Acquiring information that has an impact on a country's security, i.e. its independence, sovereignty and international position, by unauthorized persons, whether from another country's intelligence services or criminal groups, may have far-reaching consequences. Therefore, to preserve the stability of the state and give a sense of security to citizens, the most important task and duty of the government is to protect them. It can be provided by an efficiently functioning system that will guarantee restrictions on access to classified information, its proper processing, as well as the use of appropriate and sufficient physical and ICT security measures. For this reason, this system requires at the state level precisely defined rules and norms based on the law, defining the principles of creating classified information, how to protect it and sanctions that can be applied in the event of non-compliance. The protection of information having a significant impact on the functioning of the Polish state in each period of its existence was an important element of defense and security policy. with the restoration of independence, the protection of secrets took on special significance both for the country's existence and the foundations of its existence. It was realized that their disclosure could be fatal to its organization and functioning, as well as defense capabilities. The presented material presents the evolution of the protection of classified information in Poland, and its importance for the security and defense of the state by ensuring the effectiveness (concealing) of actions aimed at their implementation.

Zambia inherited a system of government and administration in 1964 which was ill-suited to the tasks of political development to which her new leaders were dedicated. What little national unity and mobilisation had been achieved in the independence struggle declined with the removal of the common enemy. The Government rested on a fragile base, without the support of agreed rules and practices to limit and contain conflict, and without adequate instruments available for the implementation of its policies. So the search began for a more suitable political system, which could cope with the new needs of independence, and provide for the stability of the state and the survival of the Government.

This Article addresses and critiques the case for state-level legislative bans on courts citing “Islamic law” or the law of Muslim-majority countries. In particular, the Article reviews the most substantive evidence adduced by the bans’ supporters, in the form of a set of state court cases published by the Center for Security Policy (CSP). Very few of these cases, in fact, show courts actually applying Islamic or foreign law, and in none of these cases would the various forms of proposed legislation have been likely to alter the result. Thus even this report does not suggest a need for the state laws purporting to ban sharīʿa. The Article thus argues that even if these bans are not unconstitutionally discriminatory in their effect, they are ineffective at achieving their claimed purpose. Deepening globalisation and worldwide availability of free information and ideas raise concerns of the communist China’s political leadership about the stability of the regime and the sustainability of the state ideological orthodoxy. Therefore, the state’s tightening control of the public communication to curtail the domestic criticism and occasional public discontent is becoming framed and legitimised in terms of cultural security as a non-traditional security concern. This study argues that the restrictive impacts of the politicisation of culture in the centralised agenda of President Xi Jinping reinvigorate China’s anti-Western narratives and attitudes. The research focuses on the state’s cultural security-related and applicable strategy in the political and institutional agenda and media. Moreover, the study also traces the state cultural security policy in the field of the civic and non-governmental sector, religious and ethnic minorities policy, literature, film and audiovisual sectors. The findings assess the concern that the intellectually anachronistic, self-restraining and internationally hostile policy devaluates China’s cultural potential and complexity.

In fall 2008, General Motors and Chrysler were both on the brink of bankruptcy, and Ford was not far behind. As the government stepped in and restructuring began, GM and Chrysler announced their plan to terminate about 2,200 dealerships. In this paper, we first provide an overview of franchising in car distribution, how it came about, and the legal framework within which it functions. States earn about 20 percent of all state sales taxes from auto dealers. As a result, new car dealerships, and especially local or state car dealership associations, have been able to exert influence over local legislatures. This has led to a set of state laws that almost guarantee dealership profitability and survival—albeit at the expense of manufacturer profits. Available evidence and theory suggests that as a result of these laws, distribution costs and retail prices are higher than they otherwise would be; and this is particularly true for Detroit's Big Three car manufacturers—which is likely a factor contributing to their losses in market share vis-à-vis other manufacturers. After discussing the evidence on the effects of the car franchise laws on dealer profit and car prices, we turn to the interaction of the franchise laws and manufacturers' response to the auto crisis. Last, we consider what car distribution might be like if there were no constraints on organization. We conclude that although the state-level franchise laws came about for a reason, the current crisis perhaps provides an opportunity to reconsider the kind of regulatory framework that would best serve consumers, rather than carmakers or car dealers.

