The interview with Judith Gough, Ambassador Extraordinary and Plenipotentiary of the United Kingdom of Great Britain and Northern Ireland to Ukraine, reveals Her Excellency’s opinion on a range of issues and the position of Great Britain on security matters. The article states Great Britain was one of the pioneers of the campaign for the imposition of sanctions against the Russian Federation in response to its aggression against Ukraine. Great Britain also highly appreciates the support of Ukraine after the Salisbury incident. Specifically, here the reader will find articulated Great Britain’s position relating to the Minsk process, which can be succinctly described by a phrase ‘there is no such thing as an ideal peace process.’ The negotiations are always associated with difficulties and never finish at a pace desired. However, the paramount task of today is to stop hostilities in Donbas. The interview goes on to explore the role of the NATO Contact Point Embassy, which consists in that every NATO Member State undertakes the functions to carry out NATO public diplomacy, assists the NATO Liaison Office in communicating with citizens of the receiving state, and makes clear what the organization is and what its activities are. It is stressed it is the first time when such functions are jointly undertaken by two countries, Great Britain and Canada. Thus, Ukraine has gained the support of two states at the same time. The article also underlines that Great Britain does not intend to change its visa policy towards Ukraine. However, that is not a discriminatory model, as such a policy is applied to the entire world in the same manner. An important aspect of this matter in the relations between Ukraine and Great Britain is an ever-growing number of visas issued. It is mentioned that Brexit has not changed the policy of Great Britain towards Ukraine, has not affected the decision to support Ukraine, and has not decreased an interest to it. After the referendum, the support has become even more evident. The number of visits at the ministerial level has also increased. The article delineates the importance of such organisation as the British Council, providing not only English tutor lessons at a globally recognised level but also vigorously taking part in the realm of cultural diplomacy. Public diplomacy of Great Britain is one of the most developed in the EU and in the world. The United Kingdom has developed an extremely efficient public diplomacy mechanism which includes BBC World Service (which due to its popularity boosts the reputation and the image of Great Britain), Chevening Scholarships (provides outstanding foreign students with opportunity to study in Great Britain and thus establishes long-lasting relations with public opinion leaders and foreign countries elite) and the British Council, which deals with international diplomatic ties in the field of culture. The British Council is a unique organization. Being technically independent, it actively and efficiently works on consolidating Great Britain’s interests in the world and contributes to the development of public diplomacy in Great Britain.   The author studies the efforts of the British Council as a unique public diplomacy tool of the United Kingdom. Special attention is paid to the role of British Council, which is independent of the governing board and at the same time finds itself under the influence of the latter due to the peculiarities of the appointment of Board’s officials, financing etc. The author concludes that the British Council is a unique organization established in 1934, which is a non-departmental state body, charitable organization and public corporation, technically independent of the government. The British Council, thanks to its commercial activities covers the lack of public funding caused by the policy of economy conducted by the government. It has good practices in this field worth paying attention by other countries. It is also worth mentioning that the increment in profit was getting higher last year, however the issue of increasing the influence of the government on the activities of British Council is still disputable. Although the Foreign Minister officially reports to the parliament on the activities of the British Council, approves the appointment of the leaders of organizations, the British Council preserves its independence of the government, which makes it more popular abroad, and makes positive influence on the world image of Great Britain. The efficiency of the British Council efforts on fulfillment of targets of the United Kingdom public diplomacy is unquestionable, no matter how it calls its activities: whether it is a cultural relations establishment or a cultural diplomacy implementation. This article explores the UK government's first foray into cultural diplomacy by focusing on the activities of the British Council's Students Committee in the run-up to the Second World War. Students were placed at the heart of British cultural diplomacy, which drew on foreign models as well as the experience of intra-empire exchanges. While employing cultural internationalist discourse, the drive to attract more overseas students to the United Kingdom was intended to bring economic and political advantages to the host country. The British Council pursued its policy in cooperation with non-state actors but ultimately was guided by the Foreign Office, which led it to target key strategic regions, principally in Europe and the Mediterranean Basin.

Updated ACR recommendations for the treatment of gout concerning lifestyle are discussed. Factors related to a lifestyle, above all food habits, for many years were of leading importance in the treatment of patients with gout, even after application of effective drugs. The authors of the updated ACR recommendations for the first time offered to reconsider the role of environmental factors in the genesis of gout and objectively assess the possibility of its non-drug treatment. On the one hand, regardless of the activity of the disease, the need for restrictions of the alcohol, purine-rich products and fructose-containing beverages, as well as the decrease of body weight in obese patients and vitamin C usage unviability are confirmed. On the other hand, these recommendations are conditional. Their new version of ACR recommendations is significantly different from both its previous version and other international and national recommendations, including recommendations on the diagnosis and treatment of gout used in the Russian Federation.

Summary This article explores the interplay of sport, politics and public diplomacy through a case study of the first ‘Indian’ cricket tour of Great Britain in 1911, an extraordinary venture peopled by an improbable cast of characters. Led by the young Maharaja Bhupindar Singh, the newly enthroned ruler of the princely state of Patiala, the team contained in its ranks cricketers who were drawn from different Indian regions and religious communities. The article examines the politics of this intriguing cricket tour against a wider backdrop of changing Indo-British relations and makes three key points. First, it suggests that the processes of ‘imperial globalization’ that were presided over by the British in the late nineteenth and early twentieth centuries marked an important epoch in the evolving relationship between sport and diplomacy. In particular, it highlights the role of sporting tours as instruments of public diplomacy in the age of empire. Second, it shows how the organization of the 1911 tour reflected the workings of a trans-national ‘imperial class regime’ that had developed around cricket in colonial India from the late nineteenth century onwards. Finally, the article considers the symbolic significance that came to be attached to the tour, both in imperial Britain and in colonial India.

