Taman Nasional Sebagau (TNS) or Sebangau National Park has been now striving to provide optimal benefits for the community surrounding its area through productive economic business development program, as it did in one buffer village, namely Sebangau Mulya. This program aims to improve community welfare, and as a form of community involvement in preserving the TNS area. However, the success of the program remains questionable. This study aims, first, to examine the development of productive economic business programs in Sebangau Mulya Village. Second, to analyze the effect of such program on the welfare of villagers. The research sample was 40 villagers who received direct assistance from the program. This figure account for 10% of the villagers. Descriptive analysis and multiple linear regression were used to study the relationship of 7 independent variables, namely facilitators (X1), institutions (X2), human resources capacity (X3), skills and knowledge of human resources (X4), type of productive economic assistance (X5), counseling and training (X6) and supervision (X7) with 1 dependent variable, i.e. community welfare. The results show that the program has been providing positive benefits, marked by the increase of cattle and goats number, compared to those provided by TNS management five years before. In addition, the program has been successfully tying villagers and TNS management in maintaining and managing the area according to the planned agenda. The factors that partially influence the beneficiaries welfare is skills and knowledge (X4), which is amounting to 26.80%. Since the community in carrying out productive economic businesses is in accordance with their skills and knowledge so that they are able to develop ideal businesses with the environmental conditions of Sebangau Mulya Village. Other six factors have no significant effect on villagers’ welfare.

Several studies have shown that the success of interregional cooperation may be influenced by coordination, commitment, participation, variance of cooperation, structure, format of cooperation, and political will. Nevertheless, these factors do not stand alone since actor relations as a determining aspect is capable of driving those factors effectively. This article aims to examine the aspect of actor relations as a contributing factor that determines successful cooperation among regions. This is a qualitative research with the policy of inter-regional cooperation of the Banjarbakula Program, South Kalimantan Province from February 2017 to February 2018, set as its object of study. The result of this study states that the success of inter-regional cooperation is influenced by the relationship of actors in development factors as suggested by previous experts. The actors involved in the inter-regional cooperation examined in this case had become triggers of coordination, commitment, and participation toward success and failure, as well as the effectiveness of regional cooperation policy. Structural obstacles, ego-centric character, minimum budget availability, and non-visionary planning could be overcome as long as actor relations were properly managed.

This essay explores the evolving international relationship of the two national park agencies that in 1968 began to offer joint training classes for protected-area managers from around the world. Within the British settler societies that dominated nineteenth century park-making, the United States’ National Park Service (NPS) and Canada’s National Parks Branch were the most closely linked and most frequently cooperative. Contrary to campfire myths and nationalist narratives, however, the relationship was not a one-way flow of information and motivation from the US to Canada. Indeed, the latter boasted a park bureaucracy before the NPS was established. The relationship of the two nations’ park leaders in the half century leading up to 1968 demonstrates the complexity of defining the influences on park management and its diffusion from one country to another.

In the digital era, the success of the professional development of future specialists in the process of obtaining higher education largely depends on their professional orientation (PN). Despite the significant interest in the subject of the study, the problem of identifying the factors that affect PN remains poorly understood. The purpose of the study is to determine the factors of the formation of PN of students enrolled in training and retraining programs, and the features of PN in the digital era. The article reveals the content and structure of the PN of future specialists in the era of digitalization. According to the results of the empirical research, the relationship of students' PN with indicators of life-meaning orientations, motives for choosing a profession and training was revealed; the relationship between students' life-meaning orientations and indicators of motives for choosing a profession and training at the stage of digitalization of education. The factors influencing the personal condition, and the factors of the formation of the personal condition of students, who are trained according to the programs of training and retraining of specialists, have been determined. As a result of an empirical study, it was concluded that a negative impact on the formation of PN is created by factors caused by various life circumstances, lack of independence of decisions in choosing a profession, low reflection of life goals, prospects for the future, rigidity of volitional and personal qualities, internal conflict in the structure of personality relationships, low pleasure training and the like. At the same time, the level of PN is significantly higher among students who receive a second higher education and who understand its importance at the stage of digitalization of education.

