The Use and Management of Public Information in Social Media

The increase of political disaffection in Spain, as is occurring in many western democracies across the world, coincides with a growing vindication of democracy on the part of the citizenry, which translates to a demand for more governmental transparency and access to information. With this in mind, this chapter explores the availability of information in local public administrations on social media. The study analyses the presence of town and city councils throughout Andalusia on Twitter, Facebook, and YouTube, examining how these media are managed and their effects, by studying the content and resources provided to the citizens for interacting with the institutions. The results revealed that although the selected councils tried to adopt these new information channels, they are still far from taking full advantage of the possibilities the new technologies could provide.

Digital technology is at the forefront of transforming how governments operate around the world. Using Brunei's Information Department (InfoDept) as a case study, this chapter looks at how the agency has evolved from its inception in the 1950s to 2019 in its embrace of both old and new media to pursue its mission and objectives as a government-run media agency. The results demonstrate how new media, such as social media, can complement old media if done right. The case study on InfoDept contributes to the growing field of research related to the increased advancement, development, application, and impact of new technologies in bolstering the digital governance process. This chapter also provides strong evidence on how governments can improve its general governance process and unlock the digital dividend in the 21st century by incorporating new media into its public policy architectonic. Salient lessons for policymakers and practitioners on digital governance have also been presented in this chapter.

BackgroundSocial media (SM) are forms of information and communication technology disseminated through social interaction. SM rely upon peer-to-peer (P2P) networks that are collaborative, decentralized, and community-driven transforming people from content consumers into content producers. The role of SM in disaster management galvanized during the world response to the 2010 Haiti earthquake. (Pew 2010) During the immediate aftermath, much of what people around the world were learning about the earthquake originated from SM sources. (Nielsenwire 2010) During the first 2 weeks following the earthquake, “texting” mobile phone users donated over $25 million to the American Red Cross. (Sysomos 2010) Both public and private response agencies used Google Maps™. Millions joined MySpace™ and Facebook ™discussion groups to share information, donate money, and offer support. SM has also been described as “remarkably well organized, self correcting, accurate and concentrated”, calling into question the ingrained view of unidirectional, official-to-public information broadcasts. (Sutton, et al 2008) SM may also offer potential psychological benefit for vulnerable populations gained through participation as stakeholders in the response. (Sutton, et al 2008) (Laor 2003)DiscussionHowever, widespread use of SM also involves several important challenges for disaster management. Although SM is growing rapidly, it remains less widespread and accessible than traditional media. Also, public officials often view person to person communications as “backchannels” with potential to spread misinformation and rumor. (Akre 2010) In addition, in absence of the normal checks and balances that regulate traditional media, privacy rights violations can occur as people use SM to describe personal events and circumstances. Technology growth in facebook, whatsapp, instagram has become famous and widely used in diverse social media groups. The intention of facebook is to make the universe widely open and to stay connected. The recent mission of facebook is to stay connected with friends, colleagues, family through sharing photos, videos, stories etc. to show the daily events in the world, which provides the mean to share and express the feelings on what matters to them. Cross platform Instant messaging applications like Telegram and WhatsApp Messenger that smart phone users to establish a ubiquitous technology to exchange text, image, video and audio messages for free. This flexible technology explores more opportunities for risk and benefit for the modern era. Terrorism has increased in certain fragile parts of the world and they attack remotely. New technologies like Artificial intelligence, Machine learning autonomous and semi-autonomous systems are used by terrorist group to attack the network. These groups use social media weapons like facebook, whatsapp, Instagram to spread their information on the social network. It is essential to detect, pre-empt, prevent and eliminate the terrorism through technological spear. Terrorist groups are utilizing the internet as a platform together and convince the sin less people to take part in terrorist activities by infuriating them through web pages that inspired is enchanted individuals to take part in terrorist activities. The detection of terrorist activities needs enormous human effort. To reduce the human effort, our implement system detects the terrorist groups in social media using data mining algorithm. The intention of this work is to is to reduce the terrorism spread and to remove the terrorism related accounts effortlessly.

The Internet has become the new battle ground between authoritarian regimes and ordinary individuals who want unimpeded access to information. The immense popularity of online activism and citizen journalism enabled by social media has instigated state level players to partially or completely block access to the Internet. In return, individuals and organizations have been employing various anti-censorship tools to circumvent these restrictions. In this paper, we claim that censorship is futile as not only has it been ineffective in restricting access, it has also had the side effect of popularising blocked content. Using data from Alexa Web rankings, Google Trends, and YouTube Statistics, we quantify the ineffectiveness of state level censorship in Pakistan and Turkey and highlight the emergence of the Streisand Effect. We hope that our findings will, a) prove to governments and other players the futility of their actions, and b) aid citizens around the world in using legal measures to counteract censorship by showing its ineffectiveness.

Abstract Fig tree (Ficus carica L.) stands out due to its range of cultivation and easy adaptation to diverse edaphoclimatic conditions. In addition to its adaptability, fruits have nutraceutical characteristics and are used in industry and for fresh consumption, widely appreciated by the world cuisine. Due to lack of manpower and phytosanitary problems, the area planted in Brazil has decreased recently. To overcome these obstacles, the production of quality seedlings is the first step to obtaining productive and healthy orchards. Therefore, the aim of the present literature review was to gather data referring to advances in research related to the fig tree propagation. Currently, the methods found for fig tree propagation consist of seedling production, where entomophilic or vegetative pollination occurs. Commercially, the propagation method by cutting is still the most used for this crop; however, other methods can also be used, such as the use of burrs or plunging and grafting techniques and tissue culture. Although there is a diversity of propagation methods and new technologies being developed, cuttings remain the most feasible method. In addition, obtaining healthy and quality seedlings is one of the main problems currently found in ficiculture, since, in addition to the scarcity of studies related to propagation, the use of resistant cultivars and pathogen-free substrates should be prioritized due to susceptibility of fig trees to nematodes. Thus, further studies should be carried out in order to seek new information on the cultivars most adapted to each locality, as well as improvements in propagation and cultivation techniques.

