Inter- and intra-country inequalities hamper adaptation and resilience capacity to climate change. Achieving a climate resilient future requires long-term visions, system-oriented approaches, cross-sector collaborations, and good climate governance, while centering on equity and justice in policy making. Central to these governance efforts is an informed and active society with concrete mechanisms to influence decision making. Action for Climate Empowerment (ACE) provides the framework to attain climate policy coherence that integrates the capacities and needs of all members of society into ambitious and effective strategies. This paper proposes a novel approach to policy making, applied to the co-creation of a national climate empowerment plan for the United States that encompasses local participation, leadership, and consent. The approach is based on a combination of participatory backcasting and the Talanoa process structure and principles of multi-level, transdisciplinary, transparency and inclusive dialogues. The proposed approach is beneficial for the advancement of ambitious, practical, and flexible plans with broad-based buy-in from stakeholders ranging from policymakers to relevant actors to frontline and marginalized communities to institutions.

The European Union’s (EU) 2015–2016 “migration/asylum crisis” gave discussions over the relationships between migration, security and development renewed prominence in global affairs. In response to record migratory flows, the EU, like the United States (US), has implemented security responses to migration aimed at protecting territorial integrity. This article addresses the migration–security–development nexus through the lens of policy coherence for development (PCD). It compares EU and US migration policies within the framework of the “transformative development” associated with the Sustainable Development Goals. It contends that these donors have undermined transformative development through the regionalization of development aid, which has contributed to the securitization of both development and migration policies. Thus, the article contends that new mechanisms for change need to be identified. It introduces the notion of “normative coherence” and proposes a potential role for regional human rights courts in fostering migration-related PCD.Spanish abstract: La “crisis migratoria” de la Unión Europea (UE) del 2015–2016 arrojó discusiones sobre las relaciones entre migración, seguridad y desarrollo renovando su prominencia en los asuntos globales. La UE, como los Estados Unidos de América (EE.UU), ha implementado respuestas de seguridad a la migración dirigidas a proteger la integridad territorial. Este artículo se dirige al nexo entre migración, seguridad y desarrollo a través de la lente de la coherencia de políticas públicas para el desarrollo (CPD). Compara las políticas migratorias de UE y EE.UU dentro del marco del “desarrollo transformativo” asociado con los Objetivos de Desarrollo Sostenible. Sostiene que estos donantes han socavado el desarrollo transformativo mediante la regionalización de la ayuda al desarrollo, el cual ha contribuido a incorporar aspectos de seguridad. En réponse aux flux sans précédent, l’UE tout comme les Etats-Unis (EU) ont développé des réponses sécuritaires, destinées à protéger leur intégrité territoriale. Cet article évoque la connexion entre la migration, la sécurité et le développement à travers l’optique de la cohérence des politiques publiques pour le développement (CPD). Il compare les politiques migratoires de l’UE et des EU à partir du cadre du « développement transformateur » associé aux ODD. Il révèle que ces donateurs ont saboté le développement transformateur à travers la régionalisation de l’aide au développement, ce qui a contribué à octroyer un impératif sécuritaire. Ainsi, l’article soutient que de nouveaux mécanismes doivent être identifiés. Il introduit la « cohérence normative » et propose un rôle potentiel pour les Cours régionales des droits humaines dans la perspective de promouvoir la CPD en matière de migration.

In this paper, I undertake a novel approach to uncover the forecasting interconnections in the international housing markets. Using a dynamic model averaging framework that allows both the coefficients and the entire forecasting model to dynamically change over time, I uncover the intertwined forecasting relationships in 23 leading international housing markets. The evidence suggests significant forecasting interconnections in these markets. However, no country holds a constant forecasting advantage, including the United States and the United Kingdom, although the U.S. housing market's predictive power has increased over time. Evidence also suggests that allowing the forecasting model to change is more important than allowing the coefficients to change over time.

This chapter examines the development and politics of US energy policy, with an emphasis on three themes: the distribution of authority to regulate energy between national (or federal) and subnational governments, the relationship between energy and environmental policy and regulation, and the role of climate action in energy politics. It reviews patterns of energy production and consumption; provides an overview of national energy politics; and reviews literatures on federalism and energy politics and policy, the increasing integration of energy and environmental policies, and the politics of energy and climate action. The chapter concludes with a discussion of a future research agenda that underscores the significance of political polarization, subnational governance, and technological innovation for understanding US energy policy.

AbstractPost-traumatic stress disorder (PTSD) is a prevalent condition affecting approximately 8% of the United States population and 20% of United States combat veterans. In addition to core symptoms of the disorder, up to 64% of individuals diagnosed with PTSD experience comorbid psychosis. Previous research has demonstrated a positive correlation between symptoms of psychosis and increases in dopamine transmission. We have recently demonstrated projections from the paraventricular nucleus of the thalamus (PVT) to the nucleus accumbens (NAc) can regulate dopamine neuron activity in the ventral tegmental area (VTA). Specifically, inactivation of the PVT leads to a reversal of aberrant dopamine system function and psychosis-like behavior. The PVT receives dense innervation from orexin containing neurons, therefore, targeting orexin receptors may be a novel approach to restore dopamine neuron activity and alleviate PTSD-associated psychosis. In this study, we induced stress-related pathophysiology in male Sprague Dawley rats using an inescapable foot-shock procedure. We observed a significant increase in VTA dopamine neuron population activity, deficits in sensorimotor gating, and hyperresponsivity to psychomotor stimulants. Administration of selective orexin 1 receptor (OX1R) and orexin 2 receptor (OX2R) antagonists (SB334867 and EMPA, respectively) or the FDA-approved, dual-orexin receptor antagonist, Suvorexant, were found to reverse stress-induced increases in dopamine neuron population activity. However, only Suvorexant and SB334867 were able to reverse deficits in behavioral corelates of psychosis. These results suggest that the orexin system may be a novel pharmacological target for the treatment of comorbid psychosis related to PTSD.

