A Social Media Content Based Location and Situation Analysis Model for Disaster Management

Social media has evolved as an inseparable entity in everybody's life. People make use of social media like Face book, twitter, etc. to express their feelings. That's the reason organizations make use of social media information to infer the behavior of its users. The recent ChennaiRains2015 followed by Chennai flood show the reachability of social media as most of the people have utilized it to convey their status and requirements. Many people have utilized the same social media to express their willingness for providing help (food, shelter, evacuation and medical) to the flood victims. Connecting such people to the needy in a timely manner can make the disaster management process more efficient. In this paper, the authors highlight, (1) the design of Apache Storm based real time analytics of twitter data for extracting location and status of flood affected areas and (2) the development of an optimized map connecting the volunteers (people ready to help flood victims) and the flood victims who have raised their requests via social media.

Social media as a communication tool has enabled governments around the world to interact with citizens for customer service, access to information and to direct community involvement needs. The trends around the world show recognition by governments that social media content may constitute records and should be managed accordingly. The literature shows that governments and organisations in other countries, particularly in Europe, have social media policies and strategies to guide the management of social media content, but there is less evidence among African countries. Thus the purpose of this paper is to examine the extent of usage of social media by the Botswana government in order to determine the necessity for the governance of liquid communication. Liquid communication here refers to the type of communication that goes easily back and forth between participants involved through social media. The ARMA principle of availability requires that where there is information governance, an organisation shall maintain its information assets in a manner that ensures their timely, efficient and accurate retrieval. The study adopted a qualitative case study approach where data were collected through documentary reviews and interviews among purposively selected employees of the Botswana government. This study revealed that the Botswana government has been actively using social media platforms to interact with its citizens since 2011 for increased access, usage and awareness of services offered by the government. Nonetheless, the study revealed that the government had no official documentation on the use of social media, and policies and strategies that dealt with the governance of liquid communication. This study recommends the governance of liquid communication to ensure timely, efficient and accurate retrieval when needed for business purposes.

<p>Very few research studies have been dedicated to understanding the role of social media, diversity and vulnerability during a highly impacting event for a society. Social media are very important nowadays as a way to be in "connection to" and "link between" individuals. Thanks to technological support it is possible to create new virtual and real social relationships and networks and to be always up to date about what happen in the world. The role that virtual space plays "reducing distances", connecting people and places and facilitating the provision of support to people in need, has been receiving increasing interest in disaster studies in last years. In particular, connectivity has assumed an increasing role in relation to the diffusion of means to reach people and places in virtual mode. Furthermore, the use of social media as a means of providing information on disasters and risks could help to reduce exposure in disasters. However, several knowledge gaps are still opened, and in particular which are the potential repercussions of a high connected disaster management process on vulnerability? How can the weight of diversity change into the virtual space? The premise is that not everyone has the same possibility of accessing social media (e.g. to be informed, to know what is happening and to link with rescuers). The difficulty of accessing social media can make people invisible into the disaster management process with the risk that someone could be left behind. Thus, this presentation aims to discuss the challenges that derive from an increasing use of social platform in providing and receiving information during disasters. A second relevant point, that this presentation aims to discuss, is linked to the way citizens perceive communication platforms and how the flow of information significantly impacts on the interpretation and on the management of risk. Conclusions of this work suggest that communication should take into account the risk perception models by the public and therefore the peculiarities of each vulnerable group, to provide "targeted" communications in relation to the cultural context with the aim of reducing vulnerability growing up citizens’ awareness and knowledge. Purpose The diffusion of social media among public administrations has significantly grown in the last years. This phenomenon has created a field of research that seeks to understand the adoption and impact of social media in the public sector. The purpose of this paper is to identify the factors that make social media successful in Spanish local governments. Design/methodology/approach The paper is based on an adapted version of a neo-institutional model: Enacting Electronic Government Success (EEGS). The data have been collected through three main sources: primary data from a questionnaire designed and conducted by the authors, secondary data of statistical sources, and tertiary data collected through Klout Score. Findings The results from a survey and statistical analysis provide preliminary validation of the model and show a direct relationship between organizational, institutional, and environmental factors with the successful use of social media in local public administrations. The data analysis shows that ten variables jointly explain 54.6 percent (adjusted R2=0.546) of the variability observed in the dependent variable. Research limitations/implications First, the analysis model used represents a limited sample size to carry out a complex quantitative analysis. Second, the use of Klout Scores can offer some bias. Finally, certain variables complicate the comparative potential of the study. Originality/value This study provides original primary data and contributes to the growing field of study related to social technologies in public administrations. This research also confirms in an exploratory way the validity of the EEGS model.

