Public-Private Partnership for Urban Housing Through Civic Engagement

Public-private partnership (PPP) is a contractual arrangement between a public agency and a private sector, whereby the private sector performs a public function in accordance with an output-based specification for a specified period of time in return for a financial benefit. The central problem investigated in this chapter is the challenges in urban housing delivery using the public-private partnership approach, to identify concerns and develop a framework to address them. Adopting a qualitative research strategy and descriptive approach, primary data was collected thru questionnaire administered to selected sample of staff, private partners, and beneficiaries of houses. This research analysed the identified challenges experienced in the urban housing based on the existing literature and theories on PPP. Findings reflect that, despite challenges, there is confirmation that the PPP concept is a catalyst to addressing urban housing delivery by using private investment.

Public Private Partnership (PPP) has emerged as a key prospective for involving the private sector in the provision of infrastructure and other public services. There is a room for debate as to whether private sector involvement necessarily implies private finance. The term PPP could cover situations where private investment is brought, to improve the efficiency of public expenditure and private finance. PPP are not vehicles for privatizing public services since the Government retains full political accountability for the services. They simply are the means by which the Government can use what private sector offers to improve its own performance. It is done by establishing own arrangements often through legally binding contracts that will bring benefit to both sectors. The private sector needs to earn return on its ability to invest and perform. The Government should therefore look very carefully at PPPs, because if economic advancement can be made via infrastructure improvements, it may meet any increased cost of involving the private sector. This article brings an overview of the PPP terminology in infrastructure with emphasis on the roads sector. It highlights on the framework and sectoral overview of road sector in the light of PPP process and phases.

Introduction. The active use of the institution of public-private partnership (PPP) allows us to distinguish PPP from the totality of financial and economic relations between the state and the private sector based on the principles of equality and freedom of PPP participants, stability of the agreement and its flexibility, responsibility of the parties, competitiveness, non-interference, incentive and guarantees, retribution.The research hypothesis. The algorithm for selecting and assessing the effectiveness of projects in the road transport market to select the most effective form of financing with the participation of the state and the private sector will create conditions for attracting private investment in the development of transport infrastructure on the basis of public-private partnership.The purpose of this article is to improve the system of public-private partnership in the market of road transport services.The methodology of the study: expert, statistical, comparative, factor and scenario analysis; empirical data analysis using grouping, generalization methods.Results. An algorithm for selection and evaluation of the efficiency of projects in the sphere of the road service market to select the most effective form of financing with the participation of the state and the private sector has been proposed and tested, in particular: four alternative options for project financing to select the optimal one (state order, life cycle contract (LCС) without extra-budgetary financing, LCС with extra-budgetary financing, concession agreement); clarification of the methodology for evaluation of commercial, socio-economic and budgetary indicators of the road service market.Conclusions. Theoretical provisions developing the methodological basis of public-private partnership were formulated, including: the concept of public-private partnership was defined and its main principles were highlighted; classification of PPP forms and models was proposed taking into account the existing world and national practice; methodological tools for evaluation of PPP projects efficiency were improved.

