Before the COVID-19 pandemic, the Philippine government was already implementing policies and building infrastructure aimed at improving the country’s road-based public transportation system and alleviating impacts of traffic congestion, especially in Metro Manila. However, with the pandemic, new priorities emerged. Public transportation now plays a vital role in controlling the spread of the disease while, at the same time, ensures that essential services are accessible, and public transport providers are sufficiently supported. This paper analyzes the road-based public transportation policies of the government during the pandemic using a multi-dimensional framework. In general, and in principle, we see that the government policies issued are consistent with the recommended transport policies that must be implemented during such crisis. However, there are some strategies that are untimely implemented, such as the mandatory utilization of the integrated terminals, the forced consolidation of transport providers, and the continuing modernization of jeepneys.

The objective of this research was to analyse the relationship between sociodemographic characteristics and the travel behaviour of Trinidadians. Many studies have shown that a relationship exists between the socio-economic and sociodemographic characteristics of an individual and their travel patterns. A better understanding of this relationship can influence transportation policy decisions and therefore, aid in improvement to the overall transportation structure. This understanding of travel behaviour is of particular importance in developing countries and SIDS, where there is limited geographical space, economic constraints and an influx of competitive unregulated paratransit modes into the transportation system. Trinidad, like other developing countries and SIDS, has a public transportation system that is dominated by paratransit modes. More notably, there is increasing penetration of illegally operated paratransit modes, that are aggressively competing in the market and gaining a lot of traction. Data was collected in January 2018 using a revealed preference survey of commuters’ work-based tours in, Trincity, a middle-income housing area with good highway and public transportation access. Results showed that income, age, distance from workplace and gender all affect the likelihood of public transport usage as a primary mode of a work tour and there were gender-based differences in the incidence of walking as part of the tour. Additionally, although most public transportation users considered the government bus service as the safest and illegal paratransit services as the least safe, the usage of such services was more than five times that of the bus. The research points to important service and policy actions which need to be taken to encourage and support shifts to more sustainable modes.

E-hailing services are known to be on-demand vehicle acquisition that relies on network dependency and use of a specific digital application through the Internet. The objectives of this study were to investigate the adoption of e-hailing services from the initial inception, issues in adoption and the direction of e-hailing services within the context of Malaysia. A Systematic Literature Review (SLR) related to the e-hailing industry was used by employing the inclusion criteria of keywords generated from the literature data pool. The legalisation of e-hailing services in Malaysia had spurred the growth of the industry. With the establishment of the Transportation Network Company, which was a positive sign for e-hailing to continue to flourish, the industry was considered as a complement to the existing public transportation system. The growth projection showed that e-hailing services will continue to be part of the Malaysian transportation sectors and would remain competitive in contributing to the domestic economy. However, some barriers would deter the progress of e-hailing services, such as over-regulation by the government.

The ever-increasing traffic congestion echelons and the subsequent undesirable air quality in several metropolitan areas have raised the need for a successful public transportation system to ease the dependence on the private automobiles. Also the environmental economics is becoming more and more appealing taking into consideration different activities that have economic impact. One of such activities is public transportation. In the current scenario of globalization, public transportation services and systems need to perform introspective contemplation towards the quality of services offered (Michel, 2011). The research adopted a quantitative method of inquiry, therefore, a Survey Research Strategy was considered in order to provide a quantitative or numeric description of trends, attitudes, or opinions of a population by studying a sample of that population. It includes cross-sectional and longitudinal studies using questionnaires or structured interviews for data collection, with the intent of generalizing from a sample to a population (Babbie, 2010). In this context, this research study anticipated to critically evaluate the customers’ perception of the public transportation system and its impacts on service delivery: a case study of Busan Metropolitan City, Korea Republic. <p><em>This article engages with several important questions regarding the state of public transportation in South Africa. It provides a brief description of the historical legacy of apartheid in relation to public transport, and the challenges this posed to the government after 1994. This is followed by a summary of the changing policy frameworks in the post-apartheid era, and an examination of the current policies, trajectories, and major transportation projects within the country. For example, this includes a more detailed discussion of major infrastructure projects such as the Gautrain and Bus Rapid Transit (BRT) in the form of Rea Vaya. Overall, the article argues that the South African government is struggling to build an inclusive public transportation infrastructure that addresses issues of poverty, access, and inequality. Finally, the article will conclude with a set of recommendations to build a more inclusive transportation policy framework for South Africa. </em></p>

