The interpretation of the category “intellectual capital” and approaches to determining the structure of intellectual capital have been considered in the study. The innovation capital, the use of which can increase the company’s competitiveness in the domestic and foreign markets, takes an important place in the structure of intellectual capital. The article contains analytical results of the innovation activity of Ukrainian enterprises. The prime factors limiting the innovation activity of Ukrainian enterprises have been defined. Consideration has been given to the features of financing innovation activities in Ukraine. Внесены предложения, реализация которых на государственном уровне будет способствовать повышению эффективно­сти инновационной деятельности украинских предприятий.

Climate change and environmental conditions call for more attention to be paid to eco-friendly economic behavior. As a market-oriented environmental regulation, environmental tax can stimulate and guide enterprises’ environmental innovation in a neutral way. However, what elements connect the environmental tax and enterprise innovation activity together? Are all the enterprises’ innovation activities affected by the environmental tax in the same way? To answer the questions, the study uses the data of Chinese textile listed companies between 2004 and 2018 to explore the intermediary role of manpower and capital investment in the innovation chain and further analyze the influence of the heterogeneous factors such as property right, segmented industry, and region. The results show that the environmental tax can effectively promote the innovation capital input of Chinese textile enterprises, and the innovation manpower input plays a partial mediation role. At the same time, environmental tax can effectively promote the innovation performance output of Chinese textile enterprises, and innovation capital input plays a complete mediation role. In addition, heterogeneous factors such as property right, segmented industry and region will affect the relation of environmental tax to innovation input and output quality and greenness to varying degrees. The study makes a profound analysis of the relation of environmental tax on Chinese textile enterprises innovation by using the microdata at the enterprise level, providing a more targeted reference for making policies in the future.

The subject of research. This article determines that in conditions of global transformational processes, the sphere of innovation activity becomes of particular importance in the economy of advanced countries. Its development provides socio-economic growth of local companies and a state, in general, requiring significant financial resources. Consequently, the subject of this study is the management of innovation activities at the enterprise with the achievement of maximum effectiveness, as well as the identification of interconnection between innovations and investments. Methodology. Conducted research shows, the condition of development of domestic technologies is unsatisfactory: Ukraine occupies the last place among European countries. Innovative activity is associated with investments, whose government support in our country is rather small in the context of the state’s GDP. Content analysis is carried out on materials of works of domestic and foreign scientists using information from Ukrainian legislation and statistical data provided by experts. In the process of preparing the paper, the following general scientific methods of research are used: logical analysis, observation, formalization, synthesis, abstraction. The purpose of a study is to analyse the nature of the innovation activity of companies, to establish its unbiased relationship with investment processes in order to identify areas for improving the innovation and investment situation in Ukraine. Important is to substantiate the expediency of improving the innovative management of Ukrainian enterprises in the focus of implementation of new projects by finding the necessary sources of financing. As a result – effective management of the company is capable of satisfying consumer demands and increase profits. Conclusions. Thus, the analysis of the relationship between innovations and investments has shown that the situation in Ukraine is characterized by a deficit of state support in the investment and innovation sector, and difficulties in attracting finance. The latter is directly related to the political situation, instability, the lack of clear legislative rules of direct action, as well as insignificant pay for the work of inventors. At the same time, the positive direction of innovation development in Ukraine is the tendency to increase venture companies (with the use of foreign experience), which directly provides investment in the latest local finds. Improving the investment and innovation situation in Ukraine is possible by creating a set of incentives for attracting investment, further investing in human capital, raising wages for researchers; growth of inflow of foreign investments; providing tangible state support to enterprises and more favourable lending conditions for them, etc. It is important to ensure transparency of legislation, to perfect the conditions of functioning of business space and the state of market infrastructure, to take measures to improve the state of the environment.

