<p>Deaf or hearing loss is a condition of inability to hear something, either totally or partially. Hearing loss greatly affects the life of a person in communicating with the people around him. Deaf people will be very difficult when in a medical emergency, this is because the medical emergency situation requires fast action.</p><p>          The Healthy Phone application is a mobile medical emergency call application that can help people with hearing impaired when in emergency situations. With the Healthy Phone application, the user only needs to select an icon that suits the situation encountered in touchscreen mobile device then the message will be sent to the nearest hospital.</p>                To search for icons corresponding to emergencies, the User Centered Design (UCD) method is used. This application is very helpful for deaf people because this application does not require audio communication and user location is also sent automatically to the nearest hospital. The results were analyzed using four emergency event scenarios with a total score of 87% and an average user time of less than 0:42 sec indicating that the study was successful in designing a mobile medical emergency call application according to user requirements.

People interact their environment by communicating, but some limitation may exist such as hearing disability that occurs to deaf people. Usually, they communicate by using sign language. Unfortunately, there is various sign language in the world. This research is evaluating the usability of smartphone for communication board that can be used by deaf people to communicate to others, especially the people who don’t understand the sign language. Usability testing is to measure the user performance for mobile applications. The five criteria for the usability, according to Nielsen are learnability, efficiency, memorability, errors, and satisfaction. The study obtained the result of 88.36% of usability testing.

The paper addresses the problem of increasing transportation safety due to usage of new possibilities provided by modern technologies. The proposed approach extends such systems as ERA-GLONASS and eCall via service network composition enabling not only transmitting additional information but also information fusion for defining required emergency means as well as planning for a whole emergency response operation. The main idea of the approach is to model the cyber physical human system components by sets of services representing them. The services are provided with the capability of self- contextualization to autonomously adapt their behaviors to the context of the car-driver system. The approach is illustrated via an accident emergency situation response scenario. “ERA-GLONASS” is the Russian state emergency response system for accidents, aimed at improving road safety and reducing the death rate from accidents by reducing the time for warning emergency services. In fact, this is a partially copied European e Call system with some differences in the data being transmitted and partly backward compatible with the European parent. The principle of the system is quite simple and logical: in the event of an accident, the module built into the car in fully automatic mode and without human intervention determines the severity of the accident, determines the vehicle’s location via GLONASS or GPS, establishes connection with the system infrastructure and in accordance with the protocol, transfers the necessary data on the accident (a certain distress signal). Having received the distress signal, the employee of the call center of the system operator should call the on-board device and find out what happened. If no one answers, send the received data to Sistema-112 and send it to the exact coordinates of the team of rescuers and doctors, and the last one to arrive at the place is given 20 minutes. And all this, I repeat, without the participation of a person: even if people caught in an accident will not be able to independently call emergency services, the data on the accident will still be transferred. In this work intended to add some information about applying system project in Uzbek Roads especially mountain regions like “Kamchik” pass. The Kamchik Pass is a high mountain pass at an elevation of 2.306 m above the sea level, located in the Qurama Mountains in eastern Uzbekistan and its length is about 88km.The road to reach the pass is asphalted, but there are rough sections where the asphalt has disappeared. It’s called A373. The old road over the pass was by passed by a tunnel built in 1999. On the horizon, the snow-capped peaks of the Fan Mountains come into view. The pass is located in the Fergana Valley between the Tashkent and Namangan Regions.

The main disadvantages of the existing methods of managing the current state of technical systems are revealed. A non-standard approach is proposed for managing the functionality of the system in emergency situations. The character of the dynamics of the recovery processes of the technical system is determined as its state approaches the emergency one on the basis of the recommendations of the theory of self-organized criticality (SOC). The physical criteria for assessing the current state of the technical system are revealed. The rationale for using the physical indicator of the functional destabilization of the system is given. The signs of the pre-emergency state of the technical system are considered. A grapho-analytical model for the development of an emergency situation has been developed. The fact of the inevitable increase in the entropy of the system upon its transition to an emergency state is established. Structuring of the system development process in an emergency situation is carried out in three stages. The methodology for estimating the pre-emergency state of complex open systems is presented. The advantages of the proposed approach to managing the state of technical systems in comparison with traditional ones are established.

