METHODICAL BASES OF AN ESTIMATION OF AGRICULTURAL LAND USING EFFICIENCY

Introduction. The purpose of this article is to define methodological grounds of assessment of agricultural land using efficiency. The article is devoted to definition of the indicators system of land using efficiency. Methods of research. The solution of the tasks in the article is carried out with the help of such scientific and special research methods as: analysis and synthesis, systematization and generalization, the dialectical approach. Results. The structural balance between cost of land and production resources has been investigated, which leads to the need of many alternatives for the purpose and use of the respective territories on the basis of the modern system of land using efficiency assessment when determining the benefits of land resources using for agricultural production. Originality. It has been proved that to create and enforce a uniform indicators system of land using efficiency is necessary to determine all the factors that affect land use, to reflect the degree and type of each factor influence using the indicators of efficiency of the land use. Indicators of economic efficiency of land using and the intensity of land use are systemized. Practical importance. The methodical approach of agricultural lands using evaluation in the following areas has been justifed in the article: completeness of land use, rational land use, the level of land use intensity, efficient land use. The methodical approach has been presented to the calculation of potential losses from specific land uses in specific circumstances. It is proposed to assess the land using efficiency on the basis of indicators calculations of environmental and economic damage. Basic scientific principles can be used in the practice of agricultural enterprises. Keywords: management, methodological bases, evaluation, efficiency, and agricultural land use.

Topicality. The guiding vision of a stable market economy in Ukraine is accelerating the transition to the introduction of the principle of inclusiveness in market conditions, which, in the context of broadening the overall employment of the population, is an increase in access to education, entrepreneurship, services for young people, women, people in less developed regions and those with disabilities. Implementation of the country's strategic priorities for the transition to sustainable development should take place by ensuring inclusiveness, in particular through agricultural land use. An important task of promoting the principles of inclusiveness is to assess its impact on specific target groups.The introduction of inclusiveness in terms of economic development has a long-term perspective, covering social interests and the rational use of resources. The main focus is on productive employment as a means of reducing the stratification of society by income and raising the standard of living of less well-off people.Aim and tasks. The purpose of the article is to analyze the definition of the inclusiveness of nature use as an economic category in the context of land use, namely the development of inclusive activity. Disclosure of the characteristics of the inclusive approach to land use and outline its benefits. Formulation of the intrinsic features and objectives of the inclusive economy, in particular inclusive agricultural land use. Justification of the scientific principles of the implementation of the principles of organizing the inclusion of land use in agricultural activities.Research results. The concept of inclusiveness in the context of nature use in generalized form and in accordance with land use is developed in the part of expanding the attraction of as many members of society as possible. Improved conceptual-categorical apparatus of the study of "inclusiveness", in particular inclusive growth, inclusive economy, inclusive activity in the context of land use, inclusive ecological agriculture. The relationship between these categories is determined. Formed general scientific principles of inclusive development, principles of inclusive agricultural land use: systematic and complex, adequacy and flexibility, objectivity and accuracy, efficiency, purposefulness, scientific, priority of economic interests of the state. The principles of inclusive agricultural land use are determined on the basis of generally accepted conditions that form the basis of inclusive development and determine its directions and priorities. The advantages of creating ecologically clean lands and conducting ecologically oriented agriculture as one of the directions of development of inclusive nature management in Ukraine are grounded.Conclusion. It is substantiated that, despite a number of literature and discussion of this topic, there is no single definition of the concept of inclusive growth. In the article the genesis of inclusiveness is investigated and the preconditions of the emergence of "inclusive economy" are determined. It is determined that the basic principles under the influence of which the concept of "inclusiveness" was formed are from the theoretical and methodological foundations of sustainable development, "green economy", social economy, and innovation economics. The market component of inclusive land use has been identified and theoretically grounded, which is to involve individual and individual peasant farms in order to organize activities and processes of rational land use, which includes individuals from all walks of life and psychophysical possibilities, through the expansion of: access to land resources; possibilities of land use grouping; the availability of special technical equipment for all individuals; opportunities for obtaining or improving qualifications in the field of ecologically oriented agriculture.

