Exploring the Counting of Ballot Papers Using “Delegated Transferable Vote”

Delegated transferable voting (DTV) refers to an approach to counting votes in elections that extends non-preferential voting systems like First Past The Post (FPTP) to include a transferable element similar to Single Transferable Voting (STV) but instead of voters indicating who they wish their votes to go to on an individual level they entrust that decision in the candidate they vote for, who could be from a small political party that might otherwise be deemed a “wasted vote” under first-past-the-post systems where the candidate they least want could win by having the most votes but still have less than 50% of the popular vote. This chapter discusses how DTV might work in practice through an auto-ethnographic approach in which the authors play an active part in elections in order to test the approach. The elections contested in the UK included to local council level in the Pontypridd area and national elections to the UK Parliament and Welsh Assembly. The potential impact of DTV on these election and method of campaigning used at some of these elections might have had on the voting outcome are discussed.

The social context plays a role in entrepreneurial activity: it shapes perceptions, evaluations and the recognition of opportunity. But one aspect of context is relationships, where it has been found that the search for status provides a stimulus that not only promotes businesses, but affects how they are run. An ethnographic approach was used to examine the activities of 60 rural entrepreneurs in the UK, and six cases are presented to demonstrate the operation of the production of prestige. Conspicuous production provides a heuristic explanatory variable of process and outcome, and enriches our understanding of the entrepreneurial process.

Abstract Background Schools were closed in England on 4 January 2021 as part of increased national restrictions to curb transmission of SARS-CoV-2. The UK government reopened schools on 8 March. Although there was evidence of lower individual-level transmission risk amongst children compared to adults, the combined effects of this with increased contact rates in school settings and the resulting impact on the overall transmission rate in the population were not clear. Methods We measured social contacts of > 5000 participants weekly from March 2020, including periods when schools were both open and closed, amongst other restrictions. We combined these data with estimates of the susceptibility and infectiousness of children compared with adults to estimate the impact of reopening schools on the reproduction number. Results Our analysis indicates that reopening all schools under the same measures as previous periods that combined lockdown with face-to-face schooling would be likely to increase the reproduction number substantially. Assuming a baseline of 0.8, we estimated a likely increase to between 1.0 and 1.5 with the reopening of all schools or to between 0.9 and 1.2 reopening primary or secondary schools alone. Conclusion Our results suggest that reopening schools would likely halt the fall in cases observed between January and March 2021 and would risk a return to rising infections, but these estimates relied heavily on the latest estimates or reproduction number and the validity of the susceptibility and infectiousness profiles we used at the time of reopening.

AbstractBackgroundTo prevent the spread of COVID-19 in Newfoundland & Labrador (NL), NL implemented a wide travel ban in May 2020. We estimate the effectiveness of this travel ban using a customized agent-based simulation (ABS).MethodsWe built an individual-level ABS to simulate the movements and behaviors of every member of the NL population, including arriving and departing travellers. The model considers individual properties (spatial location, age, comorbidities) and movements between environments, as well as age-based disease transmission with pre-symptomatic, symptomatic, and asymptomatic transmission rates. We examine low, medium, and high travel volume, traveller infection rates, and traveller quarantine compliance rates to determine the effect of travellers on COVID spread, and the ability of contact tracing to contain outbreaks.ResultsInfected travellers increased COVID cases by 2-52x (8-96x) times and peak hospitalizations by 2-49x (8-94x), with (without) contact tracing. Although contact tracing was highly effective at reducing spread, it was insufficient to stop outbreaks caused by travellers in even the best-case scenario, and the likelihood of exceeding contact tracing capacity was a concern in most scenarios. Quarantine compliance had only a small impact on COVID spread; travel volume and infection rate drove spread.InterpretationNL’s travel ban was likely a critically important intervention to prevent COVID spread. Even a small number of infected travellers can play a significant role in introducing new chains of transmission, resulting in exponential community spread and significant increases in hospitalizations, while outpacing contact tracing capabilities. With the presence of more transmissible variants, e.g., the UK variant, prevention of imported cases is even more critical.

Background: Morbid obesity (body mass index ⩾40 kg/m2) carries a higher risk of non-communicable disease and is associated with more complex health issues and challenges than obesity body mass index ≥30kg/m2 and <40kg/m2, resulting in much higher financial implications for health systems. Although obesity trends have previously been projected to 2035, these projections do not separate morbid obesity from obesity. This study therefore complements these projections and looks at the prevalence and development of morbid obesity in the UK. Methods: Individual level body mass index data for people aged >15 years in England, Wales (2004–2014) and Scotland (2008–2014) were collated from national surveys and stratified by sex and five-year age groups (e.g. 15–19 years), then aggregated to calculate the annual distribution of healthy weight, overweight, obesity and morbid obesity for each age and sex group. A categorical multi-variate non-linear regression model was fitted to these distributions to project trends to 2035. Results: The prevalence of morbid obesity was predicted to increase to 5, 8 and 11% in Scotland, England and Wales, respectively, by 2035. Welsh women aged 55–64 years had the highest projected prevalence of 20%. In total, almost five million people are forecast to be classified as morbidly obese across the three countries in 2035. Conclusions: The prevalence of morbid obesity is predicted to increase by 2035 across the three UK countries, with Wales projected to have the highest rates. This is likely to have serious health and financial implications for society and the UK health system.

In an age when estimates of nearly a billion people around the globe are spending time in online games, researchers, organizations, governments, educational institutions, and businesses cannot ignore the potential impact of this behavior. Understanding online cultures, especially those where individuals can create and customize an avatar as their virtual counterpart and carry on the equivalent of a virtual life, requires an ethnographic approach. This study utilizes a mixed-method ethnography over a two-year period including semi-structured interviews to get to know the “residents” of this virtual world. This chapter outlines the challenges and opportunities inherent in the technology when conducting interviews with avatars and offers insights on what can be learned from them.

The legislature of the UK is the Queen in Parliament. This chapter reviews the political and economic context of the global financial crisis (GFC). We first examine the origins and immediate effects of the GFC and the ‘Great Recession’ that it spawned. Ranging beyond the European focus of the research so far, we examine the impact of the crisis across the member countries of the OECD and the ways in which that variation is shaping the contexts of individual-level behaviour. We then examine patterns of electoral volatility and the changing nature of party systems before turning to consider the reasons why some governments were defeated and why others survived. Across these outcomes, analyses show that the impact of economic factors on political outcomes varied depending on their timing: before, during, or after the GFC. The chapter concludes by introducing our main sources of data: cross-sectional individual-level survey data from twenty-five national elections in OECD democracies from 2011 to 2016 sourced from Module 4 of the Comparative Study of Electoral Systems (CSES); macro-data for thirty-five OECD democracies from 1990 to 2016; and a pooled set of 113 post-election surveys from twenty-four OECD countries between 1996 and 2017.

The return of direct rule to Northern Ireland in 1972 and its mechanisms and conduct are outlined in this chapter. Their impact upon the local political party system is treated at length, as are the first consociational initiatives pursued under Conservative and Labour governments in the UK. The failure of the first peace process is considered, as well as Britain’s counterinsurgency policies and their limits. Criminalization, Ulsterization, and Normalization were the policies begun under Callaghan’s government and continued by the Conservatives until they were broken by the republican hunger strikes. The new consociational initiatives after the hunger strikes are examined.
