Methods of the Numerical Simulation of Residential Buildings Lifecycle for Evaluating the Effectiveness of Energy-Saving Solutions

This article considers the problem of evaluating the effectiveness of energy-saving solutions in the aspect of the task to determine the timing of capital repairs of apartment buildings. The method of numerical simulation lifecycle of buildings is offered as a solution to this problem. It is proved that implementation of comprehensive overhauls of using energy-saving technologies increases the period of effective operation of the property as a whole, and in future - to lower operating costs. In order to enhance the safety of housing and improve the quality of housing, a new overhaul system of apartment buildings was adopted. Federal Law No. 271-FZ [1] obliges all the entities of the Russian Federation to adopt regional programs, which set deadlines of overhauls in all apartment houses. Analysis of the main program provisions showed that the overhaul term criteria do not include the results of monitoring the technical condition of buildings (physical deterioration of each component and engineering equipment), as well as the rate of the wear of building components by the time of repair and prediction of these indicators in the future during the lifecycle.

Introduction. The article addresses background gamma radiation in residential premises of apartment buildings in Vladivostok. This study is based on earlier research undertakings focused on the sick building syndrome (SBS), which proves its high relevance. The research is focused on the intensity of background gamma radiation in the residential premises of apartment buildings in Vladivostok. New data obtained in the course of the field experiments, the scale of their analysis, the coverage of substantive issues concerning radiation intensity and its monitoring in residential buildings guarantee the novelty of this research project. These findings also have a practical value that deals with environmental safety. Materials and methods. Onsite examinations were conducted in the form of background gamma radiation measurements taken in versatile apartment buildings, built at different times and made of different materials. Results. This section contains analytical information about the lack of influence of the location of apartment buildings on background radiation inside the apartments examined within the framework of this research project. Measurement results represent a range of values depending on construction materials used. Principal regularities, derived from the measurement results, are based on the time of operation of residential buildings, which is of practical importance. Conclusions. Patterns of influence of building parameters on background radiation inside apartments allow to assess the condition of residential buildings. Background radiation information can be entered into BIM databases and used to formulate the approach to the design of buildings and urban infrastructure so that they were focused on their residents and users. Background radiation research findings, entered into the database and contributed to design algorithms which are customized to the needs of urban residents, will enable designers to project the overall quality of the living environment encompassing the built environment analyzed in this article and other nearby buildings and structures located in Vladivostok.

Federal Law No. 433-FZ «On Amendments to the Criminal Procedure Code of the Russian Federation and the Annulment of Certain Legislative Acts (Provisions of Legislative Acts) of the Russian Federation» entered into force since January 1, 2013 in relation to the powers of prosecutors to lodge cassation representations against court’s decisions is under review in the article. The authors analyse judicial practice of cassation instance in Moscow City Court of 2014 year on criminal cases and demonstrate some omissions of prosecutors in consideration of cases in the court of cassation. The conclusion shows that a cassation representation should be prepared and submitted by subordinate to higher prosecutor, provided that public prosecutor shall obtain the right to apply directly to that prosecutor who has the right to lodge a cassation representation along with the project thereof. Such novel will positively influence to the quality of cassation representations prepared and made by prosecutors.


The article deals with the fundamentals of organization, tactics of production and fixing the results of one of the most important investigative actions. The authors note that the quality of the investigation of the crime as a whole and the results of the trial largely depend on the quality of the inspection of the scene. At the same time, the inspection efficiency and the objectivity of fixation depend on the scientific and technical means, methods and technologies used in its production. Attention is paid to the issues of organization of interaction both in the course of a study of the situation and objects, and when displaying information in the protocol and its annexes. It is especially important in connection with the changes in the Criminal Procedure Code of the Russian Federation introduced by the Federal Law № 23-FZ of March 4, 2013. Given that the inspection is a collective investigative action, not only the professional qualities of each employee involved, but also the coordinated work of the whole team significantly impact on the efficiency of its production and the quality of displaying the obtained data in the relevant documents. Special attention is drawn to the organizational problems of the work of investigative operational groups, which, in practice, are formed at random. One of the ways to optimize this investigative action and the fixation of the obtained information is to form investigative-operational groups, taking into account the psychological compatibility and teamwork of participants.

A comprehensive approach to the problem of improving the quality of construction of residential buildings, allows you to take into account various main factors that affect the quality of construction in General. Using the method of expert opinions, the most significant parameters were identified. The weight of each factor is determined using a mathematical model. The experiment examined three levels of variation in significance for each group of factors. After obtaining a discrete value of a complex indicator of the quality of construction of a residential building, it is interpreted using adapted quantitative ranges of values of the generalized Harrington desirability function. A method has been developed to determine the effectiveness of organizational and technological decisions made. An algorithm has also been developed to improve the quality of residential building construction.

These technical conditions of multi-apartment buildings are a huge digital array for making important management decisions both within the boundaries of individual territories of the municipality, and for planning budget expenditures within the municipality, the subject of the federation and the country as a whole. Aspects of the formation of data on apartment buildings in various information systems are considered. The basics of ensuring the reliability of the presented data are considered. It is noted in the work that for many years, during the transition from a planned economy to a market economy, the requirements of technical regulations and normative documents for the maintenance and operation of apartment buildings are not fully complied with by the operating organizations. The deadlines for replacing systems and equipment that have worked out the deadline are not met. It is noted that federal legislators and the Government of the Russian Federation have not determined a general procedure for monitoring the technical condition of apartment buildings and have not formed a general approach to assessing their technical condition, the obligation of owners of premises of apartment buildings to finance these works, their frequency has not been determined. It was revealed that the data obtained during the monitoring of the technical condition of apartment buildings combined in federal and regional information systems would be an objective marker in the formation of state and municipal programs in the field of reducing the housing stock unsuitable for living. financing of monitoring.

