The article is dedicated to G. A. Kubrina, Deputy Minister of Culture of the Altai Territory. Galina Alexandrovna died in a car accident on January 29, 2021 during a working trip. Her extraordinary personality and huge contribution to the development of museum activities areconsidered by the author. The main attention focused on the Galina Alexandrovna’s participation in the reconstruction of the State Art Museum of the Altai Territory and the development of the interregional project «Borunov’s Palette». The article highlights the peculiarities of communication and leadership style of G. A. Kubrina.

The author analyzes the state of institutional economics in contemporary Russia. It is characterized by arbitrary confusion of the ideas of «old», «new» and «mathematical» versions of institutionalism which results in logical inconsistency and even eclectics to be observed in the literature. The new and mathematical versions of institutionalism are shown to be based on legal, political and mathematical determinism tightly connected with the so-called «economic approach» (G. Becker). The main attention is paid to the discussion of theoretical and practical potential of the contemporary classical («old») institutionalism. The author focuses on its philosophical grounds and its technological imperative, the institution of science, the method of criticism, the opportunity of using classical institutionalist ideas as the ideology of economic reforms in Russia.

Author explores the creative heritage of the artist, basing on the documentary materials and works that are in the collection of the State Art Museum of Altai Krai. The analysis of his works is given.

Ленинградский художник Павел Иванович Басманов (1906–1993), родившийся на Алтае и воспевший Алтай в десятках сотен своих произведений, известен также как коллекционер русской и советской графики. Более восьмидесяти произведений из коллекции Басманова хранится в Государственном художественном музее Алтайского края. Это отечественная графика XIX–XX веков: акварели Бориса Кустодиева, уникальная графика Елизаветы Кругликовой, литографии Льва Бакста, Павла Кузнецова, Николая Тырсы, Алексея Пахомова, Георгия Верейского, Владимира Конашевича, Павла Митурича и Юрия Васнецова, книжная графика Константина Рудакова и Леонида Хижинского, эстампы Дмитрия Митрохина, Андрея Гончарова, Вадима Фалилеева. Статья рассказывает об отношениях, связывавших Павла Басманова с авторами работ, повествует об истории создания и бытования ряда произведений из музейной коллекции Басманова, воссоздает хронологию поступления работ в фонды ГХМАК. Leningrad painter Pavel Ivanovich Basmanov (1906–1993) was born in the Altai Krai, which was praised by him in tens of thousands paintings. Basmanov is also famous as a collector of Russian and Soviet graphic arts. More than eighty paintings from Basmanov's collection are reposited in the State Art Museum of Altai Krai. There is domestic graphic arts of XIX–XX centuries: watercolors by Boris Kustodiev, unique graphic arts by Elizaveta Kruglikova, lithographies by Lev Bakst, Pavel Kuznetsov, Nikolai Tyrsa, Aleksei Pachomov, Georgiy Vereyskiy, Vladimir Konashevich, Pavel Miturich and Yuriy Vasnetsov, book graphics by Konstantin Rudakov and Leonid Khizhinskiy, prints of Dmitriy Mitrichin, Andrey Goncharov, Vadim Falileev. The article is about relationships, united Pavel Basmanov and creators of works listed above. It also tells us about the history of creation and existence of a number of works from the museum collection of Basmanov and recreates the chronology of receipt of works in the funds of the State Art Museum of Altai Krai.

About the only way a small non-profit art museum and its library can hope to create and disseminate information about both its art and bibliographic collections is through collaboration and co-operation. The Akron Art Museum, the University of Akron Libraries, and OhioLink (the state-wide library and multimedia consortium) joined forces to compile the necessary records, images and software to connect information in the museum library’s catalogue to image files, and other biographic and bibliographic databases. Selected portions of the newly created resources are refashioned and merged with web-based lesson plans for use within the museum itself, out in the greater metropolitan area, and wherever Internet-based web resources can reach.

The article investigates the life and activity of the last Ukrainian Insurgent Army Chief – Vasyl Kuk during the formation of his personality. The main attention is focused on the study of the first stages of his life: childhood, youth and education in Zolochiv high school and university in Lublin, his joining to the Ukrainian liberation movement and its participation in the first action against the Polish authorities on Ukrainian territory. The article analyzes the historiography of the subject and the state of the source base. Separately study focuses on Vasyl Kuk`s family. Is traced family roots, social and national origin of parents; described their world view and personal qualities that they have given to their children. Investigated the fate of some close relatives that could play a role in the further development of the individual. The author analyzes the formation of his views, personal ideological and political visions in specific historical circumstances and periods. In general, the article studied the major milestones and aspects of the formation and development of personality Vasyl Kuk in his teenage years.

The study identifies the ESP teaching strategies of the personnel of the State Border Guard Service of Ukraine (SBGSU) training in the framework of European language standards. According to the results of the needs analysis, the Ukrainian border guards require improving their professional foreign language competence based on the European educational standards and best practices. The main attention is paid to developing listening and speaking skills of border guards. The methodology of the course is aimed at forming the border guards’ foreign-language professional competency, which will facilitate their effective service in the state border protection units. The course program provides border guards with the opportunity to develop the language competence and strategies they need to effectively engage in situations of professional communication that they can have at the border, both while conducting border surveillance activities and border checks.

В статье рассматривается развитие академической иконы в России с XVII века по настоящее время. Исходя из исторических процессов, автор анализирует собрание академической иконописи в Государственном художественном музее Алтайского края. Делается вывод о том, что для создания иконы имеет большое значение профессиональное мастерство иконописца и выполнение им главной священной миссии – создание литургического образа. The development of the academic icon in Russia from the seventeenth century to the present day is discussed in this article. The author analyses the collection of academic iconography in the State Art Museum of Altai Krai on the basis of historical processes. It is concluded that mastery of the icon painter and the accomplishment of his sacred mission – creation of liturgical image – is very important for creation of the icon.

The paper provides an overview of the state of activity of art museums in the regions of Siberia in different social networks. Also, the authors monitor the presence of the official website of the museum and its presence in social networks. In addition, an attempt to give a definition «informational image of the museum» is made, and a selected list of art museums in the regions of Siberia is provided. Within the framework of the study, the authors developed recommendations for improving the information image of an art museum such as: group design, museum information, a fixed record, museum collection materials and publications. Moreover, the authors give the best examples of using the site and social networks by the museums to increase users’ activity during a pandemic. So, the authors prove that the official website and work with social networks is an integral part of museum activities aimed at improving a modern museum.
