Purpose. The aim of the article is the development of scientifically substantiated proposals on state stimulation of the process of investment of farms of the corporate sector of the agrarian economy in increasing the fertility of agricultural lands in the conditions of transformation processes of land relations. Methodology of research. In conducting the study, its methodological and theoretical basis is the dialectical method of cognition and a systematic approach to the study of the fundamental provisions of economics for investment activities in the agricultural sector of Ukraine. A set of special methods of economic research was used in the research process. The conclusions of the research are formulated with the help of abstract and logical method. The method of theoretical generalization was used in the critical analysis of the results of research by domestic scientists on the substantiation of economic incentives to increase the fertility of agricultural land. Results. The economic levers of the state regulation of nature use in the production of agricultural products are substantiated, which provides for the use of a comprehensive combination of payments for the rational use of agricultural land and penalties for reducing soil fertility. Originality. A scientific approach to the reproduction of land resources in agricultural enterprises is proposed, which is based on a set of organizational and economic tools for socially responsible activities, in particular: development of programs for targeted use of agricultural land and providing them with appropriate funding, calculation of land tax and other changes in soil quality, which will increase the fertility of agricultural land. Practical value. The implementation of the proposed economic stimulus measures will help increase the rational land use of agricultural producers and improve soil quality. The use of the proposed measures is possible only with a well-established system of agrochemical assessment of agricultural land. Article develops recommendations for the use of reducing (incentive) coefficients in land tax calculation of on agricultural lands, taking into account the quality of land and interrelation between an increase and decrease in soil fertility, which leads to an increase in land tax. In calculating land taxation, this is formed based on the normative value of agricultural land. The calculation of the normative value of agricultural land is inextricably linked with the soil quality index (SQI), which determines the fertility of the soil. As decreasing and increasing coefficients in the growth of productivity in 11 agriultural farms of “Pakhtaobod” massif of Nishan adiminstrative district of Kashkadarya province, when the normative value changed for the better, the amount of land tax decreased by 18.933.000 UZS (19.5%) and in 10 agriсultural farms the increase in the amount of land tax by 7.070.820 UZS (15.8%) in the negative condition.

Introduction. The idea of the need to accelerate economic growth in agriculture is formed in the context of the development of the agricultural sector of the economy in society. Restoration of a full-fledged investment process in the agro-industrial complex is an important national problem, the solution of which will help increase the food security of the state and the exit of agro-industrial production and the social sphere from the crisis. The effective implementation of economic activity by the enterprise in the long run and ensuring high rates of development, increasing competitiveness in the transition to a market economy is largely determined by the level of activity and scale of investment activity. Methods. The methodological and theoretical basis of the study is the dialectical method of cognition and a systematic approach to the study of the fundamental provisions of economics in relation to the implementation of investment activities in the agricultural sector of Ukraine. A set of special methods of economic research is used in the research process. The conclusions of the research are formulated with the help of abstract and logical method. The method of theoretical generalization is used in the critical analysis of research results of domestic scientists on the substantiation of the development of infrastructure in the agricultural sector of Ukraine. Results. The main objectives of the management system of investment activities of agricultural enterprises are: to determine the economic efficiency of the investment project, in order to establish the feasibility of its implementation; ensuring the possibility of attracting the necessary amount of investment resources for the implementation of the investment project; formation of mechanisms and implementation of measures aimed at improving the efficiency of investment activities. The presented goals of the investment management system can be realized through the mechanism of management of sources of investment resources. Discussion. In the context of the introduction of agricultural land circulation, there is a need to develop institutions that will help attract investment in the development of the agricultural sector of Ukraine. The task is to introduce a system of certification of appraisers, which will determine the fair value of agricultural land that will be the subject of sale. In order to introduce land mortgage lending, we believe that in the future it is necessary to resume the activities of the State Mortgage Bank as a regulator of such operations. The research of forest cover development on agricultural lands in the Perm Prikamye was carried the example of taiga and forest-steppe types of landscapes. The Babkinsko-Yugovskoy and Irensko-Kungursky landscapes were select for research. Received information about the geosystem condition in different years using remote sensing data. All landscape changes were record during the formed stable snow cover. As a result, was divide into two classes - forested and treeless areas. Established, the main natural factors of land differentiation by an areas and a pace of withdrawal from agricultural use are the small contours of agricultural land and differences in soil fertility. The growth pace of forest geosystems within the forest-steppe landscape was 2.5 times higher than of the taiga. The research of the dynamics of forest cover showed that in the Perm Prikamye in the forest-steppe landscape substitution of anthropogenic geosystems with natural-anthropogenic ("wild") accompanied by the development of forest biogeocenosis, not steppe.

