Assessing the impact of digital transformation in the fundamental areas of higher education at a specific university, i.e., Hanoi University of Science and Technology (HUST) will show us the readiness for the digital university. Therefore, in this paper, we deeply analyze the characteristics of the typical model of the digital university (University 4.0) to identify the criteria to be surveyed for the assessment of the availability of HUST in digital transformation process. The analysis of survey results, thereby, discloses the effects achieved by practical implementation of digital transformation solutions at HUST. The results of this study allow us to introduce a readiness framework for digital transformation as a reference for the other higher education institutions. In addition, we can partly confirm that the trend of digital transformation is indispensable for universities in Vietnam, contributing to the improvement of higher education quality and international integration in the context of industrial revolution 4.0.

El presente trabajo tiene como objetivo describir el proceso de transformación digital en una oficina de servicios en una Institución de Educación Superior Pública en México, para ello se realizó un análisis de la revisión de la literatura relacionada con los conceptos: transformación digital y servicios públicos. A partir de los resultados del análisis de la literatura se identificaron las dimensiones que posibilitan la transformación digital en organizaciones del sector público. Posteriormente, en el caso de estudio se describen los principales servicios que migraron a formatos digitales y que dio origen a una ventanilla virtual de servicios de la institución, el modelo bajo el cual se desarrolló, el impacto generado en los usuarios. El trabajo utilizó una metodología cualitativa que permitió identificar las dimensiones que componen un modelo de transformación digital en instituciones del sector público y cuya viabilidad deberá ser corroborada a través de estudios con mayor profundidad y rigor metodológico.   The present work aims to describe the digital transformation process in a service office in a Public Higher Education Institution in Mexico, for which an analysis of the literature review related to the topics of the fourth industrial revolution, digital transformation and public services. From the result of the analysis of the literature, the dimensions that enable digital transformation in public service organizations were identified. Later, in the case study, the main services that migrated to digital formats and that gave rise to the institution's virtual service window, the model under which it was developed, the impact generated on users are reported. The work was developed under a qualitative methodology that allowed identifying the dimensions that make up a digital transformation model in public sector institutions and whose viability should be corroborated through studies with greater depth and methodological rigor.

This article proposes to contribute to the production of knowledge and reflections on the pedagogical aspects of the training of the military in a military higher education institution of the Brazilian Army. The scope of this study is the analysis of the transformation process of the Brazilian Army's education system, with the adoption of competency teaching and the use of Active Learning Methodologies, specifically in the discipline of Psychology. Thus, it is sought to verify the impact of the Active Learning Methodologies on the motivation of the apprentices for the study. It is a quantitative and qualitative exploratory descriptive research. Finally, we present reflections on the motivation for the study in the training course of military personnel of the Brazilian Army, who can collaborate to improve the pedagogical aspects.

Purpose The COVID-19 pandemic situation has imposed changes in the way many services are being provided. The purpose of this paper is to explore the use of lean thinking and digital transformation on services redesign of a higher education institution. The aim is to improve efficiency and incorporate new health and safety recommendations because of the pandemic situation. Design/methodology/approach This paper follows a case study approach to explore how lean thinking contributes to the digital transformation of services. The data was collected through student surveys from a Portuguese University, where three different academic services were selected. Findings This paper identifies important requirements for new and improved online alternatives to face-to-face interactions of the students with the academic services. It also shows that lean thinking is a driver for digital transformation of services. Practical implications This paper presents a dedicated roadmap to aid the implementation of a digital transformation process within student academic services of higher education institutions. Originality/value This paper addresses the digital transformation of services through a lean thinking perspective and considering four dimensions: quality, efficiency, cost reduction and health and safety.

Albania’s higher education development is very dynamic. Higher education in Albania is being characterized by a massive expansion process and by competition between both the public and private education sectors. The number of higher education institutions has grown fivefold during the last eight years. There are currently thirteen (13) public and forty six (46) private institutions. This article is aimed at the research of analysing the legal framework for higher education quality state standards. This analysis will address three important issues: 1. What is the legal framework for higher education quality state standards? 2. How is the quality assured in higher education institutions? 3. To what extent are Albanian quality standards compared to the European ones? This study is based on an analysis of the domestic and European legislation, interviews with fifteen (15) key persons that are divided into three groups: officials of the Ministry of Education and Science/Public Agency for the Accreditation of Higher Education, officials of the public Higher Education Institution, and officials of private Higher Education in Albania including reports and policy documents. The conclusions of this research article will help in understanding the role of the higher education quality state standards and will contribute to the improvement of the quality legal framework in the country. Abstract Starting from the three challenges in the field of the higher education: relevant character, quality and international cooperation (…), this work represents an analysis of the impact of quality culture on the increasing of Romanian universities competitiveness on the European market of education. Analyzing the literature in the branch, we find out that the main changes recorded at the level of the tertiary education are the diversification and the consistent development of education at a higher level, on the ground of the intensified difficulties as far as it regards insuring resources and an increased demand of responsibility. We are also witnesses, in present, of the development of a “consumption” view over the universities and passing from a higher education for elites, to a mass one, where the performance seems often to be uncertain. As far as it concerns as suring the quality in the higher education environment, it can be noticed that its implementation is made almost in a mechanical way, on the ground of a quality management that is not enough developed and a weak involvement of direct beneficiaries in the project of the quality system. In this regard, we recommend developping of a system of total quality management at university level, beginning from the student’s needs, identifying some new performance items in education and development of some effective instruments of ensuring higher education quality.

Abstract The article deals with the experience of the use of the system of internal monitoring of the quality of higher education in UK Universities. There has been analyzed the existing model of the system of higher education monitoring at the level of a higher education institution within the scope of the British higher education model, discovered by a famous American education philosopher P. Monroe. There has been characterized the new document “The UK Quality Code for Higher Education”, which regulates the internal procedures of providing and monitoring the quality of UK universities. There have been provided the data of the comparative analysis of the trends of the internal monitoring of the Higher education quality of some UK universities. The monitoring trends, inherent in all higher education institutions, are the reports of external examiners, feedback of the students, reports of the institutional checkups. Other internal monitoring trends depend on the status, mission of an academic institution and are related to the polling of employers, higher education institutions’ alumni, analysis of the reports of the experts of the new curricula evaluation boards, etc. There has been analyzed the cyclic model of higher education monitoring in UK universities.
