The purpose of the article is to substantiate the effectiveness of creating a small business enterprise in the field of sports and educational services. Based on the analysis of the market of cultural and educational services and modern Russian small business, the legal features and risks that need to be taken into account for doing business in this direction were identified. Based on the standard structure of the business plan, a scheme for the organization of a small enterprise was developed, which takes into account the previously identified market features. A business plan, market analysis and marketing strategy, organizational plan and financial plan can be put into a combination of a business project and a sports hobby. The economic efficiency of the project is justified by calculating such indicators as net income, net discounted income, the payback period of investments, the internal rate of return, and the return on investment.

AbstractThe placement of a theme park in the form of a Zen garden, as a business opportunity in the Slovenian rural area, is discussed. The design of the garden, with all the major points of a standard business plan, is accurately presented, with a description of the business, branch, and services, market analysis, marketing strategy, financial projections, and a plan of the work and activities. The financial aspect is presented as the amount of investment, net present value, and internal rate of return. The amount of investment is estimated at € 14.891, which should be reimbursed within 4 years of operations. The estimated internal rate of return is estimated at 16.86%. Part of the study is the market analysis - conduction of a survey into knowledge of, and interest in, Zen and Zen gardens. The principles of landscape ecology are respected, as the Zen garden would be set in the woods and will blend seamlessly into the landscape.

The article substantiates an important factor in the socio-economic development of the state is the development of the business sector in general and small businesses in particular. This highlights the need to study the socio-economic preconditions and the state of formation and realization of the potential of small business in Ukraine. The article analyzes the quantitative indicators of small businesses (including those compared to the EU). According to the results of generalizing various surveys and monitoring, the main barriers to doing business in Ukraine are the low purchasing power of citizens, restrictive measures in connection with the pandemic, fiscal pressure, as well as pressure from government agencies, and corruption. It is established that according to the SME policy index, Ukraine, despite some improvement in the environment for the business sector, still has less favorable conditions for business activity compared to the Eastern Partnership countries. Based on the analysis of Ukraine’s rating positions according to a number of indices, it has been established that our state demonstrates the most unfavorable conditions for the development of small businesses according to the index of perception of corruption and economic freedom. Among the trends that indicate the improvement of conditions for the formation and realization of the potential of small business in Ukraine is the increase of Ukraine’s rating position on the indices of ease of doing business and ease of paying taxes. It is proved that the conditions of small business lending in Ukraine, although showing some improvement, still remain unfavorable and hinder the development of small businesses. An important tool for the formation and realization of the potential of small business is its grant support, the most important partner in providing which for Ukraine in the EU. It is proved that Ukraine has a well-developed infrastructure to support small businesses, but the formality of its operation is quite common. According to the criterion of compliance with the principle of predictability in regulatory activities, most government agencies show a fairly low level of predictability, which is a deterrent to business development, as it increases the uncertainty of the business environment. It is proved that despite the presence of a number of problems and deterrents for small business development, Ukraine has a significant number of strengths and opportunities for the formation, development, and realization of small business potential.

The essence of international business, its active development and expansion, that influence the integration of economic systems and intensification of business relations between countries, are considered. The attention is paid to the international market of the European Union, first of all to Polish-Ukrainian cooperation due to the modern development of international business. The importance of the development of trade and business between Ukraine and Poland is determined, taking into account close relations in the field of economy, politics, culture and historical connections. The legal framework between Ukraine and Poland is substantiated, which ensures the proper development of bilateral cooperation at the level of strategic partnership and emphasizes the presence of an active dialogue between countries. The main agreements between Ukraine and the European Union, which influence the economic cooperation between Ukraine and Poland, are considered, taking into account Polish membership in the EU. The implementation of special projects by the European Union to support the development of Polish-Ukrainian cooperation is determined. The increase of the intensity of economic exchange between Ukraine and Poland, the active development of trade and investment in various spheres of business and the growth of economic indicators are determined. The peculiarities of the development of the small business sector and its influence on the stabilization of socio-economic processes between European countries are substantiated, emphasizing Poland's experience in development of the small business as a driving force on the way to economic integration. The main aspects and characteristics of international business between Poland and Ukraine are determined and the main differences in doing business in these countries are revealed, emphasizing the perspectives of development.