Theoretical and practical approaches to the formation of land market in Ukraine are considered in the article. The views of scientists and practitioners on the problem of creating land market are summarized. It has been proven that land market is vital for agriculture and rural residents. It allows using land as collateral for agricultural enterprises. It is a source of income for farmers and allows land to move to a more efficient owner. It is investigated that during the transformations in the agricultural sector of Ukraine, the state monopoly on land was abolished, agricultural enterprises were privatized, new market structures were created, that is preconditions were created for the introduction of market land turnover and formation of the secondary market of agricultural land. Today it is obvious that further regulation of land relations is needed to ensure effective development of newly created economic agricultural formations. The lack of a real market for agricultural land hinders their efficient distribution and restrains long-term investment in land and agriculture in general. The history of reforming land relations of foreign countries is analyzed and systematized. Peculiarities of land markets formation and organization of lease land relations in the countries of the world are shown. It is studied that the state regulation of the agricultural land market of the EU member states is aimed at preserving land, preventing excessive concentration or fragmentation of land, sale of land primarily to farmers who have experience in agricultural production and live in the area. The issue of the land market is especially acute for countries with economies in transition, including Ukraine. Of particular note is the lease of agricultural land, which is the main form of land relations in many countries. The need to apply positive foreign experience in creating a market for agricultural land in Ukraine is indicated.

Land legislation - the Land Code of the Russian Federation, the Federal Law " Land Management", the Federal Law "Turnover of Agricultural Lands", the Federal Law "State Regulation of Agricultural Lands Fertility" proclaimed the obligation of state authorities, local governments, legal entities and individuals realize their activities with preservation of land as the most important component of the environment and a natural resource, and carry out measures for the reproduction of the fertility of agricultural lands. There are proclamations, but no effective economic, administrative mechanisms and institutions of enforcement to save productive land and soil fertility. Regulations for the environmentally safe use of separately cultivated plots of arable land, contours of hayfields and pastures with spatial identification of the boundaries of their action on the map for land management have not been established – we can see negative impacts of excessive cultivation of arable land. The proposed measures to ensure the fertility of agricultural lands are aimed not at land use with soil-saving agricultural technologies in the process of agricultural activities when growing crops (in accordance with the established regulations), but at restoration of soil fertility after depletion of agricultural land use through reclamation and other measures for agrochemical services. This article proposes to restore the compulsory land management activities in case of identification of lands with water and wind erosion and other negative impacts with the development of regulations for environmentally safe agricultural land use for each field or part of it, the contour of hayfields and pastures exposed to negative impacts of anthropogenic or natural load. It is easier to prevent than to cure.

As it is known, fertility is the most important property of soils to meet the needs ofplants in nutrient elements, moisture or air and to provide conditions for theirnormal life. It is clear that yield of crops depends on soil quality. That is why thepreservation of fertility is an important task in the implementation of agriculturalproduction. Agrolandscape systems based on environmental based should beintroduced in agriculture to solve the problem of preventing the degradation ofsoils, reducing water and wind erosion. Principles and methodology of landscapeplanning can be successfully adopted in farming systems that combine highenvironmental and economic indicators. During the years with unfavorableconditions such as drought or excessive moisture in farms with adaptive farmingthe yield is 30 % higher than in agricultural enterprises with the traditional farmingsystem. The article discussed that the minimum value of the environmentstabilizingfarm land agrolandscapes should not exceed 40% of the total land. Theconducted experiments proved that the humus content in the households underconsideration was increased by 0.24%. Average crop yields in the years withunfavorable weather conditions in the test farm (Kantemirovsky District, Voronezhregion) are the following: grains 29 dt/ ha, sunflower 24 dt/ha, and forKantemirovsky District, on average, 19.4 dt/ha and 17 dt/ha respectively. Stabilityof agrolandscapes depends on correlation between sustainable and destruct lands.Percentage ratio of agricultural lands for the sustainable agrolandscapes isdetermined.

