Introduction. The history of copyright is closely linked to changes in society and the development of social relations in it. A paradigm shift in society leads to a change in attitudes to creative work and its results. The identification of common historical patterns allows us not only to better under¬stand the problems arising in copyright, but also to determine the trends of further development. Materials and Methods. The article analyzes foreign and Russian legislation on copyright in its historical context, starting from the Censorship Statute of 1828, the Copyright Law of 1911 and ending with the Civil Code of the Russian Federation. We also consider the works of well-known Russian legal researchers and foreign thinkers devoted to copyright and creative activity of the author. Results. Despite the fact that it is generally assumed that copyright belongs to civil law institutions, in certain historical periods, the relationship between the author and users, as well as society as a whole, has public legal aspects. The most frequent change in public-law and private-law approaches is observed in Russian copyright, which is due to political and economic changes that have taken place in the state. Discussion and Conclusion. Currently, society is facing another paradigm shift. The emergence of new technologies has given impetus not only to the use of copyright objects, including in infor¬mation and telecommunications networks, but also for the transformation of interaction between the author, the user and the state in connection with the extraction of a positive effect from the use of creative results. It seems that the active introduction of new technologies, for example, artificial intelligence, should not lead to the dominant influence of the state on copyright relations and overregulation of copyright.

This chapter traces the development of Kenya’s tourism and handicraft industries from their roots in 20th century British colonialism to provide some of the broader history of Kenya’s tourism and co-operative development, their emergence in Mombasa, and their relationships with local governments. I draw on archival as well as ethnographic data collected just before the 2002 demolition of Mombasa’s roadside kiosks, which form the starting point for the larger longitudinal study. I focus on the array of experiences of Mombasa’s roadside traders of diverse backgrounds as they struggle with the privatization and segregation of urban residential and commercial space both before and after the demolitions. The economy was radically altered as the roadsides were “cleaned” and a new wave of economic formalization characterized the relationship between small-scale businesspeople and the state. For many entrepreneurs invested in the global crafts trade, this was the final straw that pushed them toward new technologies, jumping scales into global markets, and investing in export and wholesale businesses that were not spatially dependent upon a connection to the city center.


This book is the first to examine the history of imaginative thinking about intelligent machines. As real artificial intelligence (AI) begins to touch on all aspects of our lives, this long narrative history shapes how the technology is developed, deployed, and regulated. It is therefore a crucial social and ethical issue. Part I of this book provides a historical overview from ancient Greece to the start of modernity. These chapters explore the revealing prehistory of key concerns of contemporary AI discourse, from the nature of mind and creativity to issues of power and rights, from the tension between fascination and ambivalence to investigations into artificial voices and technophobia. Part II focuses on the twentieth and twenty-first centuries in which a greater density of narratives emerged alongside rapid developments in AI technology. These chapters reveal not only how AI narratives have consistently been entangled with the emergence of real robotics and AI, but also how they offer a rich source of insight into how we might live with these revolutionary machines. Through their close textual engagements, these chapters explore the relationship between imaginative narratives and contemporary debates about AI’s social, ethical, and philosophical consequences, including questions of dehumanization, automation, anthropomorphization, cybernetics, cyberpunk, immortality, slavery, and governance. The contributions, from leading humanities and social science scholars, show that narratives about AI offer a crucial epistemic site for exploring contemporary debates about these powerful new technologies.

The Mexican policy of state provision of standardized textbooks for all was instituted in 1959 and still ongoing. This is an overview of the previous history of state intervention in the production and distribution of school textbooks, an examination of the particular circumstances in which the 1959 policy was figured and implemented, and a description of the characteristics of the different generations of textbooks that have since been published, corresponding with several educational reforms. The arguments for and against standardized textbooks mobilized by different sectors of society throughout sixty years are discussed in their historical context. Far from this being a debate about the authoritarian intervention of the state in education, issues of social equality and teaching quality have been central.

This chapter introduces the volume by arguing that the study of biblical wisdom is in the midst of a potential paradigm shift, as interpreters are beginning to reconsider the relationship between the concept of wisdom in the Bible and the category Wisdom Literature. This offers an opportunity to explore how the two have been related in the past, in the history of Jewish and Christian interpretation, how they are connected in the present, as three competing primary approaches to Wisdom study have developed, and how they could be treated in the future, as new possibilities for understanding wisdom with insight from before and beyond the development of the Wisdom Literature category are emerging.

