The article presents the features of public regulation of land relations in Ukraine. It has been established that the public policy on land relations in Ukraine is at the stage of formation and currently does not meet the world criteria and requirements for proper management of land relations. It has been proved that in order to improve the legal framework of public regulation of land relations, the state must create favorable conditions for effective land reform, which will primarily improve the legal mechanism and form a new strategic public management through initiative changes in the legislative sphere of land relations. The applied tools of the legal mechanism for public regulation of land relations in Ukraine have been presented. The main shortcomings of the legal mechanism for public regulation of land relations in Ukraine have been highlighted. It has been offered the ways of improvement of the legal mechanism for public regulation of land relations, which will promote the formation of integral public policy in the field of land relations. An adapted structural model of the legal mechanism for public regulation of land relations has been presented. The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». Public policy is classified as a major field in public administration. Therefore, to understand the context of public policy as a field, it is essential to explore its root developments in public administration from epistemological and chronological perspectives. This chapter is a review study referring to main scholarly works including books, academic articles, and studies. The chapter first helps researchers and students in comprehending the evolution of public administration in its four main stages including classical public administration, new public administration, new public management, and new public governance. Second, the chapter presents a general overview of the evolution of the public policy field with particular attention paid to the concepts of Harold Lasswell who is seen as the father of public policy. The chapter then discusses different definitions of public policy. Various classifications of public policy are also investigated. The chapter ends with a critical discussion of the stages model (heuristics).

Contemporary public management in Brazil is undergoing a great deal of transformation. From the year 2008 the Brazilian Federal government has been investing in policies and planned actions that aim to expand access to Higher Education. This paradigm shift was possible through the understanding that the agenda of public problems required trained professionals with appropriate skills, able to propose plans, programs and elaborate projects, fostering the evolution and consolidation of Brazilian democracy. The changes in contemporary Brazilian public management have permitted the debate amongst researchers in the Higher Education sphere, evolving to what is conventionally known as the Public Field. This field integrates views that deal with contemporary processes that aim to change public management either at the state or non-state level, in its various dimensions, seeking to innovate teaching and research in the area of public policy. This article aims to reflect on the specific academic issues related to Public Field Education in Brazil. It also aims to promote an epistemological understanding related to the intellectual diversity present in this area. It considers the assumption that a multidisciplinary approach, characteristic of field courses, generates new experiences and knowledge, making a difference in the formation toward a critical view of reality in which the students are part. In order to conduct the research, a comparative analysis of experiences developed in recent years was proposed. It is seen that the curricula must converge, aiming to educate the manager who understands this phenomenon and the needs of contemporary society, who is able to recognize and work with the rights of citizens, as well as be present in the relations between state and society, with responsibilities of integrating public policy programs, optimizing the use of public resources, being able to redesign programs and projects in order to monitor and evaluate public policies.

<p>Las normas contenidas en la Ley n. 124/2015 (“Reforma Madia”) abren un nuevo período de reformas del empleo público italiano, según los (proclamados) principios de simplificación, flexibilidad y unidad. Las previsiones concernientes al personal directivo público contenidas en el art. 11 de la citada Ley y en el esquema de decreto legislativo aprobado el 26 agosto de 2016 suscitan especial interés. Entre ellas, destacan las relativas a la unificación de los “ruoli dirigenziali” y a la abolición de las “due fasce”; no sólo por su alcance innovador, sino también por las conexas consecuencias que de ellas derivan y que se reflejan tanto en las modalidades de selección de dicho colectivo (aún en el ámbito de la especificidad de cada una de las “ramas” de la Administración Pública), como en la asignación del puesto y en el sistema de atribución de los cargos directivos. Se señalan pues los aspectos de mayor criticidad de la nueva regulación, sobre todo bajo el perfil de las responsabilidades, de la eficacia de las funciones públicas y de la armonía constitucional; pudiendo derivar este “hipernormativismo” en una disminución de tutelas efectivas. Todo ello sin abandonar un enfoque crítico sobre la “evanescencia” de dicha reforma que todavía no ha entrado en vigor, puesto que el Tribunal Constitucional italiano, con la sentencia n. 251 del 25 de noviembre de 2016, ha declarado la inconstitucionalidad, entre otras normas, del citado art. 11.</p><p>This paper examines the provisions contained in Law n. 124/2015, that opened a new season of reforms for the Italian public labour, in accordance with the (declaimed) principles of simplification, flexibility and unity. It is worth highlighting the legal framework provided by article 11 and by the decree law approved last August, in particular focusing on the unification of directive roles and the abolition of the two executive classes. The innovative character of the recently mentioned article (which was affected by the n. 251/2016 ruling of the Constitutional Court), has also affected the process for the selection of executives in the different areas of the Public Administration; hence, the new norms have adjusted the procedure for the assignment of roles and entrustment of the heads of the Administration. All of this it is examined without leaving a critical view of this reform that has not been approved yet.</p>

