The paper examines financial architecture in the context of digital globalization. The current state of financial architecture as a science of creating financial architecture, the nature, specificity, principles of development of financial systems of different levels, based on unity, general patterns of their development and regulation. The current stage of development of national financial architecture is characterized by significant contradictions. On the one hand, the national-state form of its organization is preserved, on the other hand, the possibilities of national financial policy are limited due to the growing importance of international financial instruments, increasing international capital and strengthening the role of international financial organizations. The nature of relations and interrelations of national financial architecture is changing – its openness and interdependence is increasing, the scale of chain reactions is increasing, according to which negative phenomena spread from one class of financial assets, types of financial institutions, financial market segments to others. It is accepted that financial architecture should achieve a specific goal, and its results should be measured by performance indicators that have certain specifics at different economic levels. The changes characterizing the development of the financial environment are outlined, the necessity of forming a new financial architecture taking into account the existing globalization processes and challenges is revealed. The directions of ensuring successful realization of means of digitalization of financial infrastructure, financial market are offered. We can say that the development of economic systems, technologies, real markets directly depends on the depth of financial architecture of the country's financial architecture, is the ability of a set of banking and non-banking financial institutions to effectively distribute and redistribute the movement of financial capital.

Possible options for reforming international financial institutions and financial regulators are proposed.

At the present stage of development of the world economy, problems of capital migration in offshore zones began to manifest in relief, which adversely affects the state of the global financial system. These trends lead to the need to evaluate new directions of the anti-offshore regulation. It is proved that the transformation of the anti-offshore regulation by its nature, driving forces, vector orientation and mechanism of development at all stages of the world-economy progress clearly reflects the systemic transformations of global financial imbalances. It is found out that the evaluation of offshore jurisdictions comes out of the degree of transparency of their activities, as well as readiness to cooperate on the exchange of tax information within the framework of the OECD’s special concept of mutual assistance in tax affairs. The role of international organizations in regulating anti-offshore activities has been identified, and the prospects for their influence have been evaluated. It is determined that the anti-offshore regulation is implemented, on the one hand, through shifting of emphasis from combating the fiscal benefits of offshore zones to limit activities with the «black» (tax-free) zones, and on the other hand – through the mechanisms of international economic policy implemented on the institutional platform of international currency together with the credit and financial organizations. The author describe preventive measures on tax evasion, which consist in the development of an inclusive structure of the OECD and G20, which will allow interested countries and jurisdictions to cooperate in the development of standards on issues related to tax evasion, as well as with supervision and control over the implementation of the entire package of actions. It is determined that the mechanism of de-offshoring should be directed not only towards the elimination of territories with preferential taxation, but also towards benefits from their use on the basis of the existing financial infrastructure of the world’s leading offshore centers.

The article presents the results of the review and evaluation of the dynamics of economic effects from business financial policies based on the developed scientific methodological approach. A comprehensive assessment of the economic performance dynamics as an outcome of financial policy has been carried out according to the sustainability and turnover criteria for selected enterprises: SE «Antonov», LLC «Kyivaeroproekt», SE «Konotop Aircraft Repair Plant «Aviacon», SE «Lviv State Aircraft Repair Plant», SE «Kharkiv Machine-Building Plant (FED)» and PJSC «Motor Sich». The study employed integrated indicators subject to priorly defined criteria aimed at determining the deviation of the total value of the regulatory and optimizing financial tools efficiency that will enable to assessing the degree of enterprise enhancement. To evaluate the financial policy effectiveness, a methodological approach has been suggested based on the use of a hierarchical model and integrated indicator which includes basic indicators, in particular, the dynamics indicators as to the financial policy objects. The findings have revealed the objects of financial policy that need direct actions to improve the position of aviation enterprises by the criteria of sustainability and turnover. The study has also identified the key objects that urge critical changes and enhancing financial tools to manage stocks, financial assets, receivables, investments, loans, etc. Emphasis is placed on the optimization strategy and the need to build an effective depreciation policy. It is argued that the proposed methodological approach to evaluating the economic effects of the financial policy in the aviation industry will contribute to assessing its current state and adjusting the decision-making policy, as well as to modernizing the management framework and its economic effects on financial processes to boost innovation driven enterprise development.

