The Impact of Cost Sharing on Quality of Education in Egypt's Public Universities

Egypt government undertook forward steps to reform higher education financing by introducing cost sharing policies in public universities; however, the government did not take into consideration the urgency for developing monitoring and evaluation systems to measure the effects of such policies on the quality of education. This chapter aims to measure the impact of cost sharing policy on quality of education in “FLIP”, the underlying assumption of the research is that ‘tuition fees' as a form of user charge would result in increasing education quality, which will accordingly shrink the transition period between work and school by conducting an ex-post policy evaluation design due to the absence of baseline surveys. The research study eventually comes to an end that introducing the cost sharing policy in the form of FLIP in public universities has no significant effect on quality as fitness of purpose. Finally this chapter recalls for accompanying cost sharing policies in Egypt with value creation in quality rather than only diversifying the income sources beyond the government budget.

The writing of this research aims to explain the management and impact of waqf for education in SMP Muhammadiyah Ahmad Dahlan Metro City. As for the background in this writing is the demands and expectations of the community for the greater quality of education but the capacity of the government is not yet worth the demand of the community. So the waqf movement became one of the alternatives offered to answer the challenge. Waqf movement, especially in SMP Muhammadiyah Ahmad Dahlan aims to improve the quality of education in accordance with Muhammadiyah jargon namely "advanced education". This research is a qualitative study with this type of case study research.  The data sources in this study consist of primary data sources and secondary data sources. Data collection techniques are conducted in the form of observations, interviews and documentation. The methods of data analysis are data reduction, data presentation and verification. The results of this study show that the waqf movement in SMP Muhammadiyah Ahmad Dahlan Metro City is supported not only by Muhammadiyah cadres but from sympathizers and the general public. The waqf development strategy carried out at SMP Muhammadiyah Ahmad Dahlan Kota Metro consists of (1) the conversion (substitution) of waqf assets, (2) promotion and socialization, (3) the management of waqf assets by prioritizing the allocation of waqf with regard to the 2015-2027 plan, (4) establishing partnerships and (5) strengthening the teachings of Al-Ma'un Muhammadiyah. The impact of waqf has a profound effect on the quality of education such as the improvement of school facilities and the education system in the school. Keywords: Waqf Muhammadiyah, Advanced Education Penelitian ini bertujuan untuk  memaparkan pengelolaan dan dampak wakaf bagi pendidikan di SMP Muhammadiyah Ahmad Dahlan Kota Metro. Adapun yang menjadi latar belakang dalam penulisan ini adalah tuntutan dan harapan masyarakat akan kualitas pendidikan yang lebih besar namun kapasitas yag dimiliki pemerintah belum sepadan dengan permintaan masyarakat. Sehingga gerakan wakaf menjadi salah satu alternative yang ditawarkan untuk menjawab tantangan tersebut. Gerakan wakaf khususnya di SMP Muhammadiyah Ahmad Dahlan bertujuan untuk meningkatkan mutu pendidikan sesuai dengan jargon Muhammadiyah yakni “pendidikan berkemajuan”.Penelitian ini merupakan penelitian kualitatif dengan jenis penelitian studi kasus.  Sumber data dalam penelitian ini terdiri dari sumber data primer dansumber data sekunder. Teknik pengumpulan data yang dilakukan berupa observasi, wawancara dan dokumentasi. Adapun metode analisis data yang dilakukan adalah reduksi data, penyajian data dan verifikasi. Hasil penelitian ini menunjukkan bahwa gerakan wakaf di SMP Muhammadiyah Ahmad Dahlan Kota Metro tidak hanya didukung oleh kader Muhammadiyah saja melainkan dari simpatisan dan masyarakat umum. Adapun strategi pengembangan wakaf yang dilakukan di SMP Muhammadiyah Ahmad Dahlan Kota Metro terdiri dari (1) penukaran (substitusi) harta wakaf, (2) promosi dan sosialisasi, (3) pengelolaan harta wakaf dengan memprioritaskan alokasi wakaf dengan memperhatikan renstra tahun 2015-2027, (4) menjalin kemitraan dan (5) Memperkuat ajaran Al-Ma’un Muhammadiyah. Dampak wakaf sangat berpengaruh terhadap mutu pendidikan seperti peningkatan fasilitas sekolah dan sistem pendidikan di sekolah tersebut.

COVID-19 infection resulted in significant economic implications to patients as well as a considerable financial burden to the general population for preventive measures. A descriptive study was conducted among staff at one of the public universities in Malaysia to estimate the monthly out-of-pocket expenditures for preventive measures used for COVID-19 infection. The study tool includes questions on household out-of-pocket expenditure and the measurements of the impact of the expenditure on household income. It was found that the average cumulative monthly expenditures related to the preventive measures were US$ 45.90 (Ringgit Malaysia 187.77), which was 4.3% of the household income. The highest expenditures were for traditional and complementary medicine followed by nutraceutical/supplements and disposable facemask. 8% of the households in this study incurred more than ten per cents of their monthly household income for expenditures related to COVID-19 preventive measures. Several households are experiencing substantial financial implications for preventive measures related to COVID-19 infection. This study highlights the out-of-pocket expenditures incurred for preventive measures were substantial for certain households. Effective initiatives from the government on providing subsidized protective personal equipment and a cost-sharing approach could help to alleviate the household financial burden.