We live in a time surrounded by innumerable technological innovations that have impacted this generation significantly, since very early people already make use of some electronic gadget, navigating a universe rich in entertainment features, allowing access to different content whether close or even far. Such technological innovations promote relevant transformations in all sectors of society, contributing to the formation of more active and participative subjects in issues of interest around themselves and the world, favoring the dissemination of popular culture and its enrichment. New technologies favor changes in thinking, acting, teaching and learning, as they have significantly contributed to the advancement of communication and access to information in real time. It is noticed that children are increasingly getting access to these technological tools and master them very skillfully, being able to teach the most advanced in age the use of these novelties. Thinking about the way the child is positioned in the technological society, this work sought to investigate the importance of using new digital technologies in the classroom to enhance the teaching-learning process in the early years of basic education.

The technology is getting advanced and likewise the social media is gaining maximum attraction of individuals. The trends of the world are changing day by day so that the impacts are also changing as per needs and demands of the world. Social media has made the changes in the process of interaction between the public and government officials. Middle East communities have great access to new technologies and internet, especially, the Gulf Cooperation Council countries (GCC) that are recognized by advanced infrastructures. Therefore, a sharp increase in social media use is noticed in the area particularly the youth who are more attracted to these platforms. This paper focus on Uses and gratifications of social media use among college students in United Arab Emirates and Kuwait for three social media sites: Twitter, Instagram, and Snapchat. Mixed methodologies are applied (quantitative and qualitative) to explore various use and gratifications factors as well as other social factors among youth that contributes in the adoption of these social network sits (SNSs). Moreover, several statistical tests were performed to analyze the collected data. Few research articles have been published about new and social media platforms use in the region; however, comparative studies were rarely noticed regarding this subject. The survey includes (N=190) samples between Kuwaiti and Emirati students. The study reveals that entertainment is the major use and gratification reason for using the three platforms, while the main social factor is identification. Social media is vital when it comes to the issue of the national, political, and business life.

Although social media provide many opportunities to improve teaching processes, and today’s students do not know the world without them, there is still a trend of non-adaptation of new technologies in higher education institutions. The existing communication paradigm of social media is multidimensional, and thus complex and covers a wide theoretical and practical area. The main objective of this paper, based on the literature overview, is the conceptual foundation of social media and their main characteristics; to determine general elements of the existing communication paradigm in higher education under the influence of social media, and to identify gaps which can serve as an impetus for future research aimed at a holistic approach to changing the communication paradigm in higher education under the influence of social media.

The organization of follow-up in the distribution of tourists is one of the most important tasks of the fastest-growing business. Significant changes will be seen by the rest of the world in the sphere of organizing the distribution of those who visit the tourist enterprises of Ukraine. The price is linked with a number of reasons: suspicion of information about foreign resorts; development of the cultural and cultural level of the population; in the introduction of new technologies in the industry of rozvag; changes in the structure of the victorious hour; activization of the concert performance of professional theaters, cinemas and estradi. The main criterion of sports and health animation is regular, mass participation of tourists and vacationers in the animation programs offered by the tourist enterprise, increase of satisfaction of the tourist with quality of service, creation of positive image of the enterprise, improving effect from rest, expansion of an active tourist season. The aim of the article is a theoretical analysis of the types, functions and features of the organization of sports and recreation animation in tourism. Tourist animation has three main recreational functions: therapeutic, health and cognitive. Of these, directly performs two: sports and health and cognitive. Indirectly, under appropriate conditions, the therapeutic function is performed. In the practice of animation activities for the targeted design of animation programs, the functions of recreational tourist animation are differentiated into: adaptive - allows you to move from everyday to free, permissive; compensatory - frees a person from physical and mental fatigue of everyday life; stabilizing - creates positive emotions and stimulates mental stability; health - aimed at restoring and developing the physical strength of man, weakened in everyday life; information - allows you to get new information about the country, region, people, etc; educational - allows you to get and consolidate as a result of vivid impressions of new knowledge about the world around you; improving - brings intellectual and physical improvement; advertising - gives the opportunity through animation programs to make a tourist a carrier of advertising about the country, region, tourist complex, hotel, travel agency

Research background: The world will change radically after the COVID-2019 pandemic. The transformation of financial globalization is already taking place. It contributes to the emergence of new international relation’s forms, institutions, technologies of interaction. All these trends necessitate a revision of the basic Ukraine concepts on convergent integration into the international financial space. Purpose of the article: To identify effects of financial globalization in Ukraine and characteristics of digital human interaction; to define an expansion of digital health principles for the elimination of the population’s cognitive skills atrophy and to offer new information convergence technology, financial autonomy and identity of the country in global financial market. Methods: The methods of divergence and convergence, rationality and irrationality – to find effective tools for regulating international financial relations in Ukraine; methods of cognitive data analysis – to determine forms, directions of Ukrainian society digital hygiene; conceptualization of consequences and duality of results evaluation – for clarity of reflection of a modern development condition for а society emotional intelligence and levelling of Ukraine dependence on financial hedonism in the world. Findings & Value added: This search for regulation methods is based on a hybrid combination of global professional achievements in the regulation of financial markets, author’s work, applied projects to stabilize the financial system and priority measures to balance the development of the national economy of Ukraine. This approach will increase the effectiveness of financial relations and solving socio-economic problems at the national and international levels, while ensuring the achievement of national priorities and interests.