The article presents the theoretical and methodological foundations of the development of forms of communicative influence of civil society on the public policy, provides the main methods and conditions of their use for gaining advantages in solving problems of public-management relations. A wide range of issues related to the peculiarities of public relations organization, taking into account domestic and foreign experience, is covered. The specifics of the use of marketing communications in communicating of public authorities with the public are shown. It is substantiated that in the institutional sense, the greatest interest is the classification, depending on the scope of distribution. The public, when communicating with government, through certain communication tools, is called the external form of communication. The external forms of the communicative influence of civil society on state policy help them convey to the state authorities the necessary information about their thoughts, needs, requests, etc. Of course, such information should be constantly updated and accurate. All non-governmental organizations should maintain friendly relations with state organizations and prevent any misinformation of the latter. At the same time, informatization of public administration contains both positive potential and difficulties and contradictions, neglection which, as practice shows, turns negative result. To date, they are insufficiently developed and require scientific comprehension and substantiation, in particular, the issue of organizational, regulatory and legal support for the implementation and implementation of modern marketing tools and management in public administration. Concerning the prospects for further research on the concept of "the form of communicative influence of civil society on state policy", they consist in streamlining its conceptual apparatus as the basis for improving its system, since incomplete and inaccurate information becomes, as a result, the cause of many problems in the system of reforming public administration .

Information technology (IT) is often less emphasized in coursework related to public administration education, despite the growing need for technological capabilities in those joining the public sector workforce. This coupled with a lesser emphasis on e-government/IT skills by accreditation standards adds to the widening gap between theory and practice in the field. This study examines the emphasis placed on e-government/IT concepts in Master of Public Administration (MPA) and Master of Public Policy (MPP) programs, either through complete course offerings or through related courses such as public management, strategic planning, performance measurement and organization theory. Based on a content analysis of their syllabi, the paper analyzes the extent to which the IT/e-government courses in MPA/Master of Public Policy programs address the Network of Schools of Public Policy, Affairs, and Administration competency standards, and further discuss the orientation of the courses with two of the competencies: management and policy. Specifically, are e-government/IT courses more management-oriented or policy-oriented? Do public management, strategic planning, performance measurement, and organization theory courses address IT concerns?

Se considera a la modernización administrativa un proceso histórico concreto en el que se producen transformaciones en la gestión pública de los Estados liberal-democráticos de los que España forma parte. Su principal característica procede de la modificación en las formas de prestación de los servicios públicos, que afectan a dos dimensiones respecto a sus antecedentes inmediatos, por una parte la privatización de sus relaciones con el entorno social y por otra la tecnificación de sus métodos de organización y gestión. Si bien la Administración pública es el sujeto de dichos cambios basados en políticas públicas destinadas a ella, su marco jurídico constituye el objeto más relevante para el funcionamiento del Estado de Derecho, sustrato definitorio de la eficacia y razón de ser de su organización y actividad.The administrative modernization is considered a concrete historical process in which changes occur in the public management of democratic liberal states of which Spain is a part. Its main feature is from the change in the ways of delivering public services, involving two dimensions relative to its immediate antecedents, on the one hand, privatization of its relationship with the social environment and on the other the modernization of its methods of organization and management. While public administration is the subject of such changes based on public policies aimed at her, its legal framework constitutes the most important object for the operation of the rule of law, definitor of the efficacy and rationale of its organization and activity.