The results of the analysis that the economic situation is a portrait of the people who still support the cause of increasing lower the school dropout rates from time to time. While the legislation of our country mandated to continue to educate the children of the nation, the compulsory education program launched by the government be constrained. Efforts to realize the education budget of 20% of the state budget.Free education program does provide a lot of positive impact on education in Indonesia, among which: the inequality of education in Indonesia, providing opportunities for children who are less able to be able to get an education bench, reduce the level of ignorance, unemployment, and poverty, education levels Indonesia will increase, generating qualified human resources, realize the ideals of the Indonesian nation that is participating educate the children of the nation, to promote education and the nation's economy. In addition to a positive impact, free schools also have a negative effect, such as a lack of operating funds because it is centered on the BOS funds, the declining quality of education, lack of motivation and enthusiasm to learn some students because of the effects of free, reduced awareness of parents will be the responsibility of financing education, opportunities misappropriation of budget funds if not closely monitored.

Education is among the critical needs besides the food, shelter and clothing in modern life. Quality education is an effective tool for minimizing poverty and joblessness, enhancing health and dietary standards, and attaining lasting growth. Hence, the study sought to determine the impact of poverty on the quality of education in Haiti. The study was a literature review based. The conclusions were based on reviewing previous studies. The study findings indicated that poverty influences the quality of education. The study noted the significance of education in developing countries could not be overstated. Quality education can be the catalyst needed to pull families and communities out of the cycle of poverty. Knowledge gives children the power to dream of a better future and the confidence required to pursue a complete education, which will help generations to come. The study further ascertained that education makes a significant difference for adults, particularly in day-to-day life, including nutrition, healthcare and gender equity. The poverty levels are potent in influencing the quality of education that the students will receive in the long run. The study recommended adequate mechanisms to ensure the government support children from a poor background. Addressing the academic difficulties children from deprived families will undoubtedly need a broader and bolder method to education policy than the current initiatives to reform schools. The government should make sure that school-age children are enrolled right into compulsory and free primary education. Given that education is a powerful device for minimizing poverty and joblessness, enhancing health and dietary requirements, and attaining sustainable advancement, the Haitian government must inject much more revenue in the education sector, mainly for the poor children to obtain a quality education. El aseguramiento de la calidad educativa en las Universidades Públicas de Ecuador requiere de un proceso de evaluación y acreditación por parte del CEAACES “Consejo de Evaluación, Acreditación y Aseguramiento de la Calidad de la Educación Superior”. La Universidad Nacional de Chimborazo se encuentra ubicada en el grupo” C” de desempeño. En este artículo se evalúa el impacto de la evaluación interna a docencia y servicios con carácter de acreditación, desde la percepción de los estudiantes. Para ello se obtuvo información de 281 alumnos, mediante una encuesta, que posterior a su análisis, arrojó información sobre sus percepciones respecto a variables como: Institución, Planes de estudio, Docentes, Recursos y Desarrollo de habilidades y destrezas, además, grado de satisfacción con la formación recibida y la Carrera que estudian. Ninguna de las variables de estudio obtuvo excelente, sin embargo, Estudiantes y Profesores fue catalogada como buena, Planes de estudio y Dependencia estuvieron más distantes de alcanzar esa valoración y percibieron como regular la variable Recursos. Estos resultados servirán para la implementación de nuevas estrategias en búsqueda de la calidad, a través de los procesos de evaluación y acreditación, debiéndose enfocar el perfeccionamiento en los ejes de desarrollo institucional, con el objetivo de mejorar en el ranking nacional. ABSTRACTEnsuring the quality of education in public universities in Ecuador requires a process of evaluation and accreditation by the CEAACES "Evaluation Council, Accreditation and Quality Assurance of Higher Education". The National University of Chimborazo is located in the "C" group performance. This article evaluates the impact of internal evaluation on teaching and services with accreditation character from the perception of the students. The data of 281 students was obtained through out a survey which after analysis yielded information on their perceptions of variables such as: Institution, Curriculum, Teachers, Resources and Development of abilities and skills also satisfaction with the training and career studying. None of the study variables obtained excellent, however, Students and Teachers was classified as good, Curricula and dependence were more distant to reach that assessment and Resources perceived as regular variable. These results will be used to implement new strategies in pursuit of quality, through the evaluation and accreditation processes, the improvement being due to focus on institutional development axes, with the aim of improving the national ranking.

The ongoing Covid-19 pandemic has had a severe impact on the quality of education in Indonesia. This study aims to describe addiction's effect on the quality of student education during the Covid-19 pandemic in Indonesia. This research is a literature study with a qualitative approach. The results show that during the Covid-19 outbreak, game data usage is reported to have increased worldwide, and download volume games have reached highs record in Asia, including Indonesia. This is caused by games used to cope with the psychological stress caused by the outbreak. Traditional games that were once popular have been replaced by new games such as online video games. Stakeholders should be aware of how addiction increases to online games, especially during a pandemic, and can contribute to the risk of disruption to the quality of student learning, especially if the pandemic continues. The government must formulate alternative ways to avoid online game addiction during the Covid-19 pandemic for people, especially teenagers, which can interfere with the quality of their education.

This study investigates the quality of education attained by students in rural areas of different states in India. The government of India has focused on fulfillment of the Millennium Development Goals, children should be able to attain at least primary education, neglecting learning achievement. We examine quality of education by computing an index, Learning Achievement Index (LAI) based on data from Annual Status of Education Report(ASER). We compute two more indices based on quality of infrastructure provided and quality of teachers and ranked the states accordingly. We look for the impact of expenditure by the Indian Government in quality provisions on the Learning Achievement Index(LAI). The results show certain positive and negative impacts, most importantly showing that mother’s education has a significant impact on the child’s learning achievement. Some of the results support our expectations and we explain why some of our hypothesis was invalidated by the LAI based analysis.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.

The author focuses on the manner and effects of German higher education reforms that have changed the model of university management.
