The number of complaints and complaints from the public on government services, both directly and indirectly, or through the mass media, such as complaints about convoluted service procedures, lack of certainty in the period of settlement, the amount of costs to be incurred, the absence of requirements transparency, and the attitude of officers or employees who are less responsive is a program faced in public services. The formulation of the problem in this study is how the application of responsibility and transparency in the Bengkulu Province Regional Financial Management Agency To obtain answers to the research problems, researchers used qualitative research methods. From the results of the study it was found that Transparency in the Office of the Regional Financial Management Agency of Bengkulu Province has implemented the principle of transparency to assist in the provision of services to the public that is helping to facilitate payments. The application of the principle of responsibility in the Office of the Regional Financial Management Agency of Bengkulu Province can be seen from the extent of the implementation of the activities of the Office of the Regional Financial Management Agency of Bengkulu Province in carrying out its duties and responsibilities to the community, for example with the satisfaction of service to the community, the constraints obtained in this responsibility, namely the service given is not satisfactory for the community because it has not yet completed the office facilities of the Bengkulu Province Regional Financial Management Office in accordance with applicable principles.  Keywords: responsibilitas, transparansi, layanan publik

The press is an organization for disseminating information through mass media, the more information received, the greater the responsibility required. In carrying out its functions, rights, obligations and role, the press is demanded to be open to the public about a news that is raised. To carry out good journalistic activities requires a journalistic code of ethics. The code of ethics established by the Press Council is a basic guideline / reference in carrying out journalistic activities. This regulation makes the direction for the press to continue in accordance with the rules, even though accessing news now is not only through the mass media such as television. Television is part of the mainstream media, despite the convergence of media, the audience still believes that journalistic news on television can be trusted with the truth and credibility of the news content. This study uses descriptive qualitative research methods to analyze in detail the problems that are formulated. The purpose of this research is to find out how the application of the code of ethics in the production of television news on GTV. Because the code of ethics is a basic reference in carrying out journalism activities, the purpose of journalism is the correctness of the information that will be received by the public.Pers merupakan alat penyebar informasi melalui media massa, semakin banyak informasi yang diterima maka semakin besar tanggung jawab yang dibutuhkan. Dalam melaksanakan fungsi, hak, kewajiban, dan peranannya pers dituntut harus terbuka kepada masyarakat terhadap sebuah berita yang diangkat. Untuk menjalankan kegiatan jurnalistik yang baik dibutuhkan adanya kode etik jurnalistik. Kode etik yang telah ditetapkan oleh Dewan Pers merupakan pedoman/acuan dasar dalam menjalani kegiatan jurnalistik.  Peraturan inilah yang menjadikan arah agar pers tetap berjalan sesuai dengan aturan, meskipun mengakses berita kini tidak hanya melalui media massa seperti televisi. Televisi merupakan bagian dari media mainstream, meskipun adanya konvergensi media namun khalayak tetap memandang bahwa berita jurnalistik di televisi dapat dipercaya kebenaran serta kredibilitas isi berita tersebut. Penelitian ini menggunakan metode penelitian kualitatif yang bersifat deskriptif untuk menganalisis dengan rinci masalah-masalah yang dirumuskan. Tujuan dari adanya penelitian ini ialah untuk mengetahui bagaimana penerapan kode etik dalam produksi berita televisi di GTV. Karena kode etik merupakan acuan dasar dalam melaksanakan kegiatan jurnalisme, tujuan dari adanya jurnalisme adalah kebenaran dari sebuah informasi yang akan diterima oleh masyarakat.

The last case, in which ministers make "political noise" that attacked each other in front of the public, many people questioned about coordination between Jokowi and his officials. Furthermore, researchers set problems taken in the study, 1) How is the characteristic of Jokowi’s communication style in communicating policies 2) How is the communication competencies possessed by Jokowi?. Research using qualitative research methods with a macrostruktural discourse analysis approach. The population are news about communications by President Jokowi, where the medium used is the online media. Online media selected in sampling are News.detik.com and Kompas.com which is the most popular news providers (version ALEXA per February 18, 2015). The results showed that the characteristic of Jokowi’s communication style in communicating policies in general is controlling style, although in some situations also use communication styles in accordance with existing conditions. Based on an analysis of the communication’s Jokowi in communicating policies, Jokowi’s communication competence covering aspects of commitment and confidence, empathy, flexibility, senstivity of consequences, and proficiency.

