The scientific hypothesis about the influence of the components of the informational environment on the expansion of human development is tested. The trends in the Ukrainian information space on the level of implementation of informational technology in human life are revealed. The sample survey about living conditions of households in Ukraine in general and the oblasts of the Carpathian region, in particular, is conducted. The ways of use of Internet services by households for involvement of the population in various spheres of public activity and their influence on human development of the oblasts of the Carpathian region are analyzed. The analysis showed a significant reduction in the share of households by objectives: education and training (formal education in school and higher education, distance education, including online activities); software download. The search for information related to health issues and interaction with public authorities has great potential for human development. The paper concludes that the population of the Carpathian region is insufficiently involved in the use of Internet services. Based on the analysis of indicators of the Global Competitiveness Index, the problems in the field of expanding human development opportunities in Ukraine are described. There is mainly a downward trend in the development of areas involved in expanding human development opportunities in the transition to the information economy - education, health, labor, science and innovation. Relevant guidelines for the implementation of state social policy in this area are identified. Social policy as a direction of state regulation of the economy requires a transition from mostly passive to active and effective state social policy. It is necessary to update the mechanisms for conducting active social policy at the level of the state, various administrative, public organizations, and enterprises. Social policy must be closely linked with the implementation of internal reforms in the country (education, health, pensions, taxes and wages, etc.). Social policy measures should be coordinated with measures of other types of state policy - migration, the formation and development of the middle class, the policy of investing in human capital.

Investment and construction projects, which require colossal costs, are especially affected in the conditions of scarcity of funds. City authorities also experience an acute shortage of finances for the implementation of municipal investment and construction projects. This article presents the mechanism of applying innovative tools for investments attraction in Russia to implement investment and construction projects. These tools include Internet marketing tools. The article presents an analysis of characteristics of each tool, their advantages and disadvantages in use. This article also includes practical examples of how these tools can work for the purposes of investment and construction projects implementation, including municipal or social ones. Examples of already implemented projects based on the use of Internet marketing tools are given. The author suggests an innovative model of municipal projects financing. The analysis showed that similar technologies for municipal investment and construction projects financing are quite viable and are currently underestimated in Russia.

The method of calculating the level of equity of internet services of several cities or provinces in a country is a statistical measure showing how far the internet service speed distribution being measured is to have similarities with the reference distribution of all elements equal to one, where the determination of the level of equity is done by calculating the Index Haryadi from the relationship between internet service speed distribution as measured by reference distribution. In this case, an equalization index equal to one represents a perfect similarity between the elements of the distribution as measured by the pairs of elements of the reference distribution. Let R be the reference distribution = {0.7 Mbps; 0.8 Mbps; 0.9 Mbps; 1 Mbps; 1.1 Mbps; 1.2 Mbps; 1.3 Mbps; 1.4 Mbps} and Y is the measured internet rate = = 1.05 Mbps; 1.2 Mbps; 1.35 Mbps; 2 Mbps; 1.65 Mbps; 1.8 Mbps; 1.95 Mbps; 2.1 Mbps}, then Y has an Internet service equalization index equal to one, through the Y = 1.5R relationship function because all elements of Y are equal to 1.5 times of the pairing elements of R.

The study aims to explore the current reality of internet service in school libraries affiliated with the education of Karak by identifying the advantages and disadvantages of the service and identifying the most important problems facing the use of the Internet in school libraries. The study also aimed to knew the views and perspectives of each of the managers, secretaries and employees of school libraries on the impact of the Internet service in their libraries. The study gains its importance by addressing the issue of the Internet and its basic services in school libraries and its importance and benefits in the scientific research process. The study population consists of students of the education schools in Karak Governorate from the preparatory and secondary school levels. The study sample is represented in the Kasbah of Karak schools for males and females for the preparatory and secondary stages. The researcher used the descriptive, analytical approach and the case study approach. The researcher collected data through books and periodicals that dealt with the Internet topic and the interview with the librarian and the questionnaire. The study came out with a set of findings and recommendations for students and librarians, which will help develop the use of the Internet in school libraries.

The article discusses the theoretical aspects of the organization of blended foreign language learning caused COVID-19 under the conditions of the quarantine. We analyzed different points of view on the process of using mobile applications in the study of foreign languages. We considered the possibilities of four mobile applications Duolingo, Simpler, Hello Talk, EWA with their main advantages and disadvantages. In the context of the research topic, conducted a survey of first and fifth-year students, in which 100 students took part from Karazin and Berdyansk universities. The survey was conducted among students of philological specialties in order to determine the most acceptable conditions for using mobile applications in the process of learning foreign languages. The survey results showed that students, in general, positively perceive the use of mobile applications in the educational process, taking into account the possibility of teachers’ support. The study showed the need to use mobile applications in the process of learning foreign languages in the context of the introduction of quarantine and blended learning as a forceful way to organize effective work with students.

As computing and Internet connections become general-purpose technologies and services aimed at broad global markets, questions arise about the effectiveness of such markets in terms of public welfare, the participation of differentiated service providers and end-users. Motorola’s Iridium Global Communications project was completed in the 1990s due to similar issues, reaching the goal of technological connectivity for the first time. As Internet services are characterized by high innovation, differentiation and dynamism, they can use well-known models of differentiated products. However, the demand functions in such models are hyperbolic rather than linear. In addition, such models are stochastic and include providers with different ways of competing. In the Internet ecosystem, the links between Internet service providers (ISPs) as telecommunications operators and content service providers are important, especially high-bandwidth video content providers. As increasing bandwidth requires new investments in network capacity, both video content providers and ISPs need to be motivated to do so. In order to analyze the relationships between Internet service providers and content providers in the Internet ecosystem, computable models, based on the construction of payoff functions for all the participants in the ecosystem, are suggested. The introduction of paid content browsing will motivate Internet service providers to invest in increasing the capacity of the global network, which has a trend of exponential growth. At the same time, such a browsing will violate the principles of net neutrality, which provides grounds for the development of new tasks to minimize the violations of net neutrality and maximize the social welfare of the Internet ecosystem. The models point to the importance of the efficiency of Internet service providers, the predictability of demand and the high price elasticity of innovative services.

An investigation into the students’ use of internet services, media types and e-learning preferences tried to find out if students today are interested in the use of Web 2.0 methods for learning. More than 2.000 students participated in the survey conducted by the international architecture company DEGW and the author. The data of the survey are compared to the results of a parallel study by HIS GmbH that was answered by 4.400 students. The results of both studies throw a critical light on the popular discussion about the net generation or the so-called digital natives and may lend themselves to a more cautious or careful introduction of Web 2.0 methods in teaching and learning accompanied by instructional and tutorial assistance.