The purpose of the article. The article considers the features of strategic human resource management as the basis of strategic potential, which affects the competitiveness of the enterprise, determines the directions of its development. The scheme of the system of strategic human resources management is presented. The goals of personnel policy and a set of tasks that allow them to be implemented are determined. The ways of realization of the strategy of human resources management at an industrial enterprise are offered. It is established that the process of implementing the strategy of the enterprise should be divided into certain conditional stages, which should be included in the action plan for the implementation of the strategy.Methodology. The strategic goal of human resources management system is to ensure the development of the enterprise through the efficient use of human capital. When forming a human resources management strategy, the main task is to identify and take into account future changes and trends, to justify changes that contribute to the sustainable development of the enterprise.The process of strategy development and implementation is continuous, which is covered in close connection with the solution of strategic tasks both in the long run and in the medium and short term, i.e. their solution in terms of strategic, tactical and operational management. Such specification of human resources management strategy and bringing it to strategic objectives and individual actions is embodied in the strategic plan – a document containing specific tasks and measures to implement the strategy, the timing of their implementation and responsible executors for each task, the amount of resources required.Results. Implementation of human resources management strategy is an important stage of the strategic management process. For it to be successful, the organization's management must adhere to the following rules: firstдн, the goals, strategies, tasks of personnel management must be carefully and timely communicated to all employees of the organization in order to obtain from them not only understanding of the organization and service personnel management, but also informal involvement in the implementation of strategies, in particular, the development of obligations to employees of the organization to implement the strategy; secondдн, the general management of the organization and the heads of personnel management service must not only ensure the timely use of all necessary resources (material, equipment, office equipment, financial, etc.), but also have a plan for implementing the strategy in the form of targeted guidelines for the state and development labor potential and record the achievement of each goal.Practical implications. The process of implementing the strategy of an industrial enterprise requires fundamentally different approaches than the process of strategy formation. First of all, because it is mainly organizational process, while the formation of strategy is mainly an analytical one. The process of implementing the company's strategy can also be divided into certain conditional stages, more precisely, areas of activity that should be included in the action plan to implement the strategy. Initial among them is decomposition, i.e. the development on the basis of a strategic plan of tactical, operational plans, as well as policies, programs, projects, rules and procedures.Value/originality. Thus, the relationship of personnel strategy and general strategy of enterprise development is realized through a mechanism that includes: coordination of goals of both strategies, the relationship of their functions, coordination of business processes of personnel management with other business processes, integration of personnel strategy results to aggregate results of the organization, control of compliance of the obtained results with the defined strategic goals of the organization. Of particular importance is the approach to human resource management as a business process. Personnel processes as a certain sequence of interrelated actions for the implementation of personnel management functions are aimed at: transformation of human assets of the organization in accordance with its strategic priorities; transformation of working conditions of employees of the organization in accordance with the expectations and needs of staff; creation of new management technologies and other HR-products.

The purpose of this paper is to provide an overview of the differences in the strength of social capital that is bonding and bridging two community groups, namely land-dwellers and Sama Bajo boat-dwellers in three islands in Wakatobi Marine National Park. This study used a post-positivistic research paradigm, and the primary data were collected by using a questionnaire to 240 respondents who represented the group of land-dwellers and Sama Bajo boat-dwellers on the islands of Wangi-wangi, Kaledupa, and Tomia. This research was also supported by qualitative data through in-depth interviews from several informants and desk studies. The results showed that bridging social capital relations tend to be weak in the two forms of interactions between the Sama Bajo and the land-dwellers on Wangi-wangi Island and Kaledupa Island, while bridging social capital tend to be secured in Tomia Island. We found that the social context through the historical links in the past and identity played a role in the relationship of bridging social capital and bonding social capital in the three communities as an analytical unit of this research.

