In our last chapter, we explored the competencies and best practices needed to be successful in distance education. This chapter will continue to lay this foundation with a discussion of critical issues for educators and trainers. One of the first things to consider when creating or taking a new course at a distance is your own philosophy of education. Reviewing research studies can help educators, trainers, and learners understand the applications and practices that work in this setting. The concept of distance education as an innovation and the impact of technology in a global society are important as we consider the audience, access, and impact of distance education. Questions to guide your thoughts for this chapter are: What is the “no significant difference phenomenon” and how does research provide the theory to help guide the design, delivery, and evaluation of distance learning programs?

Over the last couple of years, we have been witnessing the process of convergence between wireless and wired networks, under intense technological innovation and rapid market evolution. Mobile operators are trying to maintain a leading role in the market as it evolves towards integration with the Internet. However, the development of a multitude of new services will require the growth of a whole new market for network connectivity, applications and content. The impact on elementary education, caused by the COVID-19 pandemic, has far reaching effects and can only be ameliorated by educators following best practices in distance learning. The purpose of this chapter is to bring to teachers, administrators, paraprofessionals, students, and parents innovative, effective ways to bring quality lessons at appropriate developmental levels to all students regardless of cultural backgrounds (i.e., second language learners, students qualified for special education, or those pupils hampered by trauma, homelessness, and/or mental health issues). This chapter will further describe through illustrations and step-by-step guides creating meaningful, interactive, and purposeful lessons to meet student needs based on assessment.

Distance learning is often referred to as taking training or education courses that are either synchronously or asynchronously delivered via various media such as audio, video, or computer, especially Internet technologies in recent years. The number of corporate training programs delivered via Internet technologies (a.k.a., e-learning) has dramatically increased over the last several years. According to ASTD reports (2002, 2003), the percentage of e-learning programs delivered in the Benchmark Service companies in the U.S. increased from 8.8% of total training hours in 2000 to 10.5% in 2001. The number of distance programs offered at degree-granting educational institutions in the U.S. has also gradually increased each year. According to the National Center for Education Statistics (2003), 56% of two-year or four-year degree-granting educational institutions offered distance education (DE) courses during the 12-month 2000-2001 academic year, and during the time period, about 2.8 million students were enrolled in college-level credit-granting DE courses, the majority of which were Internet-based courses. Internet-delivered instruction has gained credibility during recent years as well. Research has shown that there seems to be no significant difference in terms of the effectiveness of instruction delivered in traditional classroom settings and the effectiveness of instruction delivered via the Internet (van Schaik, Barker & Beckstrand, 2003). Such research findings, coupled with potential benefits such as cost-effectiveness and convenience, have likely contributed to the increasing popularity of Internet-delivered distance learning programs.

The impact of technology on mental health practice is currently a concern in the counseling literature, and several articles have discussed using different types of technology in practice. In particular, many private practitioners use a cell phone for business. However, no article has discussed ethical concerns and best practices for the use of short message service (SMS), better known as text messaging (TM). Ethical issues that arise with TM relate to confidentiality, documentation, counselor competence, appropriateness of use, and misinterpretation. There are also such boundary issues to consider as multiple relationships, counselor availability, and billing. This article addresses ethical concerns for mental health counselors who use TM in private practice. It reviews the literature and discusses benefits, ethical concerns, and guidelines for office policies and personal best practices.

