This article analyzes spatial differences and tendencies of development of housing construction in largest cities of Russia. The authors estimate the pace of housing and housing provision in the largest cities of Russia. Based on a comparative analysis cities with different levels of housing development are identified. The authors define the interaction and interdependence of housing construction and economic development of Russia's largest cities.

The paper presents the analysis of the situation on the Russian consumer market. Tendencies and prospects of the domestic manufacturing industry as a source of forma-tion and development of a consumer economy in Russia are considered. In the article the author provides a comparative analysis of final consumption in Russia and other countries of the world and comes to the following conclusions. In Russia, there is a potential for the formation of consumer economy. But different levels of social and economic development of Russian regions are restriction for the formation of a consumer economy in it.

Subject. Shared-equity investment in the primary housing sector is one of the most popular vehicles to finance housing construction projects. Objectives. We identify and analyze positive and negative aspects for co-investors of housing development projects in using escrow accounts. The article analyzed issues and possible solutions resulting from the innovative interaction of parties to housing construction projects in Russia. Methods. Studying the use of escrow accounts as a mean to make the finance of housing construction projects legally secure, we apply methods of logic, statistical and comparative analysis. Results. The article indicates positive and negative aspects of using escrow accounts and enlists risks associated with the purchase of housing when its construction is in progress. We describe how individual co-investors can protect their invested funds. We suggest the escrow account mechanism should be more thoroughly elaborated to secure the finance of housing construction projects. Conclusions and Relevance. The facility is novel for Russia. People are very wary of such innovations, especially in the housing segment. Would-be buyers should have clearer information about changes in the housing purchase procedure. Co-investors should be explained what requirements they need to meet when choosing a lending institutions and a developer, documentation on a shared-equity construction. It is crucial to communicate all details and technicalities about negative aspects of the financial facility.

The article includes a broad comparative analysis of the two nearby cities as demographic dimensions of Strășeni (R. Moldova) and Zărnești (Romania), but, in a different way as size of the occupied land surface, following the classic form of comparative study, used in urban geography, as a component part of human geography, including innovative elements in line with current socio-economic and urban development requirements. In socio-economic development both cities are affected in principle, by the same problems, the city of Străseni being more affected by the socio-economic transition, here the decline is higher on different levels of development, due to administrative-territorial and development reforms regionally less efficient than in Romania.

The paper identifies and assesses the closeness of the connection between incremental indicators of the financial development in the regions of Russia with the incremental regional GDP and the investment in fixed capital. It is shown that the positioning of the region as an independent participant of public debt market matters: the regional GDP and investment in fixed capital grow more rapidly in the regions which are regularly borrowing on the sub-federal bonds market. The paper also demonstrates that the poorly developed financial system in some regions have caused the imperfection of the growth mechanisms since the economy is not able to use the financial system’s functions.

Subject. This article examines the functions and management structures of central financial bodies and related parliamentary and governmental structures in Australia, Canada, Great Britain, Japan, Germany, France and Italy. Objectives. The article aims to identify non-standard functions and structures that go beyond the classical responsibility of finance ministries as a central part of the budget process arising from current economic challenges. Methods. For the study, I used a comparative analysis. Results. The article describes the important new functions of financial authorities and treasuries of Western governments aimed at economic growth and economic recovery. Conclusions. The organizational and management structures and functions of the ministries of finance go far beyond the budget process, overlap with and dominate the functions of central banks and ministries of economic development.

Countries of former Yugoslavia and Albania are considered as countries with many common problems as well as changes, which in this context are regarded as insignificant. On their way towards development, these countries are characterized by common problem, among which the most sensitive have been and still remain, unemployment, increasingly compressed public administration, unjustified optimism when planning the budget, mismanagement of public finances and poor fiscal discipline which mostly depends on being or not an election year. In these countries we notice the lack of harmony between economic and fiscal policies and the real needs of the economy. This is seen as other major common ofWest Balkan countries. This similiarity of problems narrows the possibility of competition associated to the foreign investment absorbing capacity. But, which is the moacroeconomic picture in the countries of West Balkan? What are their tax systems? How much are the foreign direct investments? Does the tax system serve as a promoter for these invvestments? This paper represents a comparative analysis of the fiscal systems in the countries of this region. The subject of this paper is the protection with arguments of the economic and fiscal policy which are built for the economic development of a country. This because we are given that there are two types of experiences related to tax system, one of which handles taxes as instruments for revenue collection and the other as a promoter factor for economic development.

The article presents an analysis of three poems about war («The Tale of Our Lady and Russian Soldiers» («Slovo o Bogoroditse i Russkih Soldatah»), «The Attack» («Ataka»), «The Forties» («Sorokovye»)) written by D. Samoylov in different periods of his creative activity. On the basis of the existing research of the creative work of the famous poet of the 20th century, a multilevel characteristic of his war lyrics is given. The aim of the article is to characterize the specific features of the poetic language of such an original author by means of a lingvo-stylistic analysis of D. Samoilov’s poems, to reveal the richness and diversity of his artistic manner. The following research methods were used: analytical reading, comparative analysis, ontological method, a multilevel analysis of poetry. The author accentuates reminiscences in D. Samoilov’s war poetry, the contrast and contrast means, repetition as an artistic device, paronomasia in the stylistic mixture of linguistic means belonging to different levels. A multidimensional poet’s approach to the theme of the war is the conclusion of the article.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

A comparative analysis of the prices of raw materials, fuel, electricity in Russia and Western countries, the dynamics of their growth and impact on the national economy. It is shown that in the interests of the country's economic development and improving the welfare of the population, it is necessary to use its natural resources more effectively, to pursue a more stringent and at the same time balanced policy to curb the growth of prices, taking into account the interests of the state and business.
