The arcile descuites the features of the development of the agro-industrial complex of the Komi Republic, including based on the SWOT analysis of its agro-food sector. The study identifies the strengths and weaknesses of integration in the conditions of the Northern region, identifies opportunities and threats, formed the principles for the formation and functioning of a product cluster. The algorithm determining the priority directions of development of clusters in the Northern region, allows to deepen the system displays the development of agricultural production in rural areas and includes the following areas: analysis of the status and dynamics of development of agricultural production in the region; the allocation of typological groups; assessment of the influence of the main values of the factors on agricultural production; analysis of the development of processing industries; matrix analysis definition of priority directions of development of the cluster; the formation of potential product clusters.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

For the rapid development of the Internet in Chinese rural areas and the status of not high agricultural informationization level, this paper adopts sample investigation method, making clear the reasons of low application efficiency of Internet technology in agricultural production operation. The reason of agricultural informationization backward is that rural people have obvious difference in age, gender and education group structure aspect. Insufficient understanding of Internet information resource, the lack of application technology and traditional information habits are the restricting factors of influencing network application in agricultural production.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

The article discusses the issue of government support for reclamation activities in the context of new challenges of the economic environment. The relevance of the issue is due to the need for intensive development of the agricultural sector caused by globalization processes, which have created fierce competition, both in the international and domestic food markets. Sustainable production of agricultural products on irrigated lands is one of the main indicators of the efficiency of the agro-industrial complex in areas of risky agriculture, including the Republic of Tatarstan. The purpose of the article is to develop recommendations for improving the efficiency of irrigated agriculture whose development depends on the stability of agricultural production and food security. The study aims to identify trends in the development of land reclamation at the regional level and substantiate measures aimed to improve the economic efficiency. The paper presents results of the analysis of development of land reclamation in the Republic of Tatarstan, identifies directions of its development, provides recommendations for ensuring sustainable growth in the volume of reclaimed land and agricultural products, income from the sale of products obtained through irrigation. The research results can be used to develop programs aimed at the development of federal and regional food markets, organizational, economic, technological measures to improve the efficiency of agricultural production, rural areas and the provision of high-quality food supply to the population.

Studying the competitiveness of potato production in the Komi Republic is important for a deeper understanding of ways to ensure a stable financial state of the region's agriculture and an uninterrupted supply of local food to the population of the region. Purpose of the article: identification of the strengths and weaknesses of potato production in the Komi Republic, determination of market opportunities for the development of potato growing as a branch of specialization of agriculture in the region. Research hypothesis: there are four types of suppliers (agricultural organizations, farmers, personal subsidiary plots, importers) and five types of consumers (retail market, education and health care, public catering, wholesale trade, export) in the potato market of the Komi Republic. Market equilibrium is determined by the choice of win-win strategies by market participants. The article analyzes the main groups of potato producers in the Komi Republic, identifies the main groups of relations between them. A SWOT-analysis of potato production in the region was made. The main trends in the potato market in the Komi Republic are formulated. A decrease in consumption of fresh potatoes determines the development of its processing in the region and to complement the animal husbandry, logging etc. with potato growing. The authors recommend improving and creating new types of products and medicinal plants in the region for integration with potato growing. The article shows that in the potato market of the Komi Republic relations of cluster interaction, market division, mutual displacement, creation of value chains, strengthening of interaction and coordination on the part of local municipal and regional governments are formed. The practice of organic technologies and the brand of local products have a positive effect on the competitiveness of potatoes produced in the Komi Republic. The scope of the research results: state authorities and administrations of the Komi Republic, enterprises and organizations that sell and buy potatoes on the market of the Komi Republic.