Σκοπός της εργασίας είναι η διερεύνηση της επίδρασης της εξ αποστάσεως εκπαίδευσης στη διαδικασία επιμόρφωσης των εν ενεργεία Εκπαιδευτικών Πρωτοβάθμιας και Δευτεροβάθμιας Εκπαίδευσης. Έγινε καταγραφή των απόψεων μετά από τη συμμετοχή τους σε προγράμματα εξ αποστάσεως επιμόρφωσης. Το 4ο Περιφερειακό Κέντρο Εκπαιδευτικού Σχεδιασμού (ΠΕΚΕΣ) Κ. Μακεδονίας σε συνεργασία με το «itlab» εργαστήρι πληροφορικής του Διεθνούς Πανεπιστημίου Ελλάδος (ΔΙ.ΠΑ.Ε.) ανταποκρινόμενο στις απαιτήσεις των εκπαιδευτικών για συνέχιση των εξ αποστάσεως επιμορφωτικών προγραμμάτων του σχολικού έτους 2017-2018 υλοποίησε τέσσερα (4) προγράμματα εξ αποστάσεως επιμόρφωσης, με χρήση της πλατφόρμας ασύγχρονης εκπαίδευσης OpeneClass και της πλατφόρμας σύγχρονης εκπαίδευσης BigBlueButton. Με την ολοκλήρωση σε καθένα από τα προγράμματα υλοποιήθηκε έρευνα με ερωτηματολόγια ερωτήσεων κλειστού και ανοικτού τύπου μέσω της πλατφόρμας, ώστε να καταγραφούν οι στάσεις, οι απόψεις και οι προτάσεις των εκπαιδευτικών για την εμπειρία τους κατά την διάρκεια της τηλεπιμόρφωσης καθώς και τα συμπεράσματά τους για την υλοποίηση εξ αποστάσεως επιμορφώσεων γενικότερα. Έγινε αποτίμηση και επισκόπηση των απαιτούμενων εκπαιδευτικών πόρων στην εφαρμογή εξ αποστάσεως εκπαίδευσης. The aim of this program is to investigate the impact of distance learning on teachers training processes of education of primary and secondary teachers in active education. Τhe opinions of the Teachers were recorded, after their attendance of distance learning courses. The 4th PEKES of Central Macedonia in collaboration with the ITlab Computer Lab of the International Hellenic University in response to the demands of teachers for the continuation  distance learning programs of last scholar year (2017-2018) realized four distance learning programs. The courses were developed on the OpeneClass asynchronous training platform, supported by the synchronous BigBlueButton training platform. Α questionnaire of closed-ended questions was answered through the platform in order to capture the opinions of the teachers for their experience of the online training. The required educational resources in distance learning implementation were evaluated and reviewed.

Student learning style differences have been widely researched in both traditional face-to-face and online learning environments (Irani, Scherler & Harrington, 2003;Steinbronn, 2007; Williamson & Watson, 2007; Ugur, Akkoyunlu & Kurbanoglu, 2001). After conducting a literature review of adult student learning styles and teaching method analysis, it became apparent that there was not a significant difference in academic performance for students with differing learning styles whether they attended face-to-face or online classroom environments. What was not clearly indicated though, from the review of the literature, was what were the perceived best practices for online teaching from the perspective of experienced distance educators and whether the instructors' perceived learning style was incorporated in training programs to assist faculty to teach online. Thus, the purpose of this qualitative pilot study is to determine the perceived best practices to train faculty to teach in an online environment and how individual instructors' perceived learning style can be incorporated within best practices to foster competence on an individual instructor level. This study also analyzes faculty resistance to distance education and how transformative learning theory may play a role in overcoming this resistance.

The only urgent task facing universities today is, of course, to ensure the highest quality of education. In his annual Address to the Nation, the First President Nursultan Nazarbayev said that, first of all, the education system should be raised to a new level. The proposed article considers the role of theoretical and methodological issues of education in the context of media culture in Kazakhstan. The impact of media education on the development of distance learning in the context of media culture is reflected.

The article is devoted to the problem of distance education, namely training and educating under conditions of the pandemic. The issue of the coronavirus epidemic, which forced the urgent restructuring of all spheres of social life of people around the world, is addressed in the article. As a result, the problem of the global transition to distance learning under severe quarantine is becoming urgent. The author analyzes domestic and foreign pedagogical experience of distance education. Among domestic authors this problem was studied by Gorbatyuk R. M, Turanov Y. O., Rak V. I., Vdovenko I. S., Bodnar S. V., Dekusar G. G., Kuznetsova O. V., Opanasenko Ya. Foreign researchers (Amanda Morin, Berman Grace, and Dubinsky Alison) are more likely to point out that distance learning is associated with many difficulties. The aim of our study was to highlight the problem of distance learning in the quarantine period, its advantages and disadvantages over traditional learning, as well as a comparative analysis of the traditional and distance forms of educational activities. In the process of solving problems, theoretical research methods were used: analysis, systematization, classification of educational and methodological literature to substantiate the theoretical and methodological foundations of research, surveys, analysis of the products of the students’ pedagogical activities. The article presents data from the study of the groups consisting of first- and fifth-year students who studied in different periods: in the first half of 2019, when the study was in classrooms, and in the first half of 2020 during the quarantine, when the study was carried out using distance education. The data according to three criteria: academic success, students’ attendance and students’ satisfaction with the learning process were analyzed by the author. A comparative analysis of the traditional and distance learning is shown in the article. Some conclusions about the ambiguity of the impact of distance learning on different contingents of students have been made.

According to Distance Education Bureau, UGC; approx. 23.50% of the total higher education enrolment comes from distance education but this mode has been facing few major challenges since the time of its inception. ‘Distance’ is the biggest challenge for ODL. Distance educators have been trying to overcome this issue with the help of technology. ICT is the most appropriate solution. The interactive nature of this technology can minimize the impact of ‘distance’. Website is one of the most important tool of ICT.
