With the nation's development and expansion , "high-quality" has become an important standard quality to judge talent. While the campus culture is part of the composition of college, powerful culture plays an important role in cultivating the talent with high quality. The influence of campus culture is extraordinarily significant especially in the process of cultivating minority of high-quality personnel in the national universities. The Third Plenary Session of our party clearly put forward that: "To adhere to the people-oriented, pursuit coordinated and sustainable development, to promote social economic and people's all-round development. Core requirements of the scientific development concept and is to adhere to the people-oriented and realize human's comprehensive development." The realization of human's comprehensive development, should improve people's material life, strengthen cultural construction, enrich people's spiritual life, and enhance the quality of people; It is basic requirements of the talents cultivation. Nowadays, culture has become an important part of comprehensive national strength. As part of the social culture, campus culture is significant in talents cultivation. China is a multi-ethnic country, but the economy of many minority areas is still backward and the school education level is low, strengthening the cultivation of talents is the key point. Some national universities have made the institute of campus culture construction and draw the relevant conclusions: "to strengthen the construction of campus culture is the need of social culture and the core need to enhance competence of the university. " This paper will expound the influence of particularity of the ethnic national college that has on the minority high-quality cultivation from the needs of talents training .

At present, our country has entered a new stage of development. In the context of rapid economic development, people have increasingly realized the importance of cultural construction to social development. As a base for training talents, colleges and universities must fully realize the importance of school culture construction, and combine their own advantages and characteristics to explore effective ways of campus culture construction. Colleges and universities should guide students to establish a correct outlook on life and values, strengthen students’ ideological and moral education, promote the construction of a harmonious campus, and promote the connotative development of the school. This article first analyzes the significance of the construction of campus culture in colleges and universities in the new era, and discusses the strategy of constructing campus culture in colleges and universities, hoping to provide some reference for the comprehensive development of college campus culture construction.

The main direction of the educational process is to develop the education system in accordance with the strategic directions of social and economic development of the republic, integrating it into the world educational space, preserving its national essence through the use of national customs and traditions, as well as cultural values, creating conditions for the formation of a personality in the national spirit, development of a high level of outlook and creative potential of the personality, cognitive competences. The implementation of these tasks requires a review of the content of the educational process in the country's schools from a new methodological standpoint, based on the use of elements of national customs and traditions. Such a new methodological system shows the need for radical changes in the traditional educational process, the development of a creative approach to teaching, and the updating of the content of education on a national basis.In the modern period of the development of society in the educational process of educational institutions the principle of education is implemented, taking into account the comprehensive development of students, such a system of education and upbringing provides an opportunity for the formation of cultural and ethnic identity, it is aimed at an in-depth study of the spiritual culture of the people and the ability to connect it with modern values. This system of education and training is based on the link between national customs and traditions (customs and traditions related to children's upbringing, household customs and traditions, social customs and traditions) and the educational process.

In today’s economic realities, achieving the necessary level of financial security of enterprises is a prerequisite for ensuring their sustainable operation and the formation of competitive development parameters in the internal and external market environment. The effectiveness of this process depends on building a high-quality financial architecture as the basic structural element of the company’s financial security system. In this regard, the subject of the study is an analysis of existing theoretical approaches to the definition of financial architecture and its relationship with the financial security of the enterprise. The methodological basis of the research is the scientific development of domestic and foreign scientists, the fundamental theoretical positions of economic science in the field of financial architecture formation, financial risk management, and financial security of the enterprise. The purpose of the article is to study the essence of financial architecture in order to substantiate its determining influence on the financial security of the enterprise and ensure its sustainable functioning in an unstable development of economic processes. The article analyses the theoretical aspects of financial architecture and finds that the interpretation of this economic category is due to the existence of clear causal relationships between its constituent elements and their impact on the financial support. Proceeding from this, the definition of financial architecture is drawn as a set of interconnected structural elements such as capital structure, ownership structure and quality of corporate governance, which accumulate and mobilize financial resources, increase control over the activity of the enterprise, solve conflicts of interest between owners and other stakeholders. It is determined that the choice of principles and methods for constructing financial architecture depends on such financial interests of economic entities as forming a flexible financial potential, optimizing the structure of capital, increasing investment attractiveness, maximizing profits, and increasing the market value of the enterprise. It is proved that the result of building a flexible financial architecture is to provide the appropriate level of financial security of an enterprise by identifying, quantifying, neutralizing, minimizing, and monitoring its financial risks. It is proposed to systematize indicators of financial security level assessment on the most typical of its functional components, among which investment, credit, emission, innovation, and currency can be distinguished. It has been established that ensuring the appropriate level of financial security will contribute to achieving financial sustainability, forming qualitative financial potential, providing competitive advantages, harmonizing interests of economic entities, and creating an effective system of economic security of the enterprise. It is concluded that the construction of high-quality financial architecture is the basis of financial security of an enterprise, the level of which depends on the proper management of financial risks and ensuring an adequate level of safety of all its functional components. As a criterion for the effectiveness of the process of ensuring the financial security of the company, sustainable development of the enterprise was determined in the conditions of an unstable economic environment.