Mass media workers have a good ability to convey ideas to be enjoyed by a wide and heterogeneous audience. Their talents and interests are not arbitrary. They have taken special education in college and graduated with a related bachelor's degree. However, their intellectual abilities are not accompanied by the ability to appreciate and reward themselves, which should deserve a decent income or a comfortable working environment. In the name of capitalism which was finally realized in the form of alienation, they carried out the work with great pride even though it was apparent. This study uses qualitative research methods by collecting data through interviews of one of the televisions workers. Based on the research results, it is clearly illustrated how the mass media workers consider that completely devoting themselves to companies that have provided opportunities and income is something that is worth doing. Moreover, there is special pride when they are able to contribute in providing education and information to the wider community. Indonesia is currently ranked 24th in the Global Cybersecurity Index (GCI) 2020. Indonesia's ranking can be improved by improving the assessment pillars of the GCI survey, one of the efforts is to improve the cyber security system of government agencies through Security Assessment. For this reason, the purpose of this study is to provide alternative solutions in order to optimize the public services of the State Intelligence Agency (BIN) in the form of Security Assessment in the perspective of the GCI 2020 survey. This research is a qualitative research using data related to BIN public services and then juxtaposed with data from the Global Cybersecurity survey. Index 2020 as a reference. The results of the study indicate that the optimization of the Security Assessment can be done by implementing cyber counterintelligence and optimizing the publication of services by paying attention to the rules of intelligence secrecy. With the optimization of the Security Assessment, it will affect the assessment of the Technical and Organizational pillars in the GCI survey so that it is expected that Indonesia's ranking will increase in the next survey.

Almost every day, in various mass media, especially in newspapers, it is found that there are so many complaints and unsatisfactory opinions from the community, as the customer, towards the current implementation of public service. These complaints and unsatisfactory opinions can describe how bad the quality of the current public service is, which is benefited by the community. It may be the right time for the community to be treated as citizens, who will have rights and give priority to their rights for being served afterwards. They are not anymore being considered as clients who previously have no any choice in choosing and in determining what kind of service that they really want to. There are so many results from research, seminar and writings that are conducted by experts in which their works talk about the implementation of a good and qualified public service. Currently, however, the qualified public service has not yet implemented as should have been. The implementation of public service still acts as however it please to be and only emphasize on its own interest without considering the consumer’s importance as the party that should really be served as well as possible. For this reason, a research, which is done in Service Integrated Unit of the Jember Regency, tries to find out any factors affecting quality of the public services. The main core of the public service implementation is the quality of norm of the service executor. The matter that should be realized is that the executor is the person who should serve for the community, and the community is the one who should be served as well as possible.Keywords: Implementation of public service, legislatif

ABSTRACT Taxation principles were applied as early as 4000 BC in Sumer. The formulation of recognized taxation principles commenced formally with Adam Smith in 1776. He called them the four maxims of taxation. The principles formulated by Smith were grounded in his observations and personal experiences of the world. After Smith, several individuals, committees, and reviews added their ideas to the principles of taxation. The question discussed in this paper is whether these principles formulated through the years are scientifically grounded. In order to ground the principles scientifically, three qualitative research methods were conducted. Method 1 is a thematic analysis of taxation history. Method 2 applies a qualitative research design called an Interactive Qualitative Analysis. Finally, Method 3 uses a single question in writing, sent to taxation experts from various countries. The question asked in Methods 2 and 3 is: What are the fundamental principles of taxation that are essential to taxation internationally as a discipline? The findings of the three research methods were triangulated in order to propose a set of six fundamental principles of taxation. The six proposed principles are: efficient and effective administration and communication; certain, neutral, understandable legislation; equity influencing different levels of society; taxpayers' duty to contribute to society versus the government's duty to strike a balance between taking too little and taking too much; benefits to the public through taxation; and change unwanted social behavior. The article discusses the features of the provision of public services in electronic form. The dynamics of the provision of public services in the Republic of Tatarstan is given. A review of the existing methodologies for assessing the quality of the provision of electronic public services is given. The authors’ methodology for assessing the quality of the provision of state and municipal services in electronic form is proposed. An authorized executive body has been identified which is responsible for organizing the assessment of the quality of services. Formulas of individual indicators of the technique are developed. As an example, the assessment of the provision of the public service “Providing information obtained in the course of accounting for reclaimed land” is calculated. A polygon of the effectiveness of the provision of state and municipal services in electronic form is proposed. Measures to eliminate identified deficiencies in the provision of services are proposed. The authors make the conclusion about the importance of assessing the quality of services and the relevance of the proposed methodology.

