The purpose of the article is to show how the digitalization of trade can lead to the development of the export potential of the Republic of Belarus. The article discloses theoretical approaches to digitalization of trade as a combination of traditional and new digital models of interaction between buyer and seller. The author presents the volume, commodity and geographical structure of foreign trade of the Republic of Belarus, lists the priorities and identifies the main prospects for the development of exports using modern digital platforms and the emergence of new digital goods and services. The advantages of paperless trade and the need to implement the main provisions of National Strategy for Sustainable Socio-Economic Development of the Republic of Belarus are indicated. The author proposes the ways of development of the export potential of the Republic of Belarus witch based on an analysis of the processes of digital transformation of Belarusian trade.

The article analyzes the state of foreign trade in goods of Ukraine in terms of regions. The volumes of export-import operations of the Volyn region, its geographical and commodity structure are investigated. The dynamics of the balance of the geographical structure of foreign trade in goods is analyzed. The priority directions of stimulation of foreign trade activity of Ukraine in general, and Volyn region in particular, are offered.

  Since the independence of Ghana, she has been at the forefront of the integration of the African continent and for that matter the West African sub-region. Many developing countries are moving towards adapting to international and regional arrangements to enhance their relevance and leverage on trade and investment opportunities for their socio-economic development. Ghana is considered as having one of the safest and most conducive investment climates for doing business in Africa. This stride is attributed to its enduring democratic and legislative environments. The gains made so far in this respect seem to be losing its steam due to the far-reaching conflicting provisions that exist between the Ghana Investment Promotion Centre Act 865 of 2013 which regulates the investment activities in Ghana and that of the Economic Community of West African States (ECOWAS) provisions in the Protocol on Free Movement of People, Goods and Services. Through a qualitative desktop analysis of the legal literature available, this paper argues that some provisions of Act 865 specifically sections 27 and 28 of Act 865 are in violation of Ghana’s obligation under the ECOWAS protocols. On the backdrop of article 36(4) of the 1992 Constitution of the Republic of Ghana, this article identified such provisions in Act 865 and proposes an amendment to conform with the Community laws of ECOWAS to engender socio-economic development and political security of the subregion.

Foreign trade activity has a strong influence on the socio-economic development of the country. In turn, each of the constituent entities of the Russian Federation contributes, in accordance with the specifics of its location, existing on the territory of the natural resource potential. Due to the fact that the role of the regions in the implementation of the development strategy of the country’s foreign trade is increasing, it is necessary to investigate the problems of foreign trade regulation in order to achieve the required results. To assess the effectiveness of foreign policy conducted, the ranking of all Russian regions for 2010 – 2016 was carried out. in terms of the openness of the economy and the contribution of exports to the size of the gross regional product is estimated. The study analyzed the export activities of the leading regions in the growth of export quotas. Existing measures of state support of foreign trade in the Republic of Buryatia, Magadan region, Kamchatka, Primorsky and Khabarovsk Krai, Orenburg, Rostov, Arkhangelsk, Vologda, Murmansk and Kemerovo regions are considered. The article discusses the impact of government measures to support exports on regional development and suggests ways to adjust them. The study is based on general scientific methods of comparison, analysis and synthesis. As an information base, we used statistical data from state statistical bodies, a strategy for the socio-economic development of regions, and official data from the sites of regional state executive bodies.

We examine quality of life issues in the Republic of Kazakhstan. Based on systematization of theoretical approaches to the definition of a concept and structure of living standards found in scientific literature and their critical analysis, we have identified and justified the fundamental structural blocks of the quality of life as a complex aggregate indicator reflecting the level of development of many areas of a modern person’s life together affecting the degree of his or her life activity’s efficiency. Using an extensive range of statistical data and tools of economic and mathematical modeling, we aim to identify the degree of influence of macroeconomic indicators that characterize certain areas of human life (healthcare, education, living conditions, security, income level, etc.) on living standards. Given the above, the central hypothesis of this study is that public management of the quality of life in the Republic of Kazakhstan can be more effective if it provides a scientifically grounded system of tools based on the assessment of the quality of life which takes into account both regional and industry specifics, feedback from the population as a recipient of public services, and is based on the principle of integration and consistency of state body management decisions. Results we have obtained imply the existence of a correlation between such quantitative indicators as natural growth, a number of pension recipients, the Gini coefficient and the quality of life index determined by qualitative indicators: general life satisfaction of the population and the level of perception of happiness. Results of the study confirm current trends in the socio-economic development of Kazakhstan, characterized by income inequality issues in both intersectoral and interregional sections, aggravated against the background of the global pandemic threat, the recession of a prolonged nature, and other external shocks and challenges. Based on the results obtained, the authors conclude that the key causes of socio-economic differentiation in Kazakhstan are associated with a weak institutional environment and weak performance of formal institutions. The quality of institutions impacts the process of socio-economic development in a creative way, including through the formation of an appropriate institutional environment regulating the entire set of socio-economic relations. This circumstance emphasizes the priority of challenges state management bodies face in the context of improving the existing institutional environment, which allows determination of rational behavior boundaries for people and economic entities to optimize and stabilize the socio-economic development of the state as a whole. We have developed and proposed a number of suggestions and recommendations for improving the existing institutional environment and the system of state management, practical implementation of which should reduce the existing large gap in income levels as the main factor of living standards in Kazakhstan.

