Evaluating Citizen Adoption and Satisfaction of E-Government

Governments at all levels are faced with the challenge of transformation and the need to reinvent government systems in order to deliver efficient and cost effective services. E-government presents a tremendous impetus to move forward in the 21st century with higher quality, cost-effective, government services, and a better relationship between citizens and government. This research considers theoretical foundations from the Technology Acceptance Model (TAM), the Web Trust Model (WTM), and SERVQUAL to form a parsimonious model of citizen adoption and satisfaction for e-government services. The authors find that usefulness, or end-user convenience, to be the principal determinant of e-government adoption and satisfaction, unaffected even when controlling demographic variables such as race, income, and education are introduced.

A useful Information System is difficult to conceive and develop. Research on technology has revealed that end-user likes or dislikes may matter towards the success or failure of information system (IS). A highly complicated system in which developers have put lots of development efforts may fail if the end-user dislikes it after its initial installation. In software engineering literature it is claimed that system rejection is mostly caused by not meeting the non-functional requirements. In this paper, a study is being done on ‘turnitin®’ as technology and its acceptance to a group of students in order to find out confirmation of result as claimed by TAM while it is a post implementation research activity for technology acceptance.

Abstract Background Questionnaires are commonly used tools in telemedicine services that can help to evaluate different aspects. Selecting the ideal questionnaire for this purpose may be challenging for researchers. This study aims to review which questionnaires are used to evaluate telemedicine services in the studies, which are most common, and what aspects of telemedicine evaluation do they capture. Methods The PubMed database was searched in August 2020 to retrieve articles. Data extracted from the final list of articles included author/year of publication, journal of publication, type of evaluation, and evaluation questionnaire. Data were analyzed using descriptive statistics. Results Fifty-three articles were included in this study. The questionnaire was used for evaluating the satisfaction (49%), usability (34%), acceptance (11.5%), and implementation (2%) of telemedicine services. Among telemedicine specific questionnaires, Telehealth Usability Questionnaire (TUQ) (19%), Telemedicine Satisfaction Questionnaire (TSQ) (13%), and Service User Technology Acceptability Questionnaire (SUTAQ) (5.5%), were respectively most frequently used in the collected articles. Other most used questionnaires generally used for evaluating the users’ satisfaction, usability, and acceptance of technology were Client Satisfaction Questionnaire (CSQ) (5.5%), Questionnaire for User Interaction Satisfaction (QUIS) (5.5%), System Usability Scale (SUS) (5.5%), Patient Satisfaction Questionnaire (PSQ) (5.5%), and Technology Acceptance Model (TAM) (3.5%) respectively. Conclusion Employing specifically designed questionnaires or designing a new questionnaire with fewer questions and more comprehensiveness in terms of the issues studied provides a better evaluation. Attention to user needs, end-user acceptance, and implementation processes, along with users' satisfaction and usability evaluation, may optimize telemedicine efforts in the future.

Evidence exists that citizens’ demand for pay-to-use e-government services is highly price-elastic. But research on citizens’ adoption of e-government remains almost entirely pre-occupied with contexts wherein it is implicit that citizens would not face any monetary cost implications. The fact that Technology Acceptance model (TAM) and Perceived Characteristics of Innovating (PCI) do not factor in potential adopters’ monetary cost perceptions is a plausible reason for such bias in research efforts. The paper posits a model wherein the value perceived by a citizen in government-to-citizen (G2C) online channel, and traditional public service delivery channel are antecedents of his or her intention to use the online channel. The model was tested in the context of the rail ticketing service of Indian Railways (a Department of India’s federal government). Results support the hypothesized paths, and offer useful managerial guidance to encourage citizens’ adoption. The paper discusses the prospect of certain adverse consequences for public administration and citizens, which could be linked to e-government and user charges, and ways to mitigate them. Research implications are also discussed.

This research article explores the important elements of trust and transparency to the adoption of e-government services. The Technology Acceptance Model was used as the theoretical framework. The data capture and analyses were conducted with SPSS. The results indicate that trust in the internet was a significant predictor of both the intention to use and perceived ease of use (PEOU), but was not significant in predicting perceived usefulness (PU) and the actual use (AU) of e-government services. Trust in the government (TG) was also not significant in determining both the intention to use and PEOU of e-government services. Rather TG had a significant impact on PU and the actual use (AU) of e-government services. Furthermore, perceived transparency was a significant predictor of PU, IU, and AU of e-government services. The implications of these findings on the implementation of e-government are thoroughly discussed.

