Currently, a problem of the deterioration of housing stock exists and more and more buildings require reconstruction and renovation. Therefore, there is the need for specialists of the international level in the reconstruction and renovation of residential buildings in the labor market. To meet the need the distant learning course “Energy efficient refurbishment management” is offered. Implementation of the project is carried out by international organizations from different countries. The course is aimed at improving energy efficiency in new buildings and old residential buildings under the renovation in Russia, Belarus and Ukraine. The main objective of the project is the development of a program that will allow a manager to plan and implement energy efficiency measures of reconstruction. It is assumed that this course will be used both for self-education and for professional development and will be available for people who do not have special knowledge in this area. The program will provide the society with experts in the field of energy efficient renovation.

An important part of the multi-family housing stock in Sweden was built during the record years 1961–1975 and is in need of extensive renovation to be modernized. The stock is also at the center of political discussion of how to sustain ‘good housing for all’, especially in the rental sector. These renovation needs coincide with present energy targets and provides an opportunity to combine renovation with energy efficiency measures. Common for many of these buildings are that neglected maintenance has led to technical shortcomings, such as high energy use and low thermal comfort due to bad insulation, unsatisfactory air tightness and leaky windows, inefficient heating systems and insufficient ventilation, and moisture damage due to leaking building envelope and leaking pipes. However, the people living in these buildings are not willing to or cannot afford to pay the higher rents that extensive renovations would entail. Earlier research has highlighted the broader societal problem of energy renovations, but also that of housing companies’ priority of measures with short payback times, and those that give the possibility to raise rents. However, recent observations indicated a tendency towards more holistic approaches to housing renovation, and this study was initiated to investigate how public and private housing companies deal with renovation levels, rent increases and related social problems. The main conclusions are that sustainability and social responsibility are moving up on agendas in the public sector, but also, apparently, in the renovations strategies among the private companies. What is also seen is a trend moving from extensive total renovations to more tenant-adapted and step-by-step renovations. Renovation options which do not entail such large rent increases are increasingly being seen. Implications are that housing owners favor gentle renovation with reasonable rent increases of 10%–20%, which at the same time, may be a drawback for reaching energy efficiency targets.

In Ukraine, one of the main problems in the field of architecture and construction is an outdated housing stock with low energy efficiency indicators. The total housing stock of Ukraine is 1031.7 million m2, of which more than 4.8 million m2 is an outdated and emergency stock, 11% of residential buildings need repairing, and 9% – reconstruction. Its significant part (72 million m2 or 23%) is morally outdated buildings of the first mass series of 1950−1960, which have a number of structural deficiencies and do not fit to current norms [11]. Most of the existing housing are in the historical environment, therefore, in addition to traditional approaches to the formation of energy-efficient housing, there are special approaches associated with a number of restrictions on the compositional, stylistic, and coloristic integrity to the architectural environment whith increasing energy efficiency of housing. This problem needs to be solved in a complex way, using thermo-modernization, thermo-reconstruction, sanation. An analysis of these approaches has shown that sanationis the most effective, as measures for the rehabilitation of multi-apartment buildings allow to increase energy efficiency of housing and preserve historical architectural heritage within the existing housing stock.

As a result of research into the state of the housing stock in Kiev and the prospects for its reconstruction, the main levels of implementation of eco-energy-efficient measures have been identified, taking into account the increasing cost / effectiveness ratio, which will include problem assessment, optimizing energy costs, eco-energy efficient housing reconstruction, application of innovative technologies. Based on the national and international experience of reconstruction and overhaul, the 6E concept is proposed, which focuses on energy efficiency, environmental safety, economy, ecology, ergonomics and aesthetics of the reconstruction process. Compliance with the basic requirements of eco-energy efficiency in the process of housing reconstruction will ensure the comfort of residents and will improve the level of environmental safety of our country. Introduction of the principles of energy efficiency in the process of reconstruction of housing stock is an integral part of Ukraine's environmental and national security, as it ensures a reduction in the negative impact on the environment and people, and also significantly reduces the waste of the construction industry.

Since the 1990s, the successive EU directives and related national or regional legislations require new construction and retrofits to be as much as possible energy-efficient. Several measures that should stepwise minimize the primary energy use for heating and cooling have become mandated as requirement. However, in reality, related predicted savings are not seen in practice. Two effects are responsible for that. The first one refers to dweller habits, which are more energy-conserving than the calculation tools presume. In fact, while in non-energy-efficient ones, habits on average result in up to a 50% lower end energy use for heating than predicted. That percentage drops to zero or it even turns negative in extremely energy-efficient residences. The second effect refers to problems with low-voltage distribution grids not designed to transport the peaks in electricity whensunny in summer. Through that, a part of converters has to be uncoupled now and then, which means less renewable electricity. This is illustrated by examples that in theory should be net-zero buildings due to the measures applied and the presence of enough photovoltaic cells (PV) on each roof. We can conclude that mandating extreme energy efficiency far beyond the present total optimum value for residential buildings looks questionable as a policy. However, despite that, governments and administrations still seem to require even more extreme measurements regarding energy efficiency.

