Problem setting. At the current stage of global economic development, innovations play a significant role not only at the industries level but also at the state level of national economies. Innovations make companies and countries significantly more competitive at the global market at the same time increasing local economies’ status. Analysis of recent researches and publications. In order to identify functions of state governance theoretical papers of numerous authors were carefully studied. Innovation function was not stated in the studied works. The provisions on the functions of public administration are highlighted in the works of N.I. Glazunova, R.V. Goloshchapova, A.N. Kramnik, E.K. Borisova, L.V. Smorgunova, Y.A. Tikhomirov. Nevertheless, some issues of the posed problem still need to be covered. Target of research. With the purpose of deep study and further development of innovation activities in the country it was necessary to identify the new function of state governance – innovation function. Article’s main body. Different classification of state governance functions have been analyzed and conclusions and assumptions were made about the new innovation function that was not named before. Because of the significant role of the state in influencing innovation processes, coordinating activities of all interested parties in order to obtain an innovative product it is important to underline the new role and to pay it additional attention in further study of state governance. Conclusions and prospects for the development. The new innovation function has to be defined in the state governance theoretical study. The goal of state influence on innovation processes should be provision of the most optimal, favorable conditions for the most effective interaction of participants in the innovation process with each other. Thus, we consider it appropriate to create a separate institution for the development of innovative function in the country.

Open innovation holds great potential for improving the efficiency of companies' innovation processes, but also presents substantial risks. A key issue in innovation management is finding the right balance of openness, i.e., determining how open companies should be in their innovation activities. However, academics and business practitioners hold conflicting notions of what constitutes open innovation practice and of how "open innovation companies" are defined. In this paper, we present three in-depth case studies of global R&D-intensive companies, where we find that the firms' perception of their openness differs from their actual situation (as determined by the innovation practices that they apply), and that each company has a different view as to what constitutes open innovation. We claim that resolving conceptual ambiguity and differentiating between openness (as a philosophical aspect) and open innovation (as a way of structuring the innovation process) in research is critical in order to clarify the current state of open innovation research and enable the communication of results to practitioners.

Purpose Innovation processes are inherently uncertain. They account for a high proportion of risks taken by companies and cause tensions. The purpose of this paper is to consider whether some management tools facilitate the smooth implementation of an innovation process. Does the relevance of these tools depend on the size of the company, its activity sector, the type of innovation expected or the viewpoint of the manager in charge? Design/methodology/approach The author answers these questions using a quantitative questionnaire survey of 169 companies. This survey allows the author to describe the tools and practices of management control of innovation processes and to highlight the specific needs of different sets of companies. Findings The collected data show a convergence of tools and practices used, which the literature on managerial control and creativity helps us to understand. Originality/value The paper also contributes to reconciling management control and innovation activities. In particular, it investigates how the use of management tools varies depending on managers’ viewpoints. A distinction is made between formal, information system-based tools and more informal, human relationship-based tools.

Purpose: the main purpose of this article is to present and develop a cyclic approach in the theory of innovation. This section of economic theory is based on the understanding of the innovation process as a dynamic system that develops (depending on the type of innovation) within the medium or long-term cycle. The cyclic approach has an insufficiently studied subject of research. In theoretical and practical aspects, this approach is very poorly developed, despite its prospects for this method. The application of the cyclic approach in the practical sphere will increase the effectiveness of activities planning in the field of the state innovation policy, as well as increase the efficiency of the state resources using.Methods: a set of methods of theoretical research is used, including: logical, system and abstract methods, as well as specific scientific (special) research methods. Based on the study of a wide range of scientific literature, as well as statistical and factual information on innovative issues, models (modeling method) were drawn up, which were graphically fixed in the figures illustrating the main provisions of the article.Results: this article develops the cyclic approach to the innovations study, proposed in the works of foreign and domestic scientists. The article describes and presents a scientific method of innovative processes management, called "triad of innovative and transformative activity". The article also contains a brief overview of the cyclic method development in the works of domestic and foreign researchers, giving a general idea of the elaboration degree of the scientific question.Conclusions and Relevance: the analysis of the main theories and concepts in the field of innovation, gives reason to argue that scientific views on the implementation of the innovation process contain a serious omission. It consists in the fact that it does not take into account the influence of cyclical conditions of various medium-term cycle phases or long-term cycle stages. In practice, this leads to asynchronous processes that prevent the effective innovation activities.

