This study aims to find the right strategy for increasing scientific publications for students of the Department of International Relations, UPN 'Veteran' Yogyakarta, Indonesia. Thus, it is essential to consider the low number of scientific publications produced by students considering that scientific publications are an obligation for academics. The Director-General of Higher Education Letter No. 152/E/T/2012 concerning the duty of scientific publications for students and Regulation of the National Accreditation Board for Higher Education Number 5 of 2019 concerning Study Program Accreditation Instruments requires publication and citation student scientific articles. The research uses action research to find strategies for increasing scientific publications where there are three research steps: identifying problems, making and testing procedures, and evaluating. The second step is to try the strategy based on problem identification. Problem identification is made through an online open questionnaire. The third step is the evaluation of the action research. Experiments conducted to influence student behavior in scientific writing showed that socialization and coaching clinics were needed to increase knowledge about scientific writing and encourage ideas. While writing assistance can produce student scientific publications because of its nature and able to foster comfort. This empirical evidence provides insights for the manager of student scientific journals and department managers to provide formulations for improving students' quality and quantity of scientific publications. Received: 11 August 2021 / Accepted: 3 October 2021 / Published: 5 November 2021

In the past decade, the general method for measuring the performance of research and scientific publications in a Study Program at a Higher Education is by the Rough Value (Nilai Kasar, NK) calculated per three years. This value is derived from the accreditation instrument. In fact, the calculation of the performance of research and scientific publications with NK cannot represent an annual performance. Therefore, this paper presents a new method for calculating research and scientific publications performance with an index (IP-PS and IPub-PS), which is calculated annually. An example of quality measurement practice in the Automotive Diploma Program of Universitas Muhammadiyah Magelang. As a result, calculations with IP-PS and IPub-PS are more likely to present real conditions per year than using NK.

Efforts to improve the performance of research and scientific publications in Indonesian universities are still a challenge. Various problems often become an inhibiting factor for lecturers' research performance. This study analyzes how the performance and factors were inhibiting the performance of research and scientific publications at the Universitas Terbuka, which is the only Open and Distance Learning Higher Education institution (PTTJJ) in Indonesia. The research method used is qualitative descriptive. The results showed that although the number of research and journal publications increased during 2017-2019, the performance of research and scientific publications of Universitas Terbuka lecturers has not been optimal. Of the five factors are considered as obstacles, three of which are factors that are generally also found in other universities, namely the lack of competence and motivation of lecturers in researching, lack of research/laboratory support facilities, and the research culture among lecturers has not yet developed well. Meanwhile, two other factors were different findings, namely the issue of lecturer recruitment and development policies in the early days of the establishment of the Universitas Terbuka, which was not in line with the needs of the study program, and the problem of characteristics and workload of PTTJJ lecturers which are different from conventional university lecturers. Universitas Terbuka lecturers are not only obliged to carry out the tri dharma functions of higher education but they are also burdened with tasks related to the management of PTTJJ or quite a lot of academic administrative work.

Quality assurance efforts at higher education institutions today are largely determined by the value of accreditation obtained, both in the study program and higher education institutions. Of course various obstacles are faced for the implementation of accreditation. The purpose of this study is to describe and analyze the level of difficulty of the study program at Unimed in carrying out the development of an accreditation-based quality assurance program. The method used to achieve the objectives of the research is through a qualitative approach with descriptive methods. Based on the research that has been done, it can be concluded that the level of difficulty of the study program in Unimed in meeting the accreditation standards can be seen from the low acquisition scores in standards 4, 5 and 7 in the study program accreditation forms. There has been a concern over a high unemployment rate among graduates of Islamic higher education and a low proportion of entrepreneurs in Indonesia. In fact, a high proportion of entrepreneurs is one of indicators of a country’s welfare. This has generated a question: to what extent do Islamic values cultivate entrepreneurial culture among its adherents? How to cultivate entrepreneurial culture in Islamic higher education? This paper will investigate this matter using a case study of Faculty of Islamic Law and Economics at Banten State Institute for Islamic Studies. The paper argues that the curriculum at the faculty of Islamic Law and Economics has not been oriented towards building entrepreneurial culture. The curriculum consists of subjects to enhance the students’ competence and skills to prepare them as bachelors of syari`ah economics for the professions such as manager, lecturer, researcher, syari`ah auditor, etc, instead of preparing them for entrepreneurs who are capable to build his or her own business from the scratch. To propose Islamic entrepreneurship study program at the FSEI of IAIN SMHB, it is important to have a strong political will not only from the internal IAIN but also higher authoritative body such as the Ministry of Religious Affairs to facilitate this from not only the accreditation process but also financial support. A further feasibility study needs to be undertaken to build its infrastructure such as qualified lecturers, appropriate curriculum structure, and recruitment student system. Since this field has a strong link with a ‘real sector’, there has been an urgent need to build cooperations with business sector to enable the students to undertake their apprentice and build their networks to facilitate their ability to develop their own business. Keywords: Islam, entrepreneurship, entrepreneurial education.
