In the context of Russian power and transport modernization the problem of new ways searching of energy efficiency increasing based on area has been assuming significance and topicality within last years. The goal of authors’ research is the identification of current problems in the power engineering and transport sectors under modern economic conditions and the development of municipal education tendencies (directions) from the social and energy efficiency prospective. The number of state investment projects have been developed and justified from the economic and energy efficiency point of view. The proposed and justified directions and measures (actions) related to the implementation of state energy efficiency project on the area-based development will be helpful to State Government bodies. The research was carried out at the support of the program for strategic development of Novosibirsk State Technical University, project No C-31.

This article describes the relation between law and morality when applied to solving legal problems. The relation in question is not understood solely as a conflict between law and morality which implies a need to decide in favour of one or the other. Indeed, moral substance of law make references to morality not only possible but necessary. The limit for those references is established by the principle of equality before the law. Moreover, an internal diversification of morality is analyzed. Some part of it needs to be secured by law, which in itself does not harm the social or individual identity, that is, public and private morality is distinguished, then minimal and maximal morality – concepts proposed by Michael Walzer. This idea, approached from a legal point of view, leads to the formulation of what seems the best-founded proposal: particular and cooperative morality.

The aim of this study was to investigate the meanings of creation and the possibilities of authorship for students from two public universities. Reading and writing workshops with students, which were recorded via audio recordings and fieldnotes constituted the field of study. The analyses were based on the theoretical perspectives of Bakhtin and Vygotski and focused, from the students’ point of view, on the social places institutionally occupied by professors and students and the meanings about the academic practices and their consequences for the possibilities of authorship and creation. The results indicate places of inequality in the relationship between peers from public and private education, the individual responsibilization of the students for their trajectories within the university and the signification of academic authorship as responsive to the productivist logic guided by the commodification of scientific production.

The significance of the concept of noonomy developed in the works of Professor S. D. Bodrunov, including his monograph “Noonomy”, is wider than just a hypothesis that paints a picture of promising shifts in the socio-economic structure of society. Since this concept is based on the study of a number of real trends in the development of material production and human knowledge – both technological and socio-economic, to the extent it creates theoretical and methodological prerequisites for the study of the further evolution of human civilization.Highlighting the patterns of this evolution is the growth of knowledge intensity of production, increase of knowledge capacity of product, the trend to the predominance of the weight of knowledge on material costs in the cost structure of production, the displacement of people from the immediate process of production – the concept of noonomy allows you to see a number of intermediate steps leading, ultimately, to the formation of a non-economic society and non-economic way of productive activity. One of these steps is the formation of a new industrial society of the second generation (NIO.2).Those deep technological shifts that lead to the formation of NIO.2, carry with them not only new opportunities for human development and meeting its needs, but also the growing risks of technogenic pressure on nature, and reckless interference in the nature of man himself. Economic rationality turns into inflating simulative needs in the pursuit of sales expansion and profit, leading to an increasing absorption of resources. There is a movement to the civilizational crisis, to the point of bifurcation, beyond which the resolution of these problems should be achieved by changing the criteria base of economic activity by moving away from economic rationality, and a corresponding change in the social structure.The identification of these distant strategic development prospects in S. D. Bodrunov's works allows us to take an appropriate look at the immediate pragmatic goals. In particular, the solution of the problem of reindustrialization of Russia appears, from this point of view, not only as a tactical necessity, but also as a necessary prerequisite for entering the strategic highway of development.

O depoimento de alunos e professores de alfabetização de escolas públicas e particulares acerca dos usos e funções da linguagem escrita foi analisado a partir de entrevistas onde a pergunta central era: "Para que serve 1er e escrever?" Pelos depoimentos foi possível identificar diferentes concepções, as quais variam entre professores e alunos e em função do tipo de escola. A natureza dessas concepções reflete noções distintas a respeito dos usos e funções da linguagem escrita para o indivíduo que aprende a 1er e a escrever. Abstract Students ' and teachers ' point of view about the social uses and functions of written language was analysed. The results made it possible to identify several conceptions that differ between teachers and students, and also between public and private schools which attend children from different social backgrounds. The nature of these conceptions expresses different ideas about the social uses and functions of written language for the individual who learns how to write and read. Résumé L 'opinion d'étudiants et enseignants de l'élémentaire sur les usages et fonctions du langage écrit a été analysée à partir d'interviews où la question centrale concernait les raisons de savoir lire et écrire. Différents points de vue ont été ainsi identifiés parmi les élèves et enseignants compte tenu de l'école (publique ou privée). Ces points de vue mettent en relief des différentes conceptions concernant V usage et les fonctions du langage écrit pour l'individu qui apprend à lire et à écrire. Resumen El testimonio de alumnos y profesores de alfabetización de escuelas públicas y particulares acerca de los usos y funciones del lenguaje escrito fue analisado a partir de entrevistas donde la pregunta central era "Para qué sirve leer y escribir? ". Através de los testimonios fue posible identificar diferentes concepciones, las cuales varían entre profesores y alumnos y en función del tipo de escuela. La naturaleza de esas concepciones refleja nociones distintas, respecto del uso y funciones del lenguaje escrito para el individuo que aprende a leer y a escribir.