This article is a product of the research project "Public policies, citizenship and the human rights approach in the Norte de Santander Department" carried out as a public management project - social extension of the Comfanorte Higher Studies Foundation - FESC in the Public Management Specialization Program. The aim was to describe conceptual and methodological elements that would allow the proposal of foundations for the formulation of public policies with a long-term vision and a human rights-based approach for the Norte de Santander Department, with a scope that includes the identification of the problem, the definition of the population, the diagnosis and the action plan. To this end, from the qualitative approach, theoretical foundations were adopted to support the proposal under the protection of interdisciplinary information sources through interviews with public policy experts in the region. Finally, the importance of differential approaches in the formulation of public policy was recognized, since their specificity guarantees in a differential manner the satisfaction of the rights of the different population groups, as well as the transverse and incidental participation of the citizenry as necessary in all phases of the formulation, which is fundamental to the success of public policy.

AbstrakKonsep dasar penelitian ini berangkat dari pandangan, bahwa  warisan budaya pada hakekatnya adalah milik masyarakat, sehingga dalam pengelolaannya diperlukan kebijakan publik.Berangkat dari konsep di atas permasalahan penelitian ini adalah, bagaimanakah pengelolaan warisan budaya sebagai barang publik? Tujuan penelitian ini terfokus pada pengelolaan barang publik ditinjau dari aspek kebijakan publik yang berasal dari berbagai literatur ilmiah didukung pengalaman pribadi penulis selama berinteraksi dengan mastarakat. Kajian ini bersumber dari sintesa berbagai hasil penelitian yang telah dilakukan sebelumnya, dalam berbagai tema dan topik penelitian. Metode yang digunakan adalah eksplanatitif kualitatatif dengan pendekatan hubungan masyarakat (public relation model), yang menekankan pada upaya perbaikan image arkeologi di mata masyarakat. Barang publik untuk rakyat yang semestinya dapat dinikmati secara gratis oleh masyarakat, hanya berupa teori. Hasil penelitian ini mengungkapkan, bahwa pengelolaan warisan budaya sebagai barang publik tidak bisa sepenuhnya dapat dinikmati oleh masyarakat secara gratis. Barang publik dapat dinikmati secara gratis hanya berupa teori.Kata kunci: kebijakan, publik, pengelolaan, warisan,budaya. Abstract. The basic concept of this research departs from the view that a cultural heritage is essentially a property of a community, so that it requires public policy to manage cultural heritages. Based on such perspective, the research problem of this investigation concerned with the management of cultural heritage as public properties. The objective of this research is focused on the aspects of public policy of public properties management which was primarily derived from the study of scientific literatures and empirical evidence. This research used qualitative and explanative method and public relation model that emphasised on the effort to improve people’s perspective on the image of archaeology. Until today, the hypothesis that cultural heritages are public properties which could be enjoyed unconditionally by the public remains a theory. The research results proved that the hypothesis was correct.Keywords: policy, public, management, culture heritage

Returning from prison can be a daunting experience and a difficult adjustment for anyone. Prisoner reentry programs are needed for public policies advocating for a new approach to an old problem: How do recently released inmates successfully reenter society once they have served their societal debt? There are tremendous obstacles to reentering society, yet housing is among the most pressing reentry problems to solve. In our research, we discuss and consider the public policy issue most pertinent to successful reentry, affordable, and available housing as a necessity for returning inmates. Housing is key to solving even a tiny part of a much bigger problem in criminal justice public policy circles: the public management of crime in America.
