<p align="center"><strong>Abstract</strong></p><p><em>The system of government in Indonesia has been quite dynamic and able to keep up with the times. This is evidenced by the electronics government (e-government) programme, with the use of Information and Communication Technology (ICT) in governance to improve performance and the relationship between government and other parties. Information is a very valuable commodity in the era of the industrial revolution 4.0 to be mastered to improve the competitiveness of an organisation. This is evident from the various initiatives the application of ICT, which is present in some local governments. Implementation of e-government in the governing of the city of Yogyakarta has the potential to improve the quality of public services, increasing transparency and accessibility of information. The purpose of this study is to want to assess how well the application Jogja Smart Service (JSS) as public service facilities in implementing smart city concept in the city of Yogyakarta. In this study using the e-government assessment to assess the application of JSS. The analytical method used in the assessment of applications JSS using the method of observation and direct observation on the application of JSS. The next stage of designing an assessment rubric used in the framework of e-government assessment, further testing using the application assessment frameworks assessment e-government. From the results of the study and application of the calculation of </em><em>Jogja Smart Service</em><em> (JSS) can be said to be very good to be a means of public service that is cheap, easy, and fast.</em></p><p><strong><em>Keywords : </em></strong><em>smart city, e-government, JSS, </em><em>E</em><em>-government assessmen</em>t</p><p class="SammaryHeader" align="center"><strong>Abstrak</strong></p><p><em>Sistem pemerintahan di Indonesia sudah cukup dinamis dan mampu mengikuti perkembangan zaman. Hal ini dibuktikan dengan program E-Government, dengan penggunaan Teknologi Informasi dan Komunikasi (TIK) dalam tata kelola pemerintahan untuk meningkatkan kinerja dan hubungan antar pemerintah dengan pihak lain. Informasi merupakan komoditi yang sangat berharga di era revolusi industry 4.0 untuk dikuasai dalam rangka meningkatkan daya saing suatu organisasi. Hal ini terlihat dari berbagai inisiatif penerapan Teknologi Informasi dan Komunikasi (TIK), yang hadir dibeberapa Pemda. Penerapan E-Government pada penyelenggaraan pemerintahan di Kota Yogyakarta berpotensi meningkatkan kualitas pelayanan publik, meningkatkan transparansi dan aksesbilitas informasi. Tujuan dari penelitian ini ialah ingin menilai seberapa baik aplikasi Jogja Smart Service (JSS) sebagai fasilitas layanan publik dalam mengimplementasi konsep smart city di Kota Yogyakarta. Dalam penelitian ini menggunakan E-Government Assessment untuk menilai aplikasi Jogja Smart Service (JSS). Metode analisis yang digunakan dalam penilaian aplikasi Jogja Smart Service (JSS) menggunakan metode observasi dan pengamatan langsung pada aplikasi Jogja Smart Service (JSS). Tahap selanjutnya meranang rubrik penilaian yang digunakan pada kerangka kerja E-Government Assessment, selanjutnya melakukan pengujian penilaian aplikasi menggunakan kerangka kerja E-Government Assessment. Dari hasil kajian dan penghitungan aplikasi Jogja Smart Service (JSS) sudah bisa dikatakan sangat baik untuk menjadi sarana layanan public yang murah, mudah, dan cepat.</em></p><strong><em>Kata kunci : </em></strong><em>Smart City, E-Government, Jogja Smart Service (JSS), E-Government Assessment</em>

The introduction of the Information and Communication Technologies throughout the last decades has created a trend of providing daily objects with smartness, aiming to make human life more comfortable. The paradigm of Smart Cities arises as a response to the goal of creating the city of the future, where (1) the well-being and rights of their citizens are guaranteed, (2) industry and (3) urban planning is assessed from an environmental and sustainable viewpoint. Smart Cities still face some challenges in their implementation, but gradually more research projects of Smart Cities are funded and executed. Moreover, cities from all around the globe are implementing Smart City features to improve services or the quality of life of their citizens. Through this article, (1) we go through various definitions of Smart Cities in the literature, (2) we review the technologies and methodologies used nowadays, (3) we summarise the different domains of applications where these technologies and methodologies are applied (e.g. health and education), (4) we show the cities that have integrated the Smart City paradigm in their daily functioning and (5) we provide a review of the open research challenges. Finally, we discuss about the future opportunities for Smart Cities and the issues that must be tackled in order to move towards the cities of the future.

