.

ABSTRACT Developing and implementing an integrated field media relations strategy during an oil spill is critical to the success of an overall response effort. A company's crisis media relations plan should address all of the issues associated with communicating with the media during an oil spill incident. The plan should place particular emphasis on how one will coordinate the media strategy with one's field, the regional and corporate staff, and the public information officers from all of the involved regulatory agencies. If the effort is coordinated, everyone can respond quickly with the facts that the media want to know and speak with one voice.

The free circulation of information in an open and unfettered public sphere is one of the foundations of well-functioning democracies. For theirs proper functioning, access to reliable information is necessary, which — reaching citizens — allows them to make the right decisions and control power. Many factors should be taken into account when analysing the information production process in new and traditional media: publishers-media owners, advertisers-business, communication technologies, public relations institutions, and now algorithms. An important element are also consumers and prosumers of media content, who try to participate in the media flow of information in a more competent or less competent way. The emergence of communication platforms that redistribute information has revolutionized the relationship between the elite, the media, and the public. More importantly, it contributed to the crisis of the public sphere, trust, and defragmentation of societies. Confused citizens are bombarded with information whose sources they cannot assess and disinformation, fake news, and post-truth have permanently entered the popular dictionary, replacing „unfashionable” propaganda and censorship. The aim of the article will be to analyse the current state of the media sphere through the prism of the weaknesses of traditional journalism, insufficient competences of recipients and uncontrolled flow of information controlled by the attention management industry.