AbstractThis article explores the complexities of establishing knowledge-sharing practices between organizations through a case study of the creation of a database for energy efficiency measures relevant to the shipping sector. As researchers and policy-makers tend to point towards knowledge sharing and collaboration as means towards a more energy-efficient society, there is a need to better understand the knowledge sharing practices in such initiatives. The study is based upon extensive fieldwork where the first author was recruited to a collaborative network on energy efficiency in the shipping sector, to aid in the development of the collaboration while carrying out participatory-observational research in an ethnographic tradition. The study highlights the need to maintain realistic expectations for new knowledge-sharing collaborations, and the necessity to allow such arrangements to develop over time.

Introduction. The transformation of the economic space of the regions based on digitalization and the use of intelligent technologies in the housing sector gives rise to aesthetic technical problems. When implementing spontaneous investment projects to improve the energy efficiency of the old housing stock of cities, including historical and cultural monuments, as well as buildings that form historical buildings, technical and aesthetic consequences arise. The aim of the article is to study the implemented investment projects to improve the energy efficiency of residential buildings on the adjacent territory of the border of the historical settlement of regional significance in the city of Kazan. Materials and methods. Full-scale inspection, photographic recording of the results of implemented investment projects to improve the energy efficiency of multi-apartment residential buildings of the housing stock on the adjacent territory of the border of the historical settlement of the city of Kazan. Results. As a result, a classification was drawn up of the types of interventions of the operating company, which significantly change the historical facades, change the single architectural and historical appearance of the street ensemble and generate negative externalities. Taking into account the prospects for growth in demand in the market for improving the energy efficiency of buildings of old housing stock, in order to maximize public welfare, it is proposed to consider the mechanism of state intervention to protect the architectural and historical environment of the city as a patronized good on the basis of state policy to create favorable conditions for the introduction of innovations in the housing sector in the form of institute of public guardianship. Conclusions. The institute of public guardianship will allow to preserve the artistic architectural ensembles of the city throughout the life cycle, to fight against parasitic architecture, to obtain an economic effect: to ensure low energy consumption in residential buildings of the old housing stock of cities, an increase in the value of real estate and the profitability of investment projects for the restoration, reconstruction and reconstruction of buildings in the historical part cities.

One of the urgent problems today is to increase the energy efficiency of civil buildings. There is a need at the design stage to choose structures and design solutions that will compensate for the increasing consumption of energy resources in civil engineering. This article compares different building envelopes used in the construction of residential buildings: a volumetric block and a wall made of aerated concrete blocks. To determine the most energy efficient design solution construction is compared in different climatic regions. One of the most vulnerable places of a wall, from the point of view of energy efficiency, is a window jamb. In this article, an analysis is carried out to determine the construction with the lowest heat loss window jambs. Using the ELCUT software temperature fields and additional heat flux densities are calculated. According to the calculation, the proportion of heat loss due to window slope from heat loss according to the surface of the structure was determined. The heat flux density of the homogeneous section of the wall of the volume block is 1.28 times higher on average than in the aerated concrete wall. Regardless of the climatic conditions, the junction of the window jamb in buildings made of insulated panels of volumetric blocks is more energy efficient than the same junction in a building with aerated concrete walls.

AbstractBased on EU guidelines and national development plans, energy efficient process management has been slowly implemented in Latvian regions in the context of the Directive 2012/27/EU putting forward two binding indicative national energy efficiency goals for Latvia: (1) to achieve 1.5 % of energy savings delivered to final consumers every year, and (2) to renovate 3 % of the state-owned buildings annually. The aim of the paper is to reflect the management system of energy efficient processes in public and residential buildings in Latvian littoral regions of the Baltic Sea, which can be an important factor for achieving the goals of the Directive. The paper presents the results of the research on energy efficient processes in public and residential buildings in Latvian littoral regions of the Baltic Sea in order to determine the existing challenges. Methods applied in the research are data collection, grouping, analysis and comparison, studies of regulatory documents, as well as statistical data collection and analysis. Contribution of the research is the improvement of energy efficient solutions in public and residential buildings in littoral regions of the Baltic Sea by using the estimated energy efficient processes. The results of the research are of international importance and can be applied not only in public and residential buildings in littoral regions of the Baltic Sea but also in other regions with similar climate or energy efficient process management problems in order to improve the selection of criteria of energy efficient solutions and renovation.