Pelayanan publik merupakan elemen yang sangat penting dalam penyelenggaraan pemerintahan. Inovasi yang dibuat oleh Pemkot Surabaya bersama Dishub Kota Surabaya berkaitan dengan sistem parkir online yang disebut Park and Ride TIJ. Inovasi pelayanan ini diciptakan untuk mengatasi permasalahan peningkatan kepemilikan kendaraan di Kota Surabaya yang membuat kebutuhan parkir meningkat, tetapi tidak diikuti dengan penambahan lahan parkir. Parkir di badan jalan mengakibatkan pergerakan lalu lintas terhambat sehingga terjadi kemacetan terutama di pusat keramaian tengah kota seperti Jalan Wonokromo, Jalan Darmo, dan Jalan Setail. Tujuan penelitian ini ialah untuk mendeskripsikan Inovasi Pelayanan Publik Park and Ride TIJ Oleh Dishub Kota Surabaya. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Fokus penelitian dengan teori milik Yogi Suwarno (2008:19) yaitu aspek-aspek penting yang menunjukkan suatu organisasi telah melakukan inovasi meliputi Pengetahuan Baru, Cara Baru, Objek Baru, Teknologi Baru, dan Penemuan Baru. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Teknik analisis data menggunakan reduksi data, penyajian data dan ditarik kesimpulan berdasarkan data yang menjawab rumusan masalah. Hasil dari penelitian ini adalah semua fasilitas yang ada di Park and Ride TIJ sudah sangat bagus dan memenuhi kebutuhan masyarakat. Hanya saja kurangnya kesadaran masyarakat untuk menggunakan fasilitas yang sudah disediakan oleh pemerintah. Setelah didirikan Park and ride pun masih ditemukan masalah yakni banyak masyarakat masih melakukan parkir liar terutama pengunjung Kebun Binatang Surabaya, serta sopir angkot yang “ngetem” di pinggir jalan sehingga menimbulkan kemacetan. Kemudian terkait dengan penerapan e-payment, karena banyak masyarakat masih menggunakan uang tunai untuk pembayaran parkir di Park nad Ride TIJ. Kata Kunci: Pelayanan Publik, Inovasi Pelayanan, Park and Ride   Public service is a very important element in government administration. The innovation made by the Surabaya City Government and the Surabaya City Transportation Agency is related to an online parking system called the TIJ Park and Ride. This service innovation was created to solve the problem of increasing vehicle ownership in the city of Surabaya which makes parking needs increase, but not followed by additional parking lots. Parking on the road causes traffic movement to be hampered, resulting in congestion, especially in the downtown area such as Jalan Wonokromo, Jalan Darmo, and Jalan Setail. The purpose of this study was to describe the TIJ Park and Ride Public Service Innovation by the Surabaya City Transportation Agency. This type of research is descriptive with a qualitative approach. The focus of research with Yogi Suwarno's (2008: 19) theory is important aspects that show an organization has made innovations including New Knowledge, New Methods, New Objects, New Technologies, and New Inventions. Data collection techniques through interviews, observation and documentation. Data analysis techniques used data reduction, data presentation and conclusions drawn based on data that answered the problem formulation. The result of this research is that all existing facilities at the TIJ Park and Ride are very good and meet the needs of the community. It's just a lack of public awareness to use the facilities provided by the government. After the establishment of Park and Ride, problems were still found, namely that many people were still parking illegal, especially visitors to the Surabaya Zoo, as well as public transportation drivers who "stuck" on the side of the road, causing congestion. Then related to the application of e-payments, because many people still use cash for parking payments at TIJ Park nad Ride. Keywords: Public Service, Service Innovation, Park and Ride

The purpose of the study is to find out and analyze how much influence the distance of tower land the central business district (CBD), distance of tower land to the government office, legal aspect of tower land, distance of the tower land to the public transportation route, and road class classification on land compensation value of PLN Tower on the construction of TL 150 KV Kuala-Binjai. This research is a quantitative descriptive research. The location of the research object is in Langkat Regency and Binjai City, North Sumatra Province, totaling 40 objects of land compensation value. All populations are as samples. The analytical method used is multiple linear regression. The results showed that the distance of the tower land to the central business district (CBD) has a significant effect on land compensation value. The distance of the tower land to the government office has a significant effect on land compensation value. The legal aspect of tower land has a significant effect on land compensation value. The distance of the tower land to the public transportation route has no significant effect on land compensation value. The road class classification has no significant effect on land compensation value. This research aims at doing analysis and evaluation forward the governments Policy Concerning “ Online Transportation”. The Policy Nomenclature is in the regulation of transportation ministry No. 26 in 2017 on the implementation of public transportation which is not operating on a certain route online transportation operation has become phenomenal because of causing a social conflict. This has been going on for 2 years and it has not been settled up to now. Public transportation in the field of public administration is called public goods. The Availability and Implementation become the government's obligation. This research aims to do an evaluation on the government policy which has caused a social conflict. The Method of research used is a qualitative-descriptive research. The population in this research is transportation operators such as online taxi drivers, conventional taxi driver, vehicle owners and online taxi users. The sample taking technic done is based on random sampling, to completed the analysis forward the online transportation policy was done an in-depth interview and as “ key informants”, namely” Policymakers” -Online transportation operators. The research of the research thas found that the formulation process of the policy has not been done comprehensively and integrally. There are different perception and definition of the government’s intention and public transportation and definition between the government’s intention and public policy found that the support of an organization, human implementation of the budget suggests that the government improve the formulation and implementation through the strengthening of the support of the reliable and organization and management so that social conflicts won’t take place.