Good corporate governance (GCG) is a principle implemented by the company to ensure that the interests of stakeholders are not neglected. GCG consists of five main pillars which are transparency, accountability, responsiveness, independency, and fairness. In Indonesia, GCG implementation has not been effective enough as it is only necessarry for large companies and the public. The instrument used to assess GCG implementation is not appropriate either, examples of such are its portion, the existence and role of independent commissioners, portion, the existence and role of the audit committee, and ownership structure. This paper analyzes the implementation of culture found in Indonesian people living in GCG system. With the implementation of this social culture, the corporate GCG is better in its implementation because it is built on the noble values of the people. It then became the Pancasila which is the philosophy of Indonesia as such the the GCG implementation is accessed using the Pancasila Corporate Governance Index (PCGI).

The common sense of modern times was not always “common” in the past. For example, if it is true that inflation is caused by an oversupply of money, a short supply of money must cause deflation. However logical that sounds, though, it has not been so uncommon in history that rising prices were recognized as being caused by a scarcity of currency. Even in the same period, a common idea prevailing in one historical area was not always common in another; rather, it sometimes appeared in quite the opposite direction. It is likely that the idea that a government gains from bad currencies, while traders appreciate good ones, is popular throughout the world. In the case of China, however, its dynasties sometimes intentionally issued high-quality coins without regard to their losses. East Asia shared the idea that cheap currency harms the state, while an expensive currency harms the people. This is in considerable contrast with a common image in other regions that authorities gained profits from seigniorage.

Science culture is an important part of the social culture system and has become a major force in shaping modern society. High-quality and sustainable innovation is not possible without a vibrant and engaging science culture. Science popularization (SP) venues serve as a bridge between scientists and the public and constitute an important platform for disseminating science culture. This study explores the organic connection between SP venues and science culture dissemination and the internal mechanisms of those venues by discussing practices of SP venues in China and elsewhere. It concludes that the SP venue system is becoming an important part of science culture dissemination. It offers specific suggestions on how to promote the development of the SP venue system to improve the quality, efficiency, effectiveness and scope of science culture dissemination.

With the rapid advance in multimedia streaming and multicast transport technology, current IP multicast protocols, especially PIM-SM, become the major channel delivery mechanism for IPTV system over Internet. The goals for IPTV service are to provide two-way interactive services for viewers to select popular program channel with high quality for watching during fast channel surfing period. However, existing IP multicast protocol cannot meet above QoS requirements for IPTV applications between media server and subscribers. Therefore, we propose a cooperative scheme of hybrid-tree based on explicit routed multicast, called as HT-ERM to combine the advantages of shared tree and source tree for QoS-supported IPTV service. To increase network utilization, the constrained shortest path first (CSPF) routing algorithm is designed for construction of hybrid tree to deliver the high-quality video stream over watching channel and standard quality over surfing channel. Furthermore, the Resource Reservation Protocol- Traffic Engineering (RSVP-TE) is used as signaling mechanism to set up QoS path for multicast channel admission control. Our simulation results demonstrated that the proposed HT-ERM scheme outperforms other multicast QoS-based delivery scheme in terms of channel switching delay, resource utilization, and blocking ratio for IPTV service.
