The article discusses the problems of increasing the multiplier effect of the agro-industrial complex of the Komi Republic as a result of investment, as well as ways to accelerate the economic growth of its spheres and individual enterprises. The problems of motivation to increase capital investments in order to increase production and competitiveness of marketable products remain without due attention. The aim of the study is to substantiate the transition of the agro-industrial complex of the Komi Republic to an innovative and investment path of development, to more active methods of using advanced technologies and resource provision of investments, increasing the share of the intellectual component in their composition. The subject of the study is to determine the level of the multiplier effect of the agro-industrial complex of the Komi Republic as a method for assessing its effectiveness and competitiveness. Research methods — quantitative assessment of the effectiveness of total costs, scientific abstraction, analysis and synthesis, systems approach, historical and logical method, statistical observations. The article reveals the main trends of the multiplier effect in the agro-industrial complex of the Komi Republic. It is proposed to increase the multiplier effect of the agro-industrial complex for business entities to focus on the tasks of coordinating the flows of available investment resources.

Formulation of the problem. One of the key objectives of the sustainable development of the agro-industrial complex of the Republic of Komi is the development of a conceptual framework to increase its competitiveness in a market economy. The purpose of the research is to develop the theoretical and methodological foundations of the competitiveness of the regional agro-industrial complex. The main practical task is the transfer of agricultural enterprises to a high-tech industrial and intellectual basis. The object of the research is the assessment of the competitiveness of the agro-industrial complex of the region, taking into account its sectoral and territorial features and integration motives. The methods used of the research: scientific abstraction, analysis and synthesis, systems approach, historical and logical method, observation, information technology. The hypothesis of the research is the possibility of ensuring the high competitiveness of the agro-industrial complex for the future through the solution of the strategic tasks of its operation. The statement of basic materials. The principles of increasing the competitiveness of the agro-industrial complex of the region are outlined in its main directions and tasks. Given the weak financial and economic state of small and medium-sized enterprises, it was proposed to create large integrated education with significant competitive advantages. Originality and practical significance of the research in the fact that competitiveness is seen as a key economic category capable of characterizing the positive and negative aspects of the life of the agro-industrial complex. Conclusions of the research are to ensure the expanded reproduction of the regional agro-industrial complex, the production and sale of more attractive goods to consumers, to achieve high competitiveness of the regional agro-industrial complex, to strengthen market positions in terms of quality and price characteristics of commercial products.

Formulation of the problem. A systematic approach to ensuring the competitiveness of the agroindustrial complex of the Komi Republic, embodying many of the key elements of its economic system, determines the prospects for socio-economic transformations. The purpose of the study is to develop the theoretical and practical foundations of the transition to a more intensive investment path of development of the agricultural sector in the region. The subject of the study is the application of a systematic approach, encompassing the strategic objectives of increasing the competitiveness of the agricultural sector. Methods of economic research - modeling, scientific abstraction, analysis and synthesis, systems approach, historical and logical method, observation. The hypothesis of the study is that the solution of any problems in the competitiveness of the agro-industrial complex must meet both internal production requirements and interindustry and inter-regional market settings. Statement of the main material. The basic starting points of theoretical and practical problems of forming the competitive potential of the agricultural sector of the region are identified. The originality and practical significance of the study lies in the fact that the competitiveness of the agricultural sector should not be considered separately, but in the context of its effectiveness. Conclusions of the study are that competitiveness successfully coordinates production and market elements and makes them work quite efficiently. Therefore, they should not be considered as a result, but as a process and an effective method of monitoring the activities of the agro-industrial complex

