This study aims to present the traffic conditions of one of the most congested areas in Yangon as well as the route choice behaviors of the road users in that area. It analyzes drivers’ route choice behaviors and traffic congestion according to road segments. Manual traffic counting and roadside interview methods were used in this survey. The data gathered were used in finding routes alternative to the U Htaung Bo road, which is extremely congested almost all the time. With regard to the report, it will be helpful to identify the scale of the problem that is caused by traffic congestion and to increase awareness of this issue, including amongst the government, policy makers, traffic engineers, and road users.

ABSTRACT  Related to the implementation of the Regional Regulation (Perda) about the increase in parking rates at the edge of the road prone to congestion in the city of Bogor ratified and entered into force on July 2, 2012, The first location that imposed this tariff is the Way Suryakencana and Jalan Siliwangi Bogor and the second location is the application of The Government through the Department trials Traffic Transportation (DLLAJ) Bogor City gets a reaction from the people around Jalan Suryakencana. Enactment of the increase in parking rates at Jalan Bogor Suryakencana expected to reduce illegal parking of vehicles in the area, which has been causing congestion. With parking rates that have been enacted many road users who park their vehicles in multiple and indiscriminate. The method used in this study is empirical juridical approach. The study, based on an inventory of positive law, the discovery of the principles of law and legal discovery inconcretto, which include observation of empirical operationalization of law in society. The conclusion from this study is the basis of the application of the levy Parking Services Bank Public Road, especially in the city of Bogor is Law No. 28 of 2009 on Regional Taxes and Levies and Regional Regulation No. 4 of 2012. Implementation of Regional Regulation No. 4 of 2012 on Increase Rates Parking is not yet fully effective this is due to high payments also has not been matched with adequate services, the responsibility for the damage and loss still be a burden for the owner of the vehicle so that the functions and responsibilities of the government that deal with parking problems is questionable. Impact parking tariff policy to demand that any increase in the parking rate of 10 percent would result in a decrease in the use of parking of 0.7 -0.8 percent, increase use of public transport and cycling amounted to 3.71 percent of 0.9 percent. This figure is even greater in the short term, when applied can lead to a new increase in the elasticity to be about - 0.28., Where the parking lot reducing the length of parking time and reduce the amount of parking.  Keywords: Regional Regulation, Rates Parking, Traffic Order

The task of choosing a route to move from A to B is not trivial, as road networks in metropolitan areas tend to be over crowded. It is important to adapt on the fly to the traffic situation. One way to help road users (driver or autonomous vehicles for that matter) is by using modern communication technologies.In particular, there are reasons to believe that the use of communication between the infrastructure (network), and the demand (vehicles) will be a reality in the near future. In this paper, we use car-to-infrastructure (C2I) communication to investigate whether the road users can accelerate their learning processes regarding route choice by using reinforcement learning (RL). The kernel of our method is a two way communication, where road users communicate their rewards to the infrastructure, which, in turn, aggregate this information locally and pass it to other users, in order to accelerate their learning tasks. We employ a microscopic simulator in order to compare this method with two others (one based on RL without communication and a classical iterative method for traffic assignment). Experimental results using a grid and a simplification of a real-world network show that our method outperforms both.

The implementation of PSBB or Lockdown still pay attention to the effects caused in the community. Making a regulation is not providing solutions but how to implement existing regulations. With the restrictions on community activities which basically will affect the financial factors. The government is not only thinking about how the country's economic problems the presence of the government is able to embrace all aspirations and give priority to the rights of its citizens. This research method uses a normative research approach. The data used are secondary data from Literature, Journals, and Others related to the Topic. Data analysis using qualitative analysis. The results of this study conclude that the implementation of policies illustrates how the existence of regulations clearly established by policy makers (government) that have certain impacts by taking into account the details of the program specifications, namely how and where the institution or organization should run the program, and how the law or program is interpreted . The government must think carefully about how resources are allocated, how budgets can be distributed, and who are the personnel responsible and implementing the program that should be clearly stated in a decision to be made by the government in its policies. If a variety of policies carried out by the government must be adjusted to the provisions of existing legislation so as not to cause the blurring of norms.