It can be argued that the scientific paradigm of sustainable development is only partially formed and today there is constant research, searches for the form, and methods of its increment. In the scientific literature (political discussions), this is one of the most used terms due to the wider coverage of the studied areas, as well as a long history in retrospect. But today the most used term is the category of a smart city, which goes beyond the usual discussions about the development of information and communication technologies, and the effective use of information serves as the basis for effective management and functioning of the city. At the same time, logistics expands the possibilities for the formation of a smart city, contributes to economic development, an increase in the quality of human life, the efficiency of the use of economic resources, optimization of flow and non-flow processes, the accumulation of large material, financial, labor and other resources for a competitive practical goal, providing flexibility, adaptability, and competitiveness in conditions for the formation of a digital society.

Nowadays, globalization has given birth to various forms of non-traditional education. These forms of education are transcending borders and traversing boundaries of space and time. The evolution of information technology in the context of Industry 4.0 has transformed education rapidly and, at the same time, resulted in new problems. This paper discusses the role, the importance and the relationship between lecturers (in universities) and e-lecturers (in the virtual reality environment) when implementing cross-border education. In addition, the article also mentions the changes of universities, lecturers, curriculums and teaching methods when deploying distance e-learning programs in Industry 4.0. The article uses conceptual model, diagrams and interdisciplinary methods such as education, culture, science and technology to investigate e-lecturers’ concept and provide solutions for improving the capacity of lecturers and the quality of teaching cross-border training programs in universities.

Abstract The results of the conducted pilot research indicated the basic local problems of the residents of Zabrze city. The purpose of the next research was to answer the question: how to improve the quality of life of residents in a city with significant air pollution. Activities aimed at this goal are inscribed in the idea of "smart city". The article presents the results of pilot measurements of air pollution with toxic gases in the Zabrze city in the Silesian agglomeration (Poland). Field studies at selected locations in the city concerned measurements of nitrogen dioxide, sulphur dioxide and carbon dioxide. The aim of these studies was to identify areas of the city with significant air pollution with toxic gases in order to plan further detailed research. Made measurements showed the appearance of the local problem of accumulation of pollutants in several areas of the city. The results obtained were compared with surveys conducted among residents of the Zabrze city. The aim of the survey was to examine the respondents' awareness of: the location of areas with noticeable air pollution and health problems resulting from air pollution in the place of residence. The article also presents a plan of possible actions for the city of Zabrze within the framework of the "smart city" idea to improve the quality of life of the local city community in conditions of increased emission of gas pollution in the city.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

The study reveals the aspects that defi ne the concept of “lifestyle”, including the main categories: standard of living, lifestyle, quality of life and lifestyle. Insuffi cient knowledge of the mutual infl uence of people’s “lifestyle” on the typological structure of apartments and residential buildings, on the quality of the urban environment is emphasized. The infl uence of the level of urbanization of the city territory on the characteristics of the “urban lifestyle” is considered. Problematic issues are raised related to the debate on the relationship between building density and comfort and the quality index of the living environment. The main directions of fundamental research in the fi eld of architecture, aimed at the development of new types of buildings, are touched upon. The emphasis is made on the methods of using high-rise buildings for the humanization of the urban environment and the formation of a modern “compact city”.

The development of information and communication technology (ICT) has been implemented in various fields, including in government. To support the implementation of e-Government (e-Gov) and improve the quality of public services, many technology-based applications have been created by government agencies, both central and local governments. DISKOMINFOARPUS Cimahi City built an application called SILPa KAMI to support the vision of Cimahi Smart City. This study uses a qualitative descriptive method that aims to determine how the implementation and sustainability of the SILPa KAMI application and what kind of characteristics the agencies should have so it can replicate this application. The results of the study reveal that the implementation of the SILPa KAMI application is running well because it has fulfilled various success factors of e-Gov implementation which is also marked by the sustainability even though there are still obstacles. Also, the use of ICT based on the e-leadership aspect, the information network infrastructure aspect, the information management aspect, the business environment aspect, as well as the community and human resources aspect has been optimally utilized. This application is relatively easy to be replicated by other agencies. The agencies that can replicate this application must have the availability of budget, the availability of related facilities and infrastructure and the availability of reliable ICT managers.

