Purpose. The aim of the article is defining the principles of strategic management of the development of railway enterprises in the context of future changes in the railway industry. Methodology of research. The theoretical and methodological basis for the study of strategic management in the railway industry is considered on the basis of the experience of domestic scientists. A comparative analysis of the dynamics of a number of indicators was carried out during the study, such as: the number of carried passengers, volumes of freight transported by rail, etc. The following methods are used: analytical – when considering scientific papers and strategies used in railway transport; graphical method – to reflect the developed generalized model of strategic management of JSC “Ukrzaliznytsya” activity; abstract and logical – in summarizing and formulating conclusions. Findings. The current state of the railway transport enterprise – JSC “Ukrzaliznytsia” is analysed, which allowed to evaluate the results of its activity and to identify a number of problems of strategic nature: long-term negative dynamics of cargo transportation; depreciation of fixed assets, especially rolling stock and infrastructure; low competitiveness in the European market; imperfect information support; poor adaptability to dynamic environmental conditions and the like. A generalized model of strategic management of JSC “Ukrzaliznytsya” activity was developed based on systematization of data presented in the Strategy of JSC “Ukrzaliznytsia” for 2019-2023. Originality. Problems and key factors that will influence the effective implementation of the JSC Strategy “Ukrzaliznytsia” for 2019-2023 are identified. Practical value. The conducted analysis of the results of the activity of JSC “Ukrzaliznytsia” in 2017–2018 allowed us to highlight the significant achievements and problems of the enterprise in need of solution. It is determined that the strategic guidelines for the activity of the railway transport company should be formed in the context of achieving its mission, taking into account the interests of the stakeholders and respecting corporate values. Digital transformation in the railway industry is an important element in the development of railways and should benefit commuters, railway operators, infrastructure managers and rolling stock manufacturers. The process of digitization applies to two domains, i.e. customer service and railway companies’ operation. This paper aims to present previous eff orts regarding the use of digital technologies in customer relations and in the field of operations and maintenance, which translates into the quality of services provided. This paper highlights important concepts of this domain with respect to passenger and freight transport, infrastructure, railway rolling stock and railway traffic management. It is also argued that the process of digitization needs properly trained staff . Examples of innovative initiatives of Polish and European railway companies are covered. Development strategy of railway transport envisages operation of heavy-load trains on the following directions: Kuzbass — Far East (7100 tons), Kuzbass — South, Kuzbass — Centre, Kuzbass — North-West (9000 tons). But the existing rolling stock used for coal transportation doesn’t allow making up trains with the set weight on standard length of receivingand- departure tracks in direction of Far East. That is why the designers and manufacturers of open-box cars got a task to realize a design weight-bearing capacity in the unit of the rolling stock. The task has been solved by the increase of internal dimensions of open-box car body in existing limits by changing bodies design.

The article presents the results of a study of innovative technology on improving the rationing of diesel fuel consumption on rolling stock in the railway industry. As an object of research, fuel consumption was studied on a Automotrisa diesel editing - ADE-1, which is used in the electrification and power supply facilities of the Transenergo Directorate. Motorized carriage loading transport (MLT – 6), which is used in the economy of the track. On the basis of a number of regulatory documents of the Russian Railways company, the Samara State University of Railway Transport was entrusted with the analysis of the efficiency of fuel consumption of SSPS on these types of rolling stock at one of the railway landfills. The special self-propelled rolling stock of the Russian Railways company was studied as an object of research. The method of forming fuel consumption standards by identifying the actual values of fuel consumption and indicators of rolling stock operating modes is considered. The statistical methods used in the research allow us to set the rate of consumption in the range of 8% of the actual flow rate. Based on the use of the obtained fuel consumption rate, a method for identifying and evaluating the level of unauthorized fuel overspendings (draining) is provided.

Subject. The article focuses on the advanced time-driven tools for allocating overhead expenses, which are based on process-based budgeting. Objectives. We articulate a technique for cost allocation so as to assess the cost of each process with reference to the common time driver. Methods. The study relies upon methods of systematization, classification, analogy and comparison, and summarizes the scientific literature on the subject. Results. The article presents our own suggestions on implementing TD-ABC and TD-ABB into the strategic management accounting process of developer companies. The principles were proved to help more effectively allocate overhead expenses and assess the capacity load of each process performed by functions, departments and employees. Carrying out a comparative analysis, we found certain reserves for utilizing resources more effectively. Conclusions and Relevance. The findings are of scientific and practical significance and can be used by developer and construction businesses. The conclusions can prove helpful for scientific papers, student books, and further research.

Introduction. The article presents the results of a survey of employees of the railway industry and volunteers of various professions on their attitude to the possibility of employment of women as a locomotive driver and assistant driver. The aim of study is to determine the socio-psychological aspects of allowing women to work as a driver and assistant driver of an electric train among employees of various professions, including in the railway industry. Materials and methods. Anonymous online survey conducted among 112 people: 60 women aged 29.9±7.9 years (from 19 to 55 years), and 52 men aged 29.6±8.4 years (from 15 to 53 years). Results. There is an ambiguous attitude to the prospects of allowing women to work as a driver and assistant driver of an electric train. The most urgent problems of an organizational nature that accompany changes in labor legislation are noted: the abolition of allowances "for harm", the increase in the retirement age, inconveniences in holiday homes that are currently designed exclusively for men. There are also positive prospects for these changes: the possibility of healthy professional competition and the emergence of new areas of professional growth for women, as well as increasing the prestige of OAS "Russian Railways" by creating an image of a company that provides candidates with equal rights regardless of gender. Conclusions. The appearance (although it would be more accurate to say "return") of women to work as drivers and assistant drivers is not a forced measure, as it was in wartime, but the result of the modernization of rolling stock and railway infrastructure, bringing to the fore the assessment of professionally important operator qualities, regardless of the gender of candidates. However, gender characteristics cannot be ignored in the socio-psychological context - for example, when recruiting locomotive crews with mixed composition or when creating a favorable psychological climate in a locomotive depot.

Current geopolitical and economic conditions for the functioning of railway transport in most post-Soviet states are such that it is extremely difficult to provide required quality of transport services and break-even operations at high expenses for maintaining the railway infrastructure and rolling stock. Dynamics of transportation of the Tajik Railway (TSR) is shown, which displays that most of its sections are classified as low-intensity ones. The paper proposes methodical principles, setting and qualitative analysis of the task of rationalization of operational work and organization of car flows for international transportation, taking into account the specifics of the Tajik Railway. There is a problem of complex maintenance of the efficiency of operational work in modern conditions based on the synthesis of the tasks of self-management (rational internal operational technology of the Tajik Railway) and coordination tasks (technological interaction with railway administrations of other states). Author substantiated the necessity of solving this problem. Proposed classification of technological restrictions and controlled variables in the performance of transport takes into account methods for changing external conditions for the functioning of the railway landfill and methods for increasing internal efficiency of its operation. The search for the solution of the problem involves direct search of variants along its ordered set with clipping of groups of variants that do not correspond to constraints, with the subsequent finding of compromise control over a set of effective alternatives.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.