It is estimated that the amount of waste electrical and electronic equipment (WEEE) increases annually due to planned obsolescence, technological changes and changes in people's lifestyles. The aim of the present study is to identify risks and opportunities related to WEEE from an environmental, social and economic point of view, considering the intensified use of technology, the generation and the need to treat this waste. The study consisted of a bibliographic research followed by three case studies with waste disposal companies. Therefore, a table was drawn up outlining the risks and opportunities of WEEE, considering different points of view. From the environmental point of view, there is a risk of increasing the consumption of this equipment to increase the illegal and incorrect disposal, but the extraction of non-renewable raw materials can be reduced by implementing reverse logistics. From the economic perspective, the costs involved in the reverse logistics of WEEE are not clearly known; however, there is an expanding market for WEEE management. From the social point of view, the risk is the increase of informal and insecure work, which can be minimized through investments from public and private powers, thus generating formal jobs.

The purpose of this paper is to investigate the role of public and private partnership (PPP) in implementing strategic priorities for developing the regions of Southern Russia. Public and private partnership is currently one of the priority mechanisms for developing regional infrastructure, modernizing industry, establishing “smart” digital environment, improving social facilities, housing and communal services. Taking into account these factors, the authors suggest an approach to analysing the relationship between the level of PPP development in the regions of Southern Russia and key strategic development vectors by means of identifying the relation between the integrated indicators characterizing the level of social and economic development of regions, investment and innovation attractiveness, digitalization and energy efficiency of the corresponding regions of the South of Russia and the PPP development index. The graphical representation of the regions of Southern Russia in respect of the relevant integrated indicators reveales that higher competitive positions are provided in the following leading regions of the South of Russia: Krasnodar and Stavropol krai, Rostov, Volgograd and Astrakhan regions. The analysis makes it possible to identify interregional gaps in the period under study in terms of investment attractiveness, innovativeness, energy efficiency and digitalization of the regions of Southern Russia. It is determined that there exists a high level of regional “stratification” according to the level of social and economic development and public and private partnership (PPP) development. The study shows a high level of relationship between the strategic development of the regions of Southern Russia and the level of public and private partnership (PPP) development. In accordance with the obtained results the authors propose recommendations for improving institutional environment and management tools to enhance the public and private cooperation.

In the study, the correlation between cyberbullying and cyber victimization, which is included in the digital literacy skill in the Social Studies Curriculum, and self-confidence value was examined. From this point of view, the research aims to determine the degree and direction of the correlation between 8th grade students cyberbully/victim behaviors and their self-confidence value. As a data collection tool; The CyberBully/Victim Scale developed by Ayas and Horzum (2010); The Self-Confidence Scale developed by Akin (2007), and the Personal Information Form developed by the researcher were used to access personal information. The research sample consists of a total of 455 students studying at the 8th grade of public and private schools in the Nilufer, Yildirim, and Kestel districts of Bursa. Spearman’s Rho Correlation analysis was used in the analysis of the data. As a result of the study, a statistically significant moderate-level inverse correlation was found between students cyberbully/victim status and their tendency levels of self-confidence.

The article deals with criminal-executive characteristics and social-legal conditionality of negative duties of convicts sentenced to deprivation of liberty for a fixed term. It is noted that the social-legal significance of duties of convicts sentenced to deprivation of liberty for a fixed term is that they are means of forming the moral and legal consciousness of convicts, strengthening law and order, discipline and organization during serving a punishment. The essence of the legal duties of convicts is to require the necessary conduct from the point of view of the state, government and the law. This behavior of convicts is obligatory, indisputable and ensured by measures of state coercion. Such measures of state coercion include the establishment of the possibility of bringing convicts for failure to comply with their duties to legal liability of various types (disciplinary, material, criminal). The analysis of the legal nature of the legal duties of convicts testified to their two-element content (structure), namely: first, it is the need to take certain actions (positive duties); secondly, the need to refrain from performing statutory actions (negative duties). The article establishes that the activity of the colony staff to control the observance of negative duties by convicts has not only a criminal-executive, but also a criminological aspect and is aimed not only at achieving the purpose of punishment and criminal-executive legislation, but also at preventing convicts from committing offenses (including criminal ones) while serving punishments. The social-legal conditionality of the imposition of legal duties on convicts sentenced to deprivation of liberty is given, the main function of which is a special-preventing (criminological). It is noted that one of the main differences between the duties of convicts and their rights is that failure to comply the first ones has undesirable consequences for a person – the fact of bringing convicts to legal liability, which is differentiated by disciplinary, material, criminal.

Social work acts at within the public and private fields. From an ethical point of view, the first one is governed by the society's right to information and the social worker's obligation for transparency. The second one is the beneficiary's right to private life and the social worker's obligation of confidentiality. The two sets of competing rights and obligations define the dual nature of social work to act both in the public sphere, as well as the private one. Starting from the case of Tarasoff, the American instances stated that the obligation of the therapist to protect the possible victims is a priority to that of confidentiality. The current chapter follows the meaning of this obligation in the practice of social work, as well as the clarification of the importance and limits of applicability of the principle of confidentiality in social work.

Project-based transactions (PBTs) are a market mechanism of attracting foreign investments in order to abate greenhouse gas emissions and increase energy efficiency of the country’s enterprises. The article provides a classification and analyzes advantages and drawbacks of PBTs from the point of view of a host country. The main trends and factors determining the dynamics of the PBT market are described. Given that Russia currently lags behind the leaders of the PBT market, an incorporation of a state carbon fund is put forward with an aim of channelling PBTs through it. This paper proposes a form of PBT market regulation by incorporating an option mechanism into the contract structure of a transaction. A comparison of the new form of regulation with the tools that are currently in use in Russia and other countries demonstrates its greater economic efficiency under uncertainty.
