RESUMOO presente artigo traz alguns apontamentos acerca das avaliações externas [PISA e Prova Brasil] da Educação Básica brasileira, suas intersecções com a Matemática e com o Índice de Desenvolvimento da Educação Básica - IDEB. Procura mostrar como a Matemática pode ser um fato determinante de qualidade da educação, pois, ao compor a Prova Brasil, a proficiência em Matemática é utilizada na elaboração do IDEB, que, segundo o Ministério da Educação, visa “medir a qualidade de cada escola e rede de ensino”. Assim, buscamos nossa análise da proficiência em Matemática, de crianças e jovens brasileiros, a partir de dados do relatório do PISA 2012 e dos microdados do Instituto Nacional de Pesquisas Educacionais Anísio Teixeira- INEPABSTRACTThis article provides some notes about the external evaluations [ PISA and Proof Brazil ] of the Brazilian basic education, their intersections with Mathematics and the Development Index of Basic Education - IDEB . Seeks to show how mathematics can be a determining factor of the quality of education , therefore, to compose the Test Brazil , proficiency in mathematics is used in the preparation of IDEB , which , according to the Ministry of Education, aims to measure the quality of each school and school system . Thus , we seek our analysis of proficiency in mathematics in children and young Brazilians from the PISA 2012 report data and microdata from the National Institute of Research Anísio Teixeira- INEP .

This article is very useful for readers because here they can observe, practical education and also academics to understand how to find the right solution in developing the quality of education especially in the era of regional autonomy and autonomy of education by applying various implementation of management principles, namely: good governance, internal and external efficiency of education. Through the application of three approaches, it is expected that: (1) institutional capacity building and all programs in the education sector can be implemented, (2) developing the quality of education through inputs, processes, and outputs based on regional autonomy, (3) benefits and impacts of basic education towards regional autonomy. it can be concluded that some things are efforts that need to be done in managing institutions to improve the quality of education in each region and region throughout the Republic of Indonesia: 1. Efforts to empower and increase institutional capacity based on 8 themes and principles of good governance which are normative rules to realize the entire program of decentralization and regional autonomy especially in the field of education. 2. Efforts to implement aspects of internal education efficiency with a focus on: input, process and output. 3. Efforts to implement external aspects of education by taking into account the benefits and impacts of educational outcomes. Improving the quality of education has not been in line with expectations because it is caused by several factors including the education development strategy that is more "input oriented" and "macro oriented" which tends to be regulated by the central bureaucracy To improve the quality of education in each region through a clear, directed, and effective approach, it is necessary to apply management principles in educational autonomy.

This paper is concerned with concepts such as quality of education, evaluation of the standard of the work of the teacher and comparison of educational results. It points to the importance of standards and the difficulties involved in their implementation. It also discusses the concept of competence and its relevance to framework educational programmes and the further education of teachers. The paper also focuses on a number of trends in education that are less widely discussed: instability — permanent change, reduction of education, emphasis on topicality and practical applicability, underestimation of the system, etc. The final part of the paper presents a current project from the Ministry of Education, Youth and Sport of the Czech Republic — a proposal for career progression.

Accreditation is an indicator of the quality of education at the education unit level. One affects the quality of education units is the school budget. School budgets are prepared in order to fulfill 8 national education standards. School budget management uses School Activity Plan and Budget Application (ARKAS) developed by the Ministry of Education, Culture, Research and Technology (Kemendikbudristek). ARKAS is an information system for managing school budget and expenditure planning. The Research is identifies the factors that influence the accreditation of high school (SMA) with accreditation as a response variable and 17 explanatory variables sourced from ARKAS and Dapodik data using ordinal logistic regression analysis. The best model stage is the model formed that has the smallest AIC value and has high model accuracy in determining the best model. The best model stage is the third model stage which is composed of 7 explanatory variables that affect the high school accreditation rating with AIC value of 1886,20 and model accuracy of 65,79%. The variables that affect to results of accreditation include school status, percentage of students eligible PIP, ratio of the number of students per number of teachers, percentage of teachers certified educators, ratio of the number of students per number of study groups, ratio of the number of students per number of computers, and ratio of the number of students per number of toilets

The following article, whose nature is descriptive and bibliographic, aims, based on Goal eight of the National Education Plan 2014-2024 (PNE), to identify some indicators for the Countryside Education. For such purpose, we consider the educational reality of the countryside based on: the low schooling of the population; in the negative evolution of the enrollments number in the last few years; and in the circumstances through which the quality benchmark, provided by the Basic Education Development Index (Ideb), has been unproductive to the define public policies aimed for the Countryside Education. Despite the operational difficulties of the educational system to obtain the necessary information for its composition, the results of the last two Ideb, however, already show progress. Based on these indicators, we conclude that some actions aimed at increasing the schooling of the countryside population were undertaken, however, the unequal educational condition among young people living in the countryside and those who live in the urban areas still persists. There is a possibility of fulfilling the goal eight of PNE by 2024, however, this may not mean progress in guaranteeing the countryside population’s rights to an education of quality, but, on the contrary, its reduction.

