WATER CONSERVATION: OBSERVATIONS FROM A HIGHER EDUCATION FACILITY MANAGEMENT PERSPECTIVE

Sustainable or green building practices have been adopted by most higher education institutions for their new campus buildings, major renovations and daily operations. This paper provides a synthesis of opinions and existing practices related to water conservation in institutional green buildings of member institutions of APPA (formerly the Association of Physical Plant Administrators). A specific focus regarding waterless urinals and their operation was attempted. A web-based survey and follow-up one-to-one interviews were utilized to extract information and data from these industry professionals. The survey evaluated the institution's use of policy related to sustainable building practices and focused on their approaches to water conservation. Regional preferences are provided and barriers to some water conservation practices and approaches have been identified. Operational challenges are evident, particularly as they relate to waterless urinals. It is clear that higher education institutions are engaging in water conservation practices across Canada and the United States. This work contributes to a foundation for future research and analysis related to best-management practices for water conservation in the higher education sector.

The prevalence of diet-induced obesity and type-2 diabetes remains a growing concern in the United States. As best management practices still include improved diet and physical activity, bioactive food components, contained within functional foods, show promise in curbing the cardiometabolic complications associated with excess weight and diabetes. Quinoa is an emerging candidate crop for its versatility in wide-ranging growing conditions as one approach to address food security, but it also contains several components that may serve as a dietary tool for post-industrial countries struggling with the health complications of caloric excess. Preliminary rodent feeding studies demonstrate that components within quinoa, namely, phytosteroids, phenolics, polysaccharides, and peptides, can prevent adiposity, dyslipidemia, and hyperglycemia. Mechanistic activity may involve reduced lipid absorption and adipogenesis, increased energy expenditure and glucose oxidation and corrected gut microbiota. Other intestinal actions may include blocked carbohydrate digestion with enhanced incretin signaling. Evidence in clinical trials is lacking and future research spanning cells to the clinic is needed to further elucidate the interesting preliminary reports reviewed here. Quinoa offers several unique attributes that could be harnessed to improve the dietary management of obesity and diabetes.

Sustainable or green building practices have been adopted recently by many higher education institutions for their new campus buildings and major renovations. To date, no formal study has been conducted to determine if policy is essential for sustainable building practices and the implementation of LEED®for these institutional green buildings in North America. A mixed-methods approach consisting of a quantitative survey and qualitative interviews was undertaken with senior facility professionals at higher education institutions in North America. The survey evaluated the institution's use of a policy, guideline, standard, law or goal related to sustainable building practices and the interview identified specific practices as well as issues such as leadership, policy compliance and barriers to adopting sustainable building policies. This paper provides a framework for an institutional sustainable building policy that is suitable to use as a template for senior facility professionals and their specific policy development. This work contributes to a foundation for future research related to sustainable/green building policy development and its application to the higher education sector.

Current federal and state soil and water conservation programs consist primarily of cost-sharing or compensating farmers for implementing a set of pre-defined best management practices. This approach does not consider specific environmental outcomes or the cost-effectiveness of the program at the farm or watershed level. Performance-based incentives are payments that are attached to a specified environmental performance measure, for example a reduction in nutrient, sediment, pesticide, or bacteria loss from a field, or reduction in loading at the mouth of a watershed. Assessing environmental performance requires the definition of a performance measure, which is used to calculate resulting incentive payments. In this paper, we discuss issues related to the selection of a performance measure, such as the scale at which the performance is measured, modeling versus monitoring, and the ability of the measure to foster farmer learning and adaptive management. Numerous examples of performance measures adopted or considered by watershed stakeholders in several states are presented. Watershed managers, policy makers, and extension agents can consider this information to make informed choices among proposed approaches toward improving water quality in streams affected by agricultural nonpoint source pollution.

California, perhaps more than any other of the United States, has been a leader in water efficiency experiments. It adopted uniform efficient plumbing standards in 1978 for showerheads and faucets and the same for water closets in 1992. Comprehensive water management planning was adopted in 1983 for all water agencies serving more than 3,000 connections or 3,000 people, and in 1991, a Memorandum of Understanding was signed by major water utilities and environmental groups statewide - pledging to implement standardized water efficiency programs called “Best Management Practices” in an attempt to help save the dying Bay-Delta Estuary. The California Urban Water Conservation Council, created by this Memorandum, is a non-profit NGO formed to oversee the Best Management Practices and to enforce the terms of the Memorandum. Since the historic signing of this Memorandum ten years ago, the Council has become a national example of consensus partnership on water efficiency. Water utilities and environmental groups work together on defining programs for water conservation, not as adversaries fighting each other in the press or in the courtroom. Technical assistance provided by Council staff helps utilities plan and implement conservation projects. This paper will outline national programs and will focus specifically on the Council partnership, which has resulted in benefits to water utilities, environmental groups, and state governmental agencies alike.