A transit trip involves travel to and from transit stops or stations. The quality of what are commonly known as first and last mile connections (regardless of their length) can have an important impact on transit ridership. Transit agencies throughout the world are developing innovative approaches to improving first and last mile connections, for example, by partnering with ride-hailing and other emerging mobility services. A small but growing number of transit agencies in the U.S. have adopted first and last mile (FLM) plans with the goal of increasing ridership. As this is a relatively new practice by transit agencies, a review of these plans can inform other transit agencies and assist them in preparing their own. Four FLM plans were selected from diverse geographic contexts for review: Los Angeles County Metropolitan Transportation Authority (LA Metro), Riverside (CA) Transit Agency (RTA), and Denver Regional Transit District (RTD), and City of Richmond, CA. Based on the literature, we developed a framework with an emphasis on transportation equity to examine these plans. We identified five common approaches to addressing the FLM issue: spatial gap analysis with a focus on socio-demographics and locational characteristics, incorporation of emerging mobility services, innovative funding approaches for plan implementation, equity and transportation remedies for marginalized communities, and development of pedestrian and bicycle infrastructures surrounding transit stations. Strategies in three of the plans are aligned with regional goals for emissions reductions. LA Metro and Riverside Transit incorporate detailed design guidelines for the improvement of transit stations. As these plans are still relatively new, it will take time to evaluate their impact on ridership and their communities’ overall transit experience.

Worldwide, active aging policy calls for greater participation of senior citizens in the social, economic, and political realms. Despite emerging evidence of initiatives engaging senior citizens in social activities, little is known about the use of participatory approaches in the design and/or implementation of policies that matter to older citizens. This article identifies initiatives facilitating the civic participation of older people in policy-making in European Union member and associate states, drawing on a review of the literature, consultation of national policy experts, and exemplary case studies. Four main patterns of senior civic participation are identified: adopting consultative or co-decisional participatory approaches in policy design or policy implementation. The four are represented to varying degrees at different geographical levels (national, regional, local), with different actor configurations (appointed, elected/nominated, corporate representation), and with varying degree of institutionalization (temporary/permanent). Case studies illustrate approaches taken to enhance the quality and effectiveness of public services for senior citizens. Future research should strengthen this line of enquiry to cast further light on conditions facilitating the civic participation of senior citizens.

Unmanned aerial vehicles (UAVs) have gained their prevalent recognition in construction because of their exceptional advantages. Despite the increasing use of UAVs in the industry and their remarkable benefits, there are serious potential safety risks associated that have been overlooked. Construction is one of the most hazardous industries in the United States. In addition to the ordinary hazards normally present in dynamic construction workplaces, UAVs can expose workers to a wider range of never-before-seen safety risks that must be recognized and controlled. The industry is not equipped with safety measures to prevent potential accidents, because of scarce research on drone-associated hazards and risks. The aim of this research was to (1) identify the UAV-associated hazards in construction that may expose personnel and property to potential harms, and (2) study the relative impact of each hazard and the associated safety risks. In Phase I, the researchers conducted an extensive literature review and consulted with a construction UAV expert. In Phase II, the researchers obtained data from 54 construction experts validating and evaluating the identified hazards and risks. The results revealed that adopting UAVs can expose construction projects to a variety of hazards that the industry is not familiar with. “Collision with properties,”“collision with humans,” and “distraction” were identified as the top three safety risks. Moreover, the study introduces effective strategies, such as having qualified crew members, proper drone model selection, and drone maintenance, to mitigate the safety risks. Finally, a post-hoc case study was investigated and presented in this article.

The death of an infant devastates a mother, family and community. The United States has one of the highest infant mortality rates among the world’s high income nations. Infant mortality is a key indicator of a population’s health and societal well-being, yet interventions aimed at improving societal well-being are rarely a priority when devising infant mortality reduction strategies. Historically, grassroots movements have been critical in advancing social change to improve women’s health and empowerment in marginalized communities. Understanding strategic and infrastructure elements of these grassroots movements is a critical first step to efficiently growing USA grassroots movements to address social systems associated with poor birth outcomes. We provide an analysis of the diverse array of grassroots structures and strategies utilized to improve maternal and child health outcomes. It is time for grassroots movements to form and be recognized as vital players in efforts to sustainably reduce infant mortality in the United States. It is essential to foster grassroots leaders and movements that improve long standing social structures that contribute to poor birth outcomes. The personal and community knowledge of these leaders and community members are desperately needed to save women and infants in our nation.

Despite obvious cross-national political and cultural differences, civil service reform policies exhibit strong similarities. An examination of reform efforts in the United States, the United Kingdom and Australia emphasizes the centrality of politics and political processes to administrative reform. This is true for mechanical or procedural reform, structural reform and what we termed “relational reforms,” or, reforms aimed at restructuring the relationship between politicians and career civil servants. The overriding influence of politics reduces policy design considerations and often results in solutions that do not match the problems being addressed. The outcomes are new bureaucratic problems and the need for additional reforms.
