The business entity owned by the Village, as an economic institution at the village level, established to improve the economic welfare of the village community. One of the efforts made is to increase awareness behavior in saving. The behavior of villagers in saving  is often still short-term oriented, so most villagers have not been able to manage finances to anticipate their financial problems in the future. Therefore, research on the role of BUMDes as a village-scale economic institution in improving the financial management capabilities of the village community is very important to do. The purpose of this research is to find out how the role of business entities have    in improving the financial management capabilities of the community through  savings products with a savings pick-up system.  This research uses a qualitative approach with case study methods  in Village Owned Enterprises (BUMDes) Pakandangan Emas. Data collection techniques are conducted through interviews and observations in the field. This research found that Unit sharia savings business in BUMDes Pakandangan Emas can shape people's behavior  in long-term financial management. This behavior is formed mainly through a savings system that is directly picked up to the community.

Indonesia needs to have social capital so that groups living in a society consisting of approximately 500 ethnic groups can unite. Every ethnicity has the potential to maintain its culture and territory. Moreover, Indonesia is a country where most of the population lives in rural areas and only a small part lives in urban areas. With the lack of economic development and education in the rural villages, the information flowing in the villages is not as fast and significant as in the cities. Even the da'i (preachers) have to fight harder to gain trust, so that they can provide precise and accurate religious information to the village community. This study discusses deeper on how Social Capital communication as a cultural da'wah can touch the community, especially in rural areas, to absorb religious information properly and correctly. This case study employs literature review method in collecting the data. The descriptive approach employed in this study also helps investigate the status of the existing factors and then looks at the relationship between one factor and another. Human resources or human capital is a very important and strategic capital in the life of a community organization. This is especially in terms of how a preacher as a communicator can convey his da'wah message to the village community, with a cultural and belief approach. Such way of communication is what makes the village communities easier to accept the da'wah activities since they are based on trust, mutual understanding and shared values. In addition, the communicators also convey all information about religion according to the existing culture and beliefs.

Increased political participation of the village community after the reformation, marked by increasing interest in the community to run for village head elections and village decision-making. Increasing village community participation certainly has hope that the neutrality of bureaucracy is maintained at the village level. So that the climate of political contestation at the village level runs ideally in accordance with the values of democratic life. The purpose of this research is to find out the role of bureaucracy politicization in winning candidate village head Aditya Dimas in Pilkades simultaneously December 26, 2016. Then, knowing the factors that cause political behavior are not neutral village officials and forms of violations in contestation Pilkades Sitimerto December 26 2016. This research using qualitative research methods with a case study approach. The selection of qualitative methods with a case study approach was carried out because there were distinctive characteristics in the election of the head of the Sitimerto village in Kediri Regency. The results of this study show, firstly, that the practice of neutrality in village bureaucracy in the Sitimerto village case is not proven, that the village apparatus is not neutral in the village head election. Second, the factors that motivate village officials to be non-neutral in the case of the Sitimerto village head election are the widespread use of money politics as an attraction for material benefits to the village apparatus and political dinasty of incumbent. Third, a number of forms of violations of neutrality that occurred in the case of the election of the Sitimerto village head were proven that the village officials acted as cadres of the incumbent candidates and participated in distributing money politics to the villagers. Keywords: Kekuasaan, Demokrasi,Netralitas Birokrasi, dan Pilkades

This study aims to understand the practice of government financial accountability in Kludan Village, Tanggulangin District, Sidoarjo Regency. Village finances are very interesting to study, because of the large amounts of funds released by the centre for the development and welfare of communities in the village. This study uses two forms of public accountability, namely vertical accountability and horizontal accountability. The use of these two forms of accountability is expected to be able to dig deep information for the village government. This study uses an interpretive paradigm with a case study method. The data used are primary data, obtained from interviews with informants and secondary data obtained from documentation owned by the village government. Village culture is also a tool used by researchers in making decisions when observing research carried out. This is because village culture also influences the way the community and village government think about making decisions. The results showed that the village financial accountability vertically and horizontally had been carried out in accordance with the rules of government on 113 of 2014. This was evidenced by the implementation which was carried out in a transparent, accountable, participatory as well as orderly and budgetary discipline. However, there is still a lack of mastery by village officials regarding the recording of accountability reports. The village government tends to have less accountability. This will have an impact on the level of trust of the village community and the welfare of the village environment.