Higher education institutions are heavily reliant on part-time adjuncts to teach their students. These part-time adjuncts now account for the majority of faculty in the United States. This qualitative study utilizes a phenomenological approach to explore the essence of the lived experiences of part-time adjuncts who travel to more than one university in their work roles. This study utilized semi-structured interviews with eight traveling adjuncts. The interview questions were based on: the theory of underemployment, employee engagement theory, and the learned helplessness model. While higher education institutions are reliant on adjunct faculty for their survival, the findings uncovered negative factors within the work environment which included job dissatisfaction, low pay, and little or no benefits. The implications and recommendations of these findings and recommendations for future research are also discussed.

Background: The demand for higher education in South Africa continues to increase, placing pressure on public higher education institutions to satisfy this demand. Supply chain management is one of the practices that may be implemented to ensure that public universities improve their operations and can, therefore, meet the increased demand for higher education in the country.Objectives: This study aimed to explore the barriers to the implementation of supply chain management practices at a South African public university.Method: The study used a qualitative case study approach using a sample of 17 members of management and staff at a South African traditional university in the Limpopo Province. Data were collected using a combination of a focus group discussion and semi-structured in-depth interviews.Results: The study generated eight themes that embody the barriers to the implementation of supply chain management at the institution. These themes were labelled as stakeholder buy-in, knowledge of supply chain management, supply chain systems and processes, procurement policy and practices, implementation of supply chain management, stakeholder change management, human resource management and organisational culture.Conclusion: Various internal barriers impair the implementation of supply chain management practices at the institution. Administration at the institution has invested limited resources, time and initiatives to ensure the successful implementation of supply chain management. The focus should be directed to finding lasting solutions to each of the barriers identified in this study. Further studies should address the issue of external barriers to supply chain management in public higher education institutions.

Background: Historically, challenges faced by students with disabilities (SWDs) in accessing higher education institutions (HEIs) were attributed to limited public funding. The introduction of progressive funding models such as disability scholarships served to widen access to, and participation in, higher education for SWDs. However, recent years have seen these advances threatened by funding cuts and privatisation in higher education.Objectives: In this article, the funding mechanisms of selected developed and developing democratic countries including the United Kingdom, the United States, Canada, Australia, South Africa and India are described in order to gain an insight into how such mechanisms enhance access, equal participation, retention, success and equality of outcome for SWDs. The countries selected are often spoken about as exemplars of best practices in relation to widening access and opportunities for SWDs through government mandated funding mechanisms. Method: A critical literature review of the sample countries’ funding mechanisms governing SWDs in higher education and other relevant government documents; secondary academic literature on disability funding; online sources including University World News, University Affairs, newspaper articles, newsletters, literature from bodies such as the Organisation for Economic Co-operation and Development, Disabled World and Parliamentary Monitoring Group. Data were analysed using a theoretically derived directed qualitative content analysis.Results: Barriers which place SWDs at a substantial educational disadvantage compared to their non-disabled peers include bureaucratisation of application processes, cuts in disability funding, means-test requirements, minimal scholarships for supporting part-time and distance learning for SWDs and inadequate financial support to meet the day-to-day costs that arise as a result of disability.Conclusion: Although the steady increase of SWDs accessing HEIs of the sampled countries have been attributed to supportive disability funding policies, notable is the fact that these students are still confronted by insurmountable disability funding-oriented barriers. Thus, we recommend the need for these HEIs to address these challenges as a matter of urgency if they are to respect the rights of SWDs as well as provide them with an enabling environment to succeed academically.

Aim/Purpose: Executive doctoral programs in higher education are under-researched. Scholars, administers, and students should be aware of all common delivery methods for higher education graduate programs. Background This paper provides a review and analysis of executive doctoral higher education programs in the United States. Methodology: Executive higher education doctoral programs analyzed utilizing a qualitative demographic market-based analysis approach. Contribution: This review of executive higher education doctoral programs provides one of the first investigations of this segment of the higher education degree market. Findings: There are twelve programs in the United States offering executive higher education degrees, though there are less aggressively marketed programs described as executive-style higher education doctoral programs that could serve students with similar needs. Recommendations for Practitioners: Successful executive higher education doctoral programs require faculty that have both theoretical knowledge and practical experience in higher education. As appropriate, these programs should include tenure-line, clinical-track, and adjunct faculty who have cabinet level experience in higher education. Recommendation for Researchers: Researchers should begin to investigate more closely the small but growing population of executive doctoral degree programs in higher education. Impact on Society: Institutions willing to offer executive degrees in higher education will provide training specifically for those faculty who are one step from an executive position within the higher education sector. Society will be impacted by having someone that is trained in the area who also has real world experience. Future Research: Case studies of students enrolled in executive higher education programs and research documenting university-employer goals for these programs would enhance our understanding of this branch of the higher education degree market.