ABSTRAKPerikanan  tangkap  di  kawasan  Taman  Nasional  Karimunjawa  dikelola  oleh  lebih  dari  satu  instansipengelola.  Setiap  instansi  diduga  mempunyai  peran  masing-  masing  sesuai  tupoksinya.  Saat  ini  belum diketahui secara nyata instansi apa saja yang mengelola beserta perannya. Tujuan penelitian ini adalah untuk mengidentifikasi instansi pengelola yang berperan dalam pengelolaan perikanan tangkap di kawasan TNKJ, persepsi,  aspirasi  dan  partisipasi  nelayan  terhadap  pengelolaan  perikanan  tangkap  serta  bagaimana  strategi pengelola  dalam  pengawasan  perikanan  tangkap.  Metode  penelitian  ini  adalah  studi  kasus  dengan  analisis deskriptif, dimana pengumpulan data melalui wawancara dan studi pustaka. Penentuan responden menggunakan metode purposive sampling, responden terdiri dari nelayan dan instansi pengelola. Hasil penelitian menunjukan bahwa  instansi yang  mengelola  perikanan tangkap adalah Unit  Pelaksana  Teknis   Pelabuhan Perikanan Pantai Karimunjawa, Balai Taman Nasional Karimunjawa, Dinas Perikanan, Polisi Air   dan Tentara Nasional Indonesia Angkatan Laut dan Satuan Kerja Pengawasan Sumberdaya Kelautan dan   Perikanan. Pembagian peran masing- masing instansi pengelola sudah sesuai dengan bidang masing-masing  serta tidak terjadi tumpang tindih kewenangan. Sinkronisasi dan koordinasi sudah dilakukan, hal ini terbukti   dengan  adanya  Nota  Kesepakatan Bersama. Sebanyak 80% nelayan setuju dengan peraturan yang diterapkan. Partisipasi nelayan terhadap sosialisasi dan pelatihan rendah yaitu 35% dan 19%. Strategi pengelola dalam pengawasan perikanan tangkap adalah dengan membentuk dan memberdayakan Pengawas   Perikanan  dan  Kelompok  Masyarakat  Pengawas  secara  sinergi. Strategi untuk  meningkatkan partisipasi  nelayan  dalam  sosialisasi  dan  pelatihan  adalah  dengan  memberikan penyadaran  motivasi dan  apresiasi berupa penghargaan dan pendampingan. ABSTRACTCapture   fisheries   in Karimunjawa National   Park   are   managed by   more   than one   management institutions.  Each  institution  is  assumed  to  have  their  respective  roles  according  to  their  basic  tasks  andfunctions. It is not yet known exactly what institutions are managing along with their roles. The purposes of  this study  were to know what institutions  were involved  in the management of capture fisheries in TNKJ  areas, perceptions, aspirations and participation of fishermen on the management of capture fisheries and  how the management strategy in the supervision of capture fisheries. This research method was case study with descriptive analysis, where data collected by interview and literature study. Determination of  respondents used purposive sampling method, respondents consist of fishermen and manager institution. The results showed that the institutions that managed capture fisheries were Technical Implementation Unit  Karimunjawa Fishery Port, Karimunjawa National Park Office, Fisheries Official, Water Police and Indonesian National Army – Navy and Work Unit of Supervision of Marine and Fisheries Resources. The  division of roles of each institution agency was in accordance with their respective fields and there was no  overlapping authority. Synchronization and coordination had been done, it was proved by the Memorandum of Understanding (MoU). As many as 80% of fishermen agree with the regulations applied. The  participations of fishermen on socialization and training were low at 35% and 19%. The management strategies in the supervision of capture fisheries were by establishing and empowering Fisheries Supervisor  and a group of supervisor community (PokMasWas). The strategies to increase the participation of fishermen in socialization and training were by giving awareness of motivation and appreciation in the form  of recognition and assistance.

SELF-STUDENTS DEVELOPMENT BY GUIDANCE AND COUNCELING SERVICE IN HIGH SCHOOL AT BANTEN PROVINCE. Guidance and counseling program organized to support the achievement of the educational objectives of the school as a whole. The based goal is essentially to prepare students through guidance, teaching, and training for their roles in the future. The efforts of self-development especially the high school student are the principal leadership approach to motivated the resources in school the are guidance and counseling teacher performance specifically services to the students and technical facilities as a media to help guidance and counseling teacher directed students to make their decisions. The purpose of this research is to know the relationship of principal leadership, teacher performance guidance counseling and a technical facility with self-students development. This research uses descriptive analysis method of correlation with the quantitative approach. Data collection by questionnaires. The sample used purposive sampling at senior high school in Banten province. The results show a relationship principal leadership with self-students development, guidance and counseling teacher performance with self-students development, technical facility with self-students development, the relationship of principal leadership, guidance and counseling teacher performance and technical facilities with self-students development. The effort of self-students development can be improving by principal leadership, guidance, and counseling teacher performance and technical facilities.

Subject. This article raises the urgent problem of developing and increasing Russia's innovation competitiveness by improving the management of human resources in conditions of uncertainty and instability of the external environment associated with the sanctions and economic crisis caused by the COVID-19 pandemic. Objectives. The article aims to propose strategic areas for the development and improvement of Russia's innovation competitiveness, recommendations and a programme to improve human resources management. Methods. For the study, I used the methods of analysis, information sampling and grouping. Results. The article describes the relationship of human capital with traditional concepts that characterize human labor activity and offers certain recommendations for the development and improvement of Russia's innovation competitiveness and human resources management. Conclusions. The provision of highly qualified labor power at all levels of management and categories of staff of organizations, the motivation and forms of work are the main factors in the advancement of the country's competitiveness.

This chapter establishes a tripartite relationship of high impact and validity in the business world. The three concepts that are intertwined are the management of human talent, the concept of disruption, and business strategy as drivers in organizations that seek to fulfill the visionary unit that has been proposed in the existing conditions of a particular environment that presents new movements, questions, and events derived from factors such as public health, the fourth industrial revolution, caring for the environment, generational social interaction. Once the concepts described above have been understood, the authors proceed to establish the relationship that allows them to intertwine and find the points of convergence so that they can have the proposal to manage human talent in times of disruption as a business sustainability strategy.
