Introduction. The agro-industrial complex consists of a complex system, using the power of all the main features of the system: the complexity of work, the complexity of efficient resources. The state of the agro-industrial complex is an important indicator of a sustainable national economy whenever needed as a whole. Given the economic and political instability of recent years, risk management of agricultural enterprises is becoming one of the most pressing issues. The purpose of this paper is to identify and study the main risks that manifest themselves in agriculture in the acquisition of foreign markets, to determine the characteristics of the manifestation of risk in the activities of agricultural enterprises in modern economic conditions. Result. Risks are possible adverse events that may occur and as a result of which there may be losses, property losses of participants in foreign economic activity. Entering a foreign market is always an introduction to competition. The main risks of an agricultural enterprise in mastering the foreign market: weather conditions; unsatisfactory production resources and products; undesirable changes in the quality and quantity of factors of production, reducing the quality of seed, fertilizers. Unpredictability of natural and climatic conditions and changes in harvest volumes, fluctuations in prices in domestic and foreign markets are the main factors influencing changes in incomes of agricultural producers. Conclusion. Risk is the probability of deviation of the real value of the studied process, phenomenon, event from the planned one, which leads to diversity in the decision-making process to improve the efficiency of agricultural production. It is necessary to develop a methodology for determining the nature of the risk in relation to agricultural production and highlight the main features of its manifestation in agriculture.

The agricultural sector is most subject to the influence of risk factors. This might be explained by the fact that the efficiency and the output of agricultural production depends not only on invested labor and funds, but also on climatic, weather, environmental conditions, natural disasters. In this regard, the development of theoretical foundations of operational risk management in agriculture is highly relevant. The objective of our study was to develop measures to improve the methods of risk assessment and operational risk management at the level of agricultural enterprises, taking into account the requirements of environmental management and environmental protection. The article discusses the conditions and features of agricultural production at the present stage of economic development, gives a comparative description of various sectors of the economy by the presence of risk factors and proposes methods for operational risk management in the agro-industrial complex. An risk management algorithm for agricultural enterprises has been developed.

Agriculture, for many reasons, can be considered one of the most important sectors of the economic complex of Ukraine. Its significance is determined, in our opinion, in particular by the dynamics of growth of agricultural production, which, in turn, depends on many, to some extent, important factors. In particular, how perfect is the state policy on the agro-industrial complex, especially in terms of regulating the pricing of basic agricultural products, to what extent the state policy on agricultural development takes into account the specifics of a region (area), including climatic conditions, the nature of historical production, the age structure of the population, its worldview, etc., that is, ultimately, to what extent the state policy to support agriculture meets the interests of the individual producer. All this is directly reflected in the growth (decrease?) rate of agricultural production, which determines the relevance of the study. The main, most important provisions of the article are: firstly, the statistical information provided in the proposed article on the specifics of agricultural production in Ukraine, its detail in terms of areas in a more generalized form can give a holistic, complete picture of its features in each of the regions of the country, which in some cases took place; secondly, in the direct context of the above, we consider it appropriate to highlight separately that despite all its ambiguity, the advantage of the above statistical material on the peculiarities of agricultural production in Ukraine in 2020 (2019) in absolute terms is that if needed it can significantly expand the range of necessary calculated information, on what, actually, the offered article was based also; thirdly, taking into account the above, however, different, one of the most important features of the proposed article is that the structure of agricultural production was analyzed in terms of production ratios of the main groups of producers of this type, which, as practice shows, were agricultural enterprises and farms of the population, and, emphasizing, in each of the regions of Ukraine; fourthly, perhaps not least, the significance of the analysis of the ratio of production volumes of the main groups of agricultural producers in Ukraine is enhanced by its detailing given their main subspecies, such as crop and livestock, which, in a sense, can be the basis for not only few more global and cognitive conclusions. Regarding the purely conclusions, one of the most important components of the article, we even consider it necessary to consider two of them separately: firstly, agriculture is an integral part of the national economic complex of Ukraine and the efficiency of its functioning can be one of the most important indicators of the level of economic development of the country as a whole; secondly, we believe that the efficiency of agricultural production both in Ukraine as a whole and, in particular, in its individual regions is determined not so much by optimizing the ratio of major groups of producers, which, as practice shows, were agricultural enterprises and households, how perfect the economic mechanism of functioning of each of them in particular.