The article presents the results of approbation of the methodology for assessing the quality of public service by urban passenger transport of municipal routes, which are assigned to commercial enterprises under the new management model, regarding the city ofMoscow. The model provides for provision of services of regular transportation of passengers and baggage on the basis of public contracts with city administration. According to the results of a previously performed hierarchical cluster analysis, where the Euclidean distance with a single rule for cluster unification was used as a measure of proximity using the Ward method, ten routes were selected for assessment. Key parameters for assessment the quality of provided services comprised accessibility of stopping points, of social facilities, of transport facilities for people with disabilities, information facilities, price affordability, comfort, optimal passenger capacities of vehicle, and ecological friendliness. Conclusions have been drawn that the level of quality of transport services for passengers inMoscowis high.

ResumenEl objeto de este texto es la exposición y análisis de los procedimientos de intervención pública en el paisaje urbano de la ciudad de Madrid. El objetivo último de ese análisis es identificar el modelo público para el paisaje urbano en Madrid.  Este texto se centra en la exposición analítica de documentos oficiales antes que en sus conclusiones definitivas, por lo que le corresponde la denominación de Informe.  Este informe se organiza en dos partes: una exposición teórica que enmarca el posterior análisis de instrumentos administrativos de intervención en el paisaje.  Se concibe como parte de la investigación de Tesis Doctoral titulada “Transformación Reciente del Paisaje Comercial en el Centro Histórico”, acotada en un marco temporal de apenas diez años, marcado por la crisis y la desregulación económica, y en un marco territorial limitado al centro histórico de Madrid. Esa investigación se enmarca en una reflexión general sobre la relación entre actividad económica y paisaje urbano. El interés de este informe para la investigación es sobre la utilidad de ese modelo público para el paisaje urbano en Madrid como parámetro para valorar la rentabilidad de los esfuerzos públicos y privados en la mejora de la calidad del paisaje urbano.AbstractThe purpose of this text is the exhibition and analysis of public intervention procedures in the urban landscape of the city of Madrid. The ultimate goal of this analysis is to identify the public model for the urban landscape in Madrid. This text focuses on the analytical exposition of official documents rather than on their final conclusions, for which reason the denomination of Report corresponds. This report is organized in two parts: a theoretical exposition that frames the subsequent analysis of administrative instruments of intervention in the landscape. It is conceived as part of the Doctoral Thesis research titled "Recent Transformation of the Commercial Landscape in the Historic Center", bounded within a period of just ten years, marked by the crisis and economic deregulation, and in a territorial framework limited to the historic center of Madrid. This research is part of a general reflexion on the relationship between economic activity and urban landscape. The interest of this report for the investigation is about the utility of that public model for the urban landscape in Madrid as a parameter to assess the profitability of public and private efforts in improving the quality of the urban landscape.

The paper focuses on the importance of robotics and artificial intelligence inside of the new urban contexts in which it is possible to consider and enhance the different dimensions of quality of life such as safety and health, environmental quality, social connection and civic participation. Smart technologies help cities to meet the new challenges of society, thus making them more livable, attractive and responsive in order to plan and to improve the city of the future. In accordance with the Agenda 2030 Program for sustainable development that intends the inclusive, safe, resilient and sustainable city, the direction of growth and prosperity of urban environments is pursued by optimizing the use of resources and respecting the environment. In the current society, robotic technology is proposed as a tool for innovation and evolution in urban as well as industrial and domestic contexts. On the one hand the users-citizens who participate dynamically in the activities and on the other the new technological systems integrated in the urban fabric. Existing urban systems that are “amplified” of artificial and digital intelligence and give life to smart cities, physical places that allow new forms of coexistence between humans and robots in order to implement the level of quality of life and define “human centered” innovative solutions and services thus responding to the particular needs of people in an effective and dynamic way. The current city goes beyond the definition of smart city. In fact, as said by Carlo Ratti, it becomes a "senseable city", a city capable of feeling but also sensitive and capable of responding to citizens who define the overall performance of the city. The multidisciplinary approach through the dialogue between designers, architects, engineers and urban planners will allow to face the new challenges through the dynamics of robot integration in the urban landscape. The cities of the future, in fact, will be pervaded by autonomous driving vehicles, robotized delivery systems and light transport solutions, in response to the new concept of smart mobility, on a human scale, shared and connected mobility in order to improve management and control of the digitized and smart city. Automation at constant rates as the keystone for urban futures and new models of innovative society. Through the identification of representative case studies in the field of innovative systems it will be possible to highlight the connections between design, smart city and "urban" robotics that will synergically highlight the main "desirable" qualities of life in the city as a place of experimentation and radical transformations. In particular, parallel to the new robotic solutions and human-robot interactions, the design discipline will be responsible for designing the total experience of the user who lives in synergy with the robots, thus changing the socio-economic dynamics of the city.