The efforts of educators in the last three decades have, among other things, focused on the use of information technology (IT) in education. It has become commonplace to view information systems both as an effective carrier of course content as well as a cost-effective tool to improve student learning outcomes. One of such technologies is the e-book. Decision-makers in the education field need make sense of this technological transformation. However, despite the growing popularity of e-books in higher education, its adoption by students is yet to be crystalized. This study exploits the technology acceptance model (TAM) framework to examine student acceptance of e-textbooks as “internally” impacted by technology innovativeness and “externally” influenced by system exposure. The results showed that students’ technology innovativeness is associated with student acceptance of e-textbooks and that system exposure was a strong moderator of the TAM relationships. The findings suggest that students’ openness to new technology, in general, is likely to positively affect the adoption of a specific new instructional technology. Additionally, system exposure was found to be a significant moderator of the TAM relationships. It is concluded that students’ technology innovativeness and system exposure must therefore be factored into instructional technology usage decision-making models.

Perkembangan kebutuhan teknologi menuntut perguruan tinggi untuk senantiasa mengembangkan layanan akademik yang dapat tersedia secara digital. Universitas Tanjungpura menggunakan SIAKAD untuk memenuhi kebutuhan informasi akademik. Penelitian ini bertujuan untuk mengevaluasi kepuasan pengguna SIAKAD Universitas Tanjungpura menggunakan integrasi TAM dan EUCS. Subjek penelitian yang digunakan adalah mahasiswa, dosen, dan operator akademik yang diperoleh responden sebanyak 318 dari metode random sampling di Universitas Tanjungpura. Pengujian yang dilakukan menggunakan perhitungan analisis PLS-SEM. Penelitian ini mengukur tingkat kepuasan pengguna melalui 8 kriteria hasil integrasi TAM dan EUCS yaitu kemanfaatan, kemudahan penggunaan, akurasi, kemudahan, dan ketepatan waktu, isi, format dan sikap. Dilakukan pengukuran menggunakan PLS-SEM dengan 2 metode yaitu model pengukuran dan model struktural. Hasil hipotesis yang diterima atau mempengaruhi kepuasan pengguna adalah content, format dan attitude, masing-masing nilai tersebut adalah 2,736, 6,339 ,dan 5,240. Pada model struktural menghasilkan path coefficients yang bernilai besar yaitu content, format, dan attitude, masing-masing nilai tersebut adalah 0,217, 0,484, dan 0,372, semakin tinggi nilai t-statistik maka nilai path coefficients akan bernilai besar.

This study examined the moderating effect of electronic word of mouth (eWOM) communications on the relationship between the perceived usefulness (PU) and perceived ease of use (PEOU) of mobile government services and the intention to use mobile government services. The Technology Acceptance Model was used as the theoretical framework and the data analysis was done with SPSS. The results have shown that there was a significant moderating impact of eWOM on both the relationship between PU and PEOU and the intention to use mobile government services. In addition, perceived usefulness and perceived ease of use of mobile government service were significant in determining the intention to use mobile government services. Also, PEOU was found to be a determinant of the PU of mobile government services. The implications of these findings are discussed.

Many governmental organisations across the world are progressively implementing electronic government systems to enhance their back-office operations and offer better and efficient services to citizens. Zimbabwe is not an exception to this e-government wave. Previous studies note that the acceptance and utilisation of e-government systems by citizens in Zimbabwe remains suboptimal, sluggish and problematic due to several factors. This study sought to establish the effect of seven predictor variables on citizens’ behavioural intentions to use e-government systems in Zimbabwe. Drawing from the extended Technology Acceptance Model (TAM2), extended Unified Theory of Acceptance and Use of Technology (UTAUT2), Framework for National and Donor Action, and e-Government Trust model as theoretical underpinnings, this study proposed a conceptual framework to predict citizens’ behavioural intentions on e-government. Survey data for testing the conceptual framework were collected from 247 respondents in Zimbabwe using structured questionnaires. Confirmatory factor analysis using IBM AMOS structural equation modelling method was conducted to establish the structural model fit of the proposed model. Findings of this study establish that eight of the hypothesised constructs explain 89% of the discrepancies of behavioural intention to demonstrate good predictive power of the proposed model in voluntary environments. Thus, level of education, facilitating conditions, e-government awareness, price value; privacy, security and trust; political self-efficacy and influence were all confirmed as salient predictors of e-government adoption. These findings provide invaluable insights and pointers to practitioners and policy-makers on e-government implementation and may guide further research on e-government adoption in voluntary environments.

Electronic banking has emerged as the most lucrative and cost effective service in electronic commerce. While the movement of the major banks and financial service providers towards the digital channels, the future scope of online presence appears highly optimistic. Besides offering major banking services through this mode, the banks and financial service providers get platform to maintain direct connect with their customers that enable them to offer superior services and strengthen customer relations. The present study investigates the moderation effect of user experience with varied lengths of use on the adoption intention and continued use towards electronic banking. The study extends technology acceptance model to examine the user perceptions towards electronic banking over a period of time. The findings highlight the differences in behavior based on the frequency use. The study provides useful implications for the academicians and the managers.