To solve the problems of stimulating the development of innovative activity of domestic enterprises, a number of regulatory acts have been developed in Ukraine today that regulate relations in the sphere of investment in innovation. National legislation defines the following forms of investment of innovative activity: state (municipal) investment, commercial investment, social investment, foreign investment, general investment. In order to receive financial support, the subjects of innovation activity whose innovation projects are listed in the State Register of Innovation Projects shall submit to the State Innovation Financial-Credit Institution (its regional branches) innovative projects and all necessary documents, the list of which is determined by it. The subject of innovative activity, the innovative project of which has been competitively selected, may receive one or more types of financial support from the innovative financial-credit institution, depending on the competitive procedure established by the competitive procedure. Financial support for the implementation of innovative projects can be provided in the form of successive tranches as a result of monitoring the progress of project implementation.The analysis of the structure of state financing of innovation activity by types of economic activity of subjects of innovation in 2018 allows to determine the priority branch of chemical and petrochemical industry. Investing of own funds of subjects of innovative activity is realized through capital investments and financial investments. Structural analysis of sources of financing of innovative activity in Ukraine allows to distinguish the overwhelming share of own funds of the enterprises in the total volumes of financing of their innovative activity. But in the conditions of insufficient level of state support of innovative activity of enterprises and instability of their financial results, as the main source of own funds for investing, the role of financial and credit providing of investments by the subjects of the financial market significantly increases.

Learning-by-export effects exist due to the nature of the creation, accumulation, transfer of knowledge, as well as the companies’ absorption capacity to accumulate and adapt the best experience, competences borrowed from abroadwithin the organization. The length and direction of exports have a significant impact on the innovation activities of organizations, while innovations do not always encourage the leaders to initiate export activities. In the course of empirical research, we have identified the following rules in relation to Russian IT-firms:1) New IT-exporters have no visible link between the introduction of new products, technologies and the start of exports. Investments in research and development, which may have been initiated after entering foreign markets or at the same time, have not yet yielded results. 2) Stable export activity encourages IT-companies to apply new technological, process and marketing innovations that were not previously part of the firm's plans, much more often than firms in the local market. 3) The impact of external knowledge effects on the productivity of IT-companies depends on the geographical direction of exports: a) the markets of the near abroad (CIS countries) and Russia itself;b) the markets of the far abroad. 4) Investments in R&D, marketing and production of new products are more typical for companies located in capitals (Moscow and Saint-Petersburg). On the contrary, the relationship between the presence of an international office and the introduction of innovations has not been proven. The size of companies has only affected the production of new technologies: if a company is a medium-sized enterprise or a larger one, the probability of innovation is increased by 22%. 5) The smaller the firm, the lower its desire to participate in extensive innovation networks, increase the number and diversity of external relations. The size of the company determines the level of influence of cooperation with other market participants on its internal innovation processThe article discusses the classification of knowledge spillover effects, the methodology of the study, the analysis of the economic impact of the process "flow" as a result of entering foreign markets. The paper’s emphasis is on assessment of recipients’ capabilities to accumulate new knowledge in the course of export activities, to extract advantages in terms of future development such as increasing innovation activity and, consequently, attractiveness, resulting in higher performance efficiency.

Topicality. Creating of sustainable infrastructure and promoting of inclusive and sustainable industrialization and innovations is one of the aims of sustainable development of the state, approved by the United Nations, that implemented by the Government of Ukraine as a basis for future economic development policy. In the process of studying of the state's sustainable development, setting aims and finding ways of realization important place takes the research of industrial development and innovations, that takes into account the national specificity of the state's institutional development and the existing socio-economic situation on the principles of glocalization. This will take into account the interests of local communities, involve them in cross-border and international economic relations and will enable them to take part in globalized markets on the basis of local preferences and features.Aim and tasks. The aim of the article is to formulate the conceptual foundations and work out scientifically grounded application tools that are used as a methodological approach to study the existing level of industry and innovation development and to find ways to improve it using billateral joint of local resources and abbilities with preferences and conditions of global markets.Research results. The authors developed a complex of indicators for assessing the level of compliance of national industry, innovations and infrastructure with modern requirements for improving of the economic efficiency and "ecologization" of the economy through resource conservation and reuse of resources on the basis of glocalization. Data from the State Statistics Service of Ukraine, the Ministry of Economic Development and Trade of Ukraine, data from international rating agencies were the basis for the information provision of monitoring of the state of industry, innovations and infrastructure. According to the revealed tendencies, measures are proposed to regulate the development of industrial production, innovations and infrastructure on the principles of glocalization, the introduction of the postulates of the "green" and circular economics, in particular - economic and organizational stimulation of non-waste production through the application of tax holidays, priority in the competition for funding from the State Fund for Regional Development such projects that include non-waste treatment of garbage, complex industrial recycling of secondary or non- raw material without waste generation, as well as on the basis of the introduction of innovative domestic technologies.Conclusion. The revealed patterns of ecologization of domestic industrial production in Ukraine on the basis of glocalization point to the low capacity of industrial non-waste recycling of garbage and the insignificant level of use of circular technologies in the production process, that confirms the fact of uncertainty of terms and prospects of the realization of the idea of decoupling and the introduction of industrial activities on the basis of environmental and the achievement of zero waste level. The implementation of innovations using low-waste, resource-saving technological processes remains at an average-low level and in a year does not exceed 30-35% from the total number of implemented innovative technological processes, while the share of innovation activity and expenses for scientific developments in the total GDP volume is constantly shrinking. The level of penetration of a comfortable and well-developed infrastructure in the areas of infocommunications, in addition to Internet services, and road networks remains rather low and determines the prospects for further growth.