Problem setting. One of the subsystems of the National Innovative System is the field of technology transfer. Considering the NIS from the point of view of the interests pursued by its participants (subjects), the mechanism introduced by the legislator, providing legal regulation of certain social relations, directly depends on what interests they pursue. Analysis of recent researches and publications. The following scientists drew attention to the problems of regulation of relations in the field of technology transfer: O. M. Davydiuk, Yu. M. Kapitsa, D. S. Makhnovsky, V. S. Milash, O. P. Orlyuk, B. M. Paduchak, O. E. Simson. However, further study of these relations remains relevant especially in view of the constant updating of current legislation. Target of research is to analyze the mechanisms for satisfying the interests of participants (subjects) of technology transfer, which are introduced in the current legislation and are proposed for the future. Article’s main body. Considering the national innovative system from the point of view of the interests pursued by its participants (subjects), we can distinguish the interests of the author of the technology, recipient, technology donor and the state, whose interests determine the overall vector of the transfer process. The primary subject in technology transfer is the author of the technology – an individual who can act as a direct participant (subject) of technology transfer and be its donor, who independently decides the legal fate of the technology and / or its components. However, the author of the technology may not be a donor when it comes to the relationship between him and his employer as a performer of scientific research and development work for the budget. In this case, although the technology is created by the direct work of the author-employee, property rights to the technology are assigned to the enterprise, research institution, organization or institution of higher education as the executor of these works (organization-developer), and the author is entitled to royalties. Thus, a compromise is reached between the parties and provides the necessary balance of interests of the employer and the author. In the transfer of technology, which occurs through the conclusion of the contract, the interests of the parties to the contract are mutually conditioned. These entities, realizing their property interests, act in contractual relations on the principle of dispositiveness, ie equality of the parties, and the state does not interfere in these relations. And only when the sphere of interests of the subjects of transfer affects the interests of the state, the relationship is complicated by the establishment of additional requirements and / or procedures (in particular, the export of technologies created or purchased from the budget). The interest of the state in this case is due to the purpose of preserving national and technological security, control over the misuse of budget funds during the financing of R & D, solving other strategic tasks. The protective mechanism of legal support of the state’s interests introduced in the Law is implemented through the establishment of requirements for the use of technology and / or their components, created or purchased for budget funds, mainly on the territory of Ukraine; conducting state expertise for technologies and / or their components, which are purchased for budget funds (including through their import). Meanwhile, the world practice is aware of other means aimed at protecting the interests of the state, such as control over the re-export of technology in order to eliminate the possibility of further transfer of technology from its donor to others. Conclusions and prospects for the development. The field of technology transfer is characterized by a combination of imperative and dispositive methods of legal regulation. When concluding a technology transfer agreement, the parties agree on its terms, based on their own interests and the requirements for certain types of agreements. However, lawyers note: the wider the range of interests (individual, group), which are directly or indirectly affected by the contract, the more important should be the degree of legal regulation. Therefore, when it comes to the interests of the state, the legislator should not neglect the ability to imperatively determine the requirements to be met by the parties in technology transfer and which provide for the implementation of additional incentives for the introduction of domestic technologies into circulation, their practical application in production.

AbstractThis paper seeks to reconstruct philosopher Aleksandr Bogdanov’s approach to the philosophy of Spinoza in the context of the debate against Plekhanov. I demonstrate that the Soviet interest in Spinoza’s theory has never been purely historical, but rather, it served an important function in developing the theoretical foundations for Marxist philosophy. However, Bogdanov was one of only a very few who objected strongly to Plekhanov’s attempt to relate Spinoza’s philosophy to Marxism in a direct way. Two principles underlie Bogdanov’s critique: one being methodological, the other—systematic. The methodological principle has a hermeneutical character, since it demands that we treat historical concepts by taking into account their context and their changes during the time. According to Bogdanov, failing to fulfil this principle results in the dogmatization and instrumentalization of philosophy, and transforms it into political doctrine. The systematic principle concerns Bogdanov’s radical rethinking of the relationship between extension and thought. I argue that by rethinking Spinoza’s concepts in the framework of “ideo-empirical parallelism”, Bogdanov develops his own theory of cognition, which he called “empiriomonism”. When considered in historical context, I argue that these debates can serve as a window into the foundational role the Spinoza’s philosophy has played in the formation of different versions of Russian Marxism, as well as in the development of Russian Marxism in general.

This book investigates how culture, particularly national culture, in Indonesia has been shaped by the government policies from the Dutch colonial period in 1900s to the Reformation era in 2000s. It is an attempt to show the relationship between the state and culture around the process of production, circulation, regulation and reception of cultural policy through different regimes. Although this book discusses government policy, the author has realized that the book needs to overcome contradictions and confusions of cultural discourse by incorporating people as explanatory element. Many aspect of culturality may be influenced by the state, but according to Jones, “it is a field that is not stable and easy to shift that facilitates resistance, and is able to turn against the state, market and other institutions” (p. 31). Jones employs two postcolonial cultural policy tools to review the history of cultural policy in Indonesia: authoritarian cultural policy and command culture. The first means that the state has assumption if majority of citizen do not have capability to inspirit a responsible citizenship and need a state’s direction in the choice of their culture. On the contrary, command culture shows that the cultural idea that is planned in fact always been placing the state as center in planning, creating policy and revising cultural practice.