Subject. This article discusses and analyzes regional projects to be implemented in the Chechen Republic for the period 2019–2024. Objectives. The article aims to develop a set of proposals aimed at improving the competitiveness of the Republic's economy. Methods. For the study, we used the methods of systems and statistical analyses. Results. The article describes the role of regional projects in the development of the socio-economic sphere of the Chechen Republic and proposes a set of measures the implementation of which will help shape a competitive economy in the Republic. Conclusions. Regional project objectives and indicators need to be better defined. Regional projects are elements of national projects designed to contribute to a breakthrough in the scientific, technological and socio-economic development of the Russian Federation.

Dubrovnik-Neretva County (area 9,272.37 sq km, population 122,870 in 2001) is the southernmost county of the Republic of Croatia and it is territorially divided into 22 units of local government and self-government. Characteristics and specifics of regional planning in Dubrovnik-Neretva County which considerably influenced historical and geographical as well as socio-economic development of the aforementioned area were analyzed on the grounds of field researches and analysis of different sources of physical data and available documents concerning regional planning (all levels of planning were studied). Regional planning in this area dates from the 1272 Statute of Dubrovnik, but Regional Plan of the Southern Adriatic (1964-1968) and General Urban Plan of Dubrovnik from 1969 are considered to be the beginning of the modern period of planning.

Because the methodology for studying the socio-economic development of cross-border territories is still poorly developed in the Ukrainian science, this study aims to highlight its theoretical essence and justify the need for statistical monitoring and identification of practical problems related with its applications at personal, institutional and regional level.   Given the global market competition, the socio-economic development of cross-border territories is impossible without creating favorable financial, institutional and infrastructure environment. The socio-economic development of cross-border territories is determined by a set of indicators reflecting the capabilities of territories located on both sides of the border to produce a certain output of goods and services using the available human and material resources.    The importance of cross-border statistics grows with the expansion of cross-border cooperation. Cross-border statistics refers to the generalized information on the socio-economic development of cross-border territories; it has to support the CBC-related operation of central and local administration bodies and private entities in border regions, aimed at expanding business partnerships and meeting public needs on border territories. The source of data for cross-border statistics is the statistics of border regions. The analysis shows that trial decisions used now in the Ukrainian statistics system for testing border region statistics, such as statistics of tourism, including travels abroad, are not capable to meet information needs of the regional development policy, foreign trade statistics and statistics of internal and external migration. The statistics of cross-border regions has to face the following challenges:  improve the comparability of statistical indicators by harmonizing statistical surveys’ methodology, terminology, definitions and classifications; expand and improve printing and publishing activities; develop analytical work; introduce and develop cross-border surveys; construct on-line cross-border database.

The article examines the institutional limitations of intermunicipal cooperation at the subregional level on the example of the UNESCO Yangantau Geopark, which consist in the flaw in formal institutions and gaps in the current legislation. The realities of the modern economy set the tone from competition from neighboring regions to cooperation and cooperation. According to the Strategy for Spatial Development of the Russian Federation for the period up to 2025, measures to strengthen interregional interaction include the development and implementation of strategies for the socio-economic development of macroregions. The formation of such macroregions should have an institutional basis and should take into account some principles: to be neighboring regions, to be able to develop common infrastructure and complement each other in terms of socio-economic development. Institutional constraints in intermunicipal cooperation of the Republic of Bashkortostan and neighboring regions in the field of tourism and environmental protection measures are associated with the development of the system-wide infrastructure, the tourist destination of territories. In the Salavat region of the Republic of Bashkortostan, there is the Yangantau resort, which meets the highest standards, a geopark is also located here. On the example of a geopark, the degree of development of the tourism business of the Republic of Bashkortostan and the Chelyabinsk region is considered. The territory is located within the boundaries of the municipal districts: Salavatsky, Nurimanovsky, Kiginsky, Duvansky and borders on the municipalities of the Chelyabinsk region Ashinsky, Katav-Ivanovsky, Ust-Katav, Satkinsky. In these municipalities, depopulation processes are observed, characteristic of depressed territories, and the level of unemployment is high. The author presents statistical material on the indicators of the unemployment rate in this region. One of the institutional limitations of the pandemic period is that the service sector, like other types of service, is subject to rapid decline and slow recovery. The author also attaches great importance to the development of transport, logistics and engineering infrastructure. There are road and rail links in this area. Federal highway M-5, which is the main highway here, is overloaded and massive accidents happen on it. At the moment, the track is being reconstructed.