Vehicular Traffic crowding is paramount worry in urban cities. The use of technologies like Intelligent Transportation systems and Internet of Things can solve the problem of traffic congestion to some extent. The paper analyses the traffic conditions on a particular urban highway using queuing theory approach. It researches on performance framework such as time for waiting and queue length. The results can provide significant analysis to predict traffic congestion during peak hours. A congestion controlling action can be generated to utilize the road capacity fully during peak hours by using these results

Abstract The problem of urban traffic congestion is the main thing that always gets attention because congestion has a negative impact on the economy, the environment, and vehicle drivers. Makassar City is one of the cities experiencing traffic congestion on several existing roads, including roads in the Losari Area. Various efforts have been made by the government to reduce traffic congestion in the area, but optimum results have not been obtained. In 2019, a change in the direction of traffic movement in the Losari area was done by implementing a traffic management called the New Traffic Management. Through this new scheme, changes are made in the direction of movement of traffic on Jalan Penghibur, Jalan Haji Bau, and Jalan Lamadukelleng. This study aims to analyze the performance of the New Traffic Management towards improving traffic conditions in the Losari Area. The results of this study indicate that the application of New Traffic Management in the Losari Area has succeeded in improving traffic conditions in the area. Through this new traffic management scheme, the three road sections observed have service level A. Keywords: traffic congestion, traffic management, service level  Abstrak Masalah kemacetan lalu lintas di perkotaan merupakan hal utama yang selalu mendapat perhatian karena kemacetan menimbulkan dampak negatif terhadap ekonomi, lingkungan, dan pengemudi kendaraan. Kota Makassar merupakan salah satu kota yang mengalami kemacetan lalu lintas di beberapa ruas jalan yang ada, termasuk jalan-jalan di kawasan Losari. Berbagai upaya telah dilakukan oleh pemerintah untuk mengurangi kemacetan lalu lintas di kawasan tersebut, tetapi belum diperoleh hasil yang optimum. Pada tahun 2019, dilakukan perubahan arah pergerakan lalu lintas di kawasan Losari dengan menerapkan suatu manajemen lalu lintas yang dinamakan Manajemen Lalu Lintas Baru atau New Traffic Management. Melalui skema yang baru ini dilakukan perubahan arah pergerakan lalu lintas di Jalan Penghibur, Jalan Haji Bau, dan Jalan Lamadu-kelleng. Penelitian ini bertujuan menganalisis kinerja Manajemen Lalu Lintas Baru ini terhadap perbaikan kondisi lalu lintas di kawasan Losari. Hasil studi ini menunjukkan bahwa penerapan Manajemen Lalu Lintas Baru di kawasan Losari berhasil memperbaiki kondisi lalu lintas di kawasan tersebut. Most research conducted on the influence of employee perception of equity (EPE), organisational citizenship behaviour (OCB), organisational commitment (OC) and turnover intention (ITS) has been on large organisations and little attention has been paid to SMEs. Studies on EPE and OCB have not filtered down to SMEs in developing countries. The primary objective of the study is to investigate the influence of OCB, EPE and OC on ITS in Zimbabwe’s SME sector. It also sought to ascertain the kind of relationships between OCB and OC, EPE with OC, OCB with ITS, EPE with ITS and finally OC with ITS. Structured questionnaires were distributed to SMEs in five major cities. A quantitative method using Smart PLS was employed to test the relationships among the three hypotheses. The results showed that there is a positive relationship between the three proposed hypotheses. Based on the findings, recommendations will be made to both the government policy makers and SME owners. The proposed study is expected to have practical and theoretical implications to both the policy makers in the government and the owners of small businesses in Zimbabwe. In addition, it will provide added insights and new knowledge to the existing body of literature on human resource management, hitherto not studied extensively in developing countries of Southern Africa and Zimbabwe in particular.

After the BOT road operation contract expires, generally, the road will be transferred to the government, and then the government operates the road independently without charging costs from its users. Facing the huge amount of the operation cost, Chinese government tends to continue to charge the road users to guarantee the high quality of road operation. Then, the government will have to decide whether a private firm or government itself would be suitable to operate the road. A model is presented for decision-making through balancing interests between the government and the private firm with an introduction of an intermediate variable, i.e., bidding price. Three scenarios are investigated in the model, including the optimization of government operation, the optimization of private firm operation, and government operation with an improper decision of the intermediate variable. Improper intermediate variable will result in a higher toll charged by the government than by a private firm. The method of avoiding an improper decision is investigated. The result shows that the intermediate variable should be determined to be the government operation cost, based on which the private operator could be chosen, if available. With consideration of the private operator’s profit to be guaranteed by the government, the maximum subsidy should be equal to the minimum private operator’s profit to be disclosed when the contract is signed.

