Accreditation is an indicator of the quality of education at the education unit level. One affects the quality of education units is the school budget. School budgets are prepared in order to fulfill 8 national education standards. School budget management uses School Activity Plan and Budget Application (ARKAS) developed by the Ministry of Education, Culture, Research and Technology (Kemendikbudristek). ARKAS is an information system for managing school budget and expenditure planning. The Research is identifies the factors that influence the accreditation of high school (SMA) with accreditation as a response variable and 17 explanatory variables sourced from ARKAS and Dapodik data using ordinal logistic regression analysis. The best model stage is the model formed that has the smallest AIC value and has high model accuracy in determining the best model. The best model stage is the third model stage which is composed of 7 explanatory variables that affect the high school accreditation rating with AIC value of 1886,20 and model accuracy of 65,79%. The variables that affect to results of accreditation include school status, percentage of students eligible PIP, ratio of the number of students per number of teachers, percentage of teachers certified educators, ratio of the number of students per number of study groups, ratio of the number of students per number of computers, and ratio of the number of students per number of toilets

Abstract One form of actualization in Indonesian education was the establishment of a body called School Committee that replaced the existence of the Education Organizing Body (BP3), stipulated through the Decree of the Minister of National Education No. 044/U/2002 dated April l2, 2002. The name of BP3 was changed into the School Committee due to the need of full community involvement in improving the quality of education. One of the objectives of the school committee is to increase the responsibility and participation of the community in the implementation of education in the education unit. In this present study, the focuses were on the process and the mechanism of the formation of the madrasah (Islamic school) committee organization, the planning carried out by the madrasah committee in improving the quality of madrasah education, and the implementation of the madrasah committee programs in improving the quality of education in Aceh Besar District. This study employed qualitative research methods. Data were collected through observation, interviews, and documentation. Findings showed that the process and the mechanism in forming the madrasah committee in Aceh Besar District were based on the decision of the Ministry of Education on the establishment of community-based organizations, including by mutual deliberations or meetings held every 3 years in a transparent, accountable, and democratic manner, and by involving the community as an education unit partner. Further, the planning of the madrasah committee in improving the quality of madrasah education was carried out by establishing the structure of the committee and holding regular meetings with madrasahs and the community every three months or at the end of each semester, and also by preparing and organizing religious and national holidays together with other madrasahs. In addition, the madrasah committee programs were well implemented in Aceh Besar, as seen from the involvement of all elements from both madrasahs as the organizers of the activities and the community as the provider of advice and input. The programs included the religious and the extracurricular programs in collaboration with the sub-districts and district of Aceh Besar.

The objective of the study was to know the implementation of policies to improve the quality of education at SMP Negeri 2 Sekayu towards the National Education Standards. This study uses a qualitative method. Subjects in this study were school principals, Deputy for Facilities and Infrastructure, Student Associates, Teachers, and Students. Data collection was carried out by interview, observation, and documentation. Data were analyzed by data reduction, data presentation, and conculsion drawing. From the research results it can be concluded that the quality of education at SMP Negeri 2 Sekayu has met the requirements as a school with very good quality with the accreditation it has, namely the predicate "A" as a pilot school in Musi Banyuasin Regency. The National Education Standards that are applied are guided by the regulations issued by the Directorate General of Primary and Secondary Education, Ministry of Education and Culture in 2017 including, graduate competency standards, process standards, content standards, assessment standards, education and educational staff standards, facilities and infrastructure standards, standards management and financing standards have been implemented properly.

The Special Allocation Fund (DAK) for physical education is a fiscal decentralization with the aim of avoiding imbalance in junior high school infrastructure facilities in Lebak Regency. As an area close to the national capital, the state of junior high school facilities and infrastructure is far from the feasibility standards set by the Ministry of Education and Culture. however, the distribution of DAK for physical education each year is not used optimally and leaves a budget. The purpose of this study was to analyze the conditions of infrastructure and teaching staff at junior high schools and teaching staff in accordance with applicable standard, and determine strategies for improving the quality of education through physical education DAK in Lebak Regency. The method used is descriptive analysis using the conformity of Regulation of the Minister of National Education of the Republic of Indonesia No. 16 of 2007 and Regulation of the Minister of National Education of the Republic of Indonesia No. 24 of 2007 and analytical network process (ANP). The results of this study indicate that the educational facilities and infrastructure as well as teaching staff at the junior high school level in Lebak Regency are not in accordance with the standard. While the results of the analytical network process (ANP) on alternative policies for verification of DAPODIK's accurate data (0.433), Making Legal Umbrella for the Technical Implementation of DAK Fiscal (0.256), Institutional (0.322), Dapodic Operators (0.124), there is no legal umbrella for implementing DAK for education ( 0.305).

This paper is concerned with concepts such as quality of education, evaluation of the standard of the work of the teacher and comparison of educational results. It points to the importance of standards and the difficulties involved in their implementation. It also discusses the concept of competence and its relevance to framework educational programmes and the further education of teachers. The paper also focuses on a number of trends in education that are less widely discussed: instability — permanent change, reduction of education, emphasis on topicality and practical applicability, underestimation of the system, etc. The final part of the paper presents a current project from the Ministry of Education, Youth and Sport of the Czech Republic — a proposal for career progression.