ABSTRACT                 Public-private partnership in globalization is utilized as an arena for investment competition in the interests of elites to gain power. Cooperation between private sector and smart community provides benefits to the community through pro-public-mangrove-tourism program. Therefore, it can improve the competitiveness of coastal communities in a sustainable manner. The research explores the optimization of mangrove tourism potential in coastal areas. The object of this research is Public-Private Partnership with a focus on cooperation between the Bintan Resort Company (PT) and Tourism-Awareness Groups (Pokdarwis) in Bintan Mangrove Tourism Optimization by conducting research in Bintan Mangrove, Bintan Regency. The type of this research is descriptive with a qualitative approach. The type of partnership carried out by BRC with the community is Additional, Management and Ownership (Add, Operate and Tansfer-AOT. Agreements that have been designed and agreed to go according to shared commitments and principles, the principle used in this partnership is the principle of empowering where community groups have little potential for their abilities, however, they are hindered by limited capital, marketing and technology, and these weaknesses must be recognized and changed by the empowerment program from the private sector so that the community can play a role and contribute widely in the process of implementing Bintan Mangrove tourism The partnership between PT Bintan Resort Cakrawala and the Tourism Awareness Group in the Public-Private Partnership approach is a partnership between the private sector and the community which uses collaborative dynamics partnership design which is more oriented to community empowerment as a solution for innovation development, creativity for this creative tourism industry.Keywords:  private, tourism, mangrove, collaborative  ABSTRAK Public-private partnership di era globalisasi ini dimanfaatkan sebagai arena pertarungan investasi kepentingan para elit untuk mendapatkan dan melanggengkan kekuasaan. Penelitian ini juga mengeksplorasi pengoptimalan potensi wisata mangrove di daerah pesisir. Objek penelitian ini adalah praktek public-private partnership dengan fokus kepada kerjasama antara Perseroan Terbatas (PT) Bintan Resort Cakrawala dan Kelompok Sadar Wisata (Pokdarwis) dalam Pengoptimalan wisata Bintan Mangrove dengan  melakukan penelitian di Bintan Mangrove, Kabupaten Bintan. Penelitian ini berjenis deskriptif dengan pendekatan kualitatif. Tipe kemitraan yang dilakukan BRC bersama masyarakat adalah Tambahan, Kelola dan Alih Milik (Add, Operate and Transfer-AOT. Kesepakatan yang telah dirancang dan dsepakati berjalan sesuai dengan komitmen dan prinsip bersama, maka  prinsip yang digunakan dalam kemitraan ini adalah prinsip pemberdayaan (empowering) dimana kelompok masyarakat tidak sedikit memiliki potensi atas kemampuan yang dimiliki. Namun, terhalang pada keterbatasan modal, pemasaran dan teknologi. Kelemahan tersebut harus diakui dan diubah dengan adanya program pemberdayaan dari pihak swasta sehingga masyarakat dapat berperan dan berkontribusi secara luas dalam proses pelaksanaan wisata Bintan Mangrove. Access to safe drinking water remains a challenge for most developing countries including Kenya, which is already classified as water-scarce. To enhance water supply to consumers, the Government of Kenya enacted the Water Act 2002 that opened the door for private sector to partner with the government to revitalize water service delivery. As a result, the government has partnered with the private sector and civil society organizations to enhance access to safe drinking water and sanitation services with a special focus on the materially-dispossessed households. However, the partnership is faced with challenges including inadequate resources and poor working relationship between the public and private sector. This paper assesses the impact of the partnership approach in scaling up water service provision in order to enhance its access by poor households. Household survey and key informants interviews were the main data collection methods and the collected data was analysed using descriptive statistics. The study found out that Public-Private Partnership (PPP) approach has enhanced water accessibility in Busia Municipality since the majority of households (84.4%) can access water within a distance less than one kilometre, however, the residents' complaint of high water bills attributed to the private sector involvement.

Public‐private‐partnership projects are long term, complex and very challenging contractual arrangements and relationships. They bring new roles for public sector and also for private sector in terms of construction and services. This paper will go through some features of the Finnish PPPs. Proactive law focuses in practical views as regards contract law and contractual issues. The main target is to prevent problems instead of confronting them. This paper will clarify what proactive law is about in terms of contract law and contracting especially in PPPs. For instance, 20–40 years’ partnership relation with PPPs brings up also dozens of different risks into the picture. This paper will discuss the risks and risk management in terms of proactive law and after that, focus on PPPs in Finland. Ne tik viešajame, bet ir privačiajame sektoriuje jie sukuria naujus, su statyba ir paslaugomis susijusius, vaidmenis. Šiame darbe apžvelgiami kai kurie Suomijos VPP bruožai. Iniciatyvi teise glaudžiai susijusi su prak ti nemis pažiūromis, sutarčiu teise ir pan. Pagrindinis tikslas ‐ išvengti problemu užuot jas sprendus. Šiame darbe paaiškinama iniciatyvios teises esme sudarant sutartis, ypač VPP. Pavyzdžiui, kai VPP trunka 20–40 metu, susiduriama su daugybe ivairiu rizikos rūšiu. Todel straipsnyje pirmiausia aptariamos rizikos rūšys ir rizikos valdymo būdai taikant iniciatyvia teise, o po to ‐ Suomijos VPP.

This paper examines the role of Middle East Investment Initiative (MEII) in development in the West Bank, Palestine in the U.S.-Palestine Partnership (UPP) framework. Answering the question of how the role of the Middle East Investment Initiative (MEII) in development in Palestine in the US-Palestine Partnership (UPP) framework and how the contribution of Public-Private Partnership (PPP) to development in Palestine, the author's thesis statement is that amid diplomatic and territorial disputes, The Middle East Investment Initiative (MEII) as a public-private partnership becomes the main channel for collecting and channeling development assistance such as resources and private sector investment that can benefit the West Bank and bring prosperity to people Palestinians. While the private sector such as the Middle East Investment Initiative (MEII) cannot do much to address diplomacy or security issues, the private sector can play an equally important role through the contribution of resources and investment to conflict areas such as Palestine to help economic development In the West Bank, Palestine.