Activation of the investment activity of the agro-industrial complex of the Komi Republic is a key factor in increasing the competitiveness of its industries and enterprises. The purpose of the research is to reveal the role and value of investments in ensuring the competitiveness of the agro-industrial complex. The subject of the research is the identification of various aspects of the object under investigation, associated with sectoral properties, territorial features and natural-economic conditions of management. The methods used in the research: analysis and synthesis, systems approach, methods of operations research, generalization, historical and logical method, scientific abstractions, tabular methods. The hypothesis of the research is the formation of some arguments to increase the scale of the introduction of innovative components, increase the competitiveness of the agro-industrial complex for the future. The statement of the basic main material. The main focus is on providing agricultural enterprises with high-quality tangible and intangible assets.During the years of reforms in the agricultural sector of the region, normal conditions for the effective functioning of enterprises were not created. The reasons for this were the lack of financial resources and the incomplete autonomy of doing business, as well as the low level of competitiveness of the products produced, the lack of competitive advantages. The lack of incentives to produce high-quality products and the excessively weak development of financial and investment relations led to an unequal inter-sectoral distribution of monetary and material and technical resources of the regional agro-industrial complex. The originality and practical significance of the research lies in the fact that, based on production and market positions, the categories of "investment" and "competitiveness" of the agro-industrial complex should be considered both in a single context and separately. The conclusions of research are that the larger and better resource potential agricultural enterprises have, the easier they are able to ensure high competitiveness.

In modern conditions, an objective need arises in controlling education and the state of accounts receivable, determining credit policy, analyzing and ranking clients, forecasting cash receipts from debtors, and reducing bad debts. Using the methods of theoretical and empirical research, such as analysis and synthesis, classification, proof, systems approach, logical method, the significance of the credit policy is revealed, its elements are considered in detail, the main problems of the credit policy organization are highlighted. On the basis of the materials presented by practitioners in this field, a critical analysis was conducted of the method for calculating the rating assessment of debtors, the calculation of limits for the provision of installments, and the assessment of the client’s solvency. According to the results of the study, methodological approaches were identified that allow creating an effective credit policy in order to control receivables and reduce the risk of uncollectible receivables and doubtful debts. To calculate the credit limit, you should create a system to evaluate the creditworthiness of their counterparties. To this end, it is necessary to assess the reliability of customers, applying one of the techniques discussed in the article. When calculating the limit of a specific counterparty, a number of techniques can be applied. One of them is to implement a series of successive procedures for assessing a credit rating, forecasting the distributor’s need for financing and determining the credit limit. Alternatively, you can apply the formula for calculating the limit on the basis of turnover and the planned volume of sales for the period. The article examined ways to increase cash turnover, allowing to attract customers and improve the efficiency of return of receivables. These methods include the provision of discounts to the buyer, obtaining a short-term loan or factoring.

Formulation of the problem. Effective management of the competitiveness of the agro-industrial complex of the Komi Republic is a way to improve the main parameters of economic activity. The purpose of the study is to improve the mechanism for managing the competitiveness of agro-industrial enterprises. The subject is the deployment of a scientific approach to solving key tasks and goals for stable development of the agro-industrial complex of the region. Research methods. The paper uses analysis and synthesis, complex-system approach, scientific abstraction, historical and logical methods, methods of operations research, generalization, and observations. The hypothesis of the study is that progressive principles can improve the efficiency of managing the competitiveness of the agro-industrial complex. Presentation of the main material. The focus is put on increasing financial resources and ensuring regular modernization of agricultural enterprises in the region, the formation of innovative marketing. The originality and practical significance lie in the correct combination of production and market areas, solution of their problems in a single context, but with different degrees of detail. Conclusions. The main conclusion is that the applied system-integrated approach to managing the competitiveness of the agro-industrial complex requires a combination of multidimensional tasks.