Introduction. The importance of specialization research is due to its role in the economic growth of the country, as it contributes to the resources concentration on the production of competitive products, the provision of scientific and techno-logical development and increase the efficiency of agricultural enterprises. The purpose of the study is to develop mechanisms for managing commodity specialization of agricultural enter-prises. Results. The unique features of agriculture in the general structure of the national economy are identified. The deci-sive role of land resources has been determined. The influence levels on the management of commodity specialization of agri-cultural enterprises are broadened: nationwide, regional and local, for which the means of influence are allocated. The rea-sons for the imbalance in the structure of agricultural production are considered. The groups of factors that influence the resources reproduction as factors of agricultural production are distinguished: socio-political, socio-economic, priorities of state agrarian policy, using level of agricultural land and other resources, natural and climatic conditions, seasonality of production, energy and resource intensity, innovative technologies implementation. The structure of Ukrainian agriculture on 3 levels in terms of crop, livestock and hunting is offered. The necessity factors of systematic influence on commodity specialization management of agrarian enterprises are determined. The determinants of commodity specialization of agricul-tural enterprises are presented. Conclusions. The architecture of the organizational and economic mechanism for managing the commodity speciali-zation of agricultural enterprises is provided, which includes the internal environment of the enterprise, the direct mecha-nism, options for development, the conditions influence of the external environment functioning and the factors of influence on the specialization of the agricultural enterprise. The concept takes into account tendencies of economic potential for-mation, internal infrastructure of the enterprise, basic architectural decisions and standards, management model and re-quirements to management processes, and also defines principles of transition from the existing state of the enterprise to the target one. The relevance of the topic of the article is determined by the importance of diversification of production aimed to increase the competitiveness of agro-industrial complex at the present stage of economic development. The goal is to analyze the features of transformation of organizational and production structure of agricultural enterprise, which consists in supplementing it with new types of products, technologies, suppliers, etc. Objectives to show the importance of diversification processes to ensure sustainability of agricultural producers to negative changes in the external and internal environment. Results – it is noted that the priority areas of diversification in agro-industrial production include the organization of new branches of crop and livestock production, the inclusion of productive species, varieties or hybrids of crops in crop rotations, the development of processing sectors, the system of material and technical supply and marketing of products, etc. commodity diversity, reorientation of sales markets in agro-industrial complex is especially important in view of high risks of doing business associated with the high dependence of its results on weather conditions of the year, soil and natural-climatic factors, etc. The conducted analysis shows that the important conditions for deepening structural restructuring include developed agricultural policy of the State, a system of effective measures for regulating and supporting the industry, attracting investment in the development of agricultural sector and financial markets. The performed studies allowed us to draw the following main conclusions – diversification of production is a promising direction for the development of economic activity of enterprises, ensuring the growth of their proceeds from product sales, profits and profitability.

The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine. The process of assessing the financial stability of an agricultural enterprise and the possible introduction of elements of a risk management system is illustrated by the example of the agricultural organization JSC “Alabuga Sote” (the Republic of Tatarstan). In order to consider the financial stability of the enterprise, the following indicators were calculated: absolute liquidity ratio, current liquidity ratio, profitability on equity and profitability of sales. Based on these calculations, the company’s financial stability was assessed and possible measures were proposed to improve it. In addition to quantitative methods for assessing financial sustainability (calculations), there are also qualitative methods that are aimed at previously forecasting company risks such as SWOT analysis, PEST analysis, active monitoring of threat, threat matrix generation, Michael Porter model, mathematical modeling, construction of scenarios, the involvement of expert opinion and so on. The development and implementation of a risk management system is one of the most important directions for the development of the enterprise (including the agro-industrial complex). This mechanism is able to provide both financial stability and investment attractiveness of the organization.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.

The results of the activities of agricultural producers are directly related not only to the amount and quality of labor, the level of technology and technology used, but also to the objective high risk conditions for agricultural production. Risk research remains one of the most important modern areas of economic research. Risk studies play an important role in predicting economic development and making optimal decisions. Achieving sustainable agricultural production requires research in industry risks. One of the priority strategic tasks of state policy is the formation of an effective competitive agro-industrial production, which becomes possible if there is the necessary financial support for agricultural enterprises. The financing process in this case is the basis for solving this problem. The article examines the process of financing an agricultural enterprise as a special process that includes financial support and the use of capital. Financial support plays a special role for an agricultural enterprise, since the use of capital is predetermined by the specifics of the activity. One of the ways to finance the agro-industrial complex is self-financing, this allows you to cover current costs, but in the long term does not allow you to increase profits due to an increase in cost. It is economically justified to use debt financing. The peculiarities of agricultural activities lead to the need for financial support from the state. The article discusses the most relevant form of support, namely, subsidizing interest rates on loans.

The research reveals the peculiarities of agricultural development in the Novosibirsk region at the late Soviet stage in order to find out concrete and reliable ideas about the causes, progress and consequences of agrarian reform of the early 1990s. We analyzed the changes in the organizational, economic and sectoral structure of the industry, the problems of the functioning of the collective farm and state farm system and the implementation of measures in the region to resolve them, factors that contributed to the growth and decline of agricultural production are analyzed. The content, directions and some economic consequences of the implementation of the agrarian reform of 1990 in the Novosibirsk region. In the 1980s the agro-industrial complex of the region developed due to the specialization and concentration of production, inter-farm cooperation of collective and state farms, their integration with industrial and trade organizations. The production of pork, poultry, eggs grew, and the gross grain harvest increased. The factors in the development of agriculture were the use of intensive technologies and favorable weather conditions. For agriculture in the Novosibirsk Region, the eleventh five-year plan (1981-1985) began with two consecutive lean years. The years of the twelfth five-year plan (1986-1990) were generally more productive. Agriculture did not meet the growing demand of the population for food. The material and technical resources of the industry have been largely wasted. Collective and state farm workers did not see any sense in increasing production productivity and sought to move to cities that attracted them with a higher standard of living. Attempts to improve the situation by democratizing management system in collective and state farms and by means of incentives for personal subsidiary plots did not produced desired results. The development of contractor relations in collective and state farms, rural settlements and the production base of farms looked like a more promising direction in the evolution of the agrarian sector of the economy. In 1990, due to the low growth rates of agricultural production, the government launched an agrarian reform, which opened the way for further development of the socio-economic infrastructure of the village, multi-structure and market. However, radical reformers insisted on forced transition to market relations and cut of state aid to producers. The implementation of these policies has led to negative consequences.
