Researchers are still raising questions related to the time and place of shooting of certain portraits in the scarce photographic iconography of F. M. Dostoevsky. First of all, this pertains to a set of early photographs, whose dating ranges between 1857 and 1863, according to various sources. The article offers new arguments in favor of attributing several portraits of F. M. Dostoevsky to 1859. This refers to photographs that captured an image of F. M. Dostoevsky that is unusual for most of his admirers, namely, without a beard. Two of them were taken in Semipalatinsk by the photographer S. A. Leibin, while in one of them F. M. Dostoevsky was captured together with the Kazakh educator Ch. Ch. Valikhanov, whom he befriended during the years of his exile. Another photo has not been precisely attributed. A comprehensive analysis of the details depicted on them, the facts of the biography of Ch. Ch. Valikhanov and the letters of F. M. Dostoevsky allows to date the Semipalatisk photographs with greater accuracy. The article proposes that another one of the portraits taken in Tver was carried out simultaneously with the shooting of the portrait of M. M. Dostoevsky. A comprehensive examination of various details and circumstances also leads to the same conclusions. To date, only a few copies of photographs with Ch. Ch. Valikhanov and a photograph allegedly taken in Tver are known. The original solitary portrait made in Semipalatinsk has been lost. The conducted research allows to assert that other copies of these photographs may exist. The proposed conclusions are made on the basis of a study of the originals of photographs in the collection of The V. I. Dahl State Museum of the History of Russian Literature.

The fight against bureaucracy has been a constitutional goal in Portugal since 1982, when the first constitutional amendments were made. In Article 267(1), the following was included on the organization and goals of the Public Administration: “the Public Administration shall be structured in such a way as to avoid bureaucratisation, bring departments and services closer to local people and ensure that interested parties take part in its effective management, particularly via public associations, residents’ organisations and other forms of democratic representation”. Unfortunately, the mere fact of having a constitutional article dedicated to bureaucracy does not automatically fulfil the intended goal unless there is also the political will, governmental commitment and institutional capacity to achieve the objective. Since 2005 the conditions for serious and systematic simplification have finally been met. In this article, the legal and political context in which the first modernization initiatives occurred, firstly, is briefly explained. Then, the article moves on to a more detailed presentation and critical analysis of the recent legal changes that took place in 2015 and transformed the environmental bureaucracy landscape in Portugal.

Frequent collapse accidents in tunnels are associated with many construction risk factors, and the interrelationship among these risk factors is complex and ambiguous. This study’s aim is to clarify the relationship among risk factors to reduce the tunnel collapse risk. A multicriteria decision-making method is proposed by combining interpretive structural modeling (ISM) and fuzzy Bayesian network (FBN). ISM is used to determine the hierarchical relationships among risk factors. FBN quantitatively analyzes the strength of the interaction among risk factors and conducts risk analysis. The ISM-FBN method contains three steps: (1) drawing the ISM-directed graph; (2) obtaining the probability of the FBN nodes; and (3) using GeNle to implement risk analysis. The proposed method is also used to assess the collapse risk and detect the critical factors in the Canglongxia Tunnel, China. This method’s tunnel collapse risk model can provide managers with clear risk information and better realize project management.

AbstractGreat advances have been made in mass spectrometric data interpretation for intact glycopeptide analysis. However, accurate identification of intact glycopeptides and modified saccharide units at the site-specific level and with fast speed remains challenging. Here, we present a glycan-first glycopeptide search engine, pGlyco3, to comprehensively analyze intact N- and O-glycopeptides, including glycopeptides with modified saccharide units. A glycan ion-indexing algorithm developed for glycan-first search makes pGlyco3 5–40 times faster than other glycoproteomic search engines without decreasing accuracy or sensitivity. By combining electron-based dissociation spectra, pGlyco3 integrates a dynamic programming-based algorithm termed pGlycoSite for site-specific glycan localization. Our evaluation shows that the site-specific glycan localization probabilities estimated by pGlycoSite are suitable to localize site-specific glycans. With pGlyco3, we confidently identified N-glycopeptides and O-mannose glycopeptides that were extensively modified by ammonia adducts in yeast samples. The freely available pGlyco3 is an accurate and flexible tool that can be used to identify glycopeptides and modified saccharide units.

Abstract Construction risk assessment is the final and decisive stage of risk analysis. When highly changeable conditions of works execution are predicted, risk should be evaluated in the favorable, moderate, and difficult random conditions of construction. Given the random conditions, the schedule and cost estimate of the construction are developed. Based on these values, the risk of final deadline delay and the risk of total cost increase of construction completion are calculated. Next, the charts of the risks are elaborated. Risk changes are shown in the charts and are analyzed in the range [1, 0].

AbstractRisks pertaining to construction work relate to situations in which various events may randomly change the duration and cost of the project or worsen its quality. Because of possible significant changes of random events, favorable, moderate, and difficult conditions of construction work are considered. It is the first stage of the construction risk analysis. The probabilistic parameters of construction are identified and described by using the design characteristics model of the structure and the construction technology model. The first describes the probabilistic properties of the structure execution’s technology. The second describes the probabilistic properties of the works execution. Both models contain basic probabilistic data for scheduling, cost estimating, and risk assessment of the construction.

A comprehensive analysis of the twist drill point geometry is made in order that the high-speed digital computer can be used as an aid in the design of a drill. This subject is treated in two parts. In Part I, the drill geometry is analyzed with respect to the drill flute and flank contours by considering cross sections of the drill cut by planes perpendicular to its axis. Since several important drill angles are defined in planes inclined to the drill axis, the analysis is extended to cover the general case where the drill is cut by any plane inclined to its axis.

Abstract. The construction enterprise is one of the important management ways, and it also is main mean of controlling the project schedule, quality and cost. Although outsourcing can be good for integration of resources to realize the optimization of resources, due to the contracting enterprise and the unbalance of interest conflict between them and other factors, the risk is certain to bring. The correct evaluation to the risk is an important basis for decision-making. This paper is used by using information diffusion method to the construction risk analysis on the exploration, and analyzing the error, to proof that the information diffusion method in building construction risk analysis is of the application of the feasibility, which can make full use of the existing information. By adjusting the domain of discrete points the density of the degree so that the request reaches the required accuracy.