The limitations of the village in management in various sectors, both in the economic, health, education and infrastructure sectors make the village the main focus of the government in implementing development. Based on Law Number 6 of 2014 concerning villages, making villages have an important role in the implementation of development and empowerment. One of the implementations of the village law is by issuing village fund programs that are prioritized in achieving sustainable development goals (SDGs). To assist the government in accelerating the achievement of the SDGs, the Minister of Villages, Development of Disadvantaged Regions and Transmigration Regulations Number 19 of 2020 concerning Amendments to the Regulation of the Minister of Villages, Development of Disadvantaged Regions and Transmigration Number 18 of 2019 concerning General Guidelines for Assisting Village Communities has been presented. Medan Estate Village is located in Percut Sei Tuan District, Deli Serdang Regency. Community empowerment can be carried out by local village assistants who assist in facilitating the achievement of SDGs data collection starting from socialization to inputting data on applications. The purpose of this study was to determine the role of local village facilitators in assisting empowerment activities in Medan Estate Village. This research method is descriptive qualitative research. The results of this study indicate that the role of local village assistants in facilitating the village government runs according to its duties but in empowering the community it has not run optimally. The supporting factor in mentoring is the openness of the village government in establishing cooperation and the obstacle in mentoring is the lack of village community participation in village meetings. The purpose of this research is to see how the village government and village communities apply the principles of village financial management in reporting and accountability of village funds, as the implementation of good governance in several villages in Peusangan District, Bireuen Regency. The method used in this research is descriptive qualitative using interviews. Interviews were conducted with parties from the District, representatives of the village community, and village government, such as the Keuchik, the Village Secretary, the Head of Financial Affairs, the Representative of the BPD (Village Consultative Body) / Tuha Peut. The results of this study indicate that the application of the principles of village financial management in reporting and accountability of village funds in Peusangan District, Bireuen Regency has been implemented, but not yet fully implemented to the maximum.

AbstrakUpacara Larungan merupakan salah satu tradisi peninggalan leluhur yang diwujudkan dengan melarungkan sesaji ke Telaga Ngebel. Tradisi ini dilaksanakan setiap satu tahun sekali pada tanggal 1 Suro atau 1 Muharram. Tujuan dilaksanakannya larungan ini adalah sebagai ungkapan rasa syukur kepada Tuhan Yang Maha Kuasa atas berkah yang telah diberikan. Upacara larungan tersebut memiliki makna mendalam bagi masyarakat Ngebel, karena masyarakat percaya akan datangnya malapetaka apabila tidak melaksanakannya.Penelitian ini bertujuan untuk mendeskripsikan: (1) partisipasi masyarakat dalam upacara larungan, (2) kearifan lokal upacara larungan dapat mewujudkan harmonisasi sosial masyarakat, (3) peran pemerintah desa dalam mencegah konflik dengan memanfaatkan kearifan lokal upacara larungan.Penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif. Sumber data yang digunakan adalah Pemerintah Desa Ngebel, tokoh masyarakat Desa Ngebel dan masyarakat Desa Ngebel. Pengumpulan data dikumpulkan dengan teknik wawancara, dokumentasi dan observasi. Teknik analisis data yang digunakan adalah data reduction, data display, dan conclusion drawing/verification. Hasil penelitian menunjukkan (1) partisipasi masyarakat Desa Ngebel dalam upacara larungan tergolong aktif dibuktikan dengan keikutsertaan masyarakat dalam rangkain kegiatan yang sudah disusun oleh panitia pelaksana; (2) nilai-nilai kearifan lokal yang terkandung dalam upacara larungan antara lain: nilai religi, nilai hiburan, nilai kekerabatan, nilai keindahan dan nilai simbolik. Kearifan lokal dalam upacara larungan memiliki kekuatan untuk menumbuhkan rasa persatuan sehingga membuat persaudaraan masyarakat semakin kuat yang menjadikan masyarakat dapat hidup damai dan harmonis; (3) nilai kearifan lokal dalam upacara larungan yang menjunjung semangat persatuan dimanfaatkan pemerintah desa dan stakeholders dalam menyelesaikan konflik yang timbul di masyarakat. Kata Kunci: Kearifan Lokal, Upacara Larungan, dan Harmonisasi AbstractUpacara Larungan is one of the ancestral heritage that is realized by washed away the offerings to Telaga Ngebel. this tradition is carried out once every year on the 1st of Suro or 1st Muharram. The purpose of doing this ban is as an expression of gratitude to the all-powerful God for the blessings that have been given. The upacara larungan has deep meaning for Ngebel society, because people believe it will come disastrous if not implement it.This study aims to describe: (1) community participation in upacara larungan, (2) local wisdom of upacara larungan can realize social harmonization of society, (3) role of village government in preventing conflict by exploiting local wisdom of upacara larungan.This research uses qualitative research with descriptive method. The data sources used are Ngebel Village Government, Ngebel village community leaders and Ngebel Village community. Data collection was collected by interview, documentation and observation techniques. Data analysis techniques used are data reduction, display data, and conclusion drawing/verification.The results of the study showed (1) the participation of Ngebel Village communities in the upacara larungan is classified as actively evidenced by the participation of the community in the series of activities that have been prepared by the organizing committe; (2) the values of local wisdom contained in the upacara larungan include: religious value, entertainmen value, kinship value, beauty value and siymbolic value. Local wisdom in the upacara larungan has the power to foster a sense of unity that makes the community fraternity stronger that makes the people can live in peace and harmony; (3) the value of local wisdom in the upacara larungan that upholds the spirit of unity utilized by the village government and stakeholders in resolving conflicts arising in the community. Keywords:Local Wisdom, Upacara Larungan, and Harmonization