The objective of the article is to identify the problems of development of rural green tourism as an important direction of tourism activity in Ukraine and to substantiate their solution on the basis of state regulation and support. Methodology. In order to achieve an objective of the study, the general scientific and special methods were used: analysis and synthesis in the study of scientific principles of state regulation of services of rural green tourism; statistical analysis, comparison and generalization – in the study of the peculiarities of the organizational and economic mechanism of state regulation and support of rural green tourism services and the definition of modern aspects of the mechanisms of state regulation of rural green tourism; abstract-logical method – for synthesis and formulation of conclusions and proposals. Results. The article reveals the challenges and problems of the development of rural population and rural areas in Ukraine. A special role in their solution of tourism activities in the form of rural green tourism was determined. Therefore, a considerable attention is paid to its state regulation and support. They are carried out in the form of regulatory and legislative support, monitoring systems, pricing services, taxation, etc. Practical importance. The obtained results can be used in practice by the state authorities, local authorities and self-government bodies, public organizations. The conducted study, conclusions drawn on their result, are the basis for: a further in-depth scientific study of the theory of public administration, development of recommendations for the improvement of conceptual provisions and measures for the implementation of an effective mechanism of state regulation and support of rural green tourism services. The scientific novelty of the results is that the theoretical foundations and conceptual approaches to improving the mechanisms of state regulation and support of rural green tourism services in Ukraine are substantiated.

The article is devoted doctrinal issues of environmental and economic effectiveness of use land in conditions of infringement of institutional transformations. The modern approaches to the definition of content of ecological and economic effectiveness of land use are analyzed. It is established that the overwhelming majority of domestic researchers interpret this notion regarding the use of agricultural land or farm land. It is proved that such an approach is justified, taking into account the structure of the land fund of Ukraine. However, this reduces other goals of the land user and functions of the land. It is proposed to investigate the category of ecological and economic effectiveness of land use in accordance with the provisions of the ecological economics, social welfare theory, and concept of total economic value. Based on the classification of land functions, the criteria of selection material content and social form of ecological and economic effectiveness of land use are determined.

An effective implementation of the sustainable use of agricultural land program is impossible without reliable results of the current state of the problem. In this sense, the correct selection of indicators and methods for determining the level of stability is important. The authors proposes the definition of the agricultural land use sustainability integral indicator based on three methodological approaches: the construction of the indicators system, each of them reflects some aspects of the land use sustainability at the macro level (according to the specific issues); the construction of the integral indicator for comparing the countries’ land use sustainability. According to the given methods it has been proved that agricultural land use in the countries of the post-socialist camp has a positive dynamics, but the sustainability indicators for all indicators have not achieved yet. The structure of soils in Carpathian region of Ukraine, which is involved for agricultural land use, including for arable land, has been analyzed. The basic steps to increase the area of arable land have been described. Integrated approach with using spatial, legal, environmental, and economic performance has been proposed for definition of the efficiency of agricultural land use. Abstract The article presents the results of research, conducted in central Poland, where agriculture is the dominant type of land use. This activity is considered as a common potential hazard to groundwater quality because of the use of nitrate fertilizers, especially for small groundwater intakes used for the purpose of rural water supply. For this kind of intake seven scenarios of groundwater quality hazard were elaborated based on the results of the hydrodynamic modelling research in this area including the following: calculation of volume and time of leakage through the aquitard formations to the main useful aquifer, verification of the indirect protection zone and definition of the size of the well capture zone. The scenarios considered the current groundwater quality hazard as well as changes in agricultural land use or changes in fertilizer doses needed to decrease groundwater hazard by nitrates in the intake.