The purpose of the article is to substantiate the theoretical and methodological provisions and develop applied recommendations for scientific and economic support of investment in the agricultural sector and increase its economic efficiency. Research methods. The study uses: dialectical method of scientific knowledge (in relation to socio-economic processes of investment in the agricultural sector and its economic effectiveness in their relationship and interdependence); analysis and synthesis (to study the state and dynamics of investment in the agricultural sector), the system method (to summarize the conclusions and justify the proposals); comparison (to compare the investment processes of agriculture and other sectors of the economy). Research results. The significant weight of capital investments of the agricultural sector in the national investment result has been established. It is determined that the investment attractiveness of agriculture is inferior to most sectors of the economic complex of the country. It is recommended to maintain state support of agriculture and agro-industrial complex to increase the economic efficiency of investment in the agricultural sector; to ensure the development of industrial, economic, social and market infrastructure in rural areas. Scientific novelty. Substantiation was further developed on the need for scientific and economic support for investment in the agricultural sector and increase its economic efficiency, improve the investment attractiveness of agriculture and the implementation of this set of economic, social and institutional measures. Practical significance. It consists in the development of recommendations for investment in the agricultural sector and increase its economic efficiency, which can be used by both public authorities and local governments, as well as businesses in the formation and implementation of investment programs and projects. Formulation of the problem. This article discusses the features of management of industries, enterprises and activities in the agro-industrial complex. The problem under study occupies a key position in the field of periodic improvement of agribusiness management. The purpose of the study is to identify and take into account the features of various factors in the management of the agro-industrial complex: natural and climatic, economic, industrial, biological and other. The subject of the study is a more detailed study of management in the agro-industrial complex, the disclosure of essential phenomena and functional features in the practical management. Research methods. Various methods are used: introduction of new methods; development of new models that take into account the aggregate features of the agro-industrial complex; scientific abstractions; analysis and synthesis; historical and logical method; system approach; observational approach. The hypothesis of the study is various recommendations on taking into account and using industry-specific features of the agro-industrial complex. Presentation of the main material. The main focus of the study is on the peculiarities of agro-industrial management. It is determined that the management mechanisms of the agro-industrial complex should take into account the characteristic features and functional properties of its industries and enterprises. The originality and practical significance of the study consists in the development of a single concept that will take into account industry and other specifics in the practical development of the agro-industrial complex. The goal of the article is the development of theoretical principles and practical recommendations concerning the improvement of bank crediting of agro-industrial complex (AIC) enterprises based on the use of Agricultural Guarantee Fund opportunities. The object of the research is a combination of theoretical, methodological and applied principles of forming and functioning of Agricultural Guarantee Fund in the process of bank crediting of AIC enterprises. The methodological basis of the study is based on the systematic approach to improving bank crediting of AIC enterprises and searching the ways of the guaranteed risk insurance in credit relations. In the research process, general scientific and special methods were used, namely: bibliographic method (the study of scientific works concerning risk insurance in bank crediting of agricultural enterprises); abstract-logical method; the methods of system generalization, analysis and synthesis. The article focuses on the risk insurance problems of bank crediting of AIC enterprises by creating Agricultural Guarantee Fund (AGF). The dynamics of insuring credit risks in Ukraine in recent years has been studied. The experience of EU countries as to creating and functioning AGF has been generalized; the main purpose of AGF is to reduce and allocate bank risk using the insurance technologies. The advantages of the fund have been substantiated; they will allow saving money due to the “leverage effect” with guarantee to get credit in sizes being significantly higher than the fund resources.

The purpose of the article is to improve the methodological approaches and principles of accounting and analytical support to determine the need for capital investments for the renewal of fixed assets. Research methods. The methods of analysis and synthesis were used for development of model of the registration-analytical providing for determination of requirement in capital investments. An abstractly-logical method was used for generalization and forming of conclusions. Research results. The analysis of international standards is carried out and normatively legal acts in relation to the account of capital investments. Approaches are generalized in relation to the reflection of information about capital investments on the accounts of record-keeping and in the financial reporting. The algorithm of determination of requirement is worked out in capital investments. The analysis of normative legal acts for the presence of criteria of the boundary between period. Scientific novelty. The model of the registration-analytical providing offers for determination of requirement in the capital investments of agricultural enterprises on updating of the fixed productive assets taking into account their branch features. The methods of reflection are improved in an account and accounting of depreciation of object, got in the financial leasing and operations on the reinvestment of profit. Practical significance. The worked out model will allow representing correctly a requirement in capital investments, that will assist the increase of production capacities and planning of charges on updating of the fixed assets. The arcile descuites the features of the development of the agro-industrial complex of the Komi Republic, including based on the SWOT analysis of its agro-food sector. The study identifies the strengths and weaknesses of integration in the conditions of the Northern region, identifies opportunities and threats, formed the principles for the formation and functioning of a product cluster. The algorithm determining the priority directions of development of clusters in the Northern region, allows to deepen the system displays the development of agricultural production in rural areas and includes the following areas: analysis of the status and dynamics of development of agricultural production in the region; the allocation of typological groups; assessment of the influence of the main values of the factors on agricultural production; analysis of the development of processing industries; matrix analysis definition of priority directions of development of the cluster; the formation of potential product clusters.