The purpose of this research is to get deep meaning of policy implementation to improve quality of primary education teachers in Laos and Indonesia. Research locations are in the Ministry of Education in those both countries. This research used a qualitative approach with a multi-case study design. First, policy formulation consider the aspect of novelty and national education goals; second, policy dissemination of existing policies do after getting approval from parliament, as well as socialization is done to the department of education in each provinces and districts; third, policy implementation process is done by establishing a monitoring team to oversee that the policy can work well; fourth, monitoring and evaluation of the implementation is done periodically, at least every six months, and the results of the evaluation are reported to the Ministry; fifth, gaps in the policy implementation is because monitoring can not be run with maximum caused by geographical conditions and the weakness of the role of school supervisors; sixth, efforts to repair gaps in the implementation of policies to improve the quality primary school teachers is to make laws on the teacher, as well as to provide training to teachers and principals.

The Indonesian government believes that textbooks play a strategic role in improving the quality of primary and secondary education (Regulation of the Minister of National Education of the Republic of Indonesia No.11 of 2005). Nevertheless, Abdulkarim (2010) revealed that the quality of school textbooks, either in junior or vocational / high school is very low. The contradiction between Regulation of the Minister of National Education Regulation goal and Abdulkarim (2010), and some previous research, such as Heskett et al. (1997), and Dimitriades (2006) motivates this study to analyze the effect of satisfaction to commitment and loyalty of vocational teachers in Bandung. The results showed that there was no correlation between satisfaction and the commitment and between the commitment and loyalty, but there is a significant direct correlation between satisfaction and loyalty. This shows that users of textbooks as the government policy consumers has loyalty in the sense will do its use continuously, but the loyalty is not based on a commitment, but only based on satisfaction.This is suggests that vocational high school teachers are satisfied with the textbook but don’t want to rely on Regulation of National Education Minister, since commitment is defined by Dwyer et al. (1987), Morgan and Hunt (1994), and Pritchard et al. (1999) as a stable seeking and defensive attitude towards not to change a choice. They are easy to change attitudes through using of Electronic Text Boook (ETB) as teaching materials. The Authors also revealed some limitations and recommendations

Education for all has been stipulated in the Preamble of 1945 Constitution of Republic of Indonesia. As from the proclamation of Independence Day, the Indonesian government has been developing national education to give the Indonesians equal and broad opportunity to have access for education. This article discusses the implementation of nine years’ compulsory education program to provide the citizens with equal access for education and simultanously to improve basic education quality. The discussion is focused in planning, implementation, and outcomes of the program, as it is assumed that the three aspects are inter-related each others in achieving the target. The discussion concludes, the nine years’ compulsory education program in Indonesia is implemented through improving the opportunity to have basic education for all school age children and simultaneously to accelerate the quality of education. However, to reach the target of quality some recommendations are provided.

The economic and innovational development depend on the quality of human capital, which is determined by the quality of education. The quality of training of pupils and students depends not only on traditional factors (amounts of funding, composition of groups), but also on the qualification of teachers, the level of introduction of new technologies in the educational process. A significant role in increasing the competitiveness of national education systems is played by the English language, which is an imperative condition for innovative breakthroughs, scientific achievements, mastery of new technologies. There is a redistribution of spheres of influence in the field of secondary and higher education at the global level, where the countries of the East Asian region are at the forefront. Attention to postdoctoral training as a prerequisite for improving the efficiency of the innovation process is significantly increasing. The necessity of finding a balance in the teaching of humanities and natural sciences and engineering disciplines in order to reveal the innovative potential of societies in the conditions of rapid technological changes is substantiated.

ABSTRAKSI: Sebagai LPTK (Lembaga Pendidikan Tenaga Kependidikan), UPI (Universitas Pendidikan Indonesia) perlu melakukan suatu kajian untuk merancang sistem pengelolaan keuangan perguruan tinggi berbasis aktivitas dengan metode ABC (Activity-Based Costing), yang diharapkan akan dapat mengukur secara lebih rinci aktivitas-aktivitas utama dan pendukung dalam penyelenggaraan pendidikan. Hasil penelitian menunjukan bahwa seluruh Fakultas yang ada di lingkungan UPI menyatakan kesiapan untuk menerapkan sistem ABC. Berdasarkan FGD (Focus Group Discussion), terdapat beberapa kendala yang dihadapi untuk menerapkan sistem ABC di UPI di Bandung, Jawa Barat, Indonesia. Secara keseluruhan diperoleh hasil bahwa sistem ABC dapat diterapkan di UPI selama ada niat dan kerjasama yang baik dari Kementerian Pendidikan dan pimpinan Universitas.KATA KUNCI: Biaya Pendidikan Berbasis Kegiatan; Uang Kuliah Tunggal; Mutu Pendidikan; Universitas Pendidikan Indonesia; Niat dan Kerjasama yang Baik. ABSTRACT: “The Implementation of Activity-Based Costing to Improve the Quality of Education in Higher Education Institutions: A Case Study of Indonesia University of Education”. As an institute of teacher training and education, UPI (Indonesia University of Education) needs to conduct a study on designing college financial management systems based on activity through the method of ABC (Activity-Based Costing), that is expected to be able to measure in more detail the main and supporting activities in the implementation of education. The results show that all Faculties at UPI declare their readiness to implement the ABC system. Based on the FGD (Focus Group Discussion), there are several problems in implementing ABC system at UPI in Bandung, West Java, Indonesia. At present, the application of internet technology in the field of education is very much needed in order to improve the quality and equitable education services. One of them in improving the quality of education is from educators (teachers). The teacher has a very crucial role in the process of teaching and learning. Therefore, the teacher must be able to provide an appropriate method and method so that the classroom atmosphere in PBM becomes enjoyable. The specific purpose of this service is that they are able to understand and properly apply e-learning based learning media. The implementation is held for 2 (two) days, namely: first, the implementation of observation and the introduction process. Then the next day a workshop held on the application of e-learning based  learning media. The result of this dedication is that teachers can apply e-learning based learning models in the teaching and learning process.