Annotation. Introduction. The relevance of the study is conditioned to the significant influence of modern financial markets on the real economy and social development as a whole. Purpose. The purpose of the article is to generalize the theoretical provisions for determining the model of the financial market, highlighting the elements of the financial market infrastructure, analysis of the development of the domestic financial market. Results. We have done the characteristic of the current stage of the financial system’s and financial market’s development. Denotes the inhomogeneity of the existing theoretical approaches to the definition of a financial market and its structural classification, with emphasis on the importance of the institutional component. We have done the analysis of the different models (types) of the financial system and financial markets and the factors determining the use of these models in different countries. Background of selection of so-called mixed model of the financial system in Ukraine are systematized, when equal opportunities and rights, with no serious legislative restrictions and financial transactions are carried out banking and non-banking financial institutions. The current stage of development of the domestic financial market is characterized by a dominant share of universal banks, but the industry non-bank financial institutions has also received its development, which generally creates a competitive environment for all market participants. At the same time, certain non-bank credit institutions, recently appeared on the market and very dynamic, require special attention from the mega-regulator. Conclusions. In this regard, we have done the conclusion about the need to improve legislation in the field of financial markets and to ensure an acceptable level of control. The article highlights the concept of the market of non-banking financial services in accordance with the requirements of Ukrainian legislation and identifies the main intermediaries operating in this market. The study contains analytical data on the number of non-bank financial institutions operating in Ukraine, as well as the volume of assets of such financial institutions. The authors also present an analysis of the main trends in the development of the non-banking financial services market. For comparison, the structure of the financial market is presented in the form of the ratio of the number of banking and non-banking institutions. The article provides an analytical overview of the number of private pension funds, financial companies, pawnshops, credit unions and insurance companies operating in Ukraine over the past three years. The structure and volume of financial services provided by insurance companies have been studied separately. The authors state that despite the existence of non-bank financial institutions, the banking sector still prevails. Moreover, financial companies predominate in terms of assets among representatives of non-bank financial institutions. Despite the coronary crisis during 2016-2020, the number of financial companies and other non-banking institutions, including pawnshops and insurance companies, grew steadily. Such trends are assessed positively, as it indicates the development of the financial market and its stability in adverse conditions. In Ukraine, the market of non-banking financial services is underdeveloped compared to other countries, but despite the mentality and transition in the formation of the non-banking financial sector, it has good prospects for development. However, despite the positive changes, ways to improve the performance of non-bank financial institutions in crisis conditions have been proposed.

The article deals with one of the components of globalization - the globalization of financial markets. The article considers financial markets, which are the component of globalization. The study investigates the international financial institutions that together form the international financial infrastructure and the main subjects of financial globalization. The study investigates the international financial institutions, which collectively form the international financial infrastructure and main subjects of financial globalization. The segments of the global financial market, which include the global debt market, the global stock market, other global financial markets (precious metals, real estate insurance), the global currency market, are considered. The article considers the segments of the global financial market, such as the global debt market, the global stock market, the global currency market and other global financial markets (precious metals, real estate insurance etc.). The article presents the prospects of global financial markets, such as high world standards, higher level of diversification, higher liquidity and professional risk management. It is established that the basis of the globalization of the financial system lies in the interaction of such phenomena as: technological progress; growing competition: on the one hand, between lending and financial institutions in the financial markets, and on the other hand, between the financial markets themselves, due to the significant development of information technology and telecommunications; restructuring of credit and financial; wide internationalization of business due to the increasing transnational nature of corporations; consolidation of regional integration associations (in Europe - Economic and Monetary Union); weakening of the firm control over the implementation of international agreements related to the movement of capital stock exchanges; - macroeconomic stabilization and reform in a number of developing and transition countries that have created a favorable climate for foreign investors; widespread use of the "principle of the lever". We investigated that the integration of international capital markets, merger of financial institutions, the tendency to increase speculative operations in the financial markets and financial crises are the global trends in the development of international financial markets in the requisition of globalization. It is proved that the, the emergence of the global financial space is represented by an increase in international financial flows, volumes of all types of international transactions, an increase in the number of companies and financial groups that operate outside of the national financial systems.