For the first time in history, almost all the domestic and international tourism destinations have restrictions for travel worldwide because of corona virus pandemic. Corona virus disease calls the COVID-19 pandemic is an ongoing problem in more than 210 countries in the world. The purpose of this study is to find the tourism impact of COVID-19 in Nepal and purpose recommendations for the preparation of evidence based policy and strategies for further development of the tourism industry in Nepal. Secondary data used in this study were obtained from the ministry of tourism in Nepal and other various web sources and primary data were collected from the online survey and collected 52 samples. They are involved in the hospitality, education & consulting, travel & tours, adventure & expedition, trekking agencies, and government officials from national tourism originations. The study highlights that the tourism contribution in Nepal’s GDP (Gross Domestic Product) as a significant sector that has a linkage with other sectors. Also, the Nepalese tourism industry is dependent on international factors and the Nepal tourism industry highly relies on foreign tourists and cancellation of the mountain climbing permits for the year 2020, affects the income of foreign currency as building the capacity of stakeholders and public-private partnership initiatives to promote and work together to develop and manage in future tourism fields. well as the local economy, the loss of thousands of jobs in the tourism sector and others sectors. Overall analyses suggest that building the capacity of stakeholders and public-private partnership initiatives to promote and work together to develop and manage in future tourism fields.

AbstractINTRODUCTIONSARS-CoV-2 testing is one of the options to combat COVID-19 in Kenya. In the first COVID-19 year there was limited tapping of the private sector’s potential to scale up testing in Kenya. In April 2020, we initiated a unique public-private partnership (PPP) project in Kisumu County connecting the private sector to centralized testing supported by the ministry of health (MoH), ‘COVID-Dx’, to accelerate the local response to COVID-19. Within COVID-Dx, we aimed to demonstrate this PPP’s performance as a replicable model for effective public-private collaboration in responding to the COVID-19 pandemic in similar settings.METHODSKEMRI, Department of Health Kisumu County, PharmAccess Foundation, and local faith-based and private healthcare facilities collaborated in COVID-Dx. COVID-Dx was implemented from June 01, 2020, to March 31, 2021, in Kisumu County, Kenya. Trained laboratory technologists in participating healthcare facilities collected nasopharyngeal and oropharyngeal samples from patients meeting the MoH COVID-19 case definition. Samples were tested at the central laboratory in KEMRI via SARS-CoV-2 RT-PCR. Healthcare workers in participating facilities collected data using the digitized MoH COVID-19 Case Identification Form. We shared aggregated results from these data via (semi-) live dashboard to all relevant stakeholders. We did descriptive statistical analyses using Stata 16 to inform project processes.RESULTSNine facilities participated in the project. A total of 4,324 PCR tests for SARS-CoV-2 were done, with 425 positives. We noted differences in positivity rates between the facilities. Healthcare workers were the largest group tested in the project, 1009, representing 43% of the Kisumu healthcare workforce.CONCLUSIONCOVID-Dx can serve as a model for PPPs scale-up testing, especially LMICs, and digitizing the MoH case report form improved reporting efficiency, demonstrating that digital is the way forward. The COVID-Dx PPP has led to another collaboration with Kisumu County aimed towards extending the COVID-Dx model to other counties.SUMMARY BOXWhat is already known?In sub-Saharan Africa, COVID-19 responses are mainly rolled out through the public healthcare sector, even though the private sector plays a significant role in health service deliveryThe challenge is to combine private and public efforts in healthcare delivery in a mutually supportive and collaborative manner, especially during large outbreaks such as COVID-19.What are the new findings?The development of a public-private partnership (COVID-Dx) at the start of a global pandemic - COVID-19 – is challenging, but PPPs are essential for epidemic preparedness.The development of a digital app with a corresponding dashboard, ensures transparency and efficiency. It has shown to enable data-driven decision-making and provides insight into how to prioritize funding streams.What do the new findings imply?This PPP model is replicable and can serve as an example of PPPs for epidemic preparedness in similar settings in LMICs.Digital is the way going forward when combatting large outbreaks in the future, especially in LMICs