Bandung is one of Indonesia’s major cities, holding a strategic position as the center of the Bandung Metropolitan Area. The most dominant paratransit with the widest coverage in Bandung City is the angkot, a small four-wheeled vehicle (minibus) that has been modified for use as public transportation. As it stands currently, however, this paratransit service is inadequate and unreliable, and it has pushed people to use private vehicles to support their daily commute, which causes traffic congestion to worsen. Workers are the biggest traffic-generating group in Bandung city. Their regular commute pattern as well as their large proportion in Bandung city’s population (47.78% of the total population in 2020) make this group an important determinant in Bandung City’s transportation. Shifting the workers’ mode of transportation from private to public transportation including the angkot is predicted to decrease traffic jams on some level. Through binary logistic regression, this study provides an analysis of mode shifting probability to the angkot, key factors that could be intervened to increase this shifting probability, as well as the extent to which intervention toward these factors will increase angkot usage so that it can provide a picture of future characteristics of the angkot in contrast to the current condition, should this transportation mode continue to run in the future. Based on the modeling result, the study identified four key variables that significantly influence mode shifting probability in Bandung City: 1) private vehicle ownership, 2) driving license ownership, 3) people’s perception of current transportation costs, and 4) people’s perception of the level of comfort provided by the mode of transportation. If in the future the angkot in Bandung City is improved with better comfort and affordability, approximately only 3.31% of workers will start using the angkot. This very low probability indicates that if in the future the government wants to shift working people from private vehicles to the angkot, then the angkot must be transformed.   Abstrak. Bandung merupakan salah satu kota besar di Indonesia yang memiliki posisi strategis sebagai pusat kawasan metropolitan. Paratransit yang paling dominan dengan jangkauan terluas di Kota Bandung adalah angkot, kendaraan roda empat kecil (minibus) yang telah dimodifikasi untuk digunakan sebagai transportasi umum. Namun, layanan paratransit ini tidak memadai dan tidak dapat diandalkan sehingga mendorong orang untuk menggunakan kendaraan pribadi dalam mendukung perjalanan sehari-hari, yang menyebabkan kemacetan lalu lintas semakin parah. Pekerja merupakan kelompok penghasil lalu lintas terbesar di kota Bandung. Pola komuter yang teratur serta proporsi penduduk kota Bandung yang besar (47,78% dari total penduduk pada tahun 2020) menjadikan kelompok ini sebagai determinan penting dalam transportasi Kota Bandung. Pergeseran moda transportasi pekerja dari angkutan pribadi ke angkutan umum termasuk angkot diprediksi dapat mengurangi kemacetan di beberapa tingkatan. Melalui regresi logistik biner, penelitian ini memberikan analisis probabilitas perpindahan moda ke angkot, faktor-faktor kunci yang dapat diintervensi untuk meningkatkan probabilitas perpindahan tersebut, serta sejauh mana intervensi terhadap faktor-faktor tersebut akan meningkatkan penggunaan angkot sehingga dapat memberikan gambaran karakteristik angkot di masa depan yang kontras dengan kondisi saat ini, dalam kasus moda transportasi ini tetap berjalan di masa yang akan datang. Berdasarkan hasil pemodelan, penelitian ini mengidentifikasi empat variabel kunci yang berpengaruh signifikan terhadap probabilitas perpindahan moda di Kota Bandung: 1) kepemilikan kendaraan pribadi, 2) kepemilikan SIM, 3) persepsi masyarakat terhadap biaya transportasi saat ini, dan 4) persepsi masyarakat terhadap tingkat kenyamanan yang diberikan oleh moda transportasi tersebut. Jika kedepannya angkot di Kota Bandung ditingkatkan dengan kenyamanan dan keterjangkauan yang lebih baik, kira-kira hanya 3,31% pekerja yang akan mulai menggunakan angkot. Probabilitas yang sangat rendah ini menunjukkan bahwa jika di masa depan pemerintah ingin memindahkan pekerja dari kendaraan pribadi ke angkot, maka angkot tersebut harus diubah. Kata kunci. This study aims to present the traffic conditions of one of the most congested areas in Yangon as well as the route choice behaviors of the road users in that area. It analyzes drivers’ route choice behaviors and traffic congestion according to road segments. Manual traffic counting and roadside interview methods were used in this survey. The data gathered were used in finding routes alternative to the U Htaung Bo road, which is extremely congested almost all the time. With regard to the report, it will be helpful to identify the scale of the problem that is caused by traffic congestion and to increase awareness of this issue, including amongst the government, policy makers, traffic engineers, and road users.