Problem setting. At the current stage of global economic development, innovations play a significant role not only at the industries level but also at the state level of national economies. Innovations make companies and countries significantly more competitive at the global market at the same time increasing local economies’ status. Analysis of recent researches and publications. In order to identify functions of state governance theoretical papers of numerous authors were carefully studied. Innovation function was not stated in the studied works. The provisions on the functions of public administration are highlighted in the works of N.I. Glazunova, R.V. Goloshchapova, A.N. Kramnik, E.K. Borisova, L.V. Smorgunova, Y.A. Tikhomirov. Nevertheless, some issues of the posed problem still need to be covered. Target of research. With the purpose of deep study and further development of innovation activities in the country it was necessary to identify the new function of state governance – innovation function. Article’s main body. Different classification of state governance functions have been analyzed and conclusions and assumptions were made about the new innovation function that was not named before. Because of the significant role of the state in influencing innovation processes, coordinating activities of all interested parties in order to obtain an innovative product it is important to underline the new role and to pay it additional attention in further study of state governance. Conclusions and prospects for the development. The new innovation function has to be defined in the state governance theoretical study. The goal of state influence on innovation processes should be provision of the most optimal, favorable conditions for the most effective interaction of participants in the innovation process with each other. Thus, we consider it appropriate to create a separate institution for the development of innovative function in the country.

The article deals with the works of domestic scientists who have researched the problems of creation, management and intellectual use. The views of scientists are focused on understanding the management of processes of intellectual use, the study of intellectual resources in the knowledge economy, the study of aspects of valuation of intellectual capital and the influence of factors on its management mechanism, the establishment of the place of intellectual assets in the national innovation system. The purpose of the research is based on the development of ways to manage the process of intellectual use in the domestic knowledge economy. This will maximize the efficiency of the use of individual, corporate and state intellectual capital. It has been established that developed countries implement and implement knowledge management programs that help achieve business efficiency, society and the state. Declining government funding for higher education institutions is hampering the creation of new knowledge, leading to lower revenues for the business sector and budget revenues. State levers in the field of education that can improve its quality and prevent the migration of knowledge are revealed. At the state level, education reforms should be implemented that focus on the quality of the teaching staff of higher education institutions. Illuminated tools for managing knowledge based on innovation and serving as intangible assets. Models characterizing the influence of knowledge on financial and economic activity have been formed. These models reflect the process of exchanging intellectual resources between partners. A cyclic-conectic model of the application of new knowledge for the purpose of their commercialization or capitalization is proposed. It is noted that knowledge as a resource is dual in nature and requires a specific approach to assessment and management. A price-margin model of intellectual use has been developed that includes certain components that affect the size of the margin.

The existing global integration and the current trends in the development of the world leaders of innovative entrepreneurship show that the most promising way of development of the Russian economy is the formation of an innovative corporate sector that has effectively established the reproduction of full-cycle innovations. In modern economic conditions, it is the intellectual capital of corporations that is the basis of the innovation economy, and therefore the core of the knowledge economy. However, at present, innovation activity in the Russian Federation is not the main factor in the growth of the national economy. Over the past few years, the state leadership has been paying great attention to issues related to the state of the scientific and technical sphere, as well as to the formation of an effective innovation policy in Russia. The necessity of implementing the results of scientific research in various industries of the Russian Federation is noted. The article evaluates the innovative activity of Russian companies, highlights their strengths and weaknesses, and shows the role of intellectual capital in the innovative development of the Russian economy using the example of the oil and gas industry. The priority value of the corporate research and design complex (on the example of Rosneft) in the reproduction of the company's intellectual capital as a basic unit for making any scientific and technical decisions and producing organizational and managerial innovations in the production areas of economic activity is determined and justified. The study highlights the current problems and promising directions for the development of corporate intellectual capital in basic industries as a key factor in the innovative transformation of the real sector of the Russian economy.