Education for all has been stipulated in the Preamble of 1945 Constitution of Republic of Indonesia. As from the proclamation of Independence Day, the Indonesian government has been developing national education to give the Indonesians equal and broad opportunity to have access for education. This article discusses the implementation of nine years’ compulsory education program to provide the citizens with equal access for education and simultanously to improve basic education quality. The discussion is focused in planning, implementation, and outcomes of the program, as it is assumed that the three aspects are inter-related each others in achieving the target. The discussion concludes, the nine years’ compulsory education program in Indonesia is implemented through improving the opportunity to have basic education for all school age children and simultaneously to accelerate the quality of education. However, to reach the target of quality some recommendations are provided.

The article examines the ideas of educational shift relevant to the quality of education developed during the Lithuanian Education Reform as formulated by Meile Luksiene in her writings. The research is based on an analysis of scientific literature concerning the concepts of shift and quality, regulating educational documents as well as an empirical study, i.e. the data collected from a qualitative analysis of the scientist’s writings. The problem of the research: how are the ideas formulated by M. Luksiene relevant to the education development quality? The object of the research: shift as a prerequisite for a new education quality as expressed in the writings of M.  Luksiene. The goal of the research: to emphasize the significance of M. Luksiene’s ideas of shift oriented towards the quality of education. Having performed the research tasks, which include presenting theoretical research presumptions on the basis of analysis of scientific literature and educational documents, comparing the concepts of shift and presumed education development quality as formulated by M. Luksiene to those developed on the theoretical level, exhibiting M.  Luksienes’s shift ideas oriented towards the education quality on conceptual, personal, organizational and governmental levels by means of an empirical study, comparing the presumed education quality in M.  Luksiene’s writings to the content of present concerted education quality examining the vigor of M.  Luksiene’s ideas, the authors draw the following conclusions: The concept of shift modeled by M. Luksiene in her writings on educational issues is close to the theoretical one formulated by scientists, i.e. to that of a shift during a confrontation between two social powers, stages of a shift, the concept of a shift as of a long-lasting process, perspectives of a shift. The presumed education development quality implied by M. Luksiene in her writings is close to the theoretical quality concept formulated by scientists in terms of integral parts of holistic quality, i.e. the quality of primary conditions, educational process and, partly, of consequences, where consequences is understood as cultural maturity of a nation and society. The quality of results is mentioned indirectly, whereas the surplus value, an integral part of holistic quality, is not directly discussed. The presumed education development quality implied in M. Luksiene’s writings is closely related to the theoretical scientific quality concept expressed in terms of greater humanistic values, such as relation to an individual, as well as of civil, social values, and partly of the ethical values of public service. The economic values related to education quality are not directly approached. Basically all education quality subcategories defined in M. Luksiene’s writings have their equivalents in the present concerted criteria for school self-evaluation, which allows maintaining that the content of education development quality modeled by M. Luksiene and the one created at present are akin. It has been noted that the main value based educational principles, by means of which education quality can be expressed and which were emphasized by M. Luksiene, i.e. those related to humanity, democracy, nationality and renewal, have only been maintained in the regulating educational documents of independent Lithuania irregularly. The closeness of the presumed education development quality content modeled by M. Luksiene in her writings to modern concerted education quality criteria indicate, that the scientist’s ideas are relevant in the present stage of Education Reform.

<p>Este artigo pretende analisar a articulação entre avaliação institucional (AVI) e projeto político-pedagógico (PPP), a partir de projeto realizado em um município brasileiro, onde uma amostra de escolas desenvolveu um processo de avaliação institucional com vistas a reelaborar seu PPP. Buscou-se analisar se e como as escolas utilizaram os dados provenientes dessa avaliação para reformular seus projetos pedagógicos. ABSTRAKSI: Sebagai LPTK (Lembaga Pendidikan Tenaga Kependidikan), UPI (Universitas Pendidikan Indonesia) perlu melakukan suatu kajian untuk merancang sistem pengelolaan keuangan perguruan tinggi berbasis aktivitas dengan metode ABC (Activity-Based Costing), yang diharapkan akan dapat mengukur secara lebih rinci aktivitas-aktivitas utama dan pendukung dalam penyelenggaraan pendidikan. Hasil penelitian menunjukan bahwa seluruh Fakultas yang ada di lingkungan UPI menyatakan kesiapan untuk menerapkan sistem ABC. Berdasarkan FGD (Focus Group Discussion), terdapat beberapa kendala yang dihadapi untuk menerapkan sistem ABC di UPI di Bandung, Jawa Barat, Indonesia. Secara keseluruhan diperoleh hasil bahwa sistem ABC dapat diterapkan di UPI selama ada niat dan kerjasama yang baik dari Kementerian Pendidikan dan pimpinan Universitas.KATA KUNCI: Biaya Pendidikan Berbasis Kegiatan; Uang Kuliah Tunggal; Mutu Pendidikan; Universitas Pendidikan Indonesia; Niat dan Kerjasama yang Baik. ABSTRACT: “The Implementation of Activity-Based Costing to Improve the Quality of Education in Higher Education Institutions: A Case Study of Indonesia University of Education”. As an institute of teacher training and education, UPI (Indonesia University of Education) needs to conduct a study on designing college financial management systems based on activity through the method of ABC (Activity-Based Costing), that is expected to be able to measure in more detail the main and supporting activities in the implementation of education. The results show that all Faculties at UPI declare their readiness to implement the ABC system. Based on the FGD (Focus Group Discussion), there are several problems in implementing ABC system at UPI in Bandung, West Java, Indonesia.