The subject of this research is the relevant situation on the market of state (municipal) and corporate procurement, including the key indicators in the sphere planning government orders, stages of selecting suppliers (contractor or executive), conclusion and execution of contracts, as well as monitoring all stages of procurement procedures and detection of legislative violations. Attention is given to the specificity of application of certain provisions of the Federal Law “On the Contractual System of Procurement of Goods and Services for Fulfilling the Needs of the Country” and Federal Law No. 223-FZ “On Procurement of Goods and Services by Certain Types of Legal Entities". The conclusion is made that the sector of state and corporate procurements involves the budgetary funds of all levels, which are about 1/3 of the country’s GDP. At the same time, the current of system of state and corporate procurement is characterized by prevalence of noncompetitive procurement; consistent level of competition; low level of confidence of the marker actors in the system of state and corporate procurement. As a result, the contractual system does not fully contribute to ensuring the economic growth of the country. One of the deterrents for enhancing the functionality of the state and corporate procurement system is the concentration of efforts on improving the contractual system of procurement procedures, rather than achieving the effectiveness of procurement and ensuring due quality of goods and services, as well as the complexity and instability of legislation on procurement.

The current state of the housing stock of the Russian Federation necessitates overhaul of the common property of apartment buildings. The basis of the state program (concept) for overhaul of apartment buildings is formed by regional programs and short-term plans for overhaul of the common property of apartment buildings. Therefore, the purpose of this article was to study the implementation of the regional program for the overhaul of apartment buildings and develop directions for its improvement. The subject of the research is the regional program for the overhaul of the common property of apartment buildings in the Volgograd region, which is a document that guarantees the overhaul within the time frame established in it. The analysis of the implementation of the program according to the data of the Fund For Overhaul of the Volgograd region is presented. The problems of the implementation of the regional program are identified and directions for their elimination are outlined, which will allow achieving the target indicators of the regional overhaul program.

Managers of large housing estates whose stocks consist mainly of precast concrete plate buildings of 1970ies, due to their sheer size and technical condition far from being perfect, are especially concerned with searching for solutions that would reduce energy consumption. Thermal modernization projects provide an opportunity to adopt a holistic approach to the problem of obsolescence of this relatively new housing stock and to consider it in terms of urban regeneration. The paper describes the energy saving policies in Poland and results of pilot studies of Building Research Institute (ITB) aimed at defining optimal scope of thermomodernization of precast concrete plate housing. The paper investigates into the effects of thermomodernization of a particular, though typical, housing estate in Lublin in order to give grounds for future actions in the field of energy saving measures.

The topic of the article is relevant due to changes in urban planning legislation. The new legislation is explained by the tasks set by the authorities of the Russian Federation to improve the quality of life, to ensure favorable living conditions and health of citizens of the Russian Federation. The new requirements for the development of territories in the Russian Federation provide not only for changing the procedure, but also for providing transport, social and other types of infrastructure during the construction of the object. A new concept in urban planning legislation — the activity of integrated and sustainable development of territories-entails a whole range of measures necessary for adoption not only by the authorities, but also in the design of the activities of construction companies. First of all, urban planning changes will affect such a legal act as the Rules of Land Use and Development. They will not only have to be structurally updated, but also adopted in accordance with the procedure established by the legislation of the Russian Federation. Construction companies are forced to coordinate the construction of an object, especially residential buildings, with organizations that regulate transport and social accessibility. Additional requirements for construction, imposed by modern urban planning legislation, will also entail a change in the price policy in the field of housing. The authors try to anticipate the pos sible legal consequences of the new changes in the legislation regulating urban planning legal relations.

One of the key problems in the state of the Russian energy sector is the creation of effective energy­saving technologies for both organizations and ordinary consumers. The forecast of scientific and technological development of the Russian Federation for the period until 2030, approved by the Government of the Russian Federation, mentions low volumes of energy saving in the sphere of final consumption as one of the threats to Russia’s economic development. In 2009, the Federal Law No. 261­FZ “On Energy Saving and Increasing Energy Efficiency” was adopted. The corresponding Resolution of the Government of the Russian Federation No. 961 of September 20, 2014 prescribes the creation of a database on the most effective technologies used in apartment houses, administrative and public buildings. Federal Law No. 184­FZ of December 27, 2002 (as amended on July 29, 2017) “On Technical Regulation” establishes an imperative order, according to which technical and legal regulation in the field of application of energy efficiency requirements, requirements for lighting devices, electric lamps, used for lighting purposes, should be implemented at the level of the federal law approving the relevant normative legal act. However, as of today this federal law has not been adopted. The technical and legal regulation of lighting products is carried out fragmentarily, at the level of national standards. The adoption of a federal law that establishes a technical regulation for lighting products will effectively respond to the challenge outlined in Presidential Decree No. 208 of May 13, 2017 “On the Strategy for Economic Security of the Russian Federation for the Period until 2030” regarding the development of energy­saving technologies and reducing the material consumption.