The article presents the results of the research to substantiate the directions and mechanisms of development of the rural economy of the Komi Republic. The theoretical and methodological basis of the study was the works of the scientists in the field of development of rural economy sectors. The methods used were analytical, statistical, logical, comparative, SWOT analysis, and expert assessments. When studying this topic, we used normative legal acts on rural development, datafrom territorial statistics. The paper considers the views of the scientists and economists on the content of the concept of rural economy, identifies the features and problems of its development. The predominance of small forms of management in the branches of the rural economy has been established, and the low profitability of the products produced has been revealed. The article shows a decrease in the role of the rural economy in the overall economic activity of the region. In order to expand the areas of activity in the rural areas, the diversification of production is proposed. Mechanisms and priority areas for improving state support for the development of the rural economy have been developed. To eliminate the currently prevailing tactical approach to solving the current problems of the rural economy, its strategic management is justified. As an effective mechanism for the development of rural economy sectors, it is proposed to use strategic planning and forecasting. The methodological foundations of the strategy development are substantiated. The formulated scientific and methodological provisions of strategic planning are the basis for the development of strategies for the development of agriculture in the Komi Republic and reindeer herding in the European North-East of Russia. The results of the study are used in the development of the Strategy of Socio-economic Development of the Republic of Komi for the period up to 2035, and can also become the basis for improving state support for rural economy sectors, for the preparation of strategies and programs for the sustainable development of its industries and spheres at regional and municipal levels. The use of the research results is possible in the further research work of the author, as well as in theeducational process.

Since 1990s the bloom of industrialization and urbanization brings the changes ofsocial and economic issue of Vietnam rural areas. During this process, ruralhouseholds have reduced agricultural land for cultivating. From the status of foodproducers now they become food consumers. Through surveying 215 householdsin Bac Ninh province, the study shows that that industrialization and landconversion process affected household food security in several aspects: the lost ofagricultural land and surplus agricultural production decrease; unguaranteed decentwork for peasants and high living cost; the decline of living quality and foodsafety. Food consumption of the family has shifted from self-reliance to the waythat more depend on market which increases food expense propotion on householdbudget. However, spending more on food does not mean satisfied since thesuspiciousness of food quality. Household food security becomes more vulnerable,especially for households that have limited access to land and incapability offinding stable jobs. One of the strategies of rural households is diversify theirlivelihoods, accepted multi-spacial household model. And when income from nonfarmjobs could relatively supply enough their need of cash, they would ratherconsume high quality food than grow and sell high yielding variable. Ruralhouseholds move back to the local traditional agricultural activities to ensure theirown food quality.

AbstractFunctions of rural areas are influenced, among others, by historical conditions of social development, such as: the intensity of population growth, the insufficient level of produced crops and the permanent food shortages. Such approach to rural areas contributed to development of less useful areas, characterised by the low production potential, for agricultural purposes. Besides, those areas are also characterised by the intensive fragmentation of arable lands and directing the agricultural production to meet own demands of farmers. Professional publications include many proposals concerning definitions of marginal lands with reference to problematic areas. It mainly depends on the field of research, the authors and the approach to the discussed issues. The objective of this paper is to review the terminology and characteristics of marginal areas and problematic areas. As a result, the original definition of agricultural problematic areas will be proposed by the authors; this is important in Poland, in particular, when those issues are considered from the perspective of increasing the size of problematic areas and agricultural development in those areas.

The article discusses the problems of increasing the multiplier effect of the agro-industrial complex of the Komi Republic as a result of investment, as well as ways to accelerate the economic growth of its spheres and individual enterprises. The problems of motivation to increase capital investments in order to increase production and competitiveness of marketable products remain without due attention. The aim of the study is to substantiate the transition of the agro-industrial complex of the Komi Republic to an innovative and investment path of development, to more active methods of using advanced technologies and resource provision of investments, increasing the share of the intellectual component in their composition. The subject of the study is to determine the level of the multiplier effect of the agro-industrial complex of the Komi Republic as a method for assessing its effectiveness and competitiveness. Research methods — quantitative assessment of the effectiveness of total costs, scientific abstraction, analysis and synthesis, systems approach, historical and logical method, statistical observations. The article reveals the main trends of the multiplier effect in the agro-industrial complex of the Komi Republic. It is proposed to increase the multiplier effect of the agro-industrial complex for business entities to focus on the tasks of coordinating the flows of available investment resources.

Rural areas both in Russia and Jordan are characterized by the lack of job places and relatively low opportunities for female and youth labor. The situation is worsened by the decrease in the efficiency of the agricultural production in general. Institutional and technological transformations are required to improve the efficiency of the agricultural sector which will inevitably be accompanied by the expansion of the employment. The purpose of the research is to analyze socio-economic aspects of agricultural sectors of Russia and Jordan and to develop proposals for the management of labor resources with the focus on women employment. Research methods consist of comparative analysis of socio-economic development of agricultural areas on the basis of statistical data for Russia and Jordan as well as SWOT analysis. It is recommended to launch a national project on agricultural development in Jordan, as in Russia, with specific country targets and similar objectives pointed out in the study.
