Estimation of factors affecting tax revenues to regional budgets

The purpose of this article is to identify and estimation of factors affecting tax revenues to the Russian’s regional budgets. The study identifies the following factors: gross regional product, average wage level, inflation rate, share of unprofitable organizations in the region, employment rate, share of agricultural sector, investment in fixed assets and share of exports. The model includes information on the areas of advanced socio-economic development in the region. The study is based on open data from 83 regions of the Russian Federation from 2010 to 2017, the total of 664 observations. Through the least-squares estimate of a model with fixed effects, a significant impact of the studied parameters is established. Thus, the paper identifies common features for all regions in the context of the analyzed indicators’ impact. The results of this study may be used in forecasting the revenue of regional budgets.

Introduction. The scientific problem under consideration is of particular relevance due to the need to assess the impact of the factors in the digital transformation of the regional economy and in the economic growth on the economic development of the regions of the Russian Federation. Based on the research conducted, the article presents an econometric assessment of the dependence of the level of the gross regional product per capita in the regions of Russia on such factors as digital labor and digital capital. Materials and Methods. The authors analyzed panel data from the Federal State Statistics Service covering 87 regions of Russia for the period from 2010 to 2018. The research methodology is based on the use of the Cobb–Douglas production function, statistical and correlation data analysis, as well as on econometric methods for studying panel data. Results. To analyze the impact of the digital transformation of the economy on the regional economic growth of the regions of Russia, various models based on panel data have been considered, such as the pooled model, fixed effects models, random effects models, as well as time-varying effects models using dummy variables. Based on statistical criteria, the best model has been chosen and conclusions have been drawn about the nature of the impact of the digital transformation indicators on the gross regional product per capita in the regions of Russia. Discussion and Conclusion. The results of econometric modeling have demonstrated that digital factors in economic growth (digital labor, digital capital), along with common factors in economic growth (labor and capital), affect the regional economic growth. According to the regional data for the period from 2010 to 2018, the time fixed effects model has proved to be the best model of the impact of the factors in economic growth and digital transformation on the economic development of the regions of the Russian Federation. The research results can be used when developing a public policy aimed at stimulating the digital transformation of the regional economy.

The modern directions of the implementation, application and use of modern digital technologies in the agricultural sector are reviewed and evaluated. The implementation of the Digital AIC platform will create a new model of economic behavior of agricultural producers and give them additional income, many times exceeding all state support for the AIC. A methodology for the analysis and synthesis of the implementation of digital technologies in the Russian agro-industrial complex has been formed in the article, which will allow to determine the laws and factors of the formation of problems of the implementation of digital technologies in the agro-industrial complex, to study trends in the dynamics of digital technologies in order to identify promising areas for expanding the implementation of digital technologies. As a result of application of the methods of analysis and synthesis (literature analysis, analysis of modern documents, analysis of the results of the introduction of digital technologies), the causes and factors “inhibiting” the introduction of digital technologies in Russia are identified, trends and factors affecting the growth (decrease) rate of the introduction of digital technologies are identified in Russia.

Introduction. Developing environmental entrepreneurship and attracting investments in the sphere of waste management are relevant for increasing the sustainability of economic systems in the circumstances of catastrophic environmental pollution, climate change, and depletion of natural resources. Based on the conducted research, the article assesses the impact of industrial and consumer waste generation on the development of the regional investment market in the sphere of waste management. Materials and Methods. A systemic analysis of the databases of the Federal State Statistics Service characterizing the development of the investment market in the sphere of waste management was performed using the correlation, factor, and regression (linear and nonlinear) methods of analysis, as well as the analysis of variance. On the basis of econometric dynamic modeling using instrumental variables, the study has revealed the dependence of the volume of investment in fixed assets in the Russian Federation aimed at environmental protection and rational use of natural resources on the volume and structure of generated industrial and consumer waste. Results. The volume of investment in fixed assets in the Russian Federation aimed at environmental protection and rational use of natural resources has been prognosticated taking into account the statistical criteria; conclusions have been drawn about strong influence of the dynamics of industrial and consumer waste generation. Based on the conducted research, proposals for increasing investment activity in the sphere of waste management have been formulated. Discussion and Conclusion. The sphere of waste management has a high development potential enabling this sector of the Russian economy, with appropriate competent investment policy, to solve not only environmental, but also significant macroeconomic problems. The results obtained can be used when elaborating and implementing measures aimed at the development of a waste management system, the key exogenous parameter of which, determining the magnitude of the macroeconomic effect, is the volume of investment in the production of waste collection and processing equipment.

