ECONOMIC ASPECTS OF WATER TRANSPORT SAFETY

В связи с нововведениями обостряются существующие проблемы безопасности водного транспорта. Обращается внимание на тот факт, что существующая система безопасности водного транспорта не учитывает географический, технологический и отраслевой факторы. Реализация концепции транспортной безопасности на водном транспорте взывает немало вопросов, определяющих существование отрасли. In connection with the innovations, the existing problems of the safety of water transport are aggravated. Attention is drawn to the fact that the existing water transport safety system does not take into account geographical, technological and sectoral factors. The implementation of the concept of transport security in water transport raises many questions that determine the existence of the industry.

Abstract Background Bangladesh has one of the highest drowning mortality rates in the world. The use of unregulated water transportation may contribute to this burden, with 38% of all passenger traffic occurring by water. The present study aims to identify provider and end user perception on water transport related drowning risk, and barriers and facilitators for improving water safety practices. Methods A qualitative study was conducted in a riverine area of Bangladesh, the Barishal division. Data was collected through 18 in-depth interviews, two small group discussions and six observations in February–March 2016. Content analysis was conducted, guided by domains of Haddon’s matrix for injury prevention. Results A range of unsafe behaviours, practices and conditions were identified at pre event, event and post event stages of water transport related drownings. It was also recognised it is not only the regulation of water transport but other factors such as occupational insecurities, poor access to rescue services and healthcare, migration and capacity for skill development among providers that contribute to unsafe water transport practices and drowning risk. Conclusion There are some immediate measures that can be implemented, with some monitoring and accountability processes for water transport safety. However, there is need for robust data to quantify transport related drowning, making a case for prioritization and action by relevant stakeholder such as government and transport providers.

The article presents problems and threats related to the transport of dangerous goods. The statistical data of breakdowns and road accidents involving dangerous goods were concluded. The article describes the results of own research related to the transport of dangerous goods. Finally, the structure of the road transport safety system for dangerous goods was proposed, which will reduce the risk of dangerous incidents and improve the operation of emergency services.

This paper will deal with some technical and hydraulical aspects of the water separation system of the Krammer Locks in the Netherlands. Attention will be paid to the impact on the environment (salinity of the freshwater lake and of the Eastern Scheldt), to the energy consumption of the pumping station and the consequences for inland water transport. The effect of different ways to operate these locks will be shown.

The presented study analyzes fire statistics in water transport and documents regulating fire safety requirements.Aim. The study aims to highlight the need to use technical regulations and fire statistics to develop a fire safety system and to enhance the supervision of compliance with safety regulations during hot works and day-to-day operations on ships.Tasks. The authors analyze fire statistics over the past years; determine the shipboard spaces where the greatest number of fires occur; examine the causes of fires on ships; identify the major directions in which fires spread in different shipboard spaces; describe the existing types of fire protection and fire-extinguishing equipment and methods for different shipboard spaces; highlight the importance of organizational measures taken by the management during fire-fighting operations and documents regulating fire safety during the construction and operation of ships.Methods. This study uses the methods of logical and statistical analysis that allow the authors to accumulate information about fires and their consequences, to present the major regulatory documents, and to formulate conclusions regarding the need for a fire safety system.Results. Statistics on the occurrence and propagation of fires in different shipboard spaces is analyzed. The characteristic features of fire protection measures used in water transport are identified. Fireextinguishing methods used in different shipboard spaces are described. A fire safety regulation system for water transport based on the major regulatory documents is presented.Conclusions. The conducted study highlights the importance and relevance of organizational measures aimed at the compliance with fire safety requirements and regulatory documents that make it possible to systematize measures necessary to protect the lives of people and to maintain smooth functioning of water transport.

Abstract The purpose of this research consists in the elucidation of spatial and economic aspects of the water use in the Răut river basin. The main topics presented in this paper are: 1) the dynamics of volume of wastewater discharged into the river Raut basin and its sections; 2) wastewater discharge by the degree of treatment; 3) spatial and branch profile of wastewater discharged: 4) existing problems in evaluation and monitoring of waste water. To achieve these objectives were used traditional methods of geographical and economic research.

Abstract This article introduces classification of transport systems into land transport systems (road and rail) as well as land and water transport systems (inland and sea), depending on the type of environment in which these systems carry out their tasks. Such systems fall under the class of social engineering systems of the Man - Technological Object - Environment (M - TO - E) type. Such systems are influenced by forcing factors, leading to changes in their states. Such factors may be divided into operational, outside and anthropotechnical and they influence the system on various levels, including degradation of the degree of its safety. The article attempts to evaluate the safety of the operation of transport systems on the basis of the evaluation of the safety of the transport process carried out over a defined time interval Δt.