The article discusses the changes that have occurred in the ceremonies of the spirits cult in village communities of Vietnam during the COVID‑19 pandemic and offers a case study of General Đoàn Thượng’s (1181–1228) cult. I compare two ceremonies: commemoration of the General’s spirit in the temple in his native village in Hải Dương province on May 1, 2018 (my own fieldwork) and a closed ceremony in the same temple which were broadcasted on the Internet on April 8, 2020. The feast in honor of a rural spirit, previously the most popular village event, was reduced to a ceremony with offerings and prayers in front of the altar which was performed by the representatives of Đoàn clan. On the one hand, this version of the ceremony weakens the integration of the village community and eliminates such an important religious practice as pilgrimage. On the other hand, restrictive measures brought the ceremony closer to its traditional form: ordinary community members, women, tourists were excluded from participation in the rituals, while the Đoàn clan’s members directly communicated with the spirits, the way it is prescribed by tradition.

Law No. 6 of 2014 on Villages, provides an important position for the village to play its role in development. The important role of the village is the local authority possessed by the village in managing its household. Urgency of the implementation of village authority in village development main flow lies in the ability of village financial management. The form of self-reliance of village management among others is the application of the principle of the principle as set forth in the regulation, as regulated in Permendagri 113 of 2014. This study aims to identify and analyze the application of the principles of village financial management, including; Principles of Transparency, Principles of Accountability, Principles of Participation, Orderly Principles and Budgetary Discipline. The type of research used in this research is descriptive qualitative and case study, application of village management principle in certain village. Locations in Jatiroto Village Jatiroto District Lumajang District with participants from the Village Head, Village Secretary, Village Treasurer, Implementation Team, Village Assistant, BPD and Community Leaders The results show the implementation of Jatiroto village financial management as follows; (1) The application of the principle of transparency has generally been implemented, although it needs to be optimized with media enrichment. (2) Accountability of village financial management is quite good, but there are some things that need to be strengthened, and improve management performance. (3) The management of village finances in Jatiroto village is quite participatory, some of the things that demonstrate this principle is the involvement of the community in the process of running activities, although it still needs to be improved, (4) The application of orderly principles and budgetary discipline, is basically already underway in every stage of village financial management that is run, some obstacles due to technical problems, such as facilities, competencies, and workload

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

Organizational ambidexterity is widely recognized as necessary for the economic sustainability of firms operating in the financial sector. While the management literature has recognized several forms of ambidexterity, the relationship between them and their relative merits remain unclear. By studying a process of implementation of ambidextrous capabilities within a large Scandinavian financial firm, we explore the role of top-down reforms and bottom-up reactions in determining the development of sector-specific innovative capabilities. We find that blended ambidexterity follows naturally from the attempt to correct the tensions arising from harmonic ambidextrous blueprints. The resulting blended practice appears to be closely related to the reciprocal model of ambidexterity, which appears to be a necessity rather than a choice, for large firms attempting to develop innovative capabilities. Consequently, we suggest to re-interpret current taxonomies of ambidexterity not as alternative blueprints, but rather as stages in a long-term process of transition.