Australia is both a federation and a constitutional monarchy. The Commonwealth of Australia Constitution Act 1900, which made the Australian Constitution law, refers to the establishment of the federation “under the Crown of the United Kingdom of Great Britain and Ireland.” In fact, however, since 1973, the appropriate style of the monarch in relation to Australia has been “Queen of Australia.” And ever since federation, the monarch has been represented in Australia by a Governor-General, who progressively has acquired a more significant role, in parallel with the acquisition of Australian independence.

This article elaborates the influence of sports and music on the diplomatic position of Kosovo. Despite being a new country and struggling with political recognition and diplomatic relations, Kosovo has gained popularity through the global success of its citizens in sports and music. An analysis of international media has shown that there is a significant correlation between the success of individuals in changing diplomatic approaches towards Kosovo and redefinition of constraints towards its citizens. Moreover, the image of a country built through success stories of individuals has a significant effect on the general international public and has changed the negative perception of the country. Kosovo here is used as an example to illustrate how sports and cultural diplomacy have been more successful than classical diplomacy.

We contribute to the discussion of the results of a significant resettlement policy, the role of the gendarme railway police in its implementation and the role of the gendarme structure in the history of the Russian Empire. For the first time, we make an attempt to disclose the mechanism of the gendarme railway police in implementing the state’s resettlement policy in the area of migration flows on the materials of the Kursk Governorate, taking into account the existing rail-way network and the structure of the gendarme police departments. Based on the materials of the State Archive of the Russian Federation and local archives, the issues of legal regulation of mass railway transportation by the gendarme railway police are considered. An analysis of the gen-darme’s paperwork based on the materials of the Kursk branch of the gendarme police department of the Moscow-Kursk railway is given, aspects of interaction with the railway administration, local authorities, and the general police are highlighted. We trace the change and expansion of the duties of the railway gendarmes in connection with changes in the resettlement policy during the period under review and highlight the main stages. Particular attention is paid to issues of public safety in the context of criminalization on the railways. We show the role of the gendarme railway police in ensuring the sanitary and epidemiological welfare of passengers, taking into account the situation in the Kursk Governorate. Particular attention is paid to the influence of resettlement processes on the internal organizational, personnel aspects of the activities of the railway police, the dependence of the employee’s spiritual and moral condition on personal choice. We draw conclusions on the significance, scale, diversity of the gendarme railway police activities during the implementation of the resettlement policy.

Summary. The article examines the main reasons and preconditions for the occupation of certain regions in eastern Ukraine. The influence and role of Russia in this military conflict are analyzed, and for the first time an empirical (applied) analysis of the democratization index in the temporarily occupied territories is carried out. Russia’s aggressive policy in eastern Ukraine is part of a “hybrid” war against Ukraine that began in early 2014 with the occupation of the Autonomous Republic of Crimea. With the support of Russia, the so-called “Donetsk and Luhansk” people’s republics were created in eastern Ukraine. In essence, these are occupation military administrations that number more than 30,000 people, including regular troops and instructors of the armed forces of the Russian Federation. These are well-armed military formations, the number and combat capabilities of which are not inferior to the armies of individual European countries. In the temporarily occupied territories there is a total political and ideological “Russification”, the purpose of which is the alienation and further isolation of these territories from official Kyiv. It should be noted that the hostilities, which have been going on for the sixth year, pose serious economic, political, legal, and geopolitical problems on Ukraine’s path to consolidating the democratic regime and integrating with the European community. The change of political regime in 2013 in Ukraine opened up prospects for the consolidation of national identity and the restoration of the course of Euro-Atlantic integration, which was usually not accepted by official Moscow and personally by President Putin. It should be clearly understood that the war in Donbass, provoked by Russia, is the result of a systematic and long-term policy of Russia towards Ukraine as a country with a favorable geopolitical location and a kind of bridge between Europe and Russia. The article pays special attention to the theoretical and applied analysis of democratic development in Donbass. It should be noted that from 2020 “Freedom House” will start monitoring the territory and accordingly provide quantitative data on the democratization index with the appropriate analytical base and forecasts.

The Diary of Ivan Maisky, a diplomat, Soviet Envoy (later Ambassador) to the United Kingdom from 1932 to 1943 is one of the valuable sources on the interwar history of international relations and WWII. Maisky never saw his diaries returned to him after they had been confiscated at the time of his arrest in 1953. It was declassified by the Archive of Foreign Policy of the Russian Federation and published in 2006-2009 with the commentaries of Russian scholars. The analysis of the Diary which contains unique details about Soviet-British relations casts new light on the roles of Great Britain and the USSR in the pre-war international crises and allows for a re-evaluation of the two powers’ efforts aimed at preventing or delaying the war. When the Diary is juxtaposed with the declassified British archive materials, the degree to which the British officials trusted the Soviet Envoy/Ambassador as well as the level of his awareness of the undercurrents of British politics become clearer. The authors argue that the Versailles System had failed by the mid-1920s and was replaced by the Locarno System based on the guarantees of Germany’s western borders. In the mid-1930s the Locarno System was in disarray despite British efforts to save it through concessions and the appeasement policy. The «Diplomat’s Diary» shows a struggle within the British elite between the supporters and the opponents of the appeasement policy linked with the search for a new configuration of the European system of security.