The Russian Federation and EAEU actively participate in the international financial relations, as well as represent large financial markets. At the same time, economies of the Union are in need for an impulse that would allow them to transition towards sustainable course of long-term development. Such impulse can come from a dialogue with Asian financial institutions (AFI). The goal of this work is to describe the contours of the dialogue and strategies for gaining maximum benefit out of it, as well as discover possible paths for future transformation of Asian financial institutions. The results of this research allow discovering paths for overcoming the key problems of Russian economy – lack of direct foreign investments, as well as lack of diversification of exports – through cooperation with the AFI in the financial sphere and trade. The article determines the main paths for structuring the Asian financial architecture, and make proposals on a strategy for intertwining the EAEU and the AFI with consideration of interest of the EAEU member-states, primarily Russia. The author proposes the model for redistribution of investments within EAEU taking into account the investment position of the country, and conducts analysis of the effects of cooperation with the AFI upon the EAEU countries. Moreover, the research reveals the main advantages of this cooperation for the Asian countries, which allows speaking of bilateral benefits of the cooperation.

The paper is devoted to the study of the types of non-banking financial organizations. A classification  is an integral part of scientific knowledge, which allows us to visually demonstrate the inner content of the  category under consideration and identify the features of each element of the analyzed concept. The research  issue of the paper is predetermined by the lack of legal division between non-banking financial organizations.  The classification given in the paper, according to the author, on the one hand, most fully reflects the range of  financial services provided by non-banking financial institutions, and, on the other hand, allows differentiating the roles that separate non-banking financial institutions play in the organization and functioning of the financial  market. The latter is important for determining the specifics of legal regulation of different groups of non-banking  financial organizations, since each of them has a different meaning for ensuring the stability and sustainability of  the financial market. The paper reflects the author’s position concerning the definition of the concept of "non-banking financial organizations" and the place of individuals providing professional services in the financial market  in the system of financial organizations.

The article analyzes South Korean experiences of the 1997 and 2008–2009financial crises. The article describes the conditions which led to the 1997 financialcrisis and attempts to answer the question whether similar factors have takenplace in 2008. It also describes the consequences of the crises, especially for thebanking industry and on the financial market. The article also presents a shortoverview of the most important measures taken by the Korean authorities in faceof the Asian crisis. The two analyzed financial crises have some common characteristics,such as a strong decrease in the value of financial assets and the negativeconsequences in the economy. However, Korea faced the global financial crisisstrengthened thanks to the reforms of financial institutions.

China’s Belt and Road Initiative could be treated ambiguously. On the one hand, it is intended to transform the newly acquired economic potential of that country into its higher status in the world. China invites a lot of nations to build up gigantic transit corridors by joint efforts, and doing so it applies productively its capital and technologies. International transactions in RMB are also being expanded. But, on the other hand, the Belt and Road Initiative is also a necessity for China to cope with some evident problems of its current stage of development, such as industrial overcapacity, overdependence on imports of raw materials from a narrow circle of countries, and a subordinate status in global value chains. For Russia participation in the Belt and Road Initiative may be fruitful, since the very character of that project provides us with a space to manoeuvre. By now, Russian exports to China consist primarily of fuels and other commodities. More active industrial policy is needed to correct this situation . A flexible framework of the Belt and Road Initiative is more suitable for this objective to be achieved, rather than traditional forms of regional integration, such as a free trade zone.