Subsidized energy pricing is a practice that has been followed by almost all the countries, especially developing countries. Despite the requirement of energy subsidy for an economy like one in Bangladesh, it is a parasite that slowly eats up government money and blocks the process of sustainable growth. Bangladesh is not a country which has enough energy resources to sustain for the long run. So, proper consumption and less wastage is a must requirement. Thus, phasing out energy subsidy through a gradual process is the only way to go forward. But, rationalizing energy subsidy has some consequences over the society, economy and environment. So, it is high time to promote rational energy pricing and to prepare for the consequences. The government and policy makers are expected to add up with the steps they are already taking to phase out energy subsidy and thus go for better energy security. In this paper we have discussed the present energy pricing in Bangladesh and the consequence she is going to face if subsidy is phased out. Also we have shown the environmental consequences due to energy subsidy along with a set of proper recommendations for our government to take Bangladesh in the path of sustainable development.

Traffic congestion is a problem that has long occurred in Indonesia, especially in big cities. Traffic congestion that occurs can cause various losses, one of which is time loss because it can only run at a very low speed. Then it will create a waste of energy, because going at low speed will require more fuel. Congestion is also able to increase the saturation of other road users, not only that traffic jams also have a bad impact on nature which causes air pollution. And there are many more impacts of traffic jams that can make traveling very uncomfortable. One of the locations of traffic jams often occurs on roads located around railroad crossings. Therefore, In this study, it is proposed to make a traffic light sensor adjacent to the train track to anticipate long traffic jams based on atmega8 and infrared sensors, with the stages of collecting data, recording transportation activities at the location of the jam, then designing a sensor device. The system built is to read the volume of vehicles on the road and prioritize the road with the highest volume of vehicles to get the green traffic light condition. Based on the results of the manufacture of infrared sensors and atmega8 can be tested to reduce the level of congestion at crossroads adjacent to the railroad.

Abstract: Traffic signs that are installed on either side of the road that we often see when driving on the highway have certain meanings and goals. The installation of traffic signs is one of the public services that the government must carry out by the relevant agencies for the convenience of road users and reduce the number of traffic accidents. Aside from being a guide, the signs also functioned as a warning for road users about the conditions and situation of the road to be passed. For this reason, road users must understand and understand the meaning of the signs installed. But for various reasons, many people have not had the opportunity to learn and understand the meaning and purpose of signs of traffic signs. With the development of computer technology and video animation, learning methods about understanding the meaning and purpose of traffic signs can be made easier and more efficient to attract the public's interest in understanding them. Because it takes the form of animated videos and tutorials, so it's easy to display and play back if the learning participants don't understand. With the community service from STMIK Royal to Porsea Sector Police, we are trying to help the police station to introduce traffic signs to the community using the animated video tutorial method. This animated video tutorial uses Adobe Flash. Keywords: Adobe Flash, Animation, Traffic Signs            Abstrak: Rambu-rambu lalu lintas yang dipasang pada kanan kiri jalan yang sering kita lihat saat berkendara dijalan raya memiliki arti dan tujuan tertentu. Pemasangan rambu-rambu lalulintas adalah salah satu dari pelayanan publik yang wajib diadakan pemerintah oleh dinas terkait demi kenyamanan  pengguna jalan dan mengurangi angka kecelakaan lalulintas. Selain sebagai penunjuk jalan, rambu tersebut juga difungsikan untuk peringatan untuk pengguna jalan tentang kondisi dan situasi jalan yang akan dilalui. Untuk hal tersebut maka pengguna jalan harus mengerti dan memahami arti dari rambu-rambu yang terpasang. Namun dengan berbagai sebab, banyak masyarakat yang belum  berkesempatan belajar dan memahami tentang arti dan maksud dari tanda rambu lalu lintas. Dengan berkembangnya teknologi komputer dan video animasi, metode pembelajran tentang pemahaman arti dan maksud dari rambu lalulintas dapat dibuat semakin mudah dan efisien untuk menarik minat masyarakat dalam memahaminya. Karena berbentuk video  animasi dan tutorial, sehingga mudah ditampilkan dan putar ulang jika peserta pemebelajaran belum paham. Dengan adanya pengabdian masyarakat  dari STMIK Royal ke Polsek Porsea ini, kami berusaha membantu polsek untuk mengenalkan rambu lalulintas kepada masyarakat dengan metode video tutorial animasi. Video tutorial animasi ini menggunakan adobe flash. Kata kunci: Adobe Flash, Animasi, Rambu-Rambu Lalulintas