The interpretation of the category “intellectual capital” and approaches to determining the structure of intellectual capital have been considered in the study. The innovation capital, the use of which can increase the company’s competitiveness in the domestic and foreign markets, takes an important place in the structure of intellectual capital. The article contains analytical results of the innovation activity of Ukrainian enterprises. The prime factors limiting the innovation activity of Ukrainian enterprises have been defined. Consideration has been given to the features of financing innovation activities in Ukraine. Problem setting. Effective innovative development of the state is impossible without ensuring the proper functioning of innovation infrastructure and innovation processes. In turn, the innovation infrastructure must be accessible to users and have the ability to meet both logistical and information needs. In this aspect, an important issue that will be considered in this article is to ensure free access of participants in the innovation process to the established network of information and communication interaction and assistance. Analysis of recent researches and publications. V.V. Maloyvan, T.V. Pisarenko, T.K. Kvasha, N.V. Bereznyak, O.V. Prudka, S.V. Glibko, O.V. Rozgon, Yu. V. Georgievsky, Yu. V. Pasmor and O.M. Petukhova studied the issue of information support for access to innovation infrastructure. Target of research is to analyze the legal regulation of information support for access to innovation infrastructure; identification of existing problems and possible ways to solve them in order to increase the efficiency of the national innovation infrastructure. Article’s main body. The article discusses the state of information support of the National Innovation Infrastructure. The current legislation and powers of state authorities and other subjects of the innovation process in the field of information support are analyzed. Examples of information and communication provision of innovative infrastructure are considered. Conclusions are drawn regarding possible ways to increase the efficiency of the national innovation infrastructure. It is expedient to recognize the information and communication support of the innovation infrastructure as a necessary precondition for increasing the economic and scientific potential of the state. Innovation and investment actors seeking to increase their productivity need to navigate large amounts of information to make the most appropriate and justified decisions. This increases the importance of information and communication centers, platforms and other entities that can offer customers structured, relevant, verified and accessible information gathered in one place. Conclusions and prospects for the development. Particular attention should be paid to the need for the state to encourage the exchange of information at the regional and sectoral levels, which can be achieved by strengthening the role of local governments in providing local and regional innovation infrastructures (both by changing legislation and by conducting information campaigns and communication platforms); as well as by encouraging universities to more actively interact with society and business.

Purpose – This paper aims to explore and demonstrate how an ethnographic research approach can reveal new aspects of the dynamics of service innovation processes. In contrast to the retrospective research approach found in most service innovation research, the ethnographic approach captures the innovation process as it unfolds. Design/methodology/approach – An ethnographical investigation of an incremental service innovation at a bank was conducted. The innovation activities were performed jointly by a team of bank members from various functions and external business partners. This was a formal project with a pre-specified plan, budget, and timetable. Findings – The ethnographical approach, capitalizing on its real-time, multi-methods, longitudinal, and up-close characteristics, made it possible to capture unforeseen events and issues at the micro level. The authors suggest that such critical events determine what direction the innovation process takes. The initial intentions and plans were partly realized; new issues emerged during the innovation work and were realized, while other emergent issues were finally not realized. Research limitations/implications – The study suggests a framework that can be used to identify four categories of micro-level processes. Critical events in the micro-level processes represent potential turning points and are important foci in practice and remain issues for further research. Practical implications – Managers may benefit from being open to including emergent issues and understanding the micro-level dynamics of the innovation process. Originality/value – This study illustrates how the ethnographic research approach captures the dynamics of innovation processes and the potential challenges and possibilities for innovation managers. This finding suggests the need to address micro-level dynamics.

The article is aimed at researching the processes of establishing and developing interaction in innovative processes. The reasons for the low efficiency of innovation activity in Ukraine are analyzed and the importance of increasing the indicators of interaction in innovative processes to overcome the causes of low innovativeness of the economy is substantiated. The main elements of conceptual bases of formation of interaction systems in innovative processes are defined: formation goals, expected results, conditions for establishing interaction. Particular attention is paid to determining the range of potential participants of interaction systems and their systematization into four groups: the State, science, business, consumer. For each group, the prompting factors of establishing interaction in innovative processes and possible contribution in the course of formation of systems of interaction in innovative processes are determined. It is specified that the interests of groups of participants of interaction systems can be multidirectional and have their own criteria for the effectiveness of satisfaction. Therefore, in order to avoid conflicts and with purpose of rational mutual understanding of interests, it is proposed to evaluate the feasibility of participation in innovative processes through the indicator of the value of interaction. On the basis of the carried out study, the concept of the value of interaction in innovative processes is substantiated and the fundamental components of this concept are determined, namely: the usefulness and the cost of interaction. According to the author, the value of interaction for the participant is formed through the comparison of the received usefulness from participation in the systems of interaction to the expected costs associated with this participation. In connection with the acceleration of the dynamics of world economic processes and, in particular, innovative ones, the importance of taking into account the factor of time when assessing value is emphasized. Firstly, the interaction in the innovation process is developing, taking new forms both for partners and for different market participants. Secondly, the impact of time on the usefulness and cost of interaction can take different meanings: increase, decrease or not affect the level of value (usefulness, cost) of interaction.

Special attention should be paid to studies showing the social significance of the innovation process.
