The purpose of this study is to analyse the implementation of three national education standards (SNPs), namely management standards, graduates competency standards, and teacher and education staff at the Ummul Quro (UQ) Islamic school and the Bogor Hajj Persaudaraan Foundation (YPHB) using importance-performance analysis (IPA) model. The test results reveal that the application of management standards, graduate competency standards, and standards for teachers and education personnel at Islamic boarding schools UQ and YPHB have been optimal with a level of compatibility between importance and performance at a very good level. The implementation of 3 SNPs in UQ and YPHB based on IPA showed that Islamic education institutions must strive to improve performance through compilation of the respective duties, job description, use of work procedures, and socialization management system and maintain several attributes that have been assessed as good, such as formulate vision and mission, goals, targets and strategic plans, organizational structure, guidelines. The institution also has to maintain the stability of the level of satisfaction with the quality of the performance, implementation of activities according to the agreed program, involvement of community participation and partnerships/school committees, monitoring the implementation of the program.   Received: 28 April 2021 / Accepted: 26 July 2021 / Published: 5 September 2021

This article focuses on the discussion of global policy convergence through the implementation of “distributed governance” within the education policy sector. Here, the focus is directed at the emergence of national education standards (NES) as a simultaneous instrument of fair school control and performance increase. Both the US and Germany show a high traditional resistance to nationally centralised educational control, but experienced a massive transformation in this direction by the recent implementation of a national core curriculum initiative (National Education Standardsin Germany andCommon Core State Standardsin the US). This article will rely on global governance and distributed governance research, focusing on the concept of “heterarchies”, to analyse the interplay of global and national contexts in the case of the rise of NES in the US and Germany, ultimately showing the concepts' contributions (and limits) to explain policy convergence.

The National Education Standard is one of the government's efforts to achieve equitable quality education. National Education Standards include eight outcomes, namely Graduation Competency Standards, Content Standards, Process Standards, Assessment Standards, Educators and Educators Standards, Facilities and Infrastructure Standards, Management Standards, and Financing Standards. This research was conducted to classify elementary and junior high schools in Indonesia based on SNP using the Fuzzy C-Means method. Prior to the cluster analysis, the missing value imputation was carried out using regression. The variables that have the lowest median and average value are the standard variables of educators and education personnel, while those with the highest value are the process standards. Based on the results of grouping using C-Means, the optimum number of clusters is four clusters with the most members being cluster 1 (the best cluster).