Kozhikode district of North Kerala, India witnessed an outbreak of Nipah virus (NiV) in the month of May 2018. Two adjacent districts were affected leaving 17 patients dead out of the 19 confirmed. United Nations and WHO lauded the expeditious response of the state’s health system in the diagnosis and containment of the outbreak which was unprecedented. The authors being in the contact tracing and surveillance operation district team, had kept a record of timeline of events and actions at the state level, compiled the news clippings and tracked events. In the absence of an end‑of‑epidemic report for reference, these records served as a valuable tool for the present review. We used the Management science for health frame work tool (MSH framework) to evaluate the district and state coordinated actions which helped in curbing the outbreak. Though NiV outbreak in South India (2018) had similar epidemiological features to previous disease outbreaks, it stands out as the one to be detected and contained in a short span of time. As health personnel working in the government medical college of an affected district and directly involved in contact tracing operations and containment measures, exploring and sharing, what worked and how, in the context of multidisciplinary response and recovery attempts of the outbreak in the state may be beneficial to public health personnel and policy makers. This management framework may be replicated in the national and international context, particularly in South East Asian region under threat of emerging viral infections like COVID-19, lacking specific epidemic management frameworks for outbreak response and containment.

The purpose of the article is to clarify the external functions of the President of Ukraine in the context of ensuring the security of the state. The mechanism of performing the external functions of Ukraine is characterized by the complex structure of interrelated and interacting relations. Of particular importance in this mechanism is the President of Ukraine, who, in accordance with the powers enshrined in the Constitution of Ukraine and Ukrainian legislation, heads this mechanism and coordinates the operation of its parts. The foreign policy activities of the President of Ukraine are based on the general principles of separation of powers, of the rule of law, of constitutional responsibility, and on the specific principles of the unity and of the support of foreign policy. In order to improve the operation of the mechanism of implementing foreign policy, headed by the President of Ukraine, the measures aimed at intensifying foreign policy activities and enhancing the independence of the Government of Ukraine and developing the scientific component of this mechanism are required. The process of performing external functions of the state implies the existence of an appropriate mechanism. The mechanism of performing Ukraine’s external functions includes elements that are heterogeneous in their task, legal status, organization and other characteristics, which in their turn are interrelated and interacting. The President of Ukraine has a special place in this mechanism. In accordance with the Constitution of Ukraine, he directs the foreign policy of the country and as a head of state represents Ukraine in international relations. The logic of the current stage of the development of interstate relations strongly confirms that in order to effectively strengthen the common peace and international security, a unified strategy of interacting and regulating the external functions and powers of the presidents at the international level in ensuring this security must be developed. Perhaps, one of the most important functions of the President of Ukraine at the international level is the external function of ensuring the security of the state. Until the state has the security of its own territory and borders, other functions do not matter, because security is the guarantee of the stability, and therefore, the possibility of ensuring other functions.

Labour plays a very important role in the industrial production of the country. The human resource managers are concerned with the management of people at work. It is necessary to secure the co-operation of labour force in order to increase the production and earn higher profits. The co-operation of labour force is possible only when they are fully satisfied with their employer and the working conditions on the job. In the past, industrialists and the employers believed that their only duty towards their employees was to pay them satisfactory wages and salaries. But in due course of time, in addition to providing monetary benefits, human treatment given to employees started to play a very important role in seeking their co-operation. Labour or employee welfare activities benefit not only the workers but also the management in the form of greater industrial efficiency. The welfare activities pay a good dividend in the long run, because they contribute a lot towards the health and efficiency of the workers and towards a high morale. On the other hand, social security has come up as a dynamic concept which is considered in all advanced countries of the world as an indispensable chapter of the national programme. Social security is that security which the society furnishes through appropriate organisation against certain risks or certain contingencies to which its members are exposed. These risks are essentially contingencies against which the individual cannot afford by his small means and by his ability or foresight alone. As the name stands for general well- being of the people it is the duty of the state to promote social security which may provide the citizens with benefits designed to prevent or cure disease, to support him when he is not able to earn and to restore him to gainful activity. The state as an employer has provided for certain measures for the welfare and social security of the labourers, who contribute towards the economic development of a country and in this regard, the government has to see towards the proper implementation of such measures to maintain a harmonious industrial relation on the one side and on the other hand towards the upliftment of the members of the society. Thus, there arise the vital needs for the detailed assessments of the measures so provided, its quality of implementation so far and the level of satisfaction of the same among the different class of employees. The present study acts as a working paper with an objective to gather the opinion of the organized workforce in the Central Public Sector Enterprises with regards to their acceptance and satisfaction level of the various ‘Employees welfare and Social Security’ measures by the employers. However, the present study is restricted to two enterprises only and is undertaken with the following objectives: To analyze the opinions of the employees in respect of the labour welfare measures & social security benefits. To analyze the level of satisfaction or otherwise of the workers in respect of social security measures.