The article is devoted to the identification of the criterion, that allows to determine which industry can be referred to as a budget-forming one at the regional level. The empirical base of the study was formed by the data of Russian Federal State Statistics Service about the structure of gross regional product and by the data from the Federal Tax Service about the structure of tax revenues of the regional consolidated budgets by the type of the economic activity in 2017. The grouping of regions by the types of the economic activity is carried out using the standard method of multifactorial ranking. The structure of the gross regional product is revealed to be significantly different from the structure of the tax revenues of the regional budgets. It is proposed to define an industry as the budget-forming one if tax revenues from it form at least 15 % of the consolidated budget of the region. The application of this criterion shows that «Manufacturing» is the budget-forming industry in most of the regions. The offered criterion can be used to adjust the tax control directions and analyze the indicators of tax crime, it can help assess the consequences of tax legislation changes for the regional budgets.

This article discusses scenarios for determining priorities and prospects for the development of small business and private entrepreneurship in the construction industry, and also gives recommendations for increasing the volume of construction work. Thus, according to our analysis, the main factors affecting the development of the construction industry in the Tashkent region are industrial development, nominal wages, population and investment in fixed assets, and the main difference in these indicators in regional units is considered a serious problem. According to the results of the developed scenario, reducing the gap between these indicators in regional units will increase the annual growth rate of construction and installation work from 10.1% to 23.9%, which, in turn, will increase the number of builders in the construction sector by 242 units. As a General conclusion, the organization of payments between the manufacturer and the customer when purchasing products in the construction industry affects the development of the network, as well as CBS. In addition, gradual payment by the customer based on payment for completed construction works will play an important role in the development of market legislation in the industry, the elimination of monopolies and the development of IFRS.

Abstract The purpose of this study was to examine if it makes sense to further stimulate the development of small and medium-sized businesses in Russia by the State. For this purpose, the authors formulated the following hypotheses: production functions can be used to explore opportunities to promote SMEs in Russia (hypothesis 1). However, if the values of degrees of factors are positive, it can be argued that SMEs development can be achieved by State measures to facilitate an increase in labour costs and investment in fixed assets of SMEs (hypothesis 2). To check formulated hypotheses we have developed production functions, which reflect dependences between SMEs turnover from investments in fixed assets and employees wage. Regression analysis was used to determine the parameters of production functions. While conducting calculations, we used the data of total observation of SMEs activities, provided by the Federal Statistical Service in 83 regions of the Russian Federation for the year 2015. Taking into consideration an important role of SMEs in Russian economy, the results of this research might help government bodies in resource distribution for particular regions and sectors of economy in these regions. From methodological point of view this research shows, that production functions might be used in Development Strategy of SMEs for the period of up to 2030, which establishes double production growth in SMEs.

Subject. This article considers investment in fixed assets as an economic growth factor. Objectives. The article aims to identify trends in the field of investment in fixed assets in the Perm Krai, Volga Federal District, and the Russian Federation. Methods. For the study, we used the methods of analysis, synthesis, comparison, and generalization. Results. The article presents the changes in and patterns of fixed investment for 2015–2019, and it assesses the level of fixed investment in the Russian Federation, Volga Federal District, and the Perm Krai. Relevance. The results of the study can be used to improve the effectiveness of management decisions on fixed capital investment.

Each effective indicator depends on numerous and various factors. The more detailed is the study of the influence of factors on the magnitude of the effective indicator, the more accurate are the results of the analysis and the evaluation of the quality of the subject of the research work. Hence, in the analysis of economic activity, an important methodological issue is the study and measurement of the influence of factors on the magnitude of the economic indicators studied. The article deals with the analysis of the investment intensity of the gross regional product of the Baikal region of the Russian Federation. The author has introduced into scientific circulation the following indicators: the investment intensity of the gross regional product, the science intensity of the gross regional product and the science return of the invested capital. The paper reveals the influence of the factors affecting the investment intensity of the gross regional product in the Baikal region of the Russian Federation and provides methodological approaches to its calculation. Also, the article presents the author’s analytical and systematized statistical material for the analysis of the key indicators revealing the impact on the investment intensity of the gross regional product in the Baikal region of the Russian Federation. The article analyses the volume of electricity consumption in the Russian Federation and in several Russian regions. The study was held taking into consideration the statistical data from 1998 to 2019. The authors developed an economic and mathematical model showing the influence of various factors on the electricity consumption. Among the main factors, they identified the gross regional product, the gross regional product per capita, electricity prices, and the exchange rate. They also draw conclusions about the significance of the factors included into the model that influence on the amount of energy consumed. An overview of approaches to the analysis of factors affecting the volume of energy consumption is made. The influence on the process of sustainable innovative development is determined, and a balanced approach to improving the energy efficiency of the domestic economy is proposed.