The aim of this research is to analyze financial management transparency of local governments in Java using scoring and rating. The financial management transparency of the local governments is scored based on presentation of local financial information uploaded on each local government’s official website in Jawa in the fiscal years 2016.This research is a qualitative research with the object of research is all local government in Java. Data analysis in two levels, namely the transparency of local government financial management and identification of local government characteristics based on transparency of financial management. Data analysis in two levels, namely the transparency of local government financial management and identification of local government characteristics based on transparency of financial management. The results show that the Special Capital Region of Jakarta obtained the highest transparency index, at 58, 02% whereas Madiun Regency received the lowest transparency index, at 3, 40%. The average transparency index in Jawa for the fiscal years 2016 was still low, at only 19, 59%.The conclusion of this research is that Java regional governments consider the transparency of local financial management using less important websites because it is considered as a better thing not delivered to the public.

 Local governments have an important role in optimizing local financial management to improve public services to the public. One of the most common financial management issues is the absorption of budget in District Revenue and Expenditure Budgets (APBK) at the end of budget year is often below target or lower than its budget. This will result in the loss of spending benefits because the allocated funds cannot be fully utilized, which means there is iddle money. This study aims to analyze the absorption of budget of the Aceh Tengah District Government based on the type of expenditure, function and its organization. The secondary data obtained from the Qanun of  about the Responsibility and its Implementation of APBK Aceh Tengah for the years 2012-2015 . The results showed that the budget absorption based on the type of expenditure, function and organization fluctuated every year. The average budget absorption from 2012 to 2015 is based on the type of expenditure of 87.03%, the average absorption of expenditure by function of 93.32%, and the average uptake of expenditure by the organization of 94.44%.Pemerintah daerah memiliki peran penting dalam mengoptimalkan pengelolaan keuangan daerah untuk meningkatkan pelayanan publik kepada masyarakat. Salah satu masalah pengelolaan keuangan yang sering ditemui adalah serapan anggaran belanja daerah pada APBK diakhir tahun anggaran seringkali berada dibawah target atau lebih rendah dibandingkan dengan anggarannya. Hal ini akan mengakibatkan hilangnya manfaat belanja karena dana yang dialokasikan ternyata tidak semuanya dapat dimanfaatkan, yang artinya terjadi iddle money. Penelitian ini bertujuan untuk menganalisis serapan anggaran belanja Pemerintah Kabupaten Aceh Tengah berdasarkan jenis belanja, berdasarkan fungsi dan berdasarkan organisasi. Data yang dianalisis terdiri dari data sekunder yang diperoleh dari qanun APBK Aceh Tengah tahun 2012-2015. Hasil penelitian menunjukkan bahwa serapan anggaran belanja bedasarkan jenis belanja, fungsi dan organisasi berfluktuatif setiap tahunnya. Rata-rata serapan anggaran dari tahun 2012 sampai dengan 2015 berdasarkan jenis belanja sebesar 87,03%, rata-rata serapan belanja berdasarkan fungsi sebesar 93,32%, dan rata-rata serapan belanja berdasarkan organisasi sebesar 94,44%.Keywords: budget absorpsion, expenditure type, expenditure function, organization.