Land is one of the key resources in agricultural production. The use of these resources is signifi antly different from the use of labor resources and financing. It is the land features that affect the assessment of their use efficiency. The analysis of literary sources has shown, there are a large number of approaches and methods to assess the effectiveness of land resources. This indicates a great interest of researchers and practitioners in the issue under study. Each of the researchers offers their own unique methodology for assessing the efficiency of land use. However, it is impossible to distinguish a single method due to various reasons. Nevertheless, it should be noted that the proposed methods are complementary. The main goal of this study was to assess the effectiveness of agricultural land use in France. In this regard we used following methods: analysis and synthesis, graphical method, method of comparisons. The analysis was carried out in three stages. The dynamics and structure of agricultural lands of the country, the harvested areas of the main groups of agricultural crops were analyzed, both cost and natural indicators were calculated. As a result, we can say that the studied indicators should be used in the express assessment of efficiency, they can also be used in the comparative assessment of the efficiency of agricultural land use. For a deeper assessment, in our opinion, it is necessary to use other methods of analysis.

Purpose. The purpose of the article is systematization of approaches to the definition of “sustainable development”, substantiation of its complementary components and improving the concept interpretation. Methodology of research. Dialectical method of scientific knowledge, general scientific principles, provisions of sustainable development concept are theoretical and methodological basis of the study. Systems analysis is used for disclosure of basic categories. Analysis and synthesis are used to improve the meaningful interpretation of sustainable development. Findings. It is substantiated that sustainable development is associated with the transformation of the human’s role in the process of socio-ecological and economic progress, progressive economic growth and the formation of a new circular economy. The difference between the concepts of “sustainable development” and “stability” is determined. Stability is a dynamic growth vector characterized by a positive value. Sustainable development implies not only positive values of growth, but also negative and zero indicators. The difference between stability and sustainable development is that the latter allows zero and negative values, and the amplitude of cyclical fluctuations is much larger than in stability process. Originality. Interpretation of “sustainable development” concept is improved. It is interpreted as a pluralistic, complementary process that interconnects with economic, social and ecological systems, determines their dynamics and direction in order to increase and qualitative growth of the integrated socio-ecological-economic effect, preservation and enrichment of the environment. Practical value. The main provisions of the study can be applied in the formation and use of sustainable development programs at the micro, meso and macro levels. The article highlights the problems of theoretical and legal bases of development of the institute of consolidation of agricultural lands in Ukraine. The concept of land fragmentation is analyzed. It is argued that in modern conditions of agricultural land use in Ukraine the main problem is the fragmentation of land ownership. It is noted that one of the tools to improve land use is land consolidation. comprehensive study of the concept of consolidation of agricultural land. The expediency of the legislative definition of the concept of "consolidation of agricultural lands" is proved. The conclusion is made about the need to adopt the Law of Ukraine "On Consolidation of Agricultural Lands". It is noted that one of the conditions for the implementation of measures to consolidate agricultural land is the land market. It is concluded that land consolidation can be an extremely effective means of rural development. The expediency of developing a comprehensive legal concept of land consolidation of Ukraine and the introduction of the Ukrainian model of consolidation of agricultural land is proposed.

Introduction. The important task of management is research of conceptual bases of modern range of problems of land using efficiency providing that is formed by certain limit nature in the result estimation of economic resource using that make the theme of research actual. The article purpose is research of conceptual principles of effective land using organization of agricultural enterprises. Methods of research. The solution of the tasks put in the article is carried out by means of such scientific and special research methods as: analysis and synthesis, systematization and generalization, dialectical approach, economic and mathematics. Results. It is proved that the efficiency of land using in agricultural production is limited by the property and investment capacity of economic entities. Programming the effectiveness of agricultural land using is to develop the concept of optimizing the economic activity structure. The conceptual model of the mode choice of land using intensity with the optimum agro-ecological investment activity is presented, and the economic activity for the crop production on each unit of land resources and the corresponding agro-ecological investment activity are launched in time. Conclusions. An economic activity must be estimated on the basis of index, select from basic criterion positions. As a result of solving the economic-mathematical problem at the strategic level, the agricultural enterprise will receive large-scale tasks for the production of certain types of finished goods in the required volumes and the corresponding production resources. In this case, the volume of final production and material resources of the industry will act as a limitation of the sectoral economic and mathematical problem. Practical importance. The main criterion for land using optimization has been established, which allows us to focus on the strategy of maximizing the sustainable development effects, based on the interests of all participants in agro-industrial production. The main principle of optimum development is to ensure maximum effect when using scarce resources.