Despite the ramifications of national legislation on entrepreneurship and real activity on a significant scale of small and medium-sized businesses, as well as a significant amount of research in this area, there are problems that reduce the effectiveness of business results and encourage improvement as a regulatory framework. and mechanisms of the national model of entrepreneurship. The ways to implement the principle of freedom of entrepreneurial activity in the system of innovation law remain unclear. The purpose of the article is to identify problems that reduce the efficiency of entrepreneurial activity and search for options to improve the existing regulatory framework in the field of innovation, as well as ways to implement in the national model of economic experience of advanced countries. Analysis of recent researches and publications. A comparative analysis of the results of research by scientists from Georgia (T. Anasashvili, D. Bridze, B. Bolkhvadze, I. Margalitadze), Belarus (E. Voronko, V. Panashchenko), Kazakhstan (S. Moroz) with the conclusions and suggestions of Ukrainian scientists: A. Brevnova, P. Bubenko, D. Zadykhailo and others is carried out. Article’s main body. In the context of the global economic crisis, the most effective ways out of it are two main directions. The first, global, is due to the unification of states into economic unions and the development of common mechanisms for economic development. And the second, local, is based on a detailed study of international best practices and its implementation in national models of innovative development. A systematic analysis of the national regulatory framework with the legislation on entrepreneurship of other countries gives grounds for concluding that it is formed on similar conceptual principles, in particular with regard to consolidating the principle of “freedom of enterprise”. The Doing Business survey periodically determines the ranking of countries in the world regarding freedom of enterprise. The assessment is based on the arithmetic mean of ten control indicators: the process of business registration, the mechanism of connection to energy supply, the process of property registration, credit system, existing tax mechanisms, the degree of investor protection and more. In connection with the unsatisfactory state of development of the economy of Ukraine, attention is focused on ensuring the activities of small business on these criteria in countries that are consistently ranked in international ranking research. In particular, Georgia, China, New Zealand, Singapore and others. Conclusions. The plans of the Ukrainian authorities to further harmonize the legislation in the field of small business with European standards, to carry out in-depth tax reform and to carry out manifestations of illegal pressure on business deserve support. In order to accelerate the process of improving the legal framework for entrepreneurship and effective mechanisms for innovation, the conclusions of international experts should be used more widely. The recommendations of international rating agencies on the need to adopt a realistic strategy for the development of small and medium-sized businesses (entrepreneurship), improve the regulatory framework in the field of lending to small and medium enterprises and improve their access to existing forms of financing, development of entrepreneurship and real action should be implemented. the principle of freedom of its conduct in the field of innovation.

This study of “Bird ICT” is a case of a business development company in the field of information and communication technology (ICT). The chapter explores, describes, and examines the story and circumstances of building and managing innovative business ideas in an Egyptian small business enterprise. It specifically addresses specific circumstances, opportunities, and challenges with which a small enterprise pursuing innovation strategies is faced, and analyzes how effective deployment of innovative business ideas and bringing them to the market has contributed to strategic competitiveness. Findings highlight the patterns of developing new business ideas and mainly conclude the following: strategic competitiveness is accounted for by management’s efficiency, commitment, cheap labor, and most importantly, fast delivery of easy hit technologies and innovative, reliable, flexible, yet easy to use innovative advertising solutions. This study used qualitative research strategy in connection with theory to gain full understanding of a natural setting, and as a comprehensive method of substantiating or un-substantiating the context of achieving strategic competitiveness through new innovations and technologies, and provides insights into the nature of management of innovations, from which lessons can be drawn for other organizations both in small business sector organizations and generally.

While entrepreneurs help to drive venture growth through business development in their respective cities, approximately 50% of new business ventures fail within the first 5 years of operation. Boss concluded that over 60% of entrepreneurs and small business owners fail within the first 6 years of doing business. This article examines some of the main factors that support early growth stage entrepreneurial sustainability for small business startups. In this article, entrepreneurship success factors, failure rates and sustainability are examined through qualitative research, expanding on factors identified in previous studies and applying them to different geographical areas. The results of this study can help reduce the number of small business failures by providing actionable knowledge to entrepreneurs in the start-up and early growth stages of business development.

Abstract Human capital plays an important role in the development of every company. Big enterprises have a Human Resources Department which conducts analyses and measurements of human capital. In Poland over 90% of the total number of companies is made up of small and middle-size enterprises. The aim of the research is to determine reasons why small Polish companies take an interest in the measurement and analysis of human capital as well as to discover the causes of their limited use of human capital measurement. The results confirmed that limited measurement and analysis of human capital efficiency in small companies results from the lack of additional information; apart from this it results from the binding legal regulations as well as the lack of employees who possess the knowledge necessary for conducting such analyses. Despite barriers and difficulties in human capital measurement, small companies appreciate employees and their qualification, not treating them only as a necessary cost of their doing business.