Objectives Any new model of care should always be accompanied by rigorous monitoring to ensure that there are no negative consequences, especially any that impact upon patient safety. In 2013, ‘THERMoSTAT’ (Two- Hour Evaluation and Referral Model for Shorter Turnaround Times), an emergency department model of care developed by Royal Brisbane and Women’s Hospital staff was launched to gain efficiencies and improve hospital National Emergency Access Target (NEAT) compliance. The aim of this study was to trial the use of medical emergency call data as a novel marker of the quality of care delivered by our emergency department. Methods Incidence of medical emergency calls for hospital emergency admission patients for the 2 years pre- and 1 year post-THERMoSTAT were compared after standardising for overall hospital activity. Results During the study period, hospital activity increased 10%, and the emergency department experienced a total of 222 645 presentations, 68 000 (30.5%) of which converted into an admission. THERMoSTAT improved NEAT compliance by 17% (from 57.7% to 74.9%) with no change in any patient-safety indicators. A total of 8432 medical emergency calls were made on 5930 patients, 2831 of whom were emergency admissions. After adjusting for hospital activity, there was no change in the average number of patients per week who triggered a medical emergency call after the introduction of THERMoSTAT. These results were reproduced when data was analysed for: total number of inpatients triggering calls; emergency admission patients; and emergency admission patients within the first 24 h or first 4 h of admission. Conclusions This is the first report to investigate the correlation between inpatient medical emergency call incidence and emergency department model of care. Medical emergency call data showed significant promise as a measure of morbidity and as a more direct, objective, simple, quantitative and meaningful measure of patient safety. What is known about the topic? It is well established that extended emergency department lengths of stay are associated with poorer patient outcomes. The corollary of this is not always true however; shorter emergency department length of stay does not automatically translate into better care. Although the underlying philosophy of NEAT is to enhance patient care, there is a risk of negative consequences if NEAT is seen as an end in itself. Many of the commonly used emergency department key performance indicators focus on the timeliness of care and there is a scarcity of easily quantifiable markers that reliably reflect the quality of that care. What does this paper add? This study builds on the concept of medical emergency call incidence as a marker of safety and quality. It explores the utility of using the number of medical emergency calls made in the first few hours of an emergency admission as an indicator of the quality of care delivered by the emergency department. This is significant because it introduces a measure that has a focus that embraces more than the timeliness of care only. What are the implications for practitioners? If medical emergency call incidence in early emergency admissions can be proven to accurately reflect emergency department quality of care then it would provide an easily monitored, objective, quantitative and prompt measure that evaluates dimensions other than timeliness.

According to Census 2011, in India the population is 121 Cr, from the aggregate residents 2.68 Cr individuals are impaired i.e 2.21 percent of the aggregate residents. From the 2.68 Cr impaired individuals 20 percent of the people disability in movement. Our project is an attempt to make lives of the people suffering from this phenomenon simple. In this framework controlling of wheel chair is depends upon the movements of patient’s Eye [1].  A camera is placed before the user, to catch the picture of the eye & footmarks the locale of eye pupil.  Camera used here is Night vision camera which works during night time and as well as daytime and will also work during low lightings. As per the position of eye pupil, wheel chair will be coordinated to move left, appropriate, forward and in reverse. The previous algorithms which are developed for this type of project doesn’t support for the people with squint eye and supports only for the people with 2 perfect pupils, and those algorithms are works only in clear light conditions but this project supports for the people with squint eye as well as people with 2 perfect pupils and works during low lightings. The person can stop the chair by closing his eyes whenever he needs. Moreover, a ultrasonic sensor is ascended in front, so that it can recognize the snags and naturally stop the wheel chair. A GPS module is inserted which finds the location of the wheel chair. A GSM module is inserted which sends the messages in case of emergency situations.  This project provides an option called voice module which is inserted and works based on the commands of the patients.

Emergency situations constantly accompany the external environment and society bringing major material losses and human casualties. The definitions and general patterns for the development of emergency situations and their role in accidents and disasters were discussed. Actually, there is no single concept in the definition of an emergency. Based on the ana-lysis, the content of the subject was formulated: an emergency is a state of natural and anthropogenic activity in the external environment and society. The mechanism of the emergency situation development is presented. The reason for changing the normative definition of the concept of emergency situation has been substantiated.