Purpose – Highly sensitive information pertaining to citizens and government transactions is processed in an electronic format, making information security a critical part of e-Government applications and architectures. Information security measures should ideally span from authentication to authorisation and from logical/physical access control to auditing of electronic transactions and log books. The lack of such measures compromises confidentiality, integrity and availability of information. Today, most e-Government projects in developing countries in Southern Africa Developing Community (SADC) face challenges in two main areas, namely, information security and application software integration. This paper aims to discuss and analyse the information security requirements for e-Government projects and proposes an information security governance model for service-based architectures (SBAs). Design/methodology/approach – The current state of information security in emerging economies in SADC countries was researched. The main problems identified were the lack of software integration and information security governance, policy and administration. The design consists of three basic layers: information security governance defined at the strategic level of the government; information security policy/management defined at the management/operational level; and information security measures, implemented at the technical level. This section also proposes a policy for implementing public key infrastructures to protect information, transactions and e-services. A Token-Ring-based mechanism for implementing Single-Sign-On has also been developed as part of this study. Findings – The main problems identified were the lack of software integration and information security governance, policy and administration. These challenges are causing e-government projects to stagnate. Practical implications – The proposed approach for implementing information security in e-Government systems will ensure a holistic approach to ensuring confidentiality, integrity and non-repudiation, allowing e-Government maturity to progress from “interaction” to “online transaction” stage in emerging economies. Originality/value – Research has not focused on developing a solution for emerging economies which are facing difficulties in integration software applications to deploy end-to-end e-services and to produce an underlying identity management architecture and information security governance to secure the e-services developed and deployed using an SBA. The work produced in this paper is specific to SBAs in e-government environments where legacy systems already exist. The work includes: information security governance defined at the strategic level of the government; information security policy/management defined at the management/operational level; and information security measures implemented at the technical level. This section also proposes a policy for implementing public key infrastructures to protect information, transactions and e-services. The present paper examines the trends in rural and urban poverty, analyses the interstate variations and explains these in terms of socio-economic factors. It shows that rural poverty declines smoothly with economic development, which unfortunately is not the case with urban poverty. The availability of water supply, toilets and electricity, that are not explicitly incorporated in the official definition of poverty, has also been analysed at the state level as also across size class of urban settlements. It is argued that the small and medium towns have a weak and unstable economic base. As a consequence, most of these are not in a position to generate funds to provide civic services to all sections of population. These towns, particularly those located in less developed states, should, therefore, be the major concern of government policy. Further, overviewing the changing system of governance, it argues that the seventy-fourth Constitutional Amendment, has not succeeded in genuine empowerment of civic bodies. The power now seems to have shifted from the state governments to the financial institutions, international donors and credit rating agencies. Finally, the capacity of the government to generate employment directly through anti-poverty programmes would remain limited. The paper, therefore, recommends that the anti-poverty programmes should primarily be focussed on provision of basic amenities.

AbstractSince colonial times to the present day, Hong Kong's position as a global financial centre is one of the enduring economic strengths of the territory. This success is often attributed to the distinctive role of the state, coined in the 1970s by the-then financial secretary, Sir Philip Haddon-Cave, as “positive non-interventionism.” The relationship between the market and the state has also been characterized as a form of corporatism, particularly in the financial sector as bankers were able to influence policy. However, closer examination of the behind-the-scenes relations between bankers and the state reveals a much more complex relationship, with the banks seeking protection that the government was not willing to provide. Moreover, the reluctance to regulate financial markets resulted in piecemeal interventions and weak implementation that undermined the stability of this sector and of the economy as a whole. This paper demonstrates the confusion over the concept and practicalities of positive non-interventionism, even for Haddon-Cave, and how the concept evolved towards a policy of “when in doubt, do nothing” during a period of financial instability. Along the way, the paper presents new evidence about the origins of Hong Kong's current banking structure.