The article focuses on the origins of French culture in Palanga, a Lithuanian seaside resort, that go back to the years of the rule of the Tyszkiewicz family. The emphasis is put on Palanga Botanical Park (created before the end of the nineteenth century) as the most significant trace of French culture present in the resort and the seaside region until now. The specific symbols in the park created according to the will of the Counts Tyszkiewicz reflect the actualities of French culture. The importance of this space in the city is revealed, and Édouard François André’s principles of park creation are discussed in a new context. They are related to the dialogue that has been established between the residents of Palanga, the park, its creator, and his granddaughter Florence André since the first years of the independence of Lithuania. In order to give a meaning to Édouard André’s creation and to the relationship between the two countries, the correspondence between the great-granddaughter of the famous French landscape designer and the former director of the park, Antanas Sebeckas, is disclosed. It reflects the endeavour of these two personalities and its value for the international relations in representing French culture to the public. Florence André’s letters to the author of this article are also an important resource as she explains the reasons why the park plays an essential role in Palanga. It is shown how certain personal life events (Florence André’s wedding ceremony in Palanga, the park created by her great-grandfather) have become an inclusive part of the history of the town and represent intercultural relations and exchanges. The article is also based on some memories and narratives of the members of the local community in which the park features as a symbol and tradition of the city.

Organization of the state regulation of tourism in Ukraine and opportunities for its improvement on the basis of learning from the experience of leading tourist countries in Europe is the purpose of the study. The notion and main purpose of the state regulation of tourist activities is substantiated. It is established that the history of the state regulation of tourism in Ukraine points to the frequent change and re-organization of its central body, which did not facilitate the development of tourism. Analysis of the role of the state in the organization and development of tourist activities in different countries of the world allowed determining four types of models of the state participation in regulation of tourism as a constituent element of economy of the mentioned countries: American, Budget-Forming, European and Mixed. Experience of leading tourist countries (France, Spain, Great Britain and Italy) convinces of the necessity for the efficient building-up of the state bodies responsible for the development of the mentioned branch. Efficient organization of tourism in a country and its state regulation, cooperation with non-governmental institutions, active promotion of the national tourist product, implementation of efficient promotion and PR activities and a developed tourist infrastructure facilitate interest in this country by the tourists and inflow of monetary resources.

ResumoEste artigo tem por objetivo identificar e analisar práticas matemáticas inscritas em cadernos escolares de uma escola mista estadual do município de Antônio Carlos (SC), nas décadas de 1930 e 1940, com enfoque dado para as frações. São utilizadas as teorizações de Michel Foucault para nortear os preceitos teórico-metodológicos. Os resultados da pesquisa indicam práticas matemáticas desenvolvidas nessa escola obedecendo aos programas oficiais catarinenses da época, com soluções rápidas e sucintas e voltadas às tarefas de seu cotidiano. Também se observam que elas estão inseridas num contexto histórico, compreendido entre a Reforma Francisco Campos, de 1931, e o início do Movimento da Matemática Moderna, nos anos de 1960, no qual a fração recebe uma nova abordagem, distanciando-se da relação entre número e medida e aproximando-se da noção de parte-todo.Palavras-chave: Práticas matemáticas, Cadernos escolares, Frações, História da educação matemática.AbstractThis article aims to identify and analyze mathematical practices registered in school notebooks of a mixed state school in the city of Antônio Carlos (SC), in the 1930s and 1940s, focused on fractions. Michel Foucault's theorizations are used to guide theoretical and methodological precepts. The results of the research show mathematical practices developed in these schools obeying the Santa Catarina official programs of the time, with quick and succinct solutions and focused on their daily tasks. It is also observed that they are inserted in a historical context, between the Francisco Campos Reform, of 1931, and the beginning of the Modern Mathematics Movement, in the 1960s, in which the fraction receives a new approach, moving away from the relationship between number and measure and approaching the notion of part-whole.Keywords: Mathematical practices, School notebooks, Fractions, History of mathematics education.ResumenEste artículo tiene como objetivo identificar y analizar las prácticas matemáticas registradas en los cuadernos escolares de una escuela estatal mixta en la ciudad de Antônio Carlos (SC), en la década de 1930 y 1940, con un enfoque en las fracciones. Los resultados de la investigación muestran prácticas matemáticas desarrolladas en estas escuelas que obedecen los programas oficiales de Santa Catarina de la época, con soluciones rápidas y sucintas y centradas en sus tareas diarias.