Penelitian ini bertujuan untuk mengetahui bentuk afirmatif kebijakan pemerintah dalam fasilitasi kerja bagi penyandang disabilitas di Provinsi Jawa Tengah, persepsi penyandang disabilitas terhadap afirmatif kebijakan pemerintah, dan mengetahui kendala yang dihadapi dalam pelaksanaan afirmatif kebijakan pemerintah tersebut. Jenis penelitian ini adalah yuridis sosiologis dengan menggunakan pendekatan deskriptif. Hasil penelitian menunjukan bahwa kuota minimal hak kerja bagi penyandang disabilitas tidak terpenuhi. Namun pemerintah masih berupaya untuk mewujudkan hal tersebut. Upaya ini diwujudkan melalui afirmatif kebijakan pemerintah dalam fasilitasi kerja bagi penyandang disabilitas, yaitu dengan memberikan pelatihan keterampilan, bantuan sosial bagi penyandang disabilitas dan pembentukan Peraturan Daerah Provinsi Jawa Tengah Tentang Pemenuhan Hak Penyandang Disabilitas yang sejauh ini masih dalam tahap Rancangan Peraturan Daerah (Raperda). Persatuan Penyandang Cacat Indonesia menilai bahwa pelatihan yang diberikan pemerintah dirasa sudah tidak sesuai lagi dengan perkembangan jaman dan kebutuhan hidup penyandang disabilitas. Hal serupa turut disuarakan oleh Gerkatin. Sedangkan tentang kehadiran Raperda, baik Persatuan Penyandang Cacat Indonesia maupun Gerkatin memberikan respon positif. Adapun faktor penyebab afirmatif kebijakan pemerintah yang berlaku saat ini belum dapat berjalan dengan baik dikarenakan ketidakpatuhan pihak – pihak serta ketidaktahuan pihak perusahaan mengenai adanya aturan tentang kuota minimal hak kerja bagi penyandang disabilitas.<br /><br /><em>The purposes of this study are to knows the form of affirmative policies of local goverment to facilitating of work to disabilities, to knows how the respons of disabilities, and to knows what the obstacles to implementation those policies. This study is using sosio - juridical with descriptive approach. The result of this study is showing that the minimum quota of disabilities’s work right is insatiable. But the local goverment’s keeping try to actualizing it with their affirmative policies. These affirmative policies exist to faciliting disabilities to get their’s work right. The local goverment give it by training skill of disabilities, giving social capital, and by formating the draft of local regulation about acquirement of disabilities rights. The unity of Indonesia’s Disabilities and The Unity of Deaf People of Indonesia give positive respons to the policies. But the policies which applicating by the local goverments is getting obtacles. The obtacles of application is causing by disobediently by the people and knowless of the people obout the regulation which regulating the minimum qouta of disabilities’s work right.</em>

Blood group testing is one of the vital tasks in the area of medicine, in which it is very important during emergency situation before victim requires blood transfusion. Presently, the blood tests are conducted manually by laboratory staff members, which is time consuming process in the emergency situations. Blood group identification within shortest possible time without any human error is an important factor and very much essential. Image processing paves a way in determining blood type without human intervention. Images which are captured using high resolution microscopic camera during the blood slide test in the laboratory which are used for blood type evaluation. The image processing techniques which include thresholding and morphological operations are used. The blood image is separated into sample wise and blood type is decided based on the agglutination effects in those sample images. This project facilitates the identification of blood group even by common people who are unaware of the blood typing procedure.

The paper presents Vehicular Ad Hoc Network (VANET) system based on an analysis of the movement of a motorcade in an emergency situation. This analysis seeks to answer the question: when and under what conditions Emergency Message (EM) sent by Vehicle-to-Vehicle (V2V) system reaches the final target to help in preventing of serious accidents, such as multi-vehicle collisions. The model of calculation based on the key principles of vehicle braking enables finding the time to possible collision and the residual velocity of the vehicle. In the calculations, the average values of the driver’s reaction time are accepted; in addition, a sent emergency message is considered to be free of interference. Upon choosing different road and driving conditions, it is found what vehicle of the motorcade stops before the possible obstacle on emergency braking. The performance of vehicles with and without VANET system is compared.

Deaf people have difficulty communicating due to the lack of masteryof Libras (Brazilian sign language for deaf citizens). New systemshave emerged to support the communication of people withhearing disabilities with regard to: simultaneous translation, teachingof Libras and presentation of animations. However, these systemsdo not have ready-made phrases or support for emergencysituations. Considering this scenario, this article presents the proposalof the Communication Assistant to the Deaf (AComS), whichaims to support the communication of people with hearing loss,complementing the features already presented by existing systemssuch as VLibras, HandTalk and MIDOAA. After the application ofrequirements gathering techniques such as document analysis andbenchmarking, a high-fidelity prototype of the system was proposed,which presents the various features of AComS in its mobileversion.