N extreme climatic conditions and the unsatisfied state of agricultural land fertility in the Selenga Region, a decline in the production of crop and livestock products is observed. It should be noted that the production volumes of farms comprise agricultural production in the structure of production. district products - 25.2%. In such circumstances, the main factor in the development of the region’s economy and increasing soil fertility should be the organization of the rational use and protection of the land of peasant farms, main agricultural producers in the region.

The article examines the system of agricultural land use and the impact of its elements on in-country spatial heterogeneity, and the spatial development of agricultural land use in the regional aspect – the expansion or contraction of arable lands. The geographic space of the agricultural land use of a country, a macro-region, a region-component of the agricultural industry and the socio-economic system of life are quantitative and qualitative changes in the use of the existing potential of productive agricultural lands, an increase or decrease of their boundaries under the combined influence of social, economic, institutional and infrastructural elements of the agricultural land use system. Among the elements of this system that affect the expansion or contraction of the area and boundaries of agricultural land use and their quality condition: bioclimatic potential; the level of innovative development, agricultural technologies; access to land, finance, and sales markets; effective demand for agricultural products; availability of development institutions (land information systems, monitoring of land use, land management, cadastre, land valuation, land redistribution fund - land bank). Decisive importance is the quality of state regulation of land relations (land and tax legislation) and state management of land use, and the topic of this article - the quality and level of state support for agricultural activities. The harmonization of the components of the agricultural land administration system is decision which, how and how much apply one or another regulation factor of land relations – the mechanisms of market self-regulation or direct state regulation.

The purpose of the article is to develop, based on the generalization of domestic and foreign experience, guidelines for enhancing investment in the agricultural sector. Research methods. A set of special methods of economic research was used during the research process. Using abstract-logical method, the conclusions to the article are formulated. The method of theoretical generalization was used in the critical analysis of research results of domestic and foreign scientists on the substantiation of investment factors and methods of assessing the effectiveness of investment. In the process of analysis, the statistical and economic method was used, which made it possible to clearly identify the factors that affect investment activity in the agricultural sector of Ukraine. Research results. The current state of investment activity in the agricultural sector of Ukraine is studied. The main factors influencing the intensification of investment in agricultural development in Ukraine are identified. Methods of state stimulation of investment activity are analyzed. Scientific novelty. A scientific approach to the introduction of a program of state support for dairy producers by introducing subsidies for the growth of each head of cattle introduced into the main herd, which will provide an economic incentive to attract investment in the livestock industry. Practical significance. The main factors that negatively affect the intensification of investment activity in the agricultural sector of Ukraine have been identified. The need to restore the special VAT tax regime for agricultural enterprises that simultaneously produce livestock and crop products (except for chicken producers) as the most effective method of state support for their activities has been confirmed. The development of a dynamic and competitive global economy modifies the coordinate system of modern foreign economic activity, focusing it on the development and production of innovative high-tech agro-industrial products. The article provides a brief overview of the main legal approaches to assessing the effectiveness of innovative foreign economic and domestic economic activity of Russia. The conclusions set out in the publication contain a number of proposals to optimize the instruments of state legal regulation of the policy of the Russian state in the system of implementation of import substitution in the agro-industrial complex. The work substantiates the strategic priorities of the development of the national AIC, which make it possible to ensure a stable rate of economic growth by stimulating the investment activity of economic entities, reducing the critical dependence of agricultural producers on imported technologies, which contributes to increasing food security. Based on the analysis of the role of the agro-industrial complex in ensuring an acceptable level of food security, the study notes specific legal forms of state activity aimed at expanding domestic production, transforming the existing mechanism of state regulation and supporting the agro-industrial complex, caused by a change in the existing conditions of the domestic and domestic market in the agricultural sector