Perkembangan lagu anak di Indonesia mengalami dinamika yang berbeda dari tahun ke tahun. Era 90-an merupakan puncak dimana lagu anak mendapat perhatian yang lebih dari masyarakat Indonesia. Namun kondisi tersebut berbeda dengan keadaan lagu anak sekarang. Sudah tidak banyak lagi penyanyi-penyanyi cilik yang tampil di televisi dan berkurangnya lagu-lagu yang sesuai untuk anak yang kaya akan pesan pendidikan dan nasionalis. Hal ini dikarenakan sudah tidak banyak label rekaman yang memberikan wadah bagi penyanyi cilik dan adanya anggapan bahwa lagu anak kurang laku. Objek penelitian ini adalah album penyanyi cilik Naura dengan topik strategi promosi dan sosialisasi lagu anak. Penelitian ini bertujuan untuk mengkaji strategi bauran promosi album penyanyi cilik Naura dan mengetahui tanggapan masyarakat terhadap album penyanyi cilik Naura. Pendekatan yang dilakukan dalam penelitian ini adalah metode kualitatif dengan data tambahan sebagai pelengkap dari data kuantitatif berupa pemaparan presentase. Data kualitatif didapat dari 3 orang narasumber dan data kualitatif diperoleh dari 34 responden yang merupakan followers Instagram Naura. Hasil yang diperoleh, manajemen Naura menggunakan semua alat bauran promosi, meliputi periklanan, promosi penjualan, publisitas, penjualan perseorangan dan pemasaran langsung. Sedangkan alat promosi utama yang digunakan adalah pemasaran langsung yang difokuskan pada penggunaan media sosial. Hal ini disebabkan karena mayoritas peggemar Naura adalah anak-anak dan remaja yang memiliki akun media sosial. The development of children's songs in Indonesia experienced different dynamics from year to year. The 90's is the peak where the children's song gets more attention from the people of Indonesia. But the condition is different from the state of the child's song now. There are not many singers-singers who appear on television and reduced the appropriate songs for children who are rich in educational and nationalist messages. This is because there are not many record labels that provide a container for the little singers and the assumption that the child's song is less salable.The object of this research is Naura little singer album with the topic of promotion strategy and socialization of children song. This study aims to examine the promotion mix strategy of Naura's little singer album and to know the public response to Naura's little singer album. The approach taken in this research is qualitative method with additional data as complement of quantitative data in the form of presentation of percentage. Qualitative data were obtained from 3 resource persons and qualitative data were obtained from 34 respondents who were followers Instagram Naura. The results obtained, Naura's management uses all promotional mix tools, including advertising, sales promotion, publicity, individual sales and direct marketing. While the main promotional tool used is direct marketing that is focused on the use of social media. This is because the majority of Naura's fans are children and adolescents who have social media accounts.

This paper surveys and extends the use of social media technologies as part of decision making support system (DMSS) development and management. In particular, this paper investigates how social media technologies, such as wikis, blogs, micro-blogs and tagging, have been and can be used to facilitate development and management of DMSS, through communication and collaboration. However, the author suggests going beyond simply communication and collaboration. The particular focus is on using an analysis of digital media content to address a range of issues, including using social media content to facilitate capturing project history, doing an analysis of that content to facilitate documentation development, and monitoring content from social media to provide insights into project development. Domain-based characteristics of the text are investigated to discover meaning in social media content.

This chapter investigates the increasing use of social media during a 2012 flare up in armed conflict between Hamas and the state of Israel. Through tweet and counter tweet, Israel, Hamas, and digital recruits engage in a duel as lethal to identity as kinetic projectiles. Internet connected devices such as smartphones have become hostile agents through the republishing of social media content. Such devices and social media content have material affects beyond the geographic battlespace. The advent of Internet connected devices and social media content concomitant with their use during armed conflict by hostiles beyond the geographic battlespace suggest that patterns of conflict are rapidly changing calling into question the notion of hostile, hostile acts, and battlespace. In a social media and smartphone saturated era, who and what counts as hostile (people, smartphones, and tweets) is increasingly ambiguous.

In the changing media and health landscapes, health communication requires more ways to improve and sustain new practices for health advocacy. The same way global population is soaring, people are becoming more urbane, and these vicissitudes are accompanied by the need to access new forms of media to meet information needs. This chapter assesses social media relevance as an alternative tool for health communication and clearly established that social media holds an integral locus in the day-to-day activities of the people, the same way it has for health communication. The growing concern is for stakeholders who are government and non-government agencies actors like traditional rulers, faith-based organisations, and international bodies to adopt the use of social media as an alternative for health communication in Nigeria.

Despite the existing evaluation of the sampling options for periodical media content, only a few empirical studies have examined whether probability sampling methods can be applicable to social media content other than simple random sampling. This article tests the efficiency of simple random sampling and constructed week sampling, by varying the sample size of Twitter content related to the 2014 South Carolina gubernatorial election. We examine how many weeks were needed to adequately represent 5 months of tweets. Our findings show that a simple random sampling is more efficient than a constructed week sampling in terms of obtaining a more efficient and representative sample of Twitter data. This study also suggests that it is necessary to produce a sufficient sample size when analyzing social media content.

AbstractSocial media are an emerging new paradigm in interdisciplinary research in crisis informatics. They bring many opportunities as well as challenges to all fields of application and research involved in the project of using social media content for an improved disaster management. Using the Central European flooding 2013 as our case study, we optimize and apply methods from the field ofnatural language processingand unsupervised machine learning to investigate the thematic and temporal structure of German social media communication. By means of topic model analysis, we will investigate which kind of content was shared on social media during the event. On this basis, we will, furthermore, investigate the development of topics over time and apply temporal clustering techniques to automatically identify different characteristic phases of communication. From the results, we, first, want to reveal properties of social media content and show what potential social media have for improving disaster management in Germany. Second, we will be concerned with the methodological issue of finding and adapting natural language processing methods that are suitable for analysing social media data in order to obtain information relevant for disaster management. With respect to the first, application-oriented focal point, our study reveals high potential of social media content in the factual, organizational and psychological dimension of the disaster and during all stages of the disaster management life cycle. Interestingly, there appear to be systematic differences in thematic profile between the different platforms Facebook and Twitter and between different stages of the event. In context of our methodological investigation, we claim that if topic model analysis is combined with appropriate optimization techniques, it shows high applicability for thematic and temporal social media analysis in disaster management.
